1 (A) The eligibility for admission into Super Specialty courses is subject to further orders to be issued by the Government

3 RESERVATIONS 31 All the seats are to be filled by open competition since these courses are second PG courses

and subject to Regulation at point 53 of this prospectus 32 Reservation for local candidates

321 Admission to 85 of Statewide seats shall be reserved in favour of Andhra amp Nagarjuna

University Area Osmania amp Kakatiya University Area and Sri Venkateswara University Area

in the ratio of 423622 respectively as per the rules and the procedure specified in

Annexure-IV of GOPNo646 dated 10-7-1979 Education (W) Department of Government

of AP as amended from time to time The remaining 15 of seats are unreserved seats

322 The admission to 85 of non-statewide seats shall be reserved in favour of local area as

per the rules and the procedure specified in Annexure III of GOP No646 dt10-7-1979

Definition of local areas and local candidates 33 Local Area 331 The part of the State comprising the districts of Srikakulam VizianagaramVisakhapatnam

East Godavari West Godavari Krishna Guntur and Prakasam be regarded as Andhra University Area

332 The part of the State comprising the districts of Adilabad Hyderabad (including twin cities) Ranga Reddy Khammam Karimnagar Medak Mahaboobnagar Nalgonda Nizamabad and Warangal shall be regarded as the Osmania University Area

333 The part of the State comprising the districts of Anantapur Kurnool Chittoor Kadapa and

Nellore shall be regarded as Sri Venkateswara University Area 34 LOCAL CANDIDATES 341 A candidate for admission shall be regarded as a local candidate in relation to a local area a) If heshe studied in an educational institution or educational Institutions in such local area

for a period of not less than four consecutive academic years ending with the academic year in which heshe appeared or as the case may be first appeared in the relevant qualifying examination

OR b) Where during the whole or any part of the four consecutive academic years ending with

the academic year in which he she appeared or as the case may be first appeared for the relevant qualifying examination heshe has not studied in educational institutions if he she had resided in that local area for a period of not less than four years immediately preceding the date of commencement of relevant qualifying examination in which heshe appeared or as the case may be first appeared

342 A candidate for admission to any course of study who is not regarded as a local candidate under sub-regulation 341 above in relation to any local area shall

i) If heshe has studied in educational Institutions in the State for a period of not less than seven consecutive academic years ending with the academic year in which he she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as a local candidate in relation to

a) Such a local area where heshe has studied for the maximum period out of the said seven years

OR

b) Where the periods of hisher study in two or more local areas are equal such local area where he she has last studied in such equal periods

OR

ii) If during the whole or any part of the seven consecutive academic years ending with the academic year in which heshe appeared or as the case may be first appeared for relevant

qualifying examination he she has not studied in the educational institution in any local area but heshe has resided in the State during the whole of the said period of seven years be regarded as a local candidate in relation to

a) such local area where heshe has resided for the maximum period out of the said period of seven years or

b) Where the period of hisher residence in two or more local areas are equal such local area where heshe resided last in such equal periods Explanation - (for purpose of this Sub-regulation)

i) Educational Institution means a University or any educational institution recognized by the State Govt or University or other Competent Authority

ii) Relevant qualifying examinationrdquo in relation to admission to any course of study means the examination a pass in which is the minimum educational qualification for admission to such course of study

iii) In reckoning the consecutive academic years during which a candidate has studied any period of interruption of hisher study by reasons of hisher failure to pass any examination and any period of his her study in a Statewide University or a Statewide Educational Institution shall be disregarded

iv) The question whether any candidate for admission to any course of Study has resided in any local area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of hisher parent or guardian

351 While determining under sub-regulation 321 the number of seats to be reserved in

favour of local candidates any fraction of seat shall be counted as one provided that there shall be atleast one unreserved seat and there shall be atleast one seat allocated for local candidates in respect of each local area

352 The above sub-regulation shall not apply in relation to any course of study in which the total number of available seats does not exceed three

353 While determining under sub-regulation 322 the number of seats to be reserved in favour of local candidates any fraction of seat shall be counted as one provided that there shall be atleast one unreserved seat

36 If a local candidate in respect of a local area is not available to fill any seat reserved or allocated in favour of a local candidate in respect of that local area such seat shall be filled in as if it had not been reserved

37 The applicants who claim to be local candidate with reference to regulation 341(a) or 342(i)shall produce study certificate certificates issued by the Heads of Educational Institution Institutions concerned indicating the details of the year or years in which the candidate has studied in the said educational institution in such local area for a period of not less than four seven consecutive academic years ending with the academic year which he she appeared or as the case may be first appeared for the qualifying examination

Those who did not qualify as a local candidate under sub regulation 341 (a) and 342 (i) but claim to qualify by virtue of residence shall produce a certificate issued by an officer of the Revenue Department not below the rank of a Mandal Revenue Officer in independent charge of sub talukmandal in the form annexed to GOPNo628 Education dated the 25th July 1974 appended to the application form with necessary modification (Annexure-I)

38 The following categories of candidates are eligible to apply for admission to the remaining 15 of unreserved seats

381 All candidates defined under Regulation 34 382 Candidates who have resided in the State for a total period of ten years excluding periods

of study outside the State or either of whose parents have resided in the State for a total period of ten years excluding periods of employment outside the State

383 Candidates who are children of parents who are in the employment of the State or Central Government Public Sector Corporations Local Bodies Universities and other similar quasi public institutions within the State

384 Candidates who are spouses of those in the employment of the State or Central Government Public Sector Corporations Local Bodies Universities and Educational Institutions recognised by the Government a University or other Competent Authority and similar other Quasi Government Institutions within the State

385 Candidates who are employed in the State Government Undertakings Public Sector Corporations Local Bodies Universities and other similar Quasi Public Institutions within the State

386 Candidates who are spouses of the local candidates as per the regulation 34

NB Relevant Certificates shall be attached to the application in respect of their claim In respect of residence the certificate should be obtained from the revenue authorities not below the rank of Mandal Revenue Officer

4 APPLICATIONS 41 The on-line application form will be available on the website http wwwdrntruhsorg from 8th July 2015 (Wednesday) to 15th July 2015 (Wednesday) 500 pm Note The candidates are advised to take a print out of the Prospectus Instructions to fill the

application form from the website httpntruhsapnicin or from wwwdrntruhsorg before proceeding to fill the application form

42 The candidate should fill the online application form available in the Website with the data required-

for through internet The online application form can be filled through any computer with internet connection (homeinternet cafeacutenet center) The candidate is advised to fill the online application form after going through the Prospectus by keeping all the Certificates Scanned Photo and Signature in the jpggif format separately (as shown below) (step-1) and ready to enter hisher correct data and upload the photo and signature after the payment of application fee through Online

421 Procedure of filling online application and Procedure for online payment 1 The fee can be paid through Debit card Credit card or Net Banking 2 The fee paid by the applicants is not refundable under any circumstances 3 Read the Notification Prospectus Regulations carefully 4 Keep all the following documents required

(a) Date of Birth Certificate (b) Study Certificates from 1st MBBS to final MBBS (c) Study Certificates of Post Graduate Medical Degree (c) In case of candidates from Siddhartha Medical College Study certificates from 6th class to Intermediate 12th standard (d) In case of Candidates from Christian Medical College(CMC) Dichpalli study certificates from 6th class to Intermediate 12th standard and study certificates from 1st MBBS to final MBBS

(e) In case of candidates obtained PG Degree MBBS or equivalent Degree from outside the State of Andhra Pradesh and Telangana India 10 years residence certificate of father mother Spouse issued by Competent Authority indicating years of residence and other relevant certificates if any in support of eligibility as per Presidential order

(f) All marks memos of PG Degree and 1st MBBS to final MBBS (g) Scanned Photo (80 kb in size) (h) Scanned Signature (i) Category Certificate if applicable (j) Service Certificate if applicable (k) Internship Completion certificate (l) Medical Council Registration Certificate

427 HOW TO SUBMIT APPLICATION After Click on Application form link in website The screen will ask for Application No as USER ID and Date

of Birth (DDMMYYYY) as password (Example 02101984) to proceed for the application submission The

USER ID and password also shared through E-Mail and SMS after successful registration

428 After Logging in candidate can view the details he filled in the previous form To continue

completing the Application form candidate needs to click on Complete Application Form button on top right corner of the screen

429 All the fields marked with lsquorsquo are compulsory in the form 4210 The candidate will be allowed to take a copy of printout at any time but editing adding information

is not allowed once the application is submitted 4211 The main application form is consisting of 3 tabs (General Information Qualifications Marks and

4217 Click on the browse buttons to upload the photos and signatures from local machine Only jpggif images can be uploaded which are maximum 80kb in size each

4218 By clicking on browse button and selecting the file the image is automatically displayed as File name Click on SUBMIT button will submit the photo Then close the upload photo and image screen to come back to the original form

4219 Click next to fill the remaining information on remaining tabs 4220 On the Declaration tab fill the CAPTCHA and Click on I agree Check box to give declaration Click

on SUBMIT button to submit the form After this no information can be edited Sample screen is displayed below

43 After completing the data entry in all pages of the online application and after submitting the data

through online the candidate should take the print-out of the filled-in online application form The Candidate should note the Barcode application number which appears on the printout of application for future reference

44 The candidate should paste a recent passport size photograph in the space provided in the print out of online application form The Photo should be attested by Gezetted Officer Principal of the College (identical to the photo that used for scanning)

45 The candidate should enclose the attested copies of required Certificates to the print-out of the online application form in support of hisher claim

46 The candidate should sign at the declaration area in the print out of the online application form without fail

47 LAST DATE FOR SUBMISSION OF PRINTOUT OF FILLED-IN ONLINE APPLICATION FOR REGISTRATION IS 0500 PM on 21st July 2015

471 The candidate should submit the print-out of the filled-in online application alongwith the attested

copies of required certificates to The Convener PG Admissions Committee Dr NTR University of Health Sciences AP Vijayawada - 8 either by post or in person on or before 500 PM on 21st July 2015The candidate shall clearly superscirbe on the cover the name of the course applied for ldquoSS ET-2015rdquo

472 Application forms received without enclosing copies of required Certificates incomplete applications without signing declaration applications received after last date and time will stand automatically rejected Postal delay or loss in transit will not be condoned Application forms of ineligible candidates will be summarily rejected

Note 1) The candidature of the applicant will not be considered for SS ET - 2015 unless the print-out application form is submitted to the University alongwith the requisite enclosures on or before the cutoff date The University holds no responsibility for postal delays Loss in Transit

2) The Entrance test committee is taking every precaution to grant eligibility to all the eligible candidates who have fulfilled all Statutory Regulations to appear for SS ET 2015 and registered by enclosing all the documents including payment of fee If the candidate faces any technical difficulty while submitting the online application contact No18002660312

5 ELIGIBILTY

51 Qualifications required to apply for the courses are noted against each in column (2) of the table at Regulation 2 above

52 Candidates who are already studying DMMCh course shall not be permitted to appear for the entrance test unless they discontinue the course by remitting the bond amount and stipend drawn upto that date before submitting the application form Such candidates shall have to submit a certificate issued by the head of the institution to that effect alongwith the application form in the proforma appended as Annexure-II

Note If a candidate is found to have concealed any information regarding this matter the registration of such a candidate is liable to be cancelled Further disciplinary action will be taken by the University against himher

53 The candidates shall be local or non-local as per GOPNo646 dated 10th July 1979 of Education (W) Department of Government of Andhra Pradesh as amended from time to time

6 HALL TICKETS The eligible candidate shall download the Hall Ticket through online from 3rd August 2015 from the website httpwwwdrntruhsorg by entering hisher Application Number and Date of Birth as (DDMMYYYY) Ex 1 Login ID Application Number 2 Password DDMMYYYY (date of birth)

Ex If the Date of Birth of the candidate is 3rd January 1980 enter as 03011980

7 ENTRANCE TEST 71 Computer Based (Online) Entrance Test will be conducted for admission into the

Super Specialty courses 72 The Entrance Test will be conducted on 9th August 2015 at three centres ie Hyderabad

Vijayawada and Visakhapatnam 73 Each subject will have a separate question paper consists of 100 multiple choice questions

in the subject concerned 74 The duration of Examination is 90 minutes

75 All the questions will be of one best correct response type having four alternatives 751 Each answer with correct response shall be awarded one mark 752 There is no negative mark for incorrect response 753 Zero mark will be given for the questions not answered 754 Choose the most appropriate answer 755 The merit list for the qualified candidates shall be prepared on the basis of marks obtained

in the entrance test separately for each course subject to sub-regulation 76 756 Minimum marks required to qualify in the entrance test shall be 50

76 MERIT LIST 761 Ranks will be prepared basing on the Marks obtained in Entrance Test 762 The Candidates who secured a minimum of 50 marks in the Entrance Test will only be qualified to appear for the counseling

763 Merit list will be prepared and rank shall be allotted in the order of Merit based on the marks obtained in the Entrance Test

764 In case of tie of Marks in the Entrance Examination the following criteria shall be adopted for fixing a Merit

1 In case tie the Marks in the Qualifying Examination ie MDMSDNB shall be taken into consideration for fixing the merit of the candidates

2 In case marks are not awarded in MDMSDNB to any candidate in the tie the Marks in the subject of Medicine in final MBBS shall be taken into consideration for DM courses and marks in the subject of Surgery in Final MBBS shall be taken into consideration for MCh courses 3 If there is still a tie elder age will be preferred

NOTE If the candidate fails to submit any or all the marks memos of PGDNBFINAL MBBS the percentage of marks in qualifying Examination Medicine Surgery of final MBBS will be considered as 50

77 Marks of the candidates in the order of Hall Ticket numbers and in the order of ranks shall be displayed in the notice boards of the Medical Colleges where the specialty courses are offered and at Dr NTR University of Health Sciences Vijayawada The results will also be placed in the University Website The results of the Entrance Test will not be communicated to the candidates individually

78 Mere permission to appear for the Entrance Test is not a guarantee for admission unless

heshe fulfills all the criteria as laid down in prospectus at the time of counseling

781 ENTRANCE TEST ndash GENERAL INSTRUCTIONS ndash DOrsquoS AND DONrsquoTrsquoS

782 Candidate should report at the test venue one hour before the start of the test No entry will be permitted after 1030 AM ie commencement of Examination process

783 Candidates taking the Entrance Examination will be subjected to thorough frisking before being allowed into the hall at the stipulated time

784 Biometric finger print and image capture will be done for every candidate on the day of Examination inside the Examination hall by the authorized personnel

785 Carry only Hall ticket and original ID inside the hall No candidate will be allowed to take the examination without producing the valid Hall ticket and photo ID The candidate has to submit a copy of Hall ticket and photo ID to the invigilator Therefore candidates are advised to attend with copies of Hall ticket and photo ID

786 The Examination will be Computer Based (Online) Test Check the seating plan and identify the roomlab allotted as per hisher hall ticket number

787 Candidates are not allowed to carry any Text materials Printed or Written bits of papers envelope or any other materials except the Hall Ticket and Photo ID inside the Examination Hall

788 Pens Pencils Calculators Electronic Digital Watches Cellular phones Pagers or any other Electronic gadgets are not allowed inside the examination hall

789 A bell will be rung at the beginning of the Examination and at the closing time

7810 The Candidate must sign in the attendance sheet at the appropriate place and affix the left index finger impression against the appropriate column of the attendance sheet Photo Copy of Hall Ticket and Photo ID to be handed over to the invigilator Failure to comply to this requirement will lead to the annulling of his candidature without any prior intimation

79 UNFAIR MEANS IN THE ENTRANCE TEST 791 Hall Ticket is not transferable Hall Ticket should not be tampered 792 A person should not Impersonate a candidate 793 Except Hall Ticket amp Photo ID candidate should not possess any Pen Pencil Papers Books

or Notes or Written notes or any type of Electronic gadgets like Pagers Cell Phones Computers Calculators Bluetooth etc on his clothes body or table or chair in to the examination Hall Centres

794 Candidate should not talk to another candidate or person inside or outside the examination hall without permission of the invigilating staff

795 Candidate should not show his her Monitor to another candidate or he she should not receive attempt to receive help from any source including consulting books notes or papers or any other matter outside the exam hall or has given help or attempted to give help

796 No candidate will be allowed to leave the examination hall before completion of 1frac12 hour after commencement of the examination 797 On completion of answering the questions he she should seek permission of the invigilator and leave the hall only after handing over copy of Hall Ticket and Photo ID to the invigilator 710 Violation of any one or all of the above instructions will be considered as

malpractice 7101 Any candidate resorting to malpractice in the Entrance Examination will have his her

examination invalidated and will be disqualified from appearing for Entrance Examination for the next 3 years

7102 If a person impersonates a candidate heshe will be disqualified from appearing for any Entrance examination for five years and if heshe is not on University rolls will not be admitted to any course for five years and criminal case will be lodged against himher in the police station the candidate who is impersonated also will be disqualified for 5 years

7103 Any items such as Calculators Pagers Cell Phones Computers Bluetooth or any other Electronic gadget found with candidate will be seized and will not be returned

8 METHOD OF SELECTION

81 Selection will be made by the Selection Committee constituted by the University 82 The selection of candidates shall be strictly in accordance with merit based on the rank

obtained in the Entrance subject to Regulation 53 83 The date of Selections will be notified No individual intimations will be sent 84 On the dates notified the candidates according to merit shall be called by the Selection

Committee to opt the seat and college at hisher choice subject to availability if the course is available in more than one college The Selection Committee shall issue selection order immediately The selection will be only from among the candidates who physically present themselves for the counseling when their Hall Ticket numbers are called out in the order of merit

85 Claim of the candidates will not be considered if they are found absent when called at the time of selection If a candidate of merit is absent for selection when heshe is called the next in merit would be selected The selected candidates shall submit their original certificates to the Selection Committee for verification and pay the University fees immediately The candidates selected shall execute a bond on a Non - Judicial stamp paper of worth Rs100- (Rupees one hundred only) as prescribed in the Annexure-III to

ensure completion of prescribed period of course In the event of hisher leaving the studies during the course period heshe has to pay Rs200000- (Rupees Two lakhs only) or as may be prescribed by Government to Dr NTR University of Health Sciences In case of discontinuation of the course heshe shall also refund the amount received as stipend upto the date to the Government

86 The in-service candidates joining in the Second Post Graduate Degree course (Super- Specialty) should execute a bond on a non judicial stamp paper worth of Rs100- (Rupees one hundred only) as prescribed in the Annexure-V to ensure completion of prescribed period of course In the event of his her leaving the studies during the course period or in case of failure to serve the Government for a period of five years after completion of the course he she has to pay Rs 5000000- (Rupees fifty lakhs only) and shall also refund the amount received as salary up to the date to the Government

87 If a candidate after choosing the course fails to pay the fee or after paying the fee fails to submit the bond hisher Selection stands cancelled automatically and the vacancy shall be notified

88 The Vacancies of the first list shall be notified The willing candidates who wish to join in vacant seats shall report to the Chairman on the dates notified for admission The Selection Committee will select the candidates from among the candidates who physically report at the counseling point according to merit The selected candidates have to pay the fee and submit the original certificates and other documents immediately and can submit the bond on or before the date fixed for the same

89 The Selection Committee has got right to review the selection in case of any error misrepresentation or glaring injustice done and shall cancel the selection admission In all matters relating to selections and admissions the decision of the Selection Committee shall be final and binding on the candidates and selection cannot be questioned after admissions are closed

9 FEE i) Tuition Fee All the candidates selected are required to pay the tuition fee as prescribed by

10 CLOSURE OF ADMISSIONS The admissions will be closed on 30th September 2015 as per the Schedule of Medical Council of

India The duration of course shall be calculated from the date of commencement of the course without any reference to the admission of any individual candidate Any vacancy on the day of closure of admissions or that arises after the closure of admissions shall not be filled as per the directions of Medical Council of India Government of India

11 Stipends will be paid to the candidates as per the rates applicable and who are regular in attendance and so long as the Government continue the existing scheme The total period during which the stipends are paid to the students shall not exceed 36 months The Seats in Private Medical Colleges are Non-Stipendiary

12 In the event of deputation study leave sanction order (or) any such similar order has to be produced not later than 3 months after joining the course 13 PERIOD OF TRAINING 13 (i) The period of training shall be of 3 years duration in the department concerned A Candidate

admitted into DMMCh Course shall pass the examination within 3 years from the date of completion of course If he she fails to pass the examination within the period specified above heshe shall not be permitted to appear for the examination thereafter and qualify for the award of DMMCh Degree

13 (ii) It is mandatory for the candidates admitted in Super Specialty courses to (a) submit dissertation OR (b) publish two papers in peer reviewed journals as 1st Author NOTE (a) or (b) to be selected within 1st six months after admission into the course Log book is compulsory

14 Break of study and re-admission If a student absents continuously for a period of 91 days or more and seeks permission to attend the course his her application in prescribed format by paying requisite fee in favour of Registrar Dr NTR University of Health Sciences payable at Vijayawada shall be forwarded to the Registrar DrNTR University of Health Sciences with the recommendation of the Principal Regulations for readmission after break of study alongwith application format and fee payable is available in the University Website The candidates are advised to refer the regulations before submitting the application and paying the fee If they fulfilled the regulatory conditions they may submit applications through the Principal of the College by paying the fee

15 POWERS OF PRINCIPAL Notwithstanding anything contained in these Regulations the Principals of the Medical College

may at any time before completion of the said course either on their own motion or on the application of any person after due and proper enquiry and after giving the person two weeks time from the date of receipt of the Show Cause Notice to submit a written explanation and or personal hearing order for the cancellation of admission to the courses if in their opinion such a candidate had furnished incorrect particulars or false information in the application form or the documents attached thereto or in the statements made either before the authority incharge of the admissions or the Principals or in any other manner Against any such order of the Principal an appeal will lie with the Registrar Dr NTR University of Health Sciences Vijayawada

16 All the selected candidates shall render a bond for compulsory Government service by working in the public sector hospitals viz Community Health Centers Area Hospitals District Hospitals Teaching and Super-Specialty Hospitals as the case may be as Senior Resident for a period of one year after successful completion of their academic programme associated with the PG courses They shall be allotted to various hospitals by a Committee constituted for the purpose strictly as per the merit list issued by Dr NTR University of Health Sciences at the end of the PG courses An honorarium of Rs25000- to the candidates shall be paid per month No candidate shall be exempted from the service in Government Hospitals for the stipulated one year term Each non-service candidate admitted to a Super Specialty Course shall execute a bond to serve the Government for a period of one year If they violate the bond condition either by not joining as
