1. SCOPE AND APPLICATION FIELD

Scope and object of the Project Environment Management Plan (AVRMG – EMP) prepared for the Project of “Kadıköy – Kartal Subway Completion Construction and Electromechanical Systems Supply, Assembling And Commissioning” undertaken by the Avrasya Metro Grup (Eurasia Metro Group):

To complete the Kadıköy – Kartal Subway Completion Construction and Electromechanical Systems Supply, Assembling And Commissioning Project by causing no harm to the environment and by working in line with the Environment Legislation in force and the related Regulations;

To use the natural resources effectively and efficiently,

Not to disturb the environment during whole performance of the activities regarding the Project’s mobilization, engineering services, construction, production and administrative works;

To define the requirements regarding the Environment Management System that has to be applied in order to implement the said activities in line with the Contract Scope, Legal Codes and Regulations;

To ensure the said requirements not to exceed the limit values specified in the Project specification, environment regulations and standards;

To define the requirements that have to be applied and the measures to be taken in order to implement in line with the Contract Scope, Legal Codes and Regulations regarding Environment Management the works under responsibility of the subcontractors and suppliers to be employed by the Eurasia Metro Group Joint Venture;

To prevent any incompliances that might arise during whole Project Environment Management;

To define and enforce the corrective activities required regarding the incompliances determined in the Environment Management;

To ensure all of the organization units in charge to implement the Project be informed fully on the Project Environment Management Plan;

To exercise activities towards increasing the Environmental awareness of all personnel including, the Subcontractors to be employed within scope of the Project;

This Project Environment Management Plan (PGP) has been designed to satisfy the requirements of ISO 9001:2000 and OHSAS 18001:1999 and when necessary, of ISO 14001 Standards, the liabilities of the Main Contract and the requirements of the laws and legislations present in Turkey within the coverage of the integrated management system of Astaldi which is the leading firm of the Eurasia Metro Group Joint Venture.

1.1. CONFIDENTIALITY

This Project Environment Management Plan and its attached annexes are all protected by copyright and these may never be copied and duplicated unless there is a clear permission of the Top Management Representative of the Eurasia Metro Group Joint Venture. All distributions will be approved by a cachet of “CONTROLLED COPY” and made to the related units under the control of the Quality Assurance Manager (QAM).

2. PROJECT INTRODUCTION

2.1 GENERAL INFORMATION

WORK DEFINITION: Kadıköy – Kartal Subway Completion Construction, Electro Mechanical Systems Supply Assembling and Commissioning Works.

WORK SCOPE: Construction work of line tunnel 43,447 km long in total, this being, 21,694 km on the right line and 21,753 km on the left line, 16 numbers of station buildings, overnight line at 3 points and 5 numbers of switch structures.

ROUTE: The line to be constructed from Kadıköy until Kartal will pass respectively through the stations of : Kadıköy, İbrahimağa, Acıbadem, Ünalan, Göztepe, Yenisahra, Kozyatağı, Bostancı, Küçükyalı, Altayçeşme, Maltepe, Gülsuyu, Cevizli, Hastahane, Soğanlık, Kartal stations.

Overnight lines taking place on the route: Göztepe (between km 4+706 and 5+287), Bostancı (between km 9+652 and 10+406), Altayçeşme (between km 13+575 and 14040), Hastane (between km 18+769 and 19+233) ;

Switch Tunnels:

Kadıköy (between km 0+444 and 0+818), Acıbadem (between km 2+509 and 2+623), Kozyatağı (between km 8+040 and 8153), Maltepe (between km 15+679 and 15+799) and Kartal (between km 20+574+20+833;

CONSTRUCTION METHOD: Before the TBM comes to the relevant region the earthworks and the fortification works of the platforms and the switch tunnels and the overnight line story will be produced by classical method whereas, between km 14+004, 20+530 on the right line and between km 14+076 and 20+607 on the left line (Altayçeşme – Kartal) will be excavated by TBM; the section from km 14+004 to 8+887 on the right line, from km 14+076 to 8+955 on the left line (Kozyatağı – Altayçeşme) will be bored by classical method. Between km 20+833 and 21+694 on the right tube, between 20+872 and 21+753 on the left tube (end of line) extension expected to be built on Pendik side will be bored by TBMs; Earthworks of the tunnels located from the beginning of line (km 0+000) to km 8+887 on the right line, to km 8+955 on the left line (Kadıköy – Kozyatağı) is under the scope of Anadoluray consortium. However, (i) final concreting and electromechanical works (ii) all switch tunnels and overnight lines in the site and connection between platforms of some stations and the stair tunnels and ventilation, elevators and equipment shafts (iii) ticket hall for which cut – and – cover will be made for 16 stations and the building of the other upper stories are all under the scope of the Eurasia Metro Group Joint Venture;

2.2. CONTRACT TITLE

The Main Contract of Kadıköy – Kartal Subway Completion Construction and Electromechanical Systems Supply, Assembling and Commissioning Works has been executed on date 06.03.2008 between İstanbul Metropolitan Municipality Transportation Head Office Department, Railed System Directorate and Eurasia Metro Group (Astaldi – Makyol – Gülermak Joint Venture).

2.2.1. Contract Cost

The amount regarding the Kadıköy – Kartal Subway Completion Construction and Electromechanical Systems Supply, Assembling and Commissioning Works is 751.256.042,50 Euro.

2.2.2. Payment Terms

The payment terms have been regulated within the scope of the Main Contract as given below: (see Main Contract Article 12);

The Progress Payment Reports are issued in 30 (thirty) days within the frame of the principles regulated in the Building Works General Specification which is an annex to the Main Contract and by making also the legal deductions and these are bound to an assessment within thirty days after these are approved by the administration and then they are paid within fifteen days.

2.2.3. Contract Dates

The significant contract dates are given below:

Commencement Date : 25.03.2008

Work Completion Duration : 900 days from Site Delivery (see Main Contract Article 10);

2.3. LAYOUT

The Project’s Main Worksite campus is located in Ünalan (İstanbul – Turkey).

5.1. PROJECT ORGANIZATION

The framework of the Project Organization Structure demonstrating the Hierarchical and Functional relations of the Eurasia Metro Group Joint Venture (Astaldi – Makyol – Gülermak) has been defined in the Project Organization Scheme (PGP Annex 3).

And, the detailed introduction of the responsibilities of the project personnel managing, implementing and controlling the work activities and processes is defined inside the Project Job Descriptions (PGP Annex 4).

6. ENVIRONMENT MANAGEMENT INPUTS

6.1. AUTHORIZATION AND PROJECT POLICY

In line with the targets specified in this Project Environment Management Plan (EMP) Section 1 Scope and Application, for each of the activity fields defined all along the Project the Environment Management Executive prepares an Environment Assessment Program for an effective management of “Wastes” that might arise depending on the respective production inputs and outputs of each of such defined fields.

The Environment Assessment Program data to come out in line with the aforementioned process shall take into account at least all of the following:

Environment dimensions that might arise during the Project activities (normal working conditions) and the environmental impacts of these,

Environment dimensions that might arise as a result of work accidents such as, spill, scatter, disperse, blast (abnormal working conditions) and the environmental impacts of these,

Environment dimensions that might arise in states that can’t be foreseen in advance such as, earthquake, fire, flood (natural disasters) and in emergency states and the environmental impacts of these.

The main environmental dimensions within scope of the Project are given below:

Noise : The noise level specified in the terms and conditions of the Main Contract will not be above 75 dBA. The noise levels will be measured and monitored during the nighttime and daytime working hours by comparing these with the noise levels, limit values of which are given accordingly as per the regulation on the Noise Contamination Control.

Electricity, Gas Utilization : In the utilization of electricity and gas regulated as per their approved projects, maintaining the consumption at the lowest level and using these efficiently will be encouraged.

Fuel, Oil Utilization : If there are alternatives in selecting the oil used in the vehicles and machinery, one should be careful to select the ones which are least harmful to the environment. Waste Oil should be disposed of in line with the requirements of the Waste Oil Management and in a way just as it is specified in the procedures of the same. Oil leaks should not be allowed and in case it occurs, measures should be taken promptly and this should be advised to the Environment Management Executive accordingly.

Water : In consumption of clean water to be used as potable and utility water, the lowest level should be maintained. Useless water consumption should be avoided.

Waste Water : The home type waste water produced in the worksites will be discharged into the nearest waste water sewerage network. Waste water produced other than this will be assessed separately according to its contents and disposed of pursuant to the relevant regulations.

Water Drainage : In order that water such as, underground water, rainwater, water leaks coming out during the activities not to hinder the work progress, such type of water should be drained by means of proper pumps. The water drained during excavation will be discharged to the nearest rainwater sewerage.

Dust : Especially outside of the tunnel ventilation dust measurements inside the tunnel should be made and this should be studied separately also within the scope of the occupational safety and worker health.

Solid Waste : Solid wastes are divided among themselves as Recyclable Solid Waste, Non – Recyclable Solid Waste, Hazardous Waste and Home Waste.

Recyclable Solid Wastes are glass, metal, plastics, paper and cardboard.

These will be collected separately and sent to solid waste recycling plants.

Non – Recyclable Solid Wastes are waste batteries, fluorescent bulbs, cartridges/toners, medical materials and similar. These will be collected separately and delivered to the Metropolitan Municipality Solid Waste collecting units.

Home Type Solid Wastes are wastes coming out of dining hall and kitchens, cigarette shreds, food remains, home wastes created in offices and similar. These will be poured off into the proper trash pouring points in the worksite areas within the scope of the project.

Hazardous Wastes : The main hazardous wastes are dye mud, dye waste, solvent waste; grinding mud, posphate mud, oil metal mud; waste thinner and varnish sediments; accumulators and batteries; empty chemical barrels and hazardous substance barrels and other package wastes contaminated by hazardous substances, fabrics and gloves contaminated, III. Category waste oils.

Use of Chemicals : In using chemical substances, it is beneficial to use environment friendly products. On the subject of wastes of chemical products first of all the procedures of the manufacturer firms, if any, must be applied, the environment executive should be informed on the subject and as a final probable way, these should be accumulated in “Hazardous Waste Containers” to be provided in advance in the Worksite areas within the scope of the Project.

Earthwork / Ruin Wastes : This dimension of the environment should be considered separately according to the type of the activity and the type of the waste. Earthwork wastes shall be evaluated as wastes comming out of the tunnel earthworks and wastes coming out of the station earthworks. Temporary storage of the material coming out, its recycling, transporting it to the final storage site will be determined as per the related procedures.

And, within the context of Construction Ruin Wastes, wastes coming out as a result of demolition like asphalt, border, pavement and similar wastes shall be considered. These will be poured – off to the waste unloading site to be specified by the relevant District Municipality.

Discharging Into the Soil : Discharging into the soil water / waste water of quality that might deteriorate the soil quality, create contamination and release on the soil just like that and leaving there waste material bearing any type of contaminating quality is an environment dimension to create soil contamination.

Air Quality : The exhaust emission measurements of all of the vehicles woulf have to be made, the results of the measurements shall not exceed the prescribed limits.

In order for dust not to come out during earthworks, the soil will be soaked when necessary and this will be ensured to be wet and therefore dust formation that would disturb the surroundings will be so prevented. The air quality inside the tunnel will be at a level not to threaten human health.

Use of Natural Resources : This will be kept at a minimum level.

External Appearance : Activities to disturb the environment and to cause appearance pollution will be avoided and the field of activity will be encircled with pergola curtain when necessary.

Environment Performance of the Subcontractors : The works of Subcontractors exercising activities within the project and as a result of their activities some environmental impacts are seen, are followed – up as per the regulations taking place within scope of the Environment Law numbered 2872. The subcontractor about whom some activities harmful for the environment are observed, is followed – up during the work production firstly by follow – up forms (Ek.05) nd the related procedure is applied then.

6.2. ENVIRONMENT MANAGEMENT EXECUTIVE

In order to ensure the environment management system be applied and maintained in line with the legal legislation and project liabilities and in an efficient way the Project Manager (PM) is responsible of appointing the Occupational Health and Safety Manager (OHSM) as in charge of environment management.

In order to ensure all activities that are within aforementioned scope and application field be performed and followed – up effectively the Project Manager (PM) provides to the Project Occupational Health and Safety Manager (OHSM) the necessary organizational freedom and power.

Basic tasks of the Environment Management Systems Executive :

To prepare the Project’s Environment Management Plan; To ensure the Environment Management Plan (EMP) and its procedures be applied; To ensure the Project’s Environmental Impact Assessment be prepared and applied; To schedule the Project’s Environment Management System trainings and to ensure such schedule be implemented; To make the controls regarding daily Environment Management; To investigate the reasons of environmental accidents; To inspect and control the Subcontractors regarding Environment Management; To keep the records regarding Environment Management; To obtain from private and official authorities and establishments the environmental permits required for the

activities; To participate in the project meetings, to inform the participants on the workplace’s Environment performance and

problems To determine the project Environmental impacts with an order of priority and to warn the executive of the related

unit about the activities in the 1. order of priority, to make the Assessment of the Environmental Impact after control; To determine the source needs required for the environment activities and to advise these source needs to the Project

Manager; To determine the training needs of the employees, to organize trainings that would aware the employees on the

subject of Environmental Applications and that would increase the employees’ moral and motivation, to hold meetings and to make prize programs;

To determine the qualification of the environmental measures;

To determine and / or advise the methods to keep at a minimum level the Environmental Impacts of the activities conducted within nature of the Eurasia Metro Group; to determine the source needs required for such purpose;

Within frame of the laws, to make and apply proper plans to eliminate the Environmental Pollution that might be created,

To make Environmental Inspections, to report the incompliances determined or that might be encountered with and to make works to plan and to implement the proper improvement activities;

During purchase and placing of new chemicals or equipment to state opinions regarding environment and to give approval accordingly;

7. ENVIRONMENT MANAGEMENT INSTRUCTIONS

In order to be able to keep at lowest levels the Environmental Impacts of the dimensions as defined hereinabove, it would be necessary to take the proper measures, to apply these regularly and to ensure the sustainability of the activities defined by making the proper revisions according to the scope of the work when necessary.

7.1. MOTOR OIL WASTE MANAGEMENT INSTRUCTION

The used – Waste oils coming out of the Tunnel Machines and other construction machinery are all refilled in their original tanks / cantainers.

The waste oils are all accumulated in the covered storage site protected against rain and wind. The oil filters coming out of vehicles should be collected in a separate container with cover situated next

to the temporary storage tanks of waste engine oils. These should never be thrown in the trash basket or sent to the trash storage site. On the container of used oil filters, “Oil Filter” should be written and these should be protected against rain water.

The waste oil temporary storage tank and the oil filters containers should never be used by those having no technical qualification. The ground where the tanks and containers are placed on should be impermeable, this site should be taken under protection in order for nobody can come near it, necessary measures should be taken against spillage and fire.

The following warnings and details will be provided by the licensed motor oil manufacturers in the temporary storage sites:

When the expiry date of the product you have purchased is over and therefore it becomes a waste oil, this has to be delivered to the waste oil temporary storage facility or to the recycling or disposing plant nearest you. For such purpose;

1- Place the waste oil inside a clean, empty and leakage-proof container, opening of which can be closed tightly and opening of which is not wide and not to cause the content to spill out on the ground or if possible, place it to its original container.

2- Never add to the waste oil any fluid such as, gasoline, fuel oil, detergent, dye, solvent, antifreeze or diesel oil, never pour it into a medium like soil, water, sewerage system, trash container, etc., never burn it in stoves and boilers.

3- Place the oil filter in a plastic, sound and tear – proof and bore – proof polyethylene plastic bag.

4- Never leave at any random place just like this the waste oil and the oil filter, keep these containers away from the workers / personnel and deliver them within 24 hours to the nearest waste oil temporary storage, recycling or final disposal facility.

Never pour the waste oil in the soil, water, sewerage or trash container. Never mix it with any oil product or chemical. Never burn it in stoves and boilers. Deliver it as free – of – charge to the nearest waste oil collection point inside a clean, sound container, opening of which is tightly closed.

Recyclable Motor Oil

NOTE : PET – DER which will be coming in certain intervals will collect the waste oils awaiting in the temporary warehouses, it will deliver to the person in charge of the temporary storage site one copy each of the two forms / certicates signed mutually. The copies of the forms collected will be transmitted to the Environment Management Systems Executive.

7.2. SOLID WASTE MANAGEMENT INSTRUCTION 7.2.1. Recyclable Solid Waste Management Instruction ;

The recyclable solid wastes collected in the worksite facilities will be sorted according to the following classification:

Metal Glass Paper and Cardboard Plastics

Collecting container / box of each waste group will be delivered to the worksite by the District Municipality Package Wastes Collection Facility which the related Worksite point is connected to. In case these can’t be provided, solid waste containers of proper qualities will be provided from the market. Type of waste delivered as a result of collecting process to be organized in regular intervals by the officials of the Package Wastes Collection Facility and estimated quantity of this will be recorded by the Relevant Responsible / Authority Official. The record details covering the delivery date, too, will be entered in the forms of “Waste Record” (Annex. 01) and will be sent to the Environment Management Systems Executive.

7.2.2. Non – Recyclable Solid Waste Management Instruction ;

Non Recyclable Solid Wastes will be kept in the Non Recyclable Solid Waste cantainer. Since, such type of wastes will come out in small amounts, when the container is full this will be advised to the Environment Management Systems Executive and the container unloading trips will be entered in both, the related worksite area and the forms of “Waste Record”.

7.2.3. Home Type Solid Waste Management Instruction ;

The proper trash containers to be placed in the worksite field will be collected periodically by the Waste Collecting Vehicles of the related District Municipality. Wastes coming out the dining hall, wastes like cigarette tips and similar coming out the offices will be collected in the trash containers

7.2.4. Instruction for the Other Solid Wastes Management ; It would be appropriate to collect the solid waste substances included in the other wastes group such as, wood, debris, scrap iron, nails and similar things to come out during the activities, at points in the worksite field as not to disturb the appearance and the surroundings by laying on the bottom nylon, timber case and similar materials when necessary. The accumulated waste materials will be transported to the discharging site to be specified by the related District Municipality. In every forwarding trip, the date, the volume of the forwarding vehicle will be entered in the forms of “Waste Record” by the person in charge of that.

7.2.5. Hazardous Substance Waste Site ; Hazardous wastes like printer cartridges, toners coming out the offices, expired batteries, fluorescent bulbs, welding electrodes, empty cans, boxes of chemicals similar to dye and thinner, dangerous wastes like gloves, fabrics and similar effects contaminated by hazardous wastes will all be collected in the Hazardous Waste Sites. The Hazardous Substance Waste Sites will be at visible points in the worksite that everybody can get access to, these will be located in controlled areas and will be equipped with relevant warning plates. Top of containers will be covered in order to protect against the effects of rain and wind.

The waste materials collected will be forwarded to the discharging site to be specified by the related District Municipality. In every forwarding trip, the date, the volume of the forwarding vehicle will be entered in the forms of “Waste Record” by the person in charge of that. What is essential is to collect the hazardous wastes separately and at origin. It is necessary to keep the wastes collected separately, in proper packaging, at the “hazardous waste temporary storage site” to be established and to send these in certain periods to recycling or final disposal plant licensed by the Ministry. The Hazardous Waste Temporary Storage Site should be prepared as protected against natural events like rain, wind, etc., as can be seen below:

7.3. MEDICAL WASTES MANAGEMENT INSTRUCTION

Medical Wastes will be collected by the Workplace Doctor in special trash bags with closed openings and

delivered to the local hospitals

7.4. EARTHWORK WASTES MANAGEMENT INSTRUCTION

Earthwork wastes Management will be made in two groups as Construction / Ruin wastes and Excavation Soil

7.4.1. Construction / Ruin Wastes ; Waste materials to come out during removal of asphalt, concrete, border to be carried out during the construction activities, first of all, if it would be possible to reuse these, they will be reconsidered by the work’s subcontractor and they will be taken away from the workplace. In cases where this is not possible, these will be ensured to be disposed through the solid waste collection centres of the Metropolitan Municipality and District Municipalities. The numbers of truck trips together with their dates will be entered in the relevant follow – up form by the person in charge. One copy of the “Excavation Soil and Construction / Ruin Wastes Forwarding and Acceptance Certificate” will be strictly requested from the Forwarding Subcontractors. The collected documents will be transmitted to the Environment Management Systems Executive

7.4.2. Excavation Soil Wastes ;

Proper material similar to soil coming out of the Tunnel Earthwork will be transported to final discharging sites to be found after the permit application made to the relevant District Municipality. Interim storage sites will be located at points close to the excavation sites specified in advance, in case this is a wet soil, it will be dewaterized. The procedures for the process of dewaterizing the soil will be specified later – on. The excavations near the level of Stations and ground level, will be transported to the discharging sites to be specified by the Employer still according to the content of these. At the interim storage sites, the surroundings will not be disturbed and no appearance pollution will be caused. In order to prevent soil contamination due to waste materials likely to be present in the excavation materials, necessary measures will be taken accordingly. The measures to be taken, the interim storage procedures will be specified later – on according to the results of the activity information and drilling reports. One copy of the “Excavation Soil and Construction / Ruin Wastes Forwarding and Acceptance Certificate” will be strictly requested from the Forwarding Subcontractors. The collected documents will be transmitted to the Environment Management Systems Executive. NOTE : All solid wastes will be made processed by licensed firms authorized by the Ministry of Environment. The copies of the forms collected will be transmitted to the Environment Management Systems Executive.

7.4.3. Tunnel / Engineering Works Construction Waste Water Drainage ;

Contaminated underground waters coming out during activities of tunnel boring and other large/small engineering works will be subject to sedimentation process in sedimentation pools built properly in each worksite field and then these waters will be discharged into the rain water network as per the “Discharging Waste Waters Into Sewerage İSKİ Regulation”. For the said Sedimentation Pool project, see Annex 6. NOTE : Samples to be collected from the waste waters will be made analyzed in regular intervals and their compliance will be confirmed as per the İSKİ (İstanbul Water Sewerage Works) Waste Waters Regulation.

8. NOISE – DUST – AIR MEASURING METHODS

Measurements and controls made in the worksites: At the beginning of the work the construction items are reviewed and which environmental impact is

created from which works is determined according to the “Environment Dimensions Assessment Procedure”. (like dust, noise, air quality)

The monitoring and measurements that have to be made according to the environmental impacts are specified.

In which intervals should the measurements be made is indicated in its related article. Whether the measurements can be made or not with the worksite means is determined (sufficient

personnel, laboratory, laboratory technician). For the measurements and analyses that can’t be made through the worksite means, an outsourcing

Laboratory is determined. The outsourcing measurement / analysis records are kept as per the “Records Control Procedure”. For the control of the worksite works, daily/weekly/monthly control lists are made and the records of

the controls are kept so.

8.1. NOISE MEASURING METHOD The basic noise measurements are the noise levels measured or calculated 1.00 meter away from the

outer walls outside the buildings in the settlement units at nearest distance to the main work sites. Noise measurements should be made betwwen 1.5m – 4m high above ground and when necessary, the average of measurements made at daytime – evening – nighttime should be taken by calculation.

Measurement is made three times 1 day a week at prescribed points. The measurement time will be 3 minutes minimum. Measurement is made as Leq and SEL. Measurement unit is dBA. The measurements taken are written down in the Noise Measurement Records Form and these are kept

under record. The noise limit permissible for worksite activities may not be above 75dBA as specified in the contract

terms and conditions (See Project Security Plan (POS) Part 7.7) For other matters, the values given in the Environmental Noise Assessment and Management Regulation are considered

8.2. DUST MEASURING METHOD For the dust formed due to the field, tunnel excavation works, dust measurements are taken in line with

the “Air Quality Protection Regulation” which is within the environment legislation. The measurements are made one day a week during a whole working day or such measurements may

be taken in variable time periods, as applicable, provided that such time periods are specified by the Project Environment Management Systems Executive (during 24 hours a week, etc.)

The measurement values will be mg /m2 . The mesurement values are written down in the Dust Measuring Record table(Annex.04).

8.3. HAVA AIR QUALITY (GAS CONTROL SYSTEM) MEASURING METHOD Gas measurements to be made inside the tunnel will be made as per the procedures and values as

specified in its Technical Specification. A test will be made at any moment it is deemed necessary and at the commencement of every shift. The measuring devices will be equipped with equipments that produce sound and visual warning

signals about hazardous gas concentration and Oxygen level. The records covering also the dates of the measurement results will be entered in the Noise Measurement Recording Forms(Annex.03).

9. ENVIRONMENT DIMENSIONS IMPACT ASSESSMENT

9.1. GENERAL

In specifying the environment dimensions, assessing the environment impacts, the following approaches are taken into consideration:

Activity based : Earthwork, Concrete placing, Loading, Unloading, Welding Works etc.

Object based : Use of Crane, Excavator, Lathe, Forklift etc.

Layout based : Mechanics Workshop, Warehouse, Offices etc.

In the activity based approach, to determine the environment dimensions and impacts, the activities defined in the Work Schedule or in the Contract may be used. The activities / processes, environment dimensions of which would be specified should be defined in such a form that the limits of these could be drawn as much as possible.

9.2. ASSESSMENT PERIOD

The program where the environment dimensions and impacts are assessed is prepared during the mobilization phase of the Project before beginning the Project activities. Depending on the Project duration; this is revised at least once a year for projects of less than 1 year and every 6 months for projects that are longer than one year.

However, in parallel with the development of the Project the environment dimension determination and the environmental impact assessment are revised whenever necessary (for instance, facts like, expansion of the project scope, growing of the worksite, initiating new works, use of new equipments, change of personnel, changes in the legal regulations, etc.)

The impact / impacts to the environment of each environmental dimension specified are also defined. Environmental impacts are summarized below:

The Environmental Impacts occurring during the activities may be under “normal” conditions and as well as under “abnormal conditions” and “emergency states”, too: Normal State: These are the environmental impacts that are expected to come out during the

activities. (e.g., Soil pollution to be caused by the debris wastes while performing earthworks) Abnormal State: These are the environmental impacts that are not expected to happen under normal

conditions while performing the activities. (e.g., Soil pollution that occurs as a result of diesel oil or oil leakage from the excavator during earthworks)

Emergency State: These are the environmental impacts arisen as a result of an unexpected event that occurs instantaneously and requires to act urgently. (Environmental impacts arisen after events like fire, blast and / or earthquake, storm, flood / water flood.)

9.4. ASSESSMENT OF THE ENVIRONMENTAL IMPACTS – BEFORE CONTROL

All of the specified environmental impacts are considered separately and these are scored according to the scoring system given below and an “order of priority” is specified for each environmental impact.

The points given for “Border”, “Probability” and “Amount, Time”, are multiplied by the weighted proportions given above and the values coming out as a result of multiplication are summed – up. The order of priority of the environmental impact is determined according to the Impact value found (5.0 Impact 0.1). This ordering is as follows:

* 3.5 Total 5 : 1. order of priority impact * 2.0 Total < 3.5 : 2. order of priority impact * 0.1 Total < 2.0 : 3. order of priority impact

As a result of this ordering, according to the orders of priority of the impacts, whether the impact is under control or not with the present applications for such impact is determined and those which are necessary are planned and the application and control system is so established.

For the 1.Order of Priority Impacts ;

The Impact is kept under control. Procedures / instructions documented for control are produced. Monitoring and measuring plan is made and records of these are kept accordingly. Corrective and preventive activities towards improvement are specified, documented, applied and

followed – up. The 1. order of priority impacts are aimed to be reduced to the 2. order of priority impacts as a result

of the controls. The follow-up of the improvements in figures are made where possible and these are taken under

record. Required trainings are given to the personnel. The entire practice on such issues is ensured to be audited in certain periods of time, this is reported to

In case it is deemed necessary, instructions for the control are produced. When possible, this is ensured to be monitored and measured and records are kept accordingly. Corrective and preventive activities towards improvement are specified and these are applied and

followed – up. The 2. order of priority impacts are aimed to be reduced to the 3. order of priority impacts as a result

of the controls. Required trainings are given to the personnel. The entire practice on such issues is ensured to be audited in certain periods of time.

For the 3.Order of Priority Impacts; In order for the significance of the impacts in this category doesn’t increase in the future, whether such impact should be kept under control or not is examined and the necessary applications are made accordingly.

9.5. ASSESSMENT OF THE ENVIRONMENTAL IMPACTS – AFTER CONTROL

The practices that have to be done regarding the environmental impacts of the activity are assessed at the end of the actvities by evaluating the parameters summarized below and the value of the “impact” is aimed to be reduced : While calculating the value of the “Environmental Impact” after the control activities, the following method is observed :

For the control of the environment dimension and impact of the activity; if it is necessary to prepare a document and if the “relevant document” is available the figure “1” is given, or otherwise, the figure “0” is given and assessment is made so in this way.

For the control of the environment dimension and impact of the activity; in case “training and awareness” is made, the figure “1”, if not, the figure “0” is given and assessment is made so in this way.

For the control of the environment dimension and impact of the activity; including the internal audits also, if the results of the “performance assessment” are positive, the figure “1” is given, if the results are negative, the figure “0” is given and the assessment is made so in this way.

In assessing the performance regarding the environment, the “Environment and Waste Management Control List” (Annex.02).may be used. By filling – in the control list at least once a week by the Environment Responsibles, the adequacy and effectivity of the measures taken to protect the environment are checked. In order to eliminate the incompliances determined in the control form, the necessary measures are taken as soon as possible, The assessments made for the control processes are multiplied by the coefficients specified in the Environment Dimension Determination and Impact Assessment Program, and then, the “impact” value and the “order of priority” after control are determined accordingly. What is aimed is to decrease the environmental impact through the practices of the control actvities.

9.6. REVIEWING THE ENVIRONMENTAL IMPACT ASSESSMENT PROGRAM

The results and the environment performance of the actvities planned in the environment dimension determination and impact assessment program are regularly followed – up and reviewed by the environment responsible. When the following circumstances are established : The environment dimensions and impact analysis ir re – produced, The planned or implemented applications do not satisfy the system requirements or some

incompliances are arisen due to reason that the program is not appropriate and effective The changes in the legal liabilities require new practices, Change in the scope of the activity (such as, new projects) The specified targets are not achieved, the program is revised by making the necessary changes.

9.7. ENVIRONMENTAL IMPACT DIMENSION DETERMINATION AND IMPACT ASSESSMENT PROGRAM APPROVAL

The environment dimensions determined, their impacts, the order of priority of these, the practices developed according to these and control results are all reviewed by the Environment Responsible and the Unit Executive and the corrections/regulations, if any, are made. The program approved by the Unit Executive is included in the Project Management Plan and the necessary works are started accordingly. Distribution and Filing ; Environment Dimension Determination and Impact Assessment Programs are kept to be applied until the end of the Project by the Unit Executive, Environment Responsible. At the end of the Project these are taken to the archive together with the Project Management Plan.

10. LEGAL LIABILITIES

The principles and the Standard values specified in the Project’s Contract Terms and Conditions and the Technical Specification annex to the Contract being at first place, the laws and regulations of The Republic of Turkey that are in force during the course of construction and during the activities will be observed. The standard values specified in the work’s contract regarding the Environment Management Systems are given below in summary. Noise, Vibration:

As a requirement of the Terms and Conditions of the Contract “The noise level generated by the

facilities and equipments of the Contractor shall not be above 75 dBA.” And, about other subjects, the standard values specified in the “Environmental Noise Assessment and

Management Regulation” will be applicable.

Use of Water, Waste Water, Drainage, Natural Resources:

In order for the utility systems taking place inside the field like electricity, water, sewerage, drainage, gas, telephone lines are not affected and are not harmed from the works, it is responsible of taking any and all types of proper measures under the supervision of the Relevant Authorities.

The standard values as specified in the Water Pollution Control Regulation, Discharging of Waste Waters into the Sewerage Regulation.

Air Quality:

The oxygen amount of the air inside the tunnel will not be below 18% and above 23%. And, the

concentrations of the other gases will not exceed the legal limits : Fresh air will be provided in the atmospheric pressure and temperature, this being not less than the

largest value of the following :

1. 500 m3 per hour for every person inside the tunnel 2. 200 m3 per hour for every kW of the internal burning facility operating uninterruptedly in the tunnel 3. 900 m3 per hour for every square meter of the excavation surface

The standard values specified in the Air Quality Protection Regulation. Control of Air Pollution Due to Heating Regulation

Earthwork, Ruin Wastes, Release to the Soil: Excavated proper material will not be taken out of the worksite (in case this is not in excess for the

need estimation). The material which is in excess of the need estimation will be forwarded to the discharging sites. The land required to store the proper material will be determined.

On the issue of soil conditioning, laboratory tests will be applied. Before starting with the tunnels, the Engineer will examine the method of where the waste material would be discharged together with the test results.

Soil Pollution Control Regulation, The principles and the standard values specified in the Excavation Soil, Construction and Ruin Wastes

Control Regulation. Solid Waste Management:

Accumulation of inflammable substances like paper, cardboard, oiled fabric will not be allowed.

Hazardous substances spiiled on the ground will be cleaned immediately or these will be made absorbed by sand or by any proper substance and they will be destroyed in line with the spilled material.

Solid Wastes Control Regulation, Medical Wastes Control Regulation, Hazardous Chemicals Regulation, Waste Oils Control Regulation, Packages and Package Wastes Control Regulation, Waste Batteries and Accumulators Control Regulation, Principles and standard values specified in the Hazardous Wastes Control Regulation.

Disturbance Caused to the Environment, External Appearance:

1. All the works in the worksite will be conducted to keep at minimum level the disturbance caused to the

environment and not to disturb anybody working both, inside and outside the worksite due to smoke, noise, vibration or water thrown from the worksite.

2. All of the noisy facilities and equipments to be used in the works subject of the contract will be silenced effectively by means of effective silencers, felts, acoustic coverings, shields, acoustic partitions or curtains. The facilities and the equipments will be placed as far as possible from the settlement buildings around.

11. EMERGENCY STATE AND SECURITY PLANS

In order to be able to prevent the environmental accidents that might occur during the works it would be beneficiary to prepare the security and emergency state plans (See Security Plan (POS) Annex 5) before starting the activities. In preparing the plans, the list of environmental accidents seen in the “Environment and Waste Management Control List”, determined in previous similar works would be helpful.

Moreover, when preparing the “Environment Dimension Determination and Impact Assessment Program” the accident cases that might be seen during the activities are being determined in advance by taking into account the states of “normal”, “abnormal” and “emergency”. And, to determine the unexpected environmental accidents, the form of “Daily Checks and Determination of Environmental Accidents” that might be filled-in daily during the activities would be beneficial.
