Sitting pretty in the City

Cheryl Markosky brings you the latest word on the streetsSometimes being too successful can create its own hazards. After being asked to

help clients build up their investment portfolios in the City, which he duly did rather too well, Nick Scott of Scott City Residential now finds himself short of homes to sell.

“I found the right property for clients wanting a second or third home as a London bolthole, or to rent outright. But now they want to hold onto them rather than sell,” he explains. Ironically, his achievement means buyers are desperate to get their hands on property that owners prefer keeping, as there’s no reason to sell and they won’t get much of a return if they put their profits in the bank.

“Most of our buyers are from the UK, with the rest from other parts of Europe, the Middle East and Asia,” Scott says. “It’s nearly always a second home they’re after, although

some of the bigger places are fulltime residences.”

Luckily, the City of London Corporation has given permission for a number of new schemes, points out Scott, who currently has nothing for sale in the Barbican (which is quite amazing considering there are 2000 flats there, he muses) and a long list of purchasers keen to get their hands on these iconic apartments.

He recently sold a one-bedroom fifth floor apartment in Willoughby House at the Barbican close to the asking price of £585,000, and a three-bedroom place on the 32nd floor of the Barbican’s Shakespeare Tower for £1.1 million.

Scott will be involved in the sale of several small new developments later this year, so watch this space. One assumes he’ll sell them easily – but the question is will they come onto the market again in the near future if he does his job as well as he’s done in the past?

Market viewProperty finder Robert Bailey wants to see more development projectsThis year has already got off to a great start and I think the property market

will continue to perform well. The basic problem – a chronic lack of supply – is unlikely to resolve itself this year and as a result, property prices are likely to solidify in the first quarter of 2013.

London has suffered from a chronic lack of supply for years. When the recession first began to bite, developers’ funding dried up and as a result, many schemes were abandoned or mothballed. Even developers’ refurbishment projects slowed as banks simply were not lending even to proven firms.

Only a handful of projects have been launched onto the market in the past couple of years, and the ones that did launch sold out almost immediately as there was so little choice. I could name several projects that are mediocre at best, and definitely not in choice locations, yet have achieved top dollar simply because they were one of the few options available.

Compounding the issue is the current planning legislation. Currently, developers are required to build social housing into their schemes if they exceed a certain number of units. Developers are seeking to evade this requirement by simply building fewer units in each development. For instance, Glebe Place, which will launch later this year, is a spectacular development of six palatial apartments, a duplex penthouse and two detached villas.

The £300 million site sits on a full acre near the King’s Road and overlooks the River Thames with prices rumoured to start at £25 million. I suspect, however, that the developers chose to build just a few big units rather than more plentiful smaller units simply because they were not required to build low-income housing into the project.

Funding for developers is starting to improve but even if funding were to magically become available to every decent developer looking to build in London, it would take at least two to three years to make up for the lack of building we have seen recently. In the meantime, demand will continue to outstrip supply and we will continue to see competitive bidding for the best properties. Already this year, we have seen two to three buyers for every desirable property, and as more buyers enter the market the situation will only intensify.

There are rumours that the Government is considering easing some of the Section 106 requirements, the legislation that compels developers to include social housing. While this will inevitably be controversial, it will almost certainly help the housing crisis in London. Now we just need to get the banks lending again.

A brand new worldSpeaking of new homes, Anne Currell of Currell Residential says that despite a financially turbulent year in 2012 in the UK sales of new property have been a great success.

According to Currell: “The rise in demand from UK buyers throughout 2012 (coupled with an increase in stock) is indicative of renewed confidence in buying new homes for investment.”

With foreign investment still strong for property in the right postcode, Adrian Plant, Currell’s head of new homes, predicts both supply and demand and the trend for buying off-plan will continue to grow over the next year.

Having a strong product helps too. Plant is selling several, including waterside Hackney scheme Reliance

Wharf. The Textile Building, another Hackney development, where prices start at £350,000, is offering warehouse living not normally associated with contemporary places.

And at Islington Canalside, a boutique development of only 12 apartments, duplexes and penthouses overlooking Regents Canal and within easy access to the City, prices start at £695,000.

Other new projects from Currell in 2013 are: Bezier Premier Apartments EC2, prices from £1.9 million; Ermin Apartments EC1, prices from £715,000; Lime Wharf N1, prices from £485,00; Worship Street EC2, prices from £635,000.

Schools high on listSchools have always been important to relocating families, but Ingrid Skinner, managing director of Taylor Wimpey Central London, notes that the rising quality of local schools in Highbury and Islington is attracting more people to these areas.

“Five years ago, not many would venture here when it came to finding the best places to educate their children, but with Gillespie Primary School recently awarded an ‘excellent’ rating by OFSTED, everything’s changing,” she says.

And Skinner knows where these families can live, as Taylor Wimpey is building 72 luxury apartments and mews houses priced from £444,000 at mixed-use scheme Mulberry Mews, set round a gated square on the edge of Highbury Grove.

There’s real hunger from Islingtonites for high-specification new-build homes, she adds. “So much so that off-plan sales are extremely strong, as homebuyers snap up limited supply as soon as it’s available. We’ve sold half our homes already.”

Another scheme that’s likely to race off the shelves in 2013 is the Murano building, which contains only 17 chic one and two-bedroom apartments designed by award-winning architect Michael Trentham.

Tighter rulesLenders say criteria could get tougher, reports Duncan Farmer Rock-bottom interest rates are here to stay for at least another four years, according to the banking giant

Citi, as the UK economy struggles to come out of the longest recession for a century. For homeowners this is clearly good news, but for those wanting to take out a new home loan the prospects remain bleak.

While Mark Harris, of broker SPF Private Clients, says that every lender he has spoken to has said they will do more lending this year, and that they have bigger targets and will lend to borrowers with smaller deposits, there are fears that some banks and building societies will make life tougher for new borrowers.

“Some lenders have indicated that they will tighten criteria this year, according to the Bank of England,” says Harris. “However, it doesn’t say how many: it could just be one or two.”

Qualifying for a mortgage can be a complicated affair and securing the best rate takes careful planning, but by getting to know the process of how a mortgage works and what the lenders require, it is possible both to secure a lower interest

rate and to increase the chances of being accepted for a loan.

Deposits – The size of your deposit determines your monthly mortgage payments and the interest rate that you pay. Virtually all lenders use a loan-to-value banding system, which means you pay much more if you have a smaller deposit. Even saving an extra five per cent of the purchase price can make a big difference to the rate you will pay.

The Post Office has a two-year fixed rate of 5.75 per cent if you have a 10 per cent deposit, but that rate falls to 4.29 per cent if you can raise another five per cent. So, over two years on a £200,000 interest-only mortgage, you would pay £5840 less if you are able to save the extra 5 per cent deposit.

Northern Rock’s lowest two-year fixed rate for those with a 30 per cent deposit is 3.39 per cent, but if you have a 10 per cent deposit the rate increases to 5.88 per cent.

Clear your credit cards – Before a bank will offer a mortgage, they will want you to know what your monthly expenses are and how much you have left in your bank account at the end of the month.

CHEAP MONEY HELPS LOANSCo-Op Bank has launched the lowest five-year fixed rate loan, which comes with an interest rate of just 2.79 per cent. Borrowers will need to put down a hefty 40 per cent deposit and there is an arrangement fee of £999.

Yorkshire Building Society has cut its mortgage rates for borrowers with less cash to put down, and now has a five-year fixed rate of 4.44 per cent for those with a 15 per cent deposit. The arrangement fee is £999.

The Co-Op deal is even cheaper than the 2.95 per cent fixed rate deal from RBS and that came with a mighty arrangement fee of £2495. The new loans mark the latest cut in mortgage rates as the effects of the cheap money pumped through lenders from the Bank of England’s Funding For Lending scheme reach borrowers.

MORTGAGES PAID OFF IN CHUNKSHomeowners have been paying off their mortgages in huge chunks, according to latest figures from the Bank of England.

Households paid £8 billion of equity into their homes in the three months to September, the 18th consecutive quarter in which the value of mortgages shrank as a proportion of housing wealth.

Overall equity in the housing market has been increasing since the start of the financial crisis as homeowners pay off loans while fewer people remortgage or withdraw money from homes through secured loans.

Home Equity Withdrawal (HEW) figures from the Bank of England reveal that from September 1998 until March 2008, equity in housing stock fell as borrowing rose. However, since then the trend has been reversed, with £9.4 billion in equity withdrawn between April and June 2012 and £8 billion between June and September.

Interest-only – Banks have made life harder for borrowers taking out interest-only mortgages, which are popular with wealthier borrowers, especially those with other assets such as shares and other investments. Interest-only loans are cheaper, but banks will now usually grant them to applicants with a deposit of at least 25 per cent.

Use a broker – Mortgage brokers not only have access to most of the mortgage market – and many lenders offer special rates available only through brokers – but they also understand exactly how lenders operate and have long-term relationships with them.

“The role of the mortgage broker will become increasingly important this year,” says Harris. “Brokers can find a more sympathetic lender to suit a buyer’s particular circumstances if they are self-employed, require interest-only, or if they are an older borrower.”

MORE MILLIONAIRESLIVING IN LONDONMore than 300,000 people in Britain own a house worth over £1 million after a 19 per cent increase last year, a new study suggests.

The number of property millionaires in Britain increased by 47,024 to 300,142 during 2012, according to property website Zoopla, with buyers at the top end of the property market apparently immune to the squeeze afflicting the rest of the nation.

London, which has received strong demand from overseas buyers looking for a safe investment away from the troubles of the eurozone, has by far the highest number of property millionaires – 182,583 or 64 per cent of the total. Kensington and Chelsea, where the average property price is £2.2 million, has the highest concentration of property millionaires, helped by overseas buyers and wealthier homeowners. Lawrence Hall, spokesman for Zoopla, said: “The top end of the property market operates seemingly in isolation to the rest of the market.”

He said wealthier buyers were often less reliant on the need to raise a mortgage, meaning many of them had been more sheltered from the effects of lenders tightening their borrowing criteria amid the weak economy.

MORTGAGE APPROVALS RISINGThe property market is picking up, according to figures from the Bank of England, which show that in November the number of new mortgages approved for homebuyers rose to 54,036 - the highest November figure for three years.

Approvals hit a low for the year of 44,523 in June, but have been rising steadily since then, which indicates that the Bank’s Funding for Lending Scheme is encouraging more lending to homebuyers.

The number of approvals is regarded as a good indicator of future trends and suggests that sales will keep on rising throughout 2013. In the first 11 months of 2012, the number of completed house sales was 6 per cent higher than in the same period of 2011.

A fascinating flavour of the Orient, close to Greenwich Park, The Pagoda of Blackheath was once the rented home of gregarious Princess Caroline of Brunswick after her separation from husband George, Prince of Wales.

They were wed at St James’s Palace in 1795 but the royal marriage was stormy and they parted the following year. Caroline remained a prominent figure in high society and entertained at The Pagoda in typically energetic style.

Guests at her Blackheath bunfights included Prime Minister William Pitt and statesmen John Scott Eldon, Charles Grey and Spencer Perceval. She left The Pagoda to travel around the Mediterranean, controversially returning to England to claim her position as Queen when her detached partner became George IV.

Grade II* listed, The Pagoda was designed by Sir William Chambers and built for the Duke of Montague in 1767 at a time when Chinoiserie was highly fashionable. It formed part of the Montague Estate and stood within an extensive walled fruit and vegetable garden.

After Caroline’s notorious residency, enriched by later use as a school for young children, the property was extended in 1855 to become a grand house in its own right. Local camera manufacturer Frank Butcher bought the lease and embellished the interior with arts and crafts panelling in the magnificent double-height hallway and dining room, and oriental lacquered panelling in the drawing room.

Today this Blackheath country house and former home of the questionably good Queen Caroline offers impressive reception rooms, five bedrooms, pagoda room, superb views across London, and flexible family or office space.
