COMPULSORY THEORETICAL COURSES

Information and Knowledge Management

Information Management (IM) plays a critical role in almost all areas where computers are used. This area includes the capture, digitization, representation, organization, transformation, and presentation of information; algorithms for efficient and effective access and updating of stored information, data modelling and abstraction, and physical file storage techniques. It also encompasses information security, privacy, integrity, and protection in a shared environment. The student needs to be able to develop conceptual and physical data models, determine what IM methods and techniques are appropriate for a given problem, and be able to select and implement an appropriate IM solution that reflects all suitable constraints, including scalability and usability

Programming Paradigms, Languages and Development Systems

A programming language is a programmer’s principal interface with the computer. More than just knowing how to program in a single language, programmers need to understand the different styles of programming. The material of course covers problems of object-oriented programming and designs, functional and logic programming, script languages.

Computer Architecture and Operating Systems

Upon completion of this course, students should be familiar with the basic issues involved in the design of operating systems, the historical evolution of operating, Current issues in operating system design, such as distributed systems and networking

Net-Centric Computing

The objective of this course is to teach the principles and development of multi-tiered distributed systems. It is introduced with a basic review of internet communications and the architecture of client and server sites, including the functions of and relationships among the browser, web server, operating and file systems, middleware, database server, and application servers. Concepts involving various types of client/server side processing and remote connectivity methodologies are reviewed, including scripting languages, HTML, Dynamic HTML, XML, ASP, CGI, and DCOM.

Software Engineering

This course introduces software engineering as a discipline, discusses fundamental design concepts and principles, design patterns, object-

oriented analysis and design, component-based computing, software life cycle and process models. Combines a range of topics integral to the design, implementation, and testing of a medium-scale software system with the practical experience of implementing such a project as a member of a programmer team.

Intelligent Systems The objectives of the course to introduce with the architecture of the expert system, with the essence of the inference engine and the most popular inference strategies such as Modus Ponens and Modus Tollens. To acquire practically using of the decision tree construction algorithms ID3 and CART.

Discrete Structures Introduces the foundations of discrete mathematics as they apply to computer science, focusing on providing a solid theoretical foundation for further work. Topics include functions, relations, and sets; basic logic; proof techniques; basics of counting; discrete probability; digital logic and digital systems

Graphics and Visual Computing

The objectives of the course to distinguish the capabilities of different levels of graphics software and describe the appropriateness of each. To give theoretical and practical knowledge about principles and methods in computer graphics and to give knowledge about standard in the area.

To give knowledge about methods and systems in advanced computer graphics. The main topic is methods for visualization of three dimensional structures and events on a graphic display.

Social and Professional Issues

The focus of this course is to help advanced computer science majors understand the basic cultural, social, legal, and ethical issues inherent in the computing discipline. Computer professionals must deal with issues such as hacking, privacy, safety-critical software, whistle blowing, and use of resources.

Formal Languages and Compilers

Introduces the theory and practice of programming language translation. Topics include compiler design, lexical analysis, parsing, symbol tables, declaration and storage management, code generation, and optimation techniques.

Human-Computer Interaction

This applied course is both a survey of Human-Computer Interaction research and an introduction to the psychological and other behavioral science knowledge and techniques useful in the design of computing systems for human use. Particular emphasis is placed on developing knowledge of the basic psychological phenomena of human cognition, memory, problem solving and language, and on how those processes relate to and condition the interaction between humans and interactive computing systems.

Algorithms and Complexity

This course discusses problems from a variety of areas such as data structuring, algorithm design, graph algorithms, and computational geometry. The emphasis is on the study of advanced data structuring techniques, algorithm design, and algorithm analysis. Topics include basic algorithmic analysis, algorithmic strategies, fundamental computing algorithms, distributed algorithms, advanced algorithmic analysis, cryptographic algorithms, geometric algorithms, parallel algorithms.

Computer Statistics The aim of the course is to provide students with knowledge of a range of advanced statistical techniques and how to use software tools to implement them. To enable students to define classification and dimensionality reduction problems and to select and apply appropriate problem solving techniques, to apply the stepwise algorithms for the best model construction, to use computer intensive methods for classic tasks, to use appropriate statistical software.

Information Security

The course examines the issues of the security provision of the confidential information. Students study the technologies of the overcoming of protection of modern computer systems including the implementation of the software laying, finding of breaches in the protective mechanisms of the computer network, as well as the efficient methods of the opposition to these technologies, detailed mechanisms of the realization of the main types of the distant attacks on TCP/IP protocols and Internet infrastructure are examined.

Applications Development in Client/Server Technologies

The programme focuses on study and research on distributed N-Tier Client/Server architecture that employs multiple clients and scalable server-side technologies to develop high performance systems that scale across multiple tiers of servers.

A programming course for developing wireless applications for mobile devices (such as cell phones, two-way pagers and PDAs) to access enterprise computing services. It focuses on using Java and XML to write mobile applications and J2EE technologies to

implement server-side services on J2EE application servers and other enterprise infrastructures, such as Web servers, CORBA servers, trans-coding portals, and Web Services. The labs comprise writing mobile applications and server-side services.

Multimedia technologies

In a rate standards SGML, HTML, XML used are considered at development of appendices. Work using modern multimedia programmes. Development multimedia application for record on CD ROM, DVD-ROM and accommodations in INTERNET in on-line mode.

Approbation of Research Results

Programming Projects

Task Force believes it is essential for all masters to complete a significant team project that encompasses both design and implementation. There are several workable strategies for providing this type of practical experience. In some cases, it may be possible to work with local companies. More often, however, computer science department will need to offer this type of project experience through the curricular structure.

Multimedia Projects Such project will allow connecting knowledge obtained within the framework of courses Multimedia Technologies, Graphics and Computer Visualization, Human-Computer Interaction.

The students should develop a multimedia application.

Preparation of the publications and oral presentation at conference

During tutoring the student should discuss results of his/her own research not less than in two conferences. The students can deliver their reports at annual scientific student conferences, participation in regional and international conferences in the republic and abroad however is welcomed.

The quantity of the publications during tutoring should be not less than two.

Teaching practice The practice at the faculty includes reading the lectures or conducting seminars, practical or laboratory occupations on subjects master thesis of operation or contiguous with it.

SCIENTIFIC RESEARCH

Master’s Thesis/Project The most popular model of the final master work consists in self-

maintained development of the software product, which should obey to all the requirements set forth to the software as international, and received in Latvia.

Other model, that is more preferable and more difficult, self-maintained scientific research.

6. EVALUATION OF THE STUDY PROGRAMME PERSPECTIVE

6.1. Correspondence of the study programme to the standards of academic education

Serious attention is devoted to all levels of Information Technology specialists preparation in Latvia, including Masters of Computer Science. Information technology is considered as priority of Latvia’s development and there exists a complicated system of informatisation programmes at the state level, ministerial level, and municipalities level to ensure development of Information Technologies in Latvia. IT development importance and correspondence to Latvia’s interests are confirmed by National Development Programme priorities, state programme “Informatics”, social-economic programme “e-Latvija”, informatisation programmes of Latvian ministries, including LAIS and LIIS programmes of the Ministry of Education, programmes of informatisation of municipalities, including e-Riga and e-Latvia.

The development of informational infrastructure in Latvia is a part of the process of Latvia‘s joining EU. After positive October results of the referendum in Ireland, there are no visible obstacles for Latvia’s joining EU and necessity to appropriate to EU standards in information technologies makes it necessary to prepare high level specialists at Master level. Since 1995-1996 co-ordinating work of Latvian higher schools preparing CS masters started and at present time there exist the standard requirements for the qualification of Master of Computer Science.

DU programme completely corresponds to the requirements of Master of Computer Sciences standard. The programme’s realization will serve the interests of Latvia at the state and regional levels. The importance of Computer Science Master Programme for regional development is strongly stressed in recent theories of regional development, where the interaction of international co-operation networks is considered as the main source of regional development. There are only six international co-operation network creating factors and information technology is one of them.

Master of Computer Science study programme of Daugavpils University corresponds to LR Cabinet of Ministers rules about the state academic standard of education – C of M rules N 2, Riga, 2002, January 3, (see appendix).

DU Master programme is very similar to the similar programme of University of Latvia and Transport and Telecommunication Institute

6.2. Correspondence of the study programme to the requirements of the employers

Serious changes in information technologies and computer science related labor market tools place in Latvia during last two years. There are several reasons of employer’s growing interest to information technologies, information systems and computer science. The first reason is the recognition of IT as the strategic priority in Latvia and the beginning of several big projects in creation of governmental and municipal information systems (e-Ventspils, e-Riga). The second reason is the qualitative and quantitative growth of the enterprise-level informational systems. The third reason is that during last two years several companies and universities

recognized the importance of business information systems implementation at the municipal level and the number of people working in this area considerably increased. The highest demand for good educated specialists at present time is in information systems developers, computer network developers, and database administrators. DU Department of Computer Science has good contacts with regional, national and international IT companies, attentively follows to labour market changes and makes necessary improving corrections in Masters programme. As the sample of such correction it is possible to mention the CISCO academy organization at the Department.

The main idea of CISCO academy is to provide Master students with the knowledge in new areas of computer networks implementation. For example, at present time due to municipal information systems development there is a big demand for appropriate specialists. At present time Daugavpils University is one of the few Universities in Latvia, that prepare specialists in Metropolian area networks. Placed between WAN (Wide Area Networks) and LAN (Local Area Networks), MAN (Metropolitan Area Networks) are “too big to use small networks solutions and too small to use big network solutions” and have specific difficulties in their development and implementation. On the one side, MAN are oriented to provide services for city-scale communities, which means that they should meet the needs of different social groups – children, adults and pensioners, working and jobless, people with different levels of education, incomes etc. On the other side, several functions of such systems (e-Government, electronic document exchange, payable services) need high level of security and information protection. Solutions of contradiction between necessity to ensure wide access and necessity to protect data are not simple.

Daugavpils University is one of the leaders in MAN systems development. There are three main approaches to MAN creation discussed during last two years in Latvia. The first, “Central Station Approach” (CSA), is oriented on mainframe installed SAP with ERP-like repositary-based technology. The main advantages of this approach are the possibility to keep all data in one place, to ensure common solutions for everybody and possibility to control all processes from one centre. The weak point of CSA is a very high cost. Most Latvian municipalities are not able to pay several million USD for municipal information system, which is characteristic scale of expenses for CSA solutions. This approach has good perspectives in the future, when Latvia will became EU member and should join its information systems with European information systems, but at present time it is impossible to recommend CSA as a strategic line for MAN creation in Latvia. The second, “Distributed Network Approach” (DNA), is oriented on the system of local networks of enterprise scale, which are connected via Internet and have a set of web sites for different kinds of users. The main advantages of this approach are the low cost, simple technical solutions and rich experience collected already by numerous system administrators of different companies. Due to these evident advantages it was DNA approach, which in hidden form dominated in MAN creation in Latvia during last several years – at present time all Latvian municipalities have local networks, web homepages with information for citizens, but almost nothing more. The weak point of this approach is that the growth of information system is extensive, the physical enlargement of network does not provide new levels of information processing. The third, “Data Centre Approach” (DCA), is oriented on the system of local networks, added by joint Data Centre, which concentrate high level information processing functions performing for all users. DCA can be considered as combination of CSA and DNA. In addition to system of local networks, which ensure all advantages of DNA, municipal Data Centre is able to reach new quality in data processing, partly perform CSA function with appropriate advantages. Several Daugavpils University Master students are working in similar centres in Latvia and abroad.

Many employers estimate the level of Daugavpils University Masters as very high and there are positive letters of references from many of them.

7. EVALUATION OF THE STUDY PROGRAMME

7.1. The aims and tasks of the study programmeFulfilling the requirement of graduates to increase their professional level, Department of Computer Science of Daugavpils Pedagogical University prepares persons with the first scientific degree Bachelor for the next Master degree. This task is considered by DPU CS department as a priority, because modern Computer Science development takes place so fast that knowledge received at University should be renewed each 3-5 years. Further professional growth of specialists needs additional education at more advanced level and the main task of Master study programme is to prepare professional specialist of higher level than Bachelor.

Department of Computer Science of DPU has leading positions in the state in several Computer Science branches, which gives the possibility to ensure high level of Masters preparation. It is necessary to underline, that Master preparation has sufficient differences from Bachelor preparation – the level of requirements to Master works is higher, Master works should contain individual investigation of high importance with new results and significant theoretical and practical importance. Simultaneously results of master works make serious contribution to Department of Computer Science development – usually master works are devoted to problems, which are under investigation by CS Department staff and are one of the sources of Department development.

These are the reasons for special attention to Master preparation at DPU CS Department. For Master preparation Department of Computer Science attracts specialists from private companies, Latvian and European Universities for lectures on special courses.

The main aim of academic Master study programme is to prepare on the base of Bachelor study programme high-level Computer Science specialist with deep theoretical knowledge and practical experience, prepared for complicated scientific problems solving and practical application of knowledge, independently solutions accepting and able for creative scientific work.

The tasks of Master Study Programme are as follows.

To give strong basis in fundamental theoretical mathematical and computer science disciplines as formal systems, mathematical modelling.

To give strong basis in special computer software and hardware disciplines as advanced database technology, object-oriented programming, CASE technology, computer networks and protocols, multimedia.

To give strong basis in practical work with computers with elements of theoretical and applied scientific investigations.

To give experience in theoretical and applied scientific work in the field of Computer Science, develop the necessary skills and motivation for scientific work at the next doctoral level.

Preparation for further practical work in high schools, companies and enterprises, state organizations.

7.3.2. Masters’ Thesis/Project

The Master thesis is part of the Master examination and an essential part of the scientific education. The Master thesis shall demonstrate the student’s ability to apply scientific methods of a problem from an area of informatics within a given time period.

The most popular model of the final masters work consists in self-maintained development of the software product, which should obey to all requirements set forth to the software as international, and received in Latvia. Other model, that is more preferable and more difficult, self-maintained scientific research.

Each Master's Project should meet the following objectives. The project should follow good methodology. The student should be aware of the state of the art in the proposed area. The proposal should identify a particular problem area and list the specific tasks to be addressed in the project. While some of these tasks may not be accomplished in the project, the student should be able to defend the reasons why some of the tasks were not accomplished. It is also likely that new tasks will come to light as the project progresses. The student should keep track of these new tasks and if unable to complete them, should list all unaccomplished tasks in the final report as areas for further work. A project should demonstrate both the verbal and writing communication skills of the student. The project should be of some value to the student and the department. At the minimum this value will be the learning experience resulting from the project. The project should be carried out in a professional manner. This means the supporting documentation is well done and in the case of programming projects that precepts of good software engineering practice be followed. Every attempt should be made to make the project machine independent, isolating machine dependent parts in a small kernel of routines. The student should be able to abstract the experience learned in the project to a wider view of the task accomplished.

A Master's Thesis must exhibit a high standard of expository writing. It must represent evidence that the student is capable of obtaining and presenting a satisfactory solution to a problem in Computer Science of some complexity.

7.5.1. The number of the students in the programmeThe study process on the Department of the Computer Sciences organized according to Daugavpils University Satversme (constitution) Law on higher education, Rules on Master degree’s acquisition and other normative documents, which have an effect on the territory of the Republic of Latvia.

The first graduation of Masters took place in 1994. From 1994 till 2002 30 graduates have finished master courses and now they successfully work at the state institutions, commercial firms and educational institutions. Now at the Department of Computer Science 23 students study.

7.5.4. Questionnaire of the students and its analysis

Summarizing the data that was gathered by questionnaires, the following conclusions can be made:

1. Students highly evaluate the teaching level of the subject included in Master

programme, thus indicating the high level of the teaching staff, also students are satisfied with the volume of the course subjects in general.

2. Students of Master programme of Computer Science are not disappointed in their choice of the study programme and the institution, they also show interest not only about the material given to them, but also about the possibility to enrich already acquired knowledge. Complete analysis of the questionnaires see in appendix.

7.5.5. Questionnaire of the graduates and its analysis

In 2001/2002 the interviewing of graduates of DU Master programme of Computer Science was conducted. This way 29 respondents were questioned.

The results of the survey show, that the major part of the graduates (66%) pointed out that they are absolutely satisfied with the education given by DU, and especially significant is the fact, that not a graduate mentioned that he or she would be dissatisfied.

In general the level of the subjects’ necessity in the programme was evaluated very highly, that therefore proves that the study programme allows to acquire the knowledge that will be useful in future, when students get involved in the business relationships. 7.5.6. The participation of the students in the development of the study process

According to the nature of studies, special attention is paid to Master students’ involvement into the scientific work. The obligatory requirement for the master graduates is that they should have at least one scientific publication. The majority of Master students during their studies at master courses in DU participate with the reports in scientific conferences, thus ensuring additional mutual interaction with the study process. Every year interviews of Master undergraduates and graduates are conducted, which help to bring in the programme the necessary corrections in time, adopting them to the students’ interests and demands, as well as to the demands of the labour market.

7.6.3. Policy of selection, renewal, teaching and development of academic staff

The selection of the academic staff is based on students’ involvement in scientific work, including grants and international projects. The best Master undergraduates are offered jobs at the department of Computer Science (Mag.comp.sc. Edvin Puzinkevich, Mag.comp.sc. Romuald Stashan, Mag.comp.sc. Imants Zhilvinskis, Mag.comp.sc. Vasiliy Shilov, Mag.paed. Vilnis Vanagelis). Master graduates who successfully work at the faculty as lecturers and scientific staff, are recommended for the Doctoral study programme (Mag.paed. Ieva Bolakova, Mag.comp.sc. Nelly Bogdanova, Mag.paed. V.Vanagelis). .

7.7. Sources of financing and provision of infrastructure

The main financial source of the programme is the state budget and students’ fee for studies. At present the fees for studies cover 65% of expenses. Ratio of the state finances during the

last 3 years has gradually declined, as well as the quantity of students, whose studies are covered by the state budget means.

The percentage of students, who are educated from the budget means, in relation to the whole number of Master undergraduates.

During the last 2 years there were the following directions in the development of material base:

•purchasing teaching and scientific literature, and periodicals;

•students have possibility to use extended Internet;

Professional study program “Master of Computer Science” is implemented by means of material and technical resources of Daugavpils University. Scientific research, practical training can be organized also in other research and educational institutions of Latvia and foreign countries. Cooperation agreements with several institutions in Latvia and other countries are concluded or have been prepared for conclusion.

One of the peculiarities of the professional study programmes is the deep integration of studies and research, which advance several specific requirements for material and technical resources.

Cooperation with similar study programmes in Latvia and abroadThe closest cooperation, implementing similar study programme, is formed by the department of Computer Science with University of Latvia, Math and Informatics Institute of University of Latvia, Rezekne High School, Ventspils University College, Liepaja Pedagogical Academy, Bologna University (Italy). The forms of cooperation are the following:

8.1. Analysis of experts’ reports and development of the Study programme in 2000-2001

The study programme “Master of Computer Science” was accredited in 2000 for 2 years. In experts’ report from June 22, 2000 about Master of Computer Science Study programme at Daugavpils University (The commission consisted of Professor Janis A. Bubenko Jr, Royal Institute of Technology and Stockholm University, Dept. Of Computer and Systems Science, Sweden (chair); Professor Janis Grundspenkis, Dean of Computer Science Faculty, Riga Technical University, Latvia; Professor Juri Kiho, Head of Institute of Computer Science, Tartu University, Estonia; Dr. Janis Mencis Jr, University of Latvia, Riga, Latvia.) have been mentioned the following points:

The commission found computing and networking facilities to be adequate and sufficient for the time being in order to carry out the proposed programmes in Computer Science

In reports, given by experts several shortcomings were pointed at:

The Masters programme in Computer Science lacks a sufficient theoretical substance in order to bring it to the Masters level.

Research in CS is rather practically oriented. Publications in international journals and conferences are, on the whole, missing. Research grants from Latvian Council of Science funds do not seem to exist

Research by students is mainly done in terms of Master theses. Many theses seemed to deal with application of and experimentation with existing software packages.

Recruitment of new qualified staff seems, however, to be a problem for the Daugavpils region.

The commission found the library, considering available financial support adequate. However, there is a great need for modern Computer Science literature and, in particular, for periodicals in these topics.

Master’s Thesis Master’s Thesis

In Master Study Programme, which is presented for accreditation, the list of courses and their structure is modified. The Programme is designed according by the International and Latvian standards in field of Computer Science, Computing Curricula 2001 project (CC2001), the comparative analysis with the similar programmes in Latvia and abroad and recommendations of Evaluation Commission.

In development of the courses the approach of organization of the courses around ideas rather than around artifacts is used. This helps make the objectives of the course clear to both masters and faculty. At the very least, we believe it is important to recognize that even the artifact-based approaches need to remain sensitive to the technologies of the time. In a rapidly changing field like computer science, focusing too narrowly on specific applications, vendors, or implementations leaves students vulnerable to the problem of obsolescence.

According to this approach the course "Advanced Database technology" dilated up to "Information and Knowledge Management".

A programming language is a programmer’s principal interface with the computer. More than just knowing how to programme in a single language, programmers need to understand the different styles of programming promoted by different languages.

Understanding the variety of programming languages and the design tradeoffs between the different programming paradigms makes it much easier to master new languages quickly. Therefore the course "Delphi and Borland C ++ Builder programming" is exchanged on" Programming Paradigms, Languages and Development Systems", where the course Object oriented programming has come as a part.

Mathematics techniques and formal mathematical reasoning are integral to most areas of computer science. It is critical for computer science programmes to include enough mathematics so that students understand the theoretical underpinnings of the discipline. Therefore new area of knowledge consisting of discrete mathematics is included in Master Study Programme.

Algorithms are fundamental to computer science and software engineering. Good algorithm design is therefore crucial for the performance of all software systems. Therefore course " Algorithms and Complexity" is included in Master Study Programme.

Recent advances in computer and telecommunications networking have increased the importance of networking technologies in the computing discipline. It has formed the basis for expansion of the course "Network protocols" up to "Net-Centric Computing". Web technologies explicate also in courses “Applications Development in Client/Server Technologies” and “Multimedia technologies”.

Although technical issues are obviously central to any computing curriculum, they do not by themselves constitute a complete educational program in the field. Masters must also develop an understanding of the social and professional context in which computing is done. Masters need to be aware of the basic legal rights of software and hardware vendors and users, and they also need to appreciate the ethical values that are the basis for those rights. They must understand their own limitations as well as the limitations of their tools. The material in this knowledge area is covered in the course “Social and Professional Issues”.

Software engineering is the discipline concerned with the application of theory, knowledge, and practice for effectively and efficiently building software systems that satisfy the requirements of users and customers. Professor Juri Kiho, Head of Institute of Computer Science, Tartu University, Estonia recommended to give more attention to introducing and teaching subjects related to modern software engineering. The course “Software Engineering” is included in Master Study Programme.

During the last 2 years the staff potential of the programme was magnified quantitatively and qualitatively.

Today in the library of DU there are more then 230 books on computer subjects. However, information support of educational process and scientific operation is considerably dilated at the expense of usage of electronic libraries. For example, EBSCO Publishing is the world’s most prolific aggregator of full text journals, magazines and other sources. All students of Master Study Programme have access to this operational life.

8.2. Development plan of the study programmeStudy programmes in Computer Sciences comparing with study programmes in other areas have certain characteristic features. One of them is connected with the necessity to change CS programmes seriously each 2-4 years. High speed of programmes changes needs a special set of activities to provide necessary development – otherwise programme can become out of date in several years.

Department of Computer Science of DU pays serious attention to Master programmes development and during recent years the following development plan of Master and Bachelor programmes was created.
