The DERC regulate the working of entire Power Sector of Delhi State
Delhi Transco Limited (DTL) is the State Transmission Utility responsible for augmenting and maintaining
existing Transmission System consisting of 220kV and 400kV sub-stations and Transmission Lines
Network, efficiently and effectively in the National Capital Territory of Delhi.
State Load Dispatch Center (SLDC) under Delhi Transco Limited was created, as an Apex Body to ensure
integrated operation of the power system in Delhi.
Power System Control is nodal department responsible for all operations of NDPL Grid Substation to
SLDC. PS&T is overall responsible for load management of whole NDPL network
PSC is taking care of Day Ahead Power Scheduling activity. Co-ordination with SLDC, NRLDC for
updation.
1.1 How does Power reach us? Electric power is normally generated at 11-25kV in a power station. To transmit over long distances, it is
then stepped-up to 400kV, 220kV or 132kV as necessary. Power is carried through a transmission network
of high voltage lines. Usually, these lines run into hundreds of kilometers and deliver the power into a
common power pool called the grid. The grid is connected to load centres (cities) through a sub-
transmission network of normally 33kV (or sometimes 66kV) lines. These lines terminate into a 33kV (or
66kV) substation, where the voltage is stepped-down to 11kV for power distribution to load points through
a distribution network of lines at 11kV and lower.
The power network, which generally concerns the common man, is the distribution network of 11kV lines or
feeders downstream of the 33kV substation. Each 11kV feeder which emanates from the 33kV substation
branches further into several subsidiary 11kV feeders to carry power close to the load points (localities,
industrial areas, villages, etc.,). At these load points, a transformer further reduces the voltage from 11kV
to 415V to provide the last-mile connection through 415V feeders (also called as Low Tension (LT)
feeders) to individual customers, either at 240V (as single-phase supply) or at 415V (as three-phase
supply). A feeder could be either an overhead line or an underground cable. In urban areas, owing to the
density of customers, the length of an 11kV feeder is generally up to 3 km. On the other hand, in rural
areas, the feeder length is much larger (up to 20 km). A 415V feeder should normally be restricted to about
0.5-1.0 km. Unduly long feeders lead to low voltage at the consumer end.

1.2 Intra state ABT in Delhi:- Intra state ABT ( Availability Based Tariff) & Reallocation of PPAs ( Power purchase Agreement ) was
implemented in Delhi on 1st April 2007 , Power Procurement became responsibility of respective
distribution utility ( Earlier with State Load Dispatch Centre).
Unscheduled Interchange (UI) was introduced, UI is the frequency linked per unit charges which
distribution utility will pay if Power drawal more than sanctioned by State Load Dispatch Centre and
received if Power drawal less than sanctioned.
Trading was introduced for ‘Short term’ & ‘Day ahead’ Power as per Electricity Act ‘03 in 2007.
Power availability is ensured through three ways:
1. Long term agreement
2. Medium/short terms agreements.
3. Day Ahead trading
4. Real time in contingency
Power distribution is regulated business by DERC and CERC. There is various regulations under which
power distribution company need to operate
The charges for Unscheduled Interchange shall be worked out on the average frequency of the time-block
at the rates given hereunder –

Brief detail of each process:-
PSC-P-01_Periodic operation reports:-
There are various reports generated from PSC Daily/Weekly/quarterly /monthly /annually
Work instruction for preparation of various reports is available.
There are some critical reports sent to management daily before 08:00 A.M. in the night shift.
These reports are:-
1) Flash report with all annexure
2) Operational Summary
Flash report with all annexure:-
Flash report is customized software developed by external developer.
All operational activities were enter in this software daily in each shift
Detail of the PTW issued, breakdown, Load shedding, Equipment not in service (Pending
Equipments) etc.
In the night shift, customized report generated for the day after 24:00 Hrs. and all the reports were
cross checked for any entry error or abnormal value.
Check for Flash report will be filled and upload in ndpl-o-pedia.
Detail procedure for preparation of report will be explained later in training process.
Operational Summary :-
Operational Summary is automatic report generated from flash report
This report compliance Detail of SAIDI, CAIDI for NDPL, Peak Demand meet, Highest consumer
affected in any zone, lowest consumer affected in any zone for the day etc.

Subtransmmision System (33kV & 66kV) outage Management:-
Sub Transmission outage planning done on weekly basis on every TUESDAY.
Three Steps of Outage Scheduling:
1) System Outage Request: -
Two types of Outage Request:
PM05 (Preventive Maintenance):-
PM05 is annual maintenance for electrical equipment. 33kV & 66kV electrical equipment
were maintained annually
For PM05 –SAP generated entry maintain by MPG (Maintenance Planning Group) in SAP
PM03 (Predictive Maintenance):-
For PM03 -Outage Request entry done by respective Grid /Line JE in SAP. Predictive
Maintenance includes project work, Hot spot attending, Tree trimming etc.
2) System Outage Scheduling
After receiving outage request from SAP, Low flow analysis will be done for shut down of circuit
and transformer.
Outage will be finalized and enter in flash report software and mail to all concerned.
3) System Outage Monitoring :-
System outage monitoring done on schedule outage day execution. Outage is executed as per
Normal Operating Procedure. Check list for each shut down will be filled.
Distribution System (11kV & Below)
Distribution outage planning done on daily basis for N+2 day.
1) Distribution Outage Request: -
Distribution outages request will received through SAP N-2 day working days in advance till 12:00
Hrs.
Two types of Outage Request:
PM05 (Preventive Maintenance):-
PM05 is annual maintenance for electrical equipment. 11kV electrical equipment were
maintained annually
For PM05 –SAP generated entry maintain by MPG (Maintenance Planning Group) in SAP
PM03 (Predictive Maintenance):-
For PM03 -Outage Request entry done by respective Zone /Grid Owner in SAP. Predictive
Maintenance includes project work etc.

3) Distribution Outage Monitoring:-
Distribution outage monitoring done on schedule outage day execution. Outage is executed as
after issuing PTW to working party.
PSC-P-03_Power Scheduling and Reporting:-
Power scheduling includes following activities:-
1) Load forecasting for next Day
2) Preparation of ABT report
3) Power trading for next day
4) UI Bill verification
Load forecasting for next Day:-
Load forecasting for next day prepared in 96 block (15 min for the day) . During preparation of
load forecast, Weather Forecast for next day, actual weather for lat day, actual drawal (MW) for
last day and the same day of last week were considered
Preparation of ABT report :-
ABT is customized software developed by external developer.
Power summary for the day is displayed in ABT report. ABT report include highest demand meet
by NDPL, Load shedding, generating station status, Frequency profile for the day etc.
We have AMR system established in PSC for reading boundary line meters and we upload the
data in ABT software after 24:00 Hrs in night shift.
We calculate total NDPL drawal from AMR System and SCADA data
In the night shift, customized report generated for the day after 24:00 Hrs. and all the reports were
cross checked for any entry error or abnormal value.
Detail procedure for preparation of report will be explained later in training process
UI Bill verification
UI bill is received from SLDC for NDPL overdrawal, underdrawal & Penalty
Ui bill is verified by PSC and send to PMG
PMG will highlight in respective forum if there is any discrepancies were observed
PSC-P-04_ Load Management, System monitoring & Attending to Interruption
In this process, PSC monitors the whole NDPL network.

Alarms for the circuits, transformers after protection tripping will receive in MCC. The detail of
protection alarms verbal inform to protection department. Load normalized on alternate circuits or
transformer if possible or load back fed or Rotational Load shedding will be carried out
PTW will be issued as per PTW guideline W01 (PSC-P-04) for breakdown or emergency shut
down
Distribution PTW will be issued from DMS Desk. DMS network will be updated after any operation
Load shedding is carried in NDPL for various reasons
Types of Load shedding are:-
1. DLR (Distress Load Relief )
2. ISLS (Intentional Load Shedding )
3. UFR (Under Frequency relief)
4. Load shedding due to Breakdown, Supply Fail, Emergency shutdown etc.

DLR schedule is prepared as per date & time slot and communicated to consumer through
various channels:-

“SANCHAR” – ANNOUNCEMENT (MUNADI) in areas affected due to shut downs
NDPL distributes Public Handouts in case of Power Shortage.

ISLS (Intentional scheduled Load Shedding )
There are few 11kV feeders having AT&C loss more than 40% with large power theft. Load
shedding is carried out for such feeder to minimized illegal use of electricity
11kV feeders with AT&C loss will be provided by energy audit group. We select the feeders
with AT&C loss more than 40%
Shedding of these feeders done on daily basis as per loss level.
Updation of same has been done on requirement of District Manager or Zonal Manager as a
when required.
Load entry of ISLS feeders done by duty staff in format at the time of shedding in Flash
Report
UFR (Under Frequency relief):-
Frequency is regulated by DTL to avoid grid disturbances. Frequency is monitored within the
range of 50 – 48.8 Hz
There is UFR Relay installed at 220kV Grid Sub stations. There is schedule prepared for
UFR relay operations.
There are three UFR Stages operations:-
1) Below 48.8 Hz
2) Below 48.6 Hz
3) Below 48.2 Hz
For each stage the configured load will be get shed after the respective frequency stages

is not possible or 11kv feeder back feeding is not possible
Loa shedding will be carried rotationally till load can be normalized.

Prior information regarding system alteration should be provided by grid / zonal staff in system alteration
request form.
On basis of that information Power System & Trading generate Notification of system alteration providing
information before and after changes of system after receiving clearance from Automation, Protection &
system.
Notification is mail to all concern (GIS, SAP, and Automation) for system changes.
The same has been updated in SLD & Flash Report software also.
Distribution System (11kV & Below)
Notification for Distribution System is generated only where DMS is implemented
Prior information regarding system alteration should be provided by zonal staff in system alteration request
form.
On basis of that information Power System & Trading generate Notification of system alteration providing

Supervisory Control:- Control functions are initiated by the operators or automatically from software applications and directly affect power system operation.Data Acquisition:- Basic information describing the operating state of the power network is passed to the SCADA system. This is collected automatically by equipment in various substations and devices or calculated. In all cases, the information is treated in the same way.

Communication Network:- Communication network of NDPL is through Optical Fiber network. There are total 6 nos. of OF rings. The network is designed in ring shape to increase the redundancy of the network.If there is OF cut on one side the router can communicate through other side of the ring network. There is one core ring network which communicates to Master Control Centre.

RTC is the real time server where real time processing is carried out. All calculations, formula etc. are defined in RTC. Scaling of the raw data is done in RTC.
IM ( information Management ) IM server is information storage server. All the data storage is done in IM . all analog , digital data , event , alarms were get stored in IM.
UI(User Interface) UI is the monitor on which the SCADA system is operated. It is man-machine interface for remote operations from SCADA System.
Each server has its hot standby server hence if there is failure of one server, the slave server will take over automatically
Backup Control Centre :-
A stand-alone BCS, located remotely from the MCS in the Backup Control Center (BCC), shall be provided
to perform SCADA/DMS functions upon catastrophic loss of the SCADA/DMS. The BCS hardware and
software technology shall be the same as the SCADA/DMS such that the incremental maintenance costs
for hardware, software, database, display, and report updates and training are minimized.
BCC is visited monthly with automation for checking of BCC
Mock Drill of BCC is conducted annually in presence of automation.

Unscheduled system Interruptions :-
Unscheduled System Outages includes emergency shutdown, Break downs, protection tripping etc.
There are various types of unscheduled shut downs:-
UPSD (Unplanned Shutdowns) :-
This shut downs are not planned weekly however includes project work, automation work, Bird Nests removal, Oil Leakage from Power Transformers etc. UPSD is given only if the load management is possible. Load shedding for UPSD is not recommended.
ESD(Emergency Shutdown) :- These shutdowns include emergency condition for network restoration and need to be attended urgently.

OSD (Opportunity Shutdown):-This shutdown is availed when third party is working on the same equipment /line . The line is under breakdown etc.
CSD (Compensatory Shutdown):-The request for the shutdown is refused for any reason then another shutdown is availed for its compensation
BD (Breakdown) :-The interruption on any electrical equipment or line due to protection system operated in counted as BD. Breakdown leads to load shedding if the load management is not feasible.
SF (Supply Fail) :-Supply Fail is the one kind of breakdown only. However the breakdown of 220kV/440Kv electrical equipment of DTL. Breakdown of DTL equipment cause supply failure of NDPL network in counted as SF. The breakdown is listed on account of DTL.
Shutdowns were given (issue PTW) to working party after filling EOP (Emergency Operating Procedure).
