1 INTRODUCTION1.1 General1.1.1 The State of Qatar is a peninsula located on the northeast coast of the much larger Arabian

Peninsula with a total land area of approximately 11,500 square kilometers. The population is approximately 1.7 million inhabitants (2009 census) with almost 83% of the inhabitants residing in Doha and its main suburb Al-Rayyan.

1.1.2 The State of Qatar has experienced rapid economic growth over the last several years. This economic growth has resulted in increased demand for the State to construct and provide first-class infrastructure such as government buildings (hospital, schools, and the like) transportation networks (harbors, airports, highways, roads etc.) and services (power, water, sewerage, waste disposal etc,).

1.1.3 This increased demand has consequently placed extraordinary requirements on the relevant government entities and their resources. It has become necessary to enhance the capacity of these government entities in order to deliver the required infrastructure.

1.1.4 The PWA (Public Works Authority), also known as Ashghal, is responsible for the planning, design, procurement construction, assets management, and delivery of infrastructure and building works in the State of Qatar.

1.1.5 PWA contributes to the economic and social development of the State of Qatar through implementing public projects in accordance with the approved plans of the State. In coordination with other agencies in the State, PWA implements and programs the execution of public projects consistent with the approved State objectives and allocated budget.

1.1.6 PWA’s tasks also include preparation of studies, designs, and technical specifications for the public projects; procurement of public projects and overseeing the work; implementing major maintenance projects according to the plans, programs and studies developed; as well as implementation, management, operation and maintenance of drainage, groundwater, surface water, and water treatment projects.

1.1.7 Through its major departments, PWA strives to develop, the State’s infrastructure and public amenities to the level of international standard achieved by developed countries and communities, and in general, it contributes to the overall sustainable development of the State in economic and social areas of the State.

1.1.8 The PWA consists of administrative units set out below:

a) First: Administrative units under the Minister of Municipality and Urban Planning: The Internal Audit Unit.

b) Second: Administrative units under the President including Office of the President, Public Relations and Communications Unit, Legal Affairs Department and Corporate Development & Planning Department.

1.1.9 PWA’s major business unit consists of five major sectors as below:

a) Buildings Affairs.

b) Infrastructure Affairs.

c) Technical Support Affairs.

d) Assets Management Affairs.

e) Shared Services Affairs.

1.1.10 Buildings Affairs: This sector is subdivided into Design and Projects Departments; dedicated to government building projects such as schools, ports, recreational facilities, healthcare facilities and other government buildings.

1.1.11 Infrastructure Affairs: This sector is subdivided into Local Roads and Drainage and Expressway Departments.

1.1.12 Technical Support Affairs: this sector consists of three departments;

a) Contracts Department, which is responsible for procurement, process and procedures in the delivery of PWA Projects.

b) Engineering Business Support Department, which provides technical support for the Projects in terms of project planning, estimating, tracking and documentation.

c) Quality and Safety Department, which is responsible for the quality control of projects and safety at work sites and offices.

1.1.13 Asset Affairs: This sector handles operation and maintenance of assets through two departments namely, Drainage Operation and Maintenance Department and Road Operation and Maintenance Department.

1.1.14 Shared Services Affairs: All other departments that deal with technical support come under this sector including Administration and Finance Department, Human Resources Department, General Services Department and Information Technology Department.

1.2 Professional Services AgreementThe Consultant shall be appointed under the terms and conditions of the Professional Service Agreement (PSA) General Conditions of Engagement 2010 (Rev A) – Edition to provide Professional Services to the Building Affairs Section of Ashghal, the Public Works Authority.

2 SCOPE OF SERVICES OVERVIEW2.1 General2.1.1 The Consultant shall:

a) provide complete and comprehensive professional services as outlined in this agreement;

b) Perform its services consistent with professional skill and care to provide for the level of quality required in the agreement;

c) Perform its services as expeditiously as possible and as required to meet the schedule requirements of the agreement;

d) Manage and coordinate the activities of its team members, including all required specialists, to produce a project as set forth in the Project description and as required to meet the agreement;

e) Conform and comply with all provisions set forth in the agreement.

f) Conform and comply with all codes, guidelines and standards as described in the Project Brief and as required by the agreement.

2.1.2 The required pre-contract professional services include but not necessarily limited to prepare and submit of the following:

(1) Architectural drawings :

(a) A narrative explaining the concept of the scheme and demonstrating adherence to the design brief.

(b) Concept/Preliminary Design.

(c) Floors plans to a scale of 1:50.

(d) A section through both main axes to a scale of 1:50.

(e) An elevation drawing of each façade (north, south, east and west) to a scale of 1:50.

(f) Detailed drawings.

(g) Sketches/Perspectives.

(2) Computer Generated Model

(3) All structural drawings.

(4) All services drawings (electrical, mechanical, civil defense, water, drainage …etc)

(5) All permits related for the above mentioned projects.

(6) Final building permits with final two approved & stamped sets of drawings.

(7) Tender document according latest QCS. & Awqaf regulations in Arabic language we will amendments when started works & cover page show perspective for each Center separately.

(8) Bill of Quantities in English language & attached with tender documents.

(9) Clarifications to Tenderers queries (related to construction tender).

2.1.3 The Consultant shall gather and study all available supporting information and incorporate it as appropriate into the Scope of Services deliverables.

2.1.4 The Consultant shall undertake all works necessary for the design as described culminating in and including the preparation of fully detailed designs and complete Tender/Contract procurement Documentation for inviting competitive tenders for the construction of all Works as described.

3 CONTRACT PROJECT OVERVIEW

3.1 Project Description:

The target of the proposed project includes but not limited to create designs for 2 new Quran Memorization CENTERS AT VARIOUS LOCATIONS as mentioned below:

3.1.1 Type 1 : Create new design for Quran teaching CENTER and EID PRAYER AREA at New Al Rayyan, Pin No. (53216051) consists of the followings:

- Main and Secondary Entrances

- Reception

- Manager office with toilet and secretary

- Administration office

- 10 No. of Classrooms 35 Sqmt Each with services

- Library

- Toilets

- Cafeteria

- Kitchen

- Kitchenette

- Meeting room

- Baby care

- Staff Room

- Staircase and an elevator to the upper floor

- 7 no. of Offices

- Kitchenette

- Multi-purpose hall with services

- Private shaded Car parking for the Center

3.1.2 The consultant is required to create one complete design for each on a particular land given for each type. The consultant shall note that PWA reserves its right to use those prototype designs for any other location wherever they require those Centers types to be constructed in future.

3.1.3 Important points to carry out the design(1) Create new design for the types matching with Gulf Architectural style, society and climate

requirement.

(2) Design should be matching with disabled people’s requirements.

(3) Study for suitable furniture & internal design.

(4) Special studies should be submitted to be revised and approved by end user to start preliminary design as follows : - Study for the proposed site location- Different areas as per standards- Climate and wind studies ... etc.

3.2 Outline of Program and Project Overview Requirements

All Project Description information included in this Project Brief is to be considered by the Consultant as Preliminary and subject to change as per the requirements defined by the Client during the Project Verification Phase and the project Design Phase.  The purpose of the information provided within this Brief is to give the Consultant the best information available to Ashghal at this time, and to provide the Consultant with the general magnitude of the Project for bidding purposes.  All project specifics will be confirmed by the Consultant during the Design Phase.

4 SCOPE OF SERVICES - DESIGN PHASEThe scope of services required shall be in accordance with the Professional Service Agreement General Conditions of Engagement 2010 (Rev A), of which all shall apply in full unless specifically omitted or replaced and which may be further supplemented and added to by the Project Brief. All relevant notices or circulars issued by MMUP and Public Works Authority shall be taken into account.

4.1 Program Verification Phase4.1.1 Attend orientation meetings at the Project site, the Client offices, and/or Ashghal office to

review the Project, Ashghal requirements at various development phases, and the Program of the Project. For the purposes of the Agreement, the term "Program" includes: this Agreement, Project schedules, Justification and Scope of Work, Ashghal Program Directives, and the comprehensive Project program including Client plan requirements, site program, facilities program, equipment program, budgets, schedules and program addenda.

4.1.2 Review, analyze, and evaluate the contents of the Project Program. Prepare an analysis including the following factors: intended use, space and sequencing requirements; site and property requirements; environmental considerations; provision of all utilities; local building practices; time schedules for all phases of the Project; budget and cost forecasts; pedestrian access and egress patterns; public transportation facilities; vehicular traffic and parking availability and requirements; relationship to other projects either existing or proposed; sufficiency and adequacy of the Program; and other relevant factors.

4.1.3 Conduct initial client interviews to verify general space and use requirements of the client.

4.1.4 Level of Sustainable Design Criteria, and/or level of required GSAS Certification shall be Gold Level minimum (3 Stars).

4.1.5 Consultant shall obtain all necessary Government and third party approvals and consents regarding the Project including, without limitation, GSAS applications, building permits, easements, rights-of-way and licenses, including the processing and payment of all applications, fees and charges.

4.1.6 Prepare a Project Program Report verifying the function, scope, sequencing, budget, content, stakeholders and practicability of the Project Program and identifying any possible deficiencies and, shall include preliminary site planning drawings including the contract limits of each of the proposed construction contracts.

Prepare diagrammatic studies of the Project showing, in the case of a project involving a structure, the relationship of rooms and spaces to the program requirements of Ashghal and to the site, services, utilities and other structures; and in the case of a project involving sitework, the relationship of site systems to the site, services, utilities, and structures.

4.1.7 Prepare a Project Required Approvals and Permits Report indicating all required permit and design review approvals required by all Municipal and government Authorities having Approval Jurisdiction over the Project. The report will indicate all contact information, information required, application forms, approvals, permits and anticipated schedules required for obtaining approvals. This report shall be included with and made part of the Construction Contract Documents and outline the Design Consultant’s, the Construction Supervision Consultant’s, and, the Contractor’s responsibilities for these items during the Construction Phase and Post Construction Phase.

4.1.8 Prepare a Certified Geotechnical Investigation Plan outlining geotechnical investigation, procedures and implementation. Geotechnical Plan and Investigation shall be implemented by consultant to obtain all data required for complete structural evaluations and design of all facilities and infrastructure affected by dredging and new construction including dredging requirements, piers, foundations, dry dock facilities, project infrastructure, roads, retaining walls, canopy structures and building structures. Consultant shall prepare a Final Geotechnical Report to support Designs for dredging and new construction (and remediation of existing structures if required). This report shall be included with and made part of the Construction Contract Documents and outline the Design Consultant’s, the Construction Supervision Consultant’s, and, the Contractor’s responsibilities for these items during the Construction Phase and Post Construction Phase.

4.1.9 Prepare a Municipal Utility Interface Report outlining and describing all public and private utilities to be interconnected with the project site. The report shall provide a schedule of all required utility approvals and construction required to be interconnected to the site infrastructure. The report will confirm and map the location of all existing utilities to be interconnected to the project.

4.1.10 The Municipal Utility Interface Report shall include all utility contact information and required steps and schedules for utility interconnection approval and construction. This report shall be included with and made part of the Construction Contract Documents and outline the Design Consultant’s, the Construction Supervision Consultant’s, and, the Contractor’s responsibilities for these items during the Construction Phase and Post Construction Phase.

4.2 Schematic Design Phase4.2.1 Collect information, existing surveys, reports, regulations etc.

4.2.2 Meet with Client, Government Departments and others as Outlined in the Program Verification Phase to determine matters of principle.

4.2.3 Provide Report to PWA stating :-

a) Individuals interviewed

b) Minutes of all meetings with Action Items and Schedules detailed.

c) Documents received.

4.2.4 Prepare a Brief confirming the Project requirements in terms of:-

a) Purpose.

b) Areas.

c) Standard of facilities and finishes.

d) Special Equipment

4.2.5 Advise PWA on any requirement for environmental, topographic, hydrographic or soils survey, for any model study or for any other survey, study or test that is necessary to supplement existing information.

4.2.6 Prepare an analysis of the site and, in the case of the rehabilitation of an existing structure, the existing condition of the structure, including, but not limited to, determining the location, measurement and other essential data of existing architectural, equipment, structural, mechanical, electrical and utility features, and submit a report to PWA setting forth such analysis and confirming that the data available is sufficient to proceed with the design of the project. Provide additional information reasonably determined by PWA to be necessary or desirable, such as topography, soil data, and other related municipal and utility company data and/or a plan for accessing such information.

4.2.7 Identify such testing, measurements, verification, and/or surveys as may be required to properly execute the design of the project.

4.2.8 Conduct detailed client interviews to verify specific spaces and use requirements of the client.

4.2.9 Provide Client Interview Report

4.2.10 Prepare diagrammatic studies of the Project showing all major program requirements and their relationship to the site, services, utilities and other structures; and in the case of a project involving sitework, the relationship of site systems to the site, services, utilities, and structures.

4.2.11 Confirm the Project Budget and Schedule and identify and justify any proposed changes.

4.2.12 Prepare a construction phasing analysis, which shows the time frames provided by the Client and maintains adjacent occupancies, including a description of temporary construction and facilities necessary to maintain Client operations; establish a general sequence of the phasing demonstrating the continuity of Client operations where required.

4.2.13 Prepare a Code Analysis providing for compliance with all applicable requirements.

4.2.14 Prepare a Schematic Design Phase Presentation in a format acceptable to Ashghal, setting forth in detail the function, scope and intent of the Project and illustrating three design concepts which satisfy the basic program requirements for each proposed design.

4.2.15 Consultant may present additional concepts for Canopy and Building designs as necessary.

4.2.16 Prepare for presentation to Ashghal and Client isometric drawings (2 views min) of each design concept with site plan, buildings and structures. Supplemental presentation drawings may be added by consultant to provide concept clarity.

4.2.17 Prepare composite schematic site plan with ground floor plans for each design concept.

4.2.18 Obtain written approval by Ashghal for the Schematic Design Phase.

4.2.19 Prepare a Schematic Design Report which shall include, but not be limited to:

a) Such graphic material, code analysis, and information as is necessary or appropriate to fully illustrate the proposed design and the construction materials of the Project, and the relationship of the Project to other facilities either existing or proposed, and such other factors as may affect the design of the Project or otherwise involve or relate to the Project.

b) Engineering reports analyzing and economically justifying: the proposed structural, mechanical, electrical and other systems in the Project; the constructability of the structure and components, including the fabrication and production of components and maintainability and operational efficiency of the completed project; the effect of proposed work on the existing components and systems; and the historical performance of the proposed components and systems.

c) Schematic Phase Cost Estimate, the Consultant shall prepare a Schematic Phase Cost Estimate of the total cost for the Works, adjusted for anticipated time of Tender, based upon the specific areas and dimensions of all project components broken down into known or reasonably estimated quantities at the time of the Schematic Phase.

All unknown quantities shall be estimated based upon the Consultants experience with similar projects and adjusted for time, location and project specific criteria.Schematic Phase Cost Estimate will take into account all anticipated construction costs, testing and survey costs, and all additional costs to be considered by the Consultant. Consultant shall provide a schedule of anticipated costs broken down relative to draft time schedule for construction.

d) Prepare Schematic Stage Report and submit five copies for approval by the Engineer.

e) Incorporate amendments as required by PWA. Resubmit the Report.

f) Obtain approval before carrying out any further services in connection with the project.

4.3 Investigations 4.3.1 Prepare tender and contract documents as necessary for the surveys, studies or tests as

required, and/or analyze and report on tenders received.

4.3.2 Supervise the surveys, studies or tests.

4.3.3 Advise the Government regarding the results of the surveys, studies or tests.

4.3.4 Provide all required Geotechnical Borings.

4.3.5 Topographical Field Surveys

Full topographical field surveys shall be carried out by the consultant to establish the existing and proposed ground and sea bed levels (if applicable) which are critical to the proposed design and identify topographical and other features which could influence the design. All features, dimensions, levels, etc. necessary for the finalisation of condition survey reporting, work scope identification and quantifying, checking existing information, etc. shall be obtained.

The survey information shall be incorporated into the Preliminary and Detail Design deliverables. Consultant shall provide or identify approved permanent field Survey Benchmark.

The survey shall cover sufficient land (and sea bed area if required) to obtain the necessary data essential for the design, taking into account the proposed project foot-print and ancillary works.

4.4 Preliminary Design Phase4.4.1 Prepare preliminary plans of the Project, including elevations and/or sections, which plans

shall be based on the approved schematic design, and Ashghal's comments and changes, and shall fully develop graphically the design, scope and concept of the various systems of the Project.

4.4.2 Prepare outline specifications describing building systems, performance criteria, design and composition of all components and systems, and such other work and details as may be required to complete the design of the Project.

4.4.3 Show all relevant furniture, furnishings and equipment, and layouts of all rooms and spaces in the Project.

4.4.4 With respect to any building, prepare an analysis of the relationship of the designed gross and net square meter areas to programmed areas of the Project.

4.4.5 Prepare colored study perspectives of all buildings and major structures, all sides and major interior spaces illustrating in detail the architectural design of the Project.

4.4.6 Prepare isometric drawings (4 views min) of site plan with building(s) and of each floor plan for presentation to Ashghal and Client. Obtain Ashghal and Client sign off.

4.4.7 Prepare a detailed cost estimate based upon a quantity takeoff of all work necessary for the complete construction of the Project, which estimate is hereinafter referred to as the "Preliminary Design Phase Cost Estimate". The Preliminary Design Phase Cost Estimate shall be in sufficient detail to demonstrate to Ashghal that the work designed is within Ashghal's approved Program Budget established prior to the Preliminary Design Phase by Ashghal, based upon the information provided by the Design Consultant during the Concept Phase.

4.4.8 Prepare scope descriptions and cost estimates of such feasible design alternatives as will allow for construction contract award flexibility.

4.4.9 Prepare a Preliminary Design Phase Report acceptable to Ashghal, incorporating design decisions, preliminary plans, outline specifications, cost estimate, time schedules and such other information required by the format of the Preliminary Design Report.

4.4.10 Present for approval the Preliminary Design Phase Report to Ashghal and Ashghal representatives

4.4.11 Submit five copies of the Documents to the Engineer.

4.4.12 Obtain approval before carrying out any further services in connection with the project.

4.4.13 Information Collection

The Consultant Specialists together with the Project Manager shall:

a) Conduct meetings with the Client and the relevant Departments and obtain statistical information to establish the appropriate size and carry out activity flow analysis of the ships and facilities.

b) Develop full accommodation schedules for the facilities and define building systems.

c) Prepare individual facility and building servicing plans that reflect the program.

4.4.14 Equipment Planning

It is the duty of the Consultant to fully coordinate the recommendations with the end users, such that the architectural design concept is maintained while the function is satisfied.

4.4.15 Architectural Floor Layout Proposals

The Consultants shall design the overall spatial and functional building layout as the requirements of the Project Brief and prepare plans, elevations and sections of the facilities.

4.4.16 Site Layout Proposals

The Consultants shall design the site infrastructure and facilities, circulation roads, parking areas, walkways, site lighting and landscaping for the immediate surrounds of the buildings and as required for all site facilities.

All site circulation roads planning will be reviewed with the Traffic Department and all other Government agencies with jurisdiction, and their approval obtained.

4.4.17 Phases of Construction

The Consultants shall recommend the phases of Construction to be adopted.

4.4.18 Interior/Exterior Design, Signage & Building Materials

The Consultants shall include a facilities interior and exterior finish materials design specialists as approved by PWA in the team for the interior/exterior finishes design that will make the buildings aesthetically pleasing for the intended users in accordance with the requirements of PWA. This should be reflected by the use of appropriately selected materials, finishes, light fittings, elevators, stairwells, corridors, lobbies, rooms, plazas, exterior areas, art work, etc, that are suitable for use within state of the art facilities.

The consultant should coordinate within the design all selected finishes and furniture including the color schemes and material specifications. The Consultant shall provide a complete set of interior finishes comprising detail specifications, elevations and plans for all furnishings required, walls, floors, ceilings, trim, handrails, doors, hardware, finish lighting, plumbing and HVAC fixtures, artwork, sculptures, etc. All finishes details shall be submitted as part of the Preliminary Design Phase and Detailed Design Phase as a separate set of Interior Plans and Details.

CONSULTANT shall engage a PWA approved Signage Consultant to provide a complete set of interior and exterior Signage Plans and Specifications. All signage shall be detailed to indicate specific locations, size, materials, colors, fonts, lettering types / materials / colors, base type / / materials / colors, electronic details, fabrication specifications, electrical and electronic connections and equipment details, and mounting details. All signage details to be approved by PWA.

All materials and systems shall be in accordance with NFPA and local codes.

4.4.19 Landscapes, Hardscapes, Interior/Exterior Lighting & Materials

The Consultants shall include a facilities Landscapes, Hardscapes, Interior/Exterior Lighting & Materials design specialists as approved by PWA in the team for the Landscapes, Hardscapes, Interior/Exterior Lighting & Materials design that will make the buildings interiors and exteriors aesthetically pleasing for the intended users in accordance with the requirements of PWA.. This should be reflected by the use of appropriately selected materials, finishes, etc. For lobbies, rooms, plazas, exterior areas, art work, etc, that are suitable for use within state of the art facilities.

The consultant should coordinate within the design all selected materials including the materials, irrigation systems, control systems, and color schemes and material specifications. The Consultant shall provide a complete set of Landscapes, Hardscapes, and Interior/Exterior Lighting & Materials comprising detail specifications, elevations and plans for all materials required, for a complete operational system. All material details shall be submitted as part of the Preliminary Design Phase and Detailed Design Phase as a separate set of Landscapes, Hardscapes, Interior/Exterior Lighting & Materials Plans and Details.

The Consultant shall engage a PWA approved Landscapes, Hardscapes, Interior/Exterior Lighting & Materials Consultants to provide a complete set of interior and exterior Plans and Specifications. All Landscapes, Hardscapes, Interior/Exterior Lighting & Materials shall be detailed to indicate specific locations, size, materials, electronic details, fabrication specifications, electrical and electronic connections and equipment details, and mounting and installation details. All Landscapes, Hardscapes, Interior/Exterior Lighting & Materials details to be approved by PWA.

All materials and systems shall be in accordance with NFPA and local codes.

4.4.20 Engineering / Electronic Systems Proposals and Approvals

The Consultant shall design the overall structural, mechanical, electrical, fire protection, environmental, security and communication systems and review with Ashghal and the Client for approval.

All necessary site and Client surveys and studies will be carried out by the Consultant. Ashghal and the Client will provide any infrastructure plans available in its records, and render assistance and access for meetings with relevant Government agencies for the issuance of the Building Permit; however primary responsibility for utility and government agency approvals lies with the consultant.

The CONSULTANT shall engage PWA approved Electronics System Consultants to provide a complete set of interior and exterior Electronics System and Control Plans and Specifications. All Electronics Systems shall be detailed to indicate specific locations, size, materials, electronic details, fabrication specifications, electrical and electronic connections and equipment details, and mounting and installation details. All Electronics Systems and control details, including (as required) computer systems, communication systems, building and site lighting systems, emergency and fire and smoke detection/notification systems, public and emergency notification systems, surveillance systems, smart building systems, emergency back up power systems, to be approved by PWA and by local authorities with jurisdiction..

4.5 Computer Generated Model 4.5.1 Provide a computer generated 3 dimensional model of the Works based on the Approved

Preliminary Design as follows:

As part of the preliminary Design Phase, all special interior and exterior spaces and typical interior exterior spaces finishes to be electronically rendered in colored 3 dimensions for presentation and approval by PWA.

All Computer Generated Walk Thrus (CGWT) will contain a minimum of 20 seconds of computer generated video time in each major space depicted. Material colors, detail textures and all finish materials and surfaces to be indicated; for example wood surfaces shall be depicted with a wood grain, planters shall be depicted with plant material of a nature reflecting the landscaping plan. Appropriate lighting and shadow effects will be incorporated to depict a realistic image of the proposed spaces.

CGWT sequence will depict arrival at the facility from the public street entrance and include the following sequences (with one intermittent 360 degrees view of each depicted space): arrival and parking sequence, pedestrian approach to main building entrance, building exteriors (all sides), building main entrance and exterior plaza, building lobby entrance, main lobby, main pedestrian/user access sequences within the building, corridors, typical minor lobby spaces, elevator lobbies, specialty spaces, major public spaces, recreation and support areas, auditorium and support spaces, outdoor and indoor seating areas, balcony and atrium areas, meeting rooms, dining areas, specialty stairways, senior administrative office suites

and facilities, and, typical (as applicable) - offices, patient rooms, bathrooms, classrooms, labs, library, information desk area, loading dock, etc.

4.6 Master Program As part of the Detailed Design phase, prepare a Construction Phase Program (CPP) for PWA approval for all the professional services, tenders, approvals. CPP shall include draft construction and budget schedules, and, all construction activities related to the Works, including required specialty construction, supervision, inspection and testing subcontracts. Provide draft CPM schedule for all contractors and consultants from construction contract commencement thru completion of the Works.

Show the anticipated Government expenditure against the Program.

Provide all information in Primavera-6/Expedition format in accordance with the requirements of PWA.

4.7 Detail Design Phase4.7.1 Prepare complete Detail Drawings, Specifications and Bill of Quantities (BOQ).

Co-ordinate designs with related designs and adjacent facilities.

Incorporate standard public utility and PWA specifications into Tender Documents and comply with local regulations.

4.7.2 Submit Detail Drawings and Specifications for approval to the State Electricity Department, the Water Department, the Fire Department, the Municipality and any other interested Government Departments and obtain their approvals and permits, including amending and resubmitting as necessary.

4.7.3 Prepare Particular Conditions of Contract and Sub-Contract, Instructions to Tenders and Forms of Tender.

The Detail Design Stage shall incorporate all the requirements of Clause 6.0 of Section 10 including but not limited to the following requirements:

4.7.4 Prepare complete final working drawings which clearly define all architectural, structural, mechanical, electrical, sanitary, heating, equipment and site details, alternates and all other details necessary for the complete design and construction of the Project. All systems and structures will be designed and certified by the Consultant.

Consultant shall prepare and incorporate all required and approved Public and Private utility details and drawings into Final Tender Documents.

4.7.5 Prepare a complete set of final specifications setting forth in detail and describing the work to be performed by each trade and the finish and the quality of materials and workmanship to be required of the contractor.

4.7.6 Prepare a detailed cost estimate, based upon the complete contract documents of all work necessary for the complete construction of the Project, which estimate is hereinafter referred to as the "Final Cost Estimate". This Final Cost Estimate shall be consistent with the Program Budget and shall include quantity takeoff of all work and equipment included, with unit prices and markups reflecting current market conditions, without lump sums of any kind.

4.7.7 Prepare Bills of Quantities for the entire Works. For building work, including mechanical and electrical installations, these shall be prepared in accordance with the Standard Method of Measurement of Building Works, latest edition, and current amendments issued by the Engineer. For civil engineering work they shall be prepared in accordance with the latest edition of the Standard Method of Measurement of Civil Engineering Quantities issued by the Institution of Civil Engineers, London. All Bill of Quantity Formats and reporting platforms shall be in accordance with the requirements of PWA.

4.7.8 Submit a complete set of all the Detail Drawings and three complete sets of the Specifications, Particular Conditions of Contract and Sub-contract, Instructions to Tenders, Bills of Quantities and Forms of Tender to the Engineer. Obtain approval before carrying out any further services in connection with Project. All document formats, media and electronic platforms shall be in accordance with the requirements of the PWA.

4.7.9 Prepare a Pre-Bid Report, in both hard copy and computer readable form, in accordance with the formats specified by Ashghal, which shall include, but not be limited to, the final working drawings, final specifications and Final Cost Estimate. The Pre-Bid Report is to be submitted to Ashghal for its review and approval a minimum of four (4) weeks prior to the date set for the advertisement for bids from contractors. The Consultant assumes complete responsibility for the correctness, accuracy and completeness of the final working drawings and final specifications and for their coordination with the work of any subconsultants. The approval of such drawings and specifications by Ashghal shall in no way affect or limit this responsibility of the Consultant.

4.7.10 Assemble and distribute the bid documents to prospective bidders and to distribution points designated by Ashghal. All bid documents prepared by the consultant shall conform to Ashghal formats and requirements. Consultant shall coordinate all work with the various required Ashghal departments (eg Contract Affairs, Legal Department, EBSD, Tendering Committee) for final bid document approval.

4.7.11 Assist Ashghal during the bid and award period in the preparation of instructions to bidders, forms of proposals, advertisement for bids, seeking of bidders, opening and analysis of bids, investigation and selection of bidders, and recommendations relative to the award of each contract for the construction of each Project.

In the event the bids of all qualified, responsible and reliable contractors for the construction of the Project are in excess of the amount of the current Program Budget of Ashghal, the Consultant, to the extent necessary, in Ashghal's judgment, to bring the cost of the Project within said Program Budget, shall revise, subject to the approval and acceptance by Ashghal, all or any part of the drawings and specifications of the Project that Ashghal may deem advisable or, if the construction contract for the Project has been awarded by Ashghal, the Consultant shall prepare all credit change orders, including any necessary revisions to the drawings and specifications that Ashghal may deem advisable to bring the cost of the Project within the said Program Budget.

Notwithstanding any other provisions of this Agreement, all of the services to be provided by the Consultant under the provisions of this section shall be provided without reimbursement of costs or any additional compensation therefore, unless Ashghal determines, in its sole discretion, that the factors that caused the variance between the low bid and the said Program Budget were not the responsibility of the Consultant or could not reasonably have been anticipated by the Consultant.

4.8 Project Risk Management Requirements and ConditionsThe Consultant shall prepare and implement a comprehensive risk management plan that covers all phases of the project life cycle. The Consultant shall submit his risk management plan to Ashghal for review and comments, within two weeks after receiving the letter of award. The risk management plan should comply with the requirements of Ashghal O & PMS Procedures for Project Risk Management (PWA-PR322), or as agreed and Approved by PWA, and it shall contain as a minimum the following information:

The Consultant shall utilize the forms and reports for Project Risk Mgt Plan ‘PR322-F01’, Project Periodical Close-out Risk Mgt Report (PR322-F03), and Project Risk Register (PR322-F02) included in Ashghal OPMS, or as Approved by PWA.

Upon receiving Ashghal approval the Consultant shall proceed with implementing the Risk Management Plan. The consultant shall identify, analyze, quantify, monitor and mitigate all risks related to the project that may negatively impact the project objectives in relation to cost, schedule, quality, and health & safety. The risk monitoring and response planning shall be audited jointly by Ashghal and the Consultant shall implement all recommendations from the auditing report.

The Consultant shall monthly review his risk reporting matrix and perform risk identification workshops jointly with Ashghal representative and update his risk mitigation planning according to the status of the project.

The Consultant shall be prepared to handle the occurrence of any unidentified risk and be able to create viable workarounds to minimize the adverse impact of such risks.

4.9 Permits / SustainabilityThe Consultants shall:

a) Prepare and submit for final approval all architectural, structural, mechanical, electrical, medical gases, telecommunications, landscaping and site design plans and drawings, together with accompanying construction specifications.

b) Environmental permit from ministry of environment (if required).

c) All required Government and Public Utility Permits and Approvals for Construction of the Project.

d) GSAS golden certificate with at least three stars Rating.

e) Appoint a qualified GSAS “Certified Green Professional” (CGP) to manage the GSAS application to GORD;

f) Register the Project with GORD for GSAS certification and pay required GORD fees;

g) Present the Project’s strategy for achieving the GSAS target to the Engineer utilising the Engineer’s “GSAS Data Collection Sheet”.

4.10 Quantity Surveying Services4.10.1 General

The Consultant shall employ an approved Quantity Surveying practice duly registered with the “Engineers’ Accrediting and Classifying Committee” for all Quantity Surveying related services.

The Sub-consultant’s details shall be entered on relevant Appendix - ‘Sub-consultants’ of Section D of the Tender document.

4.10.2 Bill of Quantities

a) The Quantity Surveying Consultant shall prepare and submit for final approval a comprehensive Bill of Quantities. The Consultant will maintain complete responsibility and liability for the accuracy of the BOQ prepared for Construction Tender Documents.

b) the Bill of Quantities shall fully detail and describe the extent of Works required and shall include as many items as required to cover all elements of work with descriptions that properly and effectively describe the elements of work to the extent that no ambiguities can arise in respect to the intended extent of work required under the construction contract.

c) Coordinate with Ashghal for BOQ, wage and material schedules for each construction contract and incorporate the same in the Tender Documents for each contract.

d) Prepare a detailed cost estimate, based upon the complete contract documents of all work necessary for the complete construction of the Project, which estimate is hereinafter referred to as the "Final Cost Estimate". This Final Cost Estimate shall be consistent with the Program Budget and shall include quantity takeoff of all work and equipment

The Pre-Bid Report is to be submitted to Ashghal for its review and approval a minimum of four (4) weeks prior to the date set for the advertisement for bids from contractors. The Consultant assumes complete responsibility for the correctness, accuracy and completeness of the final working drawings approval of such drawings and specifications by Ashghal shall in no way affect or limit this responsibility of the Consultant.

f) Consultant should present one priced BOQ in a sealed envelope and one non priced BOQ.

g) Consultant should prepare BOQ in conformance with SMM7 – Standard Method of Measurement for Building Works 1998 Edition issued by the Royal Institute of Chartered Surveyors.

h) Consultant should utilize SMM7 is a mandatory requirement. Accordingly non-adherence to stated requirement will give rise to a non-conformance.

i) The classification of the preliminaries Bill of Quantities is classified into Time Related Preliminaries and Method Related Preliminaries as stated in the respective documents.

4.11 Building PermitsThe Consultants shall obtain and provide the Building Permits for the project from concerned Local Authorities prior to Tender of Construction Documents.

4.12 Tender DocumentsThe Consultant shall prepare comprehensive tender construction contract procurement documentation as necessary for inviting competitive bids for the construction works for each project jointly or separately as required. All Tender Documents will be provided in accordance with the requirements of the PWA.

5 DESIGN CONSULTANCY SERVICE DELIVERABLES5.1 Project Team Requirements and Conditions5.1.1 The Consultant shall provide a specialized and highly qualified and able project design team

which shall be subject to the approval of the Engineer.

5.1.2 The Consultant shall submit to the Engineer for approval an “organogram” of the project design team together with the names, qualifications, duties, responsibilities and experience of the individuals therein all of which shall confirm and/or elaborate and finalize the project design team submitted with the Tender submission in accordance with the Project Brief.

5.1.3 The Consultant shall submit with his Tender named and nominated individual members who will make up the Project Design Team, as specified in the Project Brief, who will be dedicated to undertake the Project.

5.1.4 Specialist staffs who are not required to be permanently based in the Consultants Doha Design Office, as specified in the Project Brief, but who are part of the Project Design Team shall be clearly identified in the submitted Tender and shall be-+ qualified / registered at engineering Committee. The periods that they will be in Doha (Qatar) for familiarization, design, reporting, and liaison shall also be clearly stated in the submitted Tender.

5.1.5 It is intended that specialist planners will be in Doha during the Information Gathering, Presentation of Proposals to the PWA, and for Technical Reviews with the concerned Departments as required. It is also intended that the final detailed design work be reviewed and signed-off by the relevant specialist planners to ensure that the finished design will meet the required standards.

5.1.6 The qualifications, experience, duties and responsibilities of the proposed Consultant’s staff are paramount to the success of the project; hence any Tender submitted not meeting the above criteria should expect to be deemed non- compliant, and shall be made compliant by the consultant at no additional cost to PWA..

5.2 Method Statement5.2.1 The Consultant shall submit to the Engineer for approval a detailed method statement and

program which shall confirm and/or elaborate on and finalize the Method Statement proposed in the Tender submission in accordance with the Project Brief.

5.3 Quality Assurance5.3.1 The Consultant shall submit with their tender a copy of all supporting documentation which

demonstrates that they have a recognized accredited quality assurance system to ISO 9001 or, if no accredited system exists, copies of all their current quality assurance design procedures should be submitted.

5.3.2 A Project Quality Plan (PQP) shall be submitted within three weeks of the Contract commencement date to a format approved by the Engineer and which shall be updated as necessary.

5.3.3 The Project Quality Plan shall include an initial Risk Register and Risk Assessments for the project which highlights the general hazards which the Consultant expects to arise through the design process.

5.4 Documentation5.4.1 The Consultant will be required to submit to the Engineer the required number of copies of all

reports, documents and drawings in hard-copy and digital format (on compact disc), in an approved format, which is compatible with the PWA’s computer systems.

5.4.2 All Project Documentation in addition to required hardcopies shall be provided electronically in an approved P6 – Primavera / Expedition format.  Consultant shall provide all required hardware, software, software licenses, Document Controllers and Program Planners as required to provide all Consultant project Planning, Q/S, Scheduling, Design and Construction Administration deliverables in this format. Consultant staff will work with Ashghal staff and Contractor to coordinate these requirements.

5.4.3 The Consultant should submit to The Engineer all approved drawings, documentations, etc., in digital format. All drawings should be in digital format utilizing AutoCAD 2010 or approved equal (see BIM requirement below), and the file format shall be .DWG and .DXF files for AutoCAD, or IFC compatible for BIM generated information. All text documents should be in digital format compatible with Word 2003, and the font to be used is Arial text size 11.

5.4.4 All calculations should be in digital format compatible with Excel 2003. All other documents (manufacturer’s literature, extracts from technical papers, etc.) should be converted (via scanning, etc.) into digital format compatible with the PWA computer systems (Word 2003, .PDF files).

5.4.5 All material schedule information should be in Primavera 6 and communication thru Expedition in conformance with PWA standards.

5.4.6 BIM – Where BIM services are specified on particular projects, Consultant shall provide all project documents (including priced BOQ)  utilizing the latest released version of Revit Architecture/Structure/MEP and the corresponding AutoCAD Revit Suite 2012 products (64-bit ) or IFC compatible approved equal, and, shall coordinate information management and output in accordance with PWA standards.  All BIM systems information, drawing information and layering shall be in conformance with PWA standards.

5.4.7 Spatial Data and GIS Standards – The CONSULTANT shall provide to the PWA all project related Spatial Data and Geographical Information Systems (GIS) information in accordance with the requirements of PWA.

5.4.8 Hard copy reports shall be comb bound with hard covers with accompanying drawings (in colour and B&W) either up to A3 size bound-in or A1 size folded and inserted into plastic holders.

5.4.9 Documents shall be checked and approved by appropriate persons signified as such on check sheets or boxes.

5.4.10 The Consultant shall submit all documentation required to for DCU clearance within 14 days of completion of the PSA or as requested by the Engineer. The Consultant shall include in the documentation for DCU clearance a digital copy of all the documents. Format for the drawings will be AutoCAD format and PDF files shall be provided for all documentation.

5.5 Progress Reporting and Review Meetings5.5.1 Progress reporting of the Project shall be submitted on a monthly basis and shall include the

Design Services Progress Report.

5.5.2 The Consultant shall arrange for Project progress and review meetings to be held at 3 to 4 weekly intervals or as otherwise requested by the Engineer. Meeting objectives will include detailed review of progress, highlighting problem areas, review of technical issues, performance and identifying any corrective measures.

5.5.3 The Consultant shall be responsible for preparing the draft notes of meetings and shall submit the same to the Engineer within 48 hours of holding the meeting. Any comments from the Engineer shall be incorporated and the final notes of meeting submitted within 3 working days of receiving the Engineer’ comments.

5.5.4 The term report, plan (when referring to schedules or procedures), study, notification used in this contract shall mean written report, written plan written study, and written notification submitted in both hard copy and soft copy.

6.0 DESIGN / TENDER PHASE PERIOD OF ENGAGEMENT AND FEES

6.1 Design / Tender Phase - General Requirements6.1.1 The term Design / Tender Phase shall refer to all services outlined in this agreement prior to the

Construction Contract Award to the Construction Contractor.

6.1.2 The requirements of this Contract and the Public Works Authority reserves the right to request documentary proof of the sub-consultant engagement agreement between the Consultant and all Sub-Consultants.

6.1.3 Where additional services are required by the Public Works Authority to be carried out, such services shall be commenced only on the written instruction of the Engineer and in accordance with the PSA General Conditions of Engagement 2010 (Rev A).

6.1.4 The Consultant’s attention is drawn to the fact that the successful Consultant will be required to possess Professional Indemnity Insurance in accordance with the PSA General Conditions of Engagement 2010 (Rev A).

6.1.5 The Consultant shall notify the Engineer timorously of changes or circumstances which may result in additional services or extensions of time.

6.1.6 Design Phase Services shall be paid in accordance with the approved project Design Milestones Stages.

6.2 Design / Tender Phase Time for Completion6.2.1 Definition of Milestone Stages

The whole of the Design / Tender Phase Services in accordance with the 2010 PSA (Rev A) is to be completed in accordance with the following completion milestone stages as defined below:

6.3 Design / Tender Phase Fees and Payments

(1) The Consultant’s Design / Tender Phase fee shall be comprehensive and shall be the full inclusive cost of the services and duties in every respect and of all general liabilities and obligations and things set forth or implied for the execution of the services and duties as described in the Project Brief and Conditions of Engagement.

(2) The Consultant’s fee rates are deemed to include for all things necessary to execute the services and costs, salaries, etc., for materials, resources, plant, equipment, transport, personnel and back up services, etc., as set forth or implied as described in the Project Brief, Conditions of Engagement and Tender Document in general.

(3) The items in the ‘Fee Tender Price Schedule’ must be priced using all-in-rates such that the total amount equals the Lump-Sum Tendered Contract Price.

(4) The Consultant’s fee is deemed to include for the cost of procurement of all and any data and plans for which a charge may be levied by an authority.

(5) The Consultant’s Fee Tender shall contain no prescribed conditions or qualifications and any clarification of the Services to be carried out under the Professional Services Agreement shall be requested, in writing, prior to submitting his Tender.

Submitted Consultant’s schedule fees will be as schedules: B in section G.

6.4 Fee Payment and Payment Conditions(1) The Contract Fee Price will be paid in instalments in arrears on completion of each stage of

the service in accordance with this Clause and the Schedule B in Volume 2 - Section G of the Tender Document and will be based on the progress deliverables specified in the Project Brief or as otherwise agreed on approval of the Engineer.

The maximum fee payable for each service deliverable is based on the fixed percentage +of the total Contract Price as stated in Schedule B.

(2) Payments of fees shall only be made on successful completion of the specified stages and on written approval and acceptance by the Engineer of the said specified stages.

Payments for each and any item shall only be made on execution of those costs which have been properly incurred.

7.0 CONTRACT PRICE AND PAYMENTS

Contract Pricei) The Consultant’s Lump-sum Contract price shall be comprehensive and shall be the full

inclusive cost of the work in every respect and of all general liabilities and obligations and things set forth or implied for the execution of the Services as described in the Project Brief and the Professional Services Agreement Conditions of Engagement 2010 (Rev A) Edition.

ii) The Consultant’s Contract price fee rates are deemed to include for all things necessary to execute the Services and costs, salaries, etc., for materials, resources, plant, equipment, transport, staff and back up services, etc., as set forth or implied as described in the Project Brief, Professional Services Agreement Conditions of Engagement 2010 (Rev A) Edition and Tender Document in general.

iii) The Consultant’s Contract price is deemed to include for any and all costs associated with the Consultant’s Mobilisation Period.

v) The Consultant’s Fee Tender shall contain no prescribed conditions or qualifications and any clarification of the Services to be carried out under the Professional Services Agreement.

8.0 PWA PROJECT GATEWAY REVIEW PROCESS

The Consultant shall be responsible for project compliance in accordance with a series of approval gateways. These are milestones in the project lifecycle beyond which the project shall not proceed without specific management and funding approval from PWA. At each approval gateway, a Project Review of the technical scope, projected whole life cost and program for the project will be a pre-requisite for approval to proceed to the next stage.Project Construction Phase Gateways are briefly described as follows:

Approval Gateway 1, Project Initiation – Conducted at project inception this review has the following objectives:

1. Confirmation of PWA’s needs;

2. Identification of the need for investment in line with PWA strategy;

3. Confirmation of drivers, project output or delivery requirements;

4. Confirmation of outline, the options and budgets to be considered for the project;

5. Confirmation of funding provision;

6. Incorporation of the needs of Operations and Maintenance Department;

7. Identification of any strategic issues including statutory approval requirements attached to the project;

8. Identification of potential impact on operation and maintenance (O&M) costs; and

9. Identification of all non-Ashghal stakeholders and required approvals (e.g., MoE, PE, Kahramaa, MoF, etc.).

Approval Gateway 2, Pre-Design – Conducted following Project Option Assessment with the following objectives:

1. PWA Approval of all Reports and Deliverables required in Program Verification Phase

2. Confirmation that the Option is an effective solution to PWA’s needs;

3. Recommendation of the approved project option;

4. Confirmation of drivers, project output; delivery requirements and long lead items;

5. Confirmation of Estimated Project costs (capital and whole life costs);

6. Confirmation of Project Milestones;

7. Identification of the impact of the preferred option on O&M costs;

8. Reports on feasibility Work undertaken to date;

9. Reports on Options considered for the project;

10. Confirmation of support from PWA Stakeholders

11. Confirmation of non-Ashghal general concurrence or compliance capability with project options; and

12. Establishment of Approvals, timeline/milestones for all non-Ashghal stakeholders (e.g., MoE, Kahramaa, etc.).

5. Confirmation of project output and delivery requirements;

6. Confirmation of latest project Milestones;

7. Confirmation of latest impact on O&M costs;

8. Reports on Design and project development work to date;

9. Reports on costs incurred to date;

10. Establishment of budget allocation for services and works

11. Capture of information required by PWA finance directorate; and

12. Confirmation of Approvals, timeline/milestones for all non-Ashghal stakeholders (e.g., MoE, Kahramaa, etc.).

Approval Gateway 4, Project Change/Variance – Conducted when a project is at variance or is forecast to be at variance with the agreed program in terms of cost, time, scope or output. It includes:

a) Confirmation that variation is an effective solution to PWA’s needs;

b) Confirmation that project can proceed with the approved change;

c) Confirmation of change in project budget or program;

d) Confirmation that project drivers, output and delivery requirements are still relevant following the change; and

e) Confirmation of Approvals, timeline/milestones for all non-PWA stakeholders.

For the avoidance of doubt, the Approval Gateway is a critical milestone in the development of each project and successful completion relies on the timely publication and distribution of all relevant documentation.

The Consultant shall be responsible for planning, arranging and recording the output of each gateway review and shall undertake the same duties for repeated gateway reviews should the Project circumstances so dictate
