PreambulaThe MBA is the widely accepted international degree, but there are variable

interpretations of the nature of this degree. The members of EQUAL have therefore agreed on a European MBA framework. They reflect a common interest in creating transparency in the market and encouraging the convergence of such degrees.

The Professional Study Program “Business Administration” for obtaining Master’s degree (professional) in Business Administration (MBA) of ISMA is a postgraduate degree that is convenient the circumstances in Latvia. It gives the highest level of business qualification. The Master of Business Administration offers intensive management development.

Annotation of program

Master of Business Administration is the highest level of business administration. The Master of Business Administration (MBA) offers intensive management development. The skills and knowledge developed on MBA are applicable to all forms of organization and are useful both to professional managers and to those with entrepreneurial ambitions. An MBA provides managers with the overall corporate perspective necessary to contribute effectively to the strategic development of their organization.

Study program corresponding to the academic education and professional standard

There are no legally approved professional standards and professional higher education standards for professional study program “Business Administration” to obtain Master degree (professional) in Business Administration in Latvia.

Information System Management Institute in cooperation with Riga Technical University-Riga Business School and professors from the departments of economics began to work out the documents for the above mentioned project. There was created a professional and educational standard establishment working group in RTU Department of Engineering and Economics under prof. EDDSZA, academic Konstantin Didenko , the Dean of the department. Guidance, that has prepaid corresponding projects.

Standard on Higher Professional Education in Activities Management

1. What is the aim of education? To prepare top managers of high level, give an opportunity in different professional specialties on some functions of management (finances, marketing, staff management) or of some branches of national economy.

2. Who is the object of education? Preliminary education and professional experience

The previous education may concern any field and in case of necessity it is secured by additional training (preparatory courses).

Courses should provide learners with necessary knowledge so that Masters could gain a lot of skill in basic subjects.

To have Master Degree learners should have at least Bachelor Degree or any other education of the same level.

Learners must have some work experience or any job of a manager at the moment.

3. The contents of this education. What must master? (What shouldn’t be mastered)? It seems necessary to master theoretical conceptions of business administration so that it would be possible to use them in solving management problems. It is necessary to master practical methods of business administration. Theoretical conceptions are basically mastered with the purpose of genuine understanding their further use but not in terms of theory itself.

4. Who is involved in the program design and development? In the program design and development it is necessary to take into account the demands of business environment and to feature dynamics.

A number of enterprises, professional association and etc. took part in the program design and development.

5. What is necessary to master? It essential to master basic functional blocks of entrepreneurship (marketing finances, staff management and psychology of management, organization of production and services, logistics and information systems).

Microeconomics, macroeconomics, business statistics are of primary importance.

Integration of knowledge and skills into different fields of strategic management, in international business should be carried out.

An opportunity of participating in some specific project can be offered.

The exists the following division:- Foundations;- Core;- Electives.

6. Methods and methodology of teaching. Traditional methods of teaching have to be combined with

interaction methods and demonstration forms (business games, case studies, presentations). They feature highly – motivating areas as well as practical support.

The main task of a lecturer is not only to provide learners with a definite sum of knowledge but also to become an initiator of knowledge. This level focuses particularly on maximizing opportunities for learners to study.

To gain new knowledge local and foreign various lecturers –experts are invited; exchange of experience can be very useful and challenging.

Studying process is supported by a special atmosphere of problem solving, students can be experts in different fields and they can share their knowledge with the rest.

Knowledge can be mastered both in-group and individual work. Modern audiovisual and communicative means, which are really of

great value, make the process of learning easier and more effective.7. What are the demands for teachers from the professional, pedagogic

and academic point of view? Lecture, docents, professors, associate professors are obliged to have necessary knowledge in corresponding fields, professional and work experience.

8. What is necessary to know by the end of the course? To be able to use effectively the functions of a manager in an

enterprise or its branches.

Sociological research “Latvian business men attitude towards

the normative model of modern management”

ISMA Sociological centre regularly organized the research of the businessmen to realize their attitude to the normative model of modern management. The research of the scientific problem of businessmen’s consciousness didn’t form the image of management that corresponds to the modern complex of social, economic and cultural standards. The research

hypothesis was: “The normative standard of the modern manager which includes the whole system of values:

1. Abilities to manage the company in economic change and risks;

2. Abilities to find new information and make information in society.

3. Abilities to connect management with the demands of the national and international legislation, moral norms and cultural values.

The results of sociological research

The Sociological research showed the following facts and the interconnection between the facts:

1. respondents insisted to include the following things in the normative model of the modern manager:

a) the technology of the manager’s professional activity (block - a)

b) the informative and intellectual content of the manager’s activity (block - b)

c) the interiorisation of the demands of the external economic, cultural and social circumstances (block - c).

2. respondents opinion is close to the idea of the structure of the different elements of the managerial culture (subordination between block – a, block-b, block-c); respondents consider the abilities to make correct decision in the conditions of changes and risks as the most important part of the managerial culture (approximately 90% respondents approved such view). On the other hand, only 65% of respondents consider the abilities to connect the manager’s activity with the demands of moral norms, legislation, cultural values as the main factors of the manager’s culture.

The main theoretical conclusion of the sociological researchResearch showed that the Latvian managers’ consciousness cultivates

the view of the technocratic attitude to management that is proper to the society of transitional economy and social stratification. The development of the modern normative model of manager means the strengthening of the cultural elements in the manager’s activity. Research showed the necessity to improve ISMA studies programs:

1. several courses with the sociological, psychological, cultural, business – communication approaches to the management theory were included.

2. student professional practice was added with new opportunities in different branches of management.

Students participation in improvement of study process

Each semester ISMA students participate in a questionnaire about teachers’ work. Students evaluate the teachers’ work in a concrete semester depending on the following factors:

- Were the teachers understandable and good? Did they use the examples to explain the theoretical material;

- Were the teachers able to make the students interested and get their attention;- Did there have enough individual, practical tasks, tests, work in small groups;- Was the attitude of teacher democratic and tactful;Students in this questionnaire can also add their other comments and suggestions

for improvement of the study process.

The acquired results have been codified, analyzed and discussed in meeting of each department and in Students’ Board. Further the special activities there have been worked out for eliminating failings and improvement of study program.

For the first – time in April 2002, ISMA sociological service organized the special students’ questionnaire whose aim was to improve the contents of study process, and also clarify potential opportunities for development of the Institute. The students were asked what the Institute meant in which they studied, and also the most important thing for improvement of study process and study program in ISMA.

The most part of the students from the study program “Master of business administration” completely agreed with the positive changes in study process that were connected with inviting foreign teachers or teachers of other institutes or universities, developing the scientific research involving also the students, enlarging the amount of practical classes, etc.

The results of this questionnaire have been analyzed and discussed at the Dome of Study program and meeting of Institutes’ directors. On the basis of acquired results there have been improved the development plans of study program and Institute. The both questionnaires evidentially provide student’s participation in improvement of study process, and also conduce the more effective and faster development of study program.

For providing high level of master’s research work as objective precondition, we can mark the leading professor’s of our high school involving in proceeding researching projects. The academic teaching stuff of high school is turned on uninterrupted increasing their scientific and practical qualification. That teaching staff, which haven’t the highest scientific degrees, are working to get them.

The provision of study program with materials, informative and finance resources

The provision of study program “Enterprise management” is directly connected with resources of ISMA. The property of ISMA form its founder’s separated property and finance resources, the main part – study pay. The juridical motivation of financing is defined in Constitution project of ISMA

(points 90 –93.).The economical and finance activities high school realize, based on its formed capital – base capital. The finance resources forms according to laws “About education” and “High school law” of LR from resources, which consists from member’s investments, study pays, bank credits, incomes from commercial activities, and also from donations. The high school hires the rooms from Riga Latvian University, repair and reconstruct them, and also the arrangement of auditoriums with furniture and necessary technique. ISMA forms its own library. The provision of books at the moment is not sufficient. Therefore students use the libraries of Latvian University and Vidzemes high school, and also materials of Internet. There is formed internal local net, which allows widely use resources of information systems, the change system of information in all levels. The using of Internet is accessible for all teaching staff and students in ISMA. There is formed division of resources of server base between users – administration, lecturers, students, etc. in ISMA; there is installed the informative system AMADEUS in computer class for reserving places in hotels and avio tickets, etc. There is a plan form multimedia lecture’s auditoria, which would be arrange with computers of new age strength processors, hard discs, compact disks, audio and visual technique and according assistance devices. Its functional task is providing new and higher quality of study process, using not only audio methods, but also – audiovisual methods. According to fact that the amount and role of information is increasing, this arrangement provides its accessibility for students. There will not be any problems with organization of department of distance studies. In the resume, we can conclude, that infrastructure and study rooms satisfied the needs of study process.However, in future is clear seen, that study room will be too narrow and all arrangement (computers, e-mail, post, Internet), which is necessary for students, connection with planed bigger amount of students. Therefore, already now is started discussions about finding of extra rooms and its facilitate.

The contents of the program are applied in specific forms of education:1) full-time study (studying take place in the day time every working day);2) full-time study (studying take place in the evening on working days and all

day long on Saturdays)The contents of study program are realized in specific forms of studies that have

to provide a successful achievement of program goals. This is accomplished by means of incorporating different types of work: lectures, guest lectures, seminars, demonstrations and practical work, discussions and fulfillment of practical tasks. Working in small groups, research projects (credit papers) preparation and discussing these projects in groups constitutes the major share of class work. The methodology applied by the teaching staff develops student’s ability to solve problems in cooperation with professors. It also allows students to take part in projects developments by actual firms. Practice plays a huge role in the process of professional education and qualification receiving. Each semester students evaluate the performance of professors.

Students fill in a questionnaire, where they give their evaluation and express their attitude to teacher’s performance – theoretical level, practical exercises, individual tasks, attitude to students. The basic principle of organization of studies is dialog method between students and teaching staff. The methodology of teaching staff develops for students skills to solve problems, work in team. Forms of knowledge evaluation

During the studies students must write one or more papers and research works, either individually or in team, and defend these papers making a presentation to the audience. At the end of the semester there is either a test or an exam (written or oral) in each of disciplines studied. During the studies each magistrate must prepare two publications. There is possibility to publicate the best works and results of research in journal Computer Modelling and New Technologies: ISSN 1407-5806, ISSN 1407-5814 (on-line)(ed.Yu.Shunin & I.Kabashkin). For evaluating student’s knowledge ISMA use the standard European and Latvian system (10 – point system) marking. There can’t be any mistake made in marking in this system and this system make the students fulfill their job regularly and systematically. There are special criteria for practice evaluation and crediting, which are determined by ISMA statutes and other regulations.

Evaluation of volume of studies

The objective of evaluating the volume of student’s work and quality of their knowledge is to find out whether the level and direction of teaching (and studying) is correct and appropriate. ISMA uses the generally accepted standards for student’s knowledge evaluation. According to the Ministry of Education and Science recommendation, like all the state and other high schools in Latvia and also the EU, ISMA uses the credit points system for evaluating of the study program volume: 1 credit point corresponds 40 hours of student’s study work, which is equivalent to one study week. 50% of the total volume of studies is student’s classs work i.e., in contact

with professors, while the rest is contributed by student’s independent work. This proporyion my vary in different subjects and is determined in accordance with the study program curriculum. A student gets the corresponding number of credit points for a subject if his grade in the examination is not less than 4 (in the 10-point system).

The awarding of professional Master’s degree and opportunities for further education As a result of completing these course students receive a second degree of Master’s grade. The higher professional educational qualification “Enterprise management” is awarded by the Higher Professional Education Control Committee (APK). Its decision is confirmed by the diploma of professional qualification signed by the rector ISMA. For enrolling the studies in ISMA study program “Enterprise management” magistracy cycle necessary higher education (academic bachelor degree or similar its diploma of specialist) management sciences or other branches of entrepreneurship. For receiving Master’s degree after shorter individual study plan, it necessary Master’s degree in other branches or full higher education of other form .

Aims and Objectives

To achieve the professional master’s degree in business management of the professional study programme “Business management” in the institute of IT systems management the strategic objective is to provide an extensive education characteristic for the business management area.

Thus, insuring the possibility to manage and develop the creation of new system products and technologies, preparing for research work in manage mental science area, related to the abovementioned as well as to provide the possibility to achieve the scientific degree. We have determined that the mission of the study programme is to develop specialists with extensive theoretical knowledge of management science, the latest discoveries in this area are able to participate in a dispute about them, to investigate and continue then development as well as to apply them creatively for the solution of problems of comprehensive practical business management and serve as leading trends to begin the studies for doctor.

In conformity of the above said the tactical objective is to prepare a specialist of management science with high qualification, whose level of competition in labour market of management science area will comfort with the highest standards of this country as well the EU and the world not only today but with the international business environment subject to perpetual changes. To achieve the objectives set by the master study programme and to comply with the determined mission, we have set the following specific tasks to be fulfilled during the study process

competence to make input in the development in business management as a profession.

To insure the possibility to acquire knowledge needed for understanding of the globalisation process.

To develop the skills to use the software for research work and the comprehensive projection and analysis.

To develop the skills to evaluate the adequacy of models to the specific situation and to be able to make substantial management decisions.

To provide the necessary pedagogical and psychological knowledge and skilled, needed by lecturers of the institute.

The successful implementation of the listed tasks will insure the possibility of the new specialists to manage more effectively the businesses and the development of competitiveness of the business managed by them.

Possibilities to achieve the objectives and tasks

To achieve the above mentioned objectives and implement the tasks successfully it is not sufficient just to have common intensive target oriented academic and scientific research by masters and an academic staff but it requires close cooperation with associations of businessmen to test the professional qualification. In addition to this it requires specific resources existing in the institute – supply of IT communication technologies as well as financial basis.

It is certain that insufficient resources are one of the actual and difficult problems of all institutes in Latvia: As it is specified in the draft programme of higher education and science development for 2002 –2010, the lack of financial resources is one of the essential factors slowing down the pace of further development of higher education and science. The lack of sufficient resources is important course of problems to start and implement the master programme.

The analysis of strategic development of our institute resources (applying the SWOT method) and the strategic planning of development leads us to conclusions about the possibilities to achieve the main objectives and to implement the tasks reducing the hampering factors.

Financial sources and infrastructure provision

AS ISMA is a private, juridical person institute, the coverage of infrastructure and its development is directly connected with Institute’s own resources.

The property of ISMA is formed by its founder’s separated property and financial resources, the main part of it comes from tuition fees. Taking account that amount of average salaries in Latvia is one of lowest among other EU candidate states. Unfortunately Latvia has a great number of poor people, and also there is not enough state’s provided study loan as they are in Estonia and Lithuania.

The juridical motivation of financing is defined in Constitution of ISMA (Points 90-93.). The economic and financial activities in Institute are based on its formed capital – basic capital. The financial resources are formed according to laws of “Education” and “Law of Higher schools” of LR which consists of member’s investments, education fees, bank loans, income from commercial activities and also from donations.

The Institute rents the rooms from Riga Latvian University, repairs and reconstructs them, and also organizes the arrangement of auditoriums with furniture and necessary devices.

ISMA has its own library. We have a sufficient number of books at the moment. Students also use the libraries of Latvian University, Riga Economic high school, Vidzemes high school, and also materials from Internet. There is a local internal net at the Institute which allows to use the resources of information systems and the system of information at all levels. The using of the Internet is accessible to all teaching staff and students at ISMA. There is a division of resources of server base between users – administrator, lecturers, students, etc. in ISMA. There is an installed informative system AMADEUS in a computer class for reserving rooms in hotels and air tickets, etc.

For the years 2002/2003 we are planning to prepare an auditorium equipped with the computers of the last generation and audio-visual techniques. This will give new quality to study process, using audio-visual methods. The role and quantity of information is increasing, so it will be really helpful to students. This will provide organization and expansion of studies of further education.

Unfortunately, the lack of financial resources in our institute, as in any state or private higher education establishments, is the main factor that hinders in our development.In the conclusion, rationally using material technical base and infrastructure created in process of optimization, it’s possible to satisfy the increasing demands of study process. Realization of planned strategic activities, in course of 5-7 years, will provide balanced infrastructures development.

The organization of study program

Management of business administration is an integrated professional master program realized by ISMA is being founded on scientific management and its practical use on the basis of information technology and communication.

The program includes 80 credit points and the duration of studying is 2 years (4 terms).

The master educational program is made in accordance with the rules of the cabinet of Latvian Republic and the state standards of education of the 2nd level. The obligatory contents of master program consist of 36 credit points:

1. Special educational courses provide mastering of new achievements in theory and practice of business administration.

2. Research work, project work and academic writing.

3. Practice.

4. State examinations, which include working out and defence of the master degree thesis or diploma projects.

Hereby the program provides:

1. Broad and integrated theoretical knowledge of the development of society and its establishments and communication.

The task of the course part – A is to form the student’s conception about general tendencies of the development of social sector and communication activities and the task of the course part – B is to get the deep knowledge in a specific field. There is a possibility of choice in part B (12 credit points) according to students interests and needs.

B1 – Information technology;

B2 – Management;

B3 – Tourism.

2. The task of the practice is to master necessary skills in accordance with the program. It is being realized in practice in different enterprises.

3. There is also a choice of individual master degree work in accordance with the given educational program. On agreement with the council of educational programs the students can choose 4% = 6 credit points in educational program offered by ISMA or other institutions including the Latvian State University. Practical activities = 16% (26 credit points of the whole educational program) are divided into parts which are annually coordinated by the Director of programs. After that the chancellor gives a special order about practical activities.

Those students who have got diplomas in management and 2-year experience working in this sphere at top management can have an alternative of MBA.

The Master of Business Administration (MBA, IZR license No.04040-3) has been worked out by Information System Management Institute using working experience of the Latvian and foreign higher educational establishments and considering the demand in providing the Latvian economy with highly qualified specialists in business administration.

This professional study program is the highest level of business administration. The Master of Business Administration offers intensive management development. The MBA requires the study of a series of common “core” modules plus electives. For program correspondence individual study needs and interests of magistrates, there is opportunity to chose following directions of specialization: Information technology, Management, Tourism. The main courses of the study program include: Forecasting and strategies of top management, Project management, Common quality of management system, Commercial and International law, Economic globalization and internationalism etc. Theoretical and practical parts of master study program provide scientific research in the field of top management business administration and mastering the technologies of modern information system.
