This is my first FORUM article as 51st President of the IL JCI Senate. I
appreciate your vote of confidence. Goals for the year center around
involvement of you, our Membership. Each person was honored with a
Senatorship and there is the underlying responsibility to make it count. We
have 53 Jaycee chapters in Illinois and many of us are within a distance to make it possible to lend
them support. I encourage you to be involved in some aspect this year, whether socializing or
supporting a Senate project, Jaycee project or plan on attending a Senate meeting. We get the
business done, then we enjoy ourselves!
There was a smooth transition from the 50th to the 51st year. We enjoyed the 50th Celebration
and it was wonderful to see so many Past Senate Presidents and Senators from near and far in
attendance. At the picnic meeting in Springfield our Board of Directors for 2017-2018 were sworn
in after Bar Burgers at Chesapeake Seafood and the “changing of the shirts”. The team of
dedicated individuals includes: Todd Oliver #58381 Admin. VP, Bill Patterson #47979
Management VP, Wayne Huelsmann #30592 Treasurer, Karen Helms #57838 Secretary, and
Melodie Ainslie #69200 Chairman of the Board.
Travel to other states has been an important part of the Region V plan for a number of years. The
Region V Summer Tour found us travelling to the Ohio Pig Roast in Chillicothe, OH in mid-July. It
was a different location, the beautiful Jaycee Golf club, but the same wonderful group of friends
and outstanding hospitality. Traditional pig kissing did happen! And we enjoyed cocktails in the
hotel parking lot. Our group then returned to the awesome Bourbon Bash held in Bardstown, KY
in early August enjoying perfect weather and our time together. We “howled at the moon” during
the non-traditional lip sync contest. The most recent stop was in Portage, IN for the IN JCI Senate
Board Meeting. We had time to socialize, shop, taste wine, play cards and the Sequence game,
watch the race, laugh a lot and enjoy their meeting and a tasty cookout. There was a group
purchase of Powerball tickets and we won a little to reinvest in tickets for the next draw, but not
enough for everyone to quit their jobs! The MI Border Bash is the same weekend as our October
meeting, so a group will plan to travel there another time.
The theme I selected for this year is “Gain Wisdom, Build Understanding”. There is a depth and
tradition of leaders within our state organization. Fifty years of leaders! I selected the owl, which
symbolizes wisdom as our logo. Sharing our wisdom with the newer Senators and getting them
more actively involved was chosen as a focus area. Improving upon our ability to understand what
they hope to gain from being a Senator was identified as a key process. Hospitality at our
meetings was targeted as an opportunity to build connections to strengthen our organization.
Since not everyone attends the meetings, suggested activities include area/region social
gatherings. If you would like to coordinate a gathering in your area, please contact me! If you
have a new email address, please update it on our website illinoisjcisenate.org.
I look forward to meeting new folks, seeing new places, and enjoying this opportunity. I hope to
continue to be a “night owl” and experience as much as possible. My Roadrunner travel program
mate is Owliver, a small stuffed owl. He is my travel companion for the year. There are plenty more
destinations ahead, some in warmer climates this winter, so please contact On-To chair Susie
Colbert-Curtis #73137 if you can join in the travel. We are encouraged in “Living the Creed” by
US JCI Senate National President John Robinson #55768.

First, I would like to thank the Illinois Senators for your support. I
wanted to get back in with the Illinois Senate and when President Marilyn
Burton #55106 approached me about running for Administrative VP, I
was truly excited.
Most of you already know me but, there may be some who don’t. I have served in several
positions in the Illinois Jaycees both in the local chapter, region and on the state level, serving as
President of the Illinois Jaycees in 2002. I’m married to Maribeth #68669 (who I met through
the Jaycees) and we have two busy kids, George 11 and Megan 13.
I would like to also thank Joanne Rinaldo #71700 as Freshman Senators/First Timers, Tricia Buehne #69433 as Return the
Favor/Legacy Program, Donna Baker #67041 as Camp New Hope, Ray Ainslie #44136 as Historian, and Robbie Johnston #51099
and Kathy Priester #63878 for Picnic 2018 for taking on roles as Chairpersons this year.

Here we are at the beginning of a new era for the Illinois JCI Senate. Thank you President Marilyn Burton #55106 for again
trusting me to serve as Co-Editor and it is my pleasure to still be working with editor Charlie Gouveia #18294.
In the event you don’t know this, President Marilyn loves karaoke. I recently discovered that the Japanese word “karaoke” translates
into English as “empty”, so I will try to harmonize my articles with the Illinois and US JCI Senate themes, rather than sharing useless facts
as I have in the past. With all of the “service to humanity” we have been seeing after Hurricane Harvey’s trail of destruction, it
shouldn’t be hard to find meaning in “Gain Wisdom and Build Understanding” or “Living The Creed”. In googling some of these words and
phrases, I found this to be relative: “Brotherhood does not necessarily mean by blood but rather by heart”.
As a reminder, this newsletter only works through everyone’s submissions. Articles can continue to be sent to

Hello to all. I will be continuing as the National JCI Senate Historian again this year.
I continue to ask each Senate state to name a Historian and ask everyone to help that person to collect information and documents from
years’ past to get your archives up-to-date. Some states have more information than others. Region Historians should be named as well.
Old documents are important so you can go back to trace the history of your state organization. Agendas, minutes, flyers, newsletters,
rosters, lists of award winners, By-Laws, and other information tell the story of your state--where you came from and how you have
changed over the years.
We also need to have all past Region NVPs collect any documents that you may have stored away and get those files up-to-date and into
the hands of a Region Historian.

Congratulations to Kate Patterson #52517 and Kathy Crick #71017 for the great job on our National
Convention. Thanks to all of you who worked so hard to make this event so greatly successful. I would like to
give a big thank you to outgoing Management VP Bruce Widenhoefer #63672 for all his hard work at the
Convention and his assistance and advice for a smooth transition.
I am very much looking forward to supporting President Marilyn Burton #55106 with a great year from our
Management Team.
“Hospitality” Chairs Linda Feldt #66152 and Kathy Priester #63878 will be coordinating all of the hospitality at our Illinois meetings and
are off to a running start! Please give them your full support and cooperation as they fill our hospitality meal responsibilities.
“On–To” Chair Susie Colbert-Curtis #73137 will do a great job of keeping us up to speed on Illinois, Region V and national events.
Please plan on attending all our events and take some time to visit our neighbors and national partners. You will meet some great
people and see some awesome places.
“IL/MO Basketball” Chair Val Koble #13921 will continue the traditional rivalry of basketball between Illinois and Missouri. The game
will be played on December 23 in St. Louis. Rooms will be available at the City Center Hotel, which is across the street from the arena.
Illinois is hosting hospitality this year. Hospitality cost is $15. Game ticket price TBD--Contact Val at 217-621-2280. Please support him
in his endeavors.
Thank you for all of the support you have shown the Illinois Senate in the past. Please plan to attend our upcoming meeting in
Bloomington-Normal. We are looking forward to seeing all of you this year!

ENJOYING THE VIEWHello Illinois! It is not like you do not know me, but I want to take this opportunity to thank you for your support in being the Region V
NVP. It is humbling to know those who have served before and my hope is to represent the Illinois leadership well.
On to Region business. We have already been to 4 of the 5 states and the fun has just begun. I am promoting interaction with the states
with competitions at each event along the way. Illinois has done well with President Marilyn Burton #55106 doing a great lip-sync at
Bardstown! Thank you to her back-up “singers” Monty #62203 and Sherrie FR#52 Schroeder! If you were not there, you should have
been – fun and friendship is what it is all about.
My primary goal for the year is to promote the Region V states to be visible to the Jaycees. We do not have to even help them with a
project – just show up and let them know you are there and ready to assist in any way possible. The fundamental concept of this
organization is the same now as it was when Hy Giessenbier started it rolling by getting us off the dance floor and into our communities.
The Creed is the same 65 words put down by Bill Brownfield. Methodology is all that is different. And I’ll bet that your methods were
different than the generation before you as well. The future needs the Jaycees and it is our duty to aide in its perpetuation.
Of course I want to see states visit each other. Come join in the fun and friendship that is only available by reaching out. If we are glad
when others visit us, we must repay the kindness. I know Illinois Fall meeting conflicts with the next Region event – Border Bash hosted
by Michigan – but consider if you might miss one Illinois meeting to come to Michigan, if only one or two. I know they would appreciate it.

who worked/helped at the national convention. I would also like to thank all of those who attended. Without
the attendees there would have been no convention. I would like to thank President Melodie Ainslie #69200 for
the chance to be her secretary. I had fun. It was a great year and with heavy heart I say good bye and I wish
the 2017-2018 board a great year…Oh wait a minute, I’ll be back, I am still secretary. I am looking forward to

2. Current financial statement: Please see Treasurer’s report and financial statement in Forum. There are some on the table in
the back, bills yet to be paid, we do have the money and the bills will be paid.
3. Finance committee report: Wayne Kiefer #36498 The committee met Friday night, all’s well. If you have any questions
please see Wayne Kiefer #36498. Life account is good. Poker was discussed, Savoy was not a good location the first time
but the owner of the poker organization would really like to get in the Champaign/Savoy area. The Senate needs to have a
written guarantee that no matter what we will receive $1,000 per event. No guarantee, no games. It will need to be decided
before the October Senate meeting if we will continue to run the games down south.
4. Audit committee report: Books are in order, bills are being paid, and there is money for next year. It was a good fund raising year.
5. Fundraising Coordinator: Wayne Huelsmann #30592
a. Pins: Bill Willett #17398 Absent and missed. No sale.
b. Products: Bruce Widenhoefer #63672 No new products.
c. Poker: JDO #35308 Poker nights were held in Savoy. They were not well publicized or attended. Will have to decide if
we want to pursue running games in Champaign/Savoy area. JDO #35308 and Jack Ward #53585 thanked everyone
who came out to help. Chris Curtis #35440 and JDO #35308 worked on getting all the paperwork done to be able to
do poker nights, it took about 3 years, would hate to see the Senate drop it all together.

meeting at Springfield. Also attached is the Budget for 2017-2018 that was approved. If anyone has any

Birdies for Charity is history once again. The pledge billings have been sent out. Please get your payment sent
in as soon as possible. Thank you to everyone that participated this year – it is greatly appreciated.
Also, the annual dues for the 2017-2018 year have been sent out. Please get them sent in as soon as possible. Thank you.
Here we go again! Year #51 of the Illinois JCI Senate is upon us.
After a year of intense activity and celebration, I suppose that the current year might be viewed as one to lay
back and relax, basking in the glow of a successful fifty years. However, we should instead view the fifty-first year
as a springboard into the future, just as our founders did when they launched the Illinois Senate as a new
venture into the unknown. At that time, man had not reached the moon, the internet did not exist and texting on
your smart phone was unknown. (horrors!) Awarded Senatorships had just entered five figures, and the majority of today's active
Senators were not even born.
Our 51st President #55106 Marilyn Burton's vision is to include and activate more Illinois Senators. I am sure that was a goal of our
first administration as well. We are really relaunching the effort that produced the first fifty years. We are at the forefront of another fifty
years that will be even more successful than the first. Gain wisdom and build understanding of our past fifty years. With that foundation,
get involved in making the second fifty even better.

The fall IL Senate Meeting and Jaycee GA will be October 13-15 at the Bloomington-Normal Marriott. Winter GA will be at the Decatur
Convention Hotel January 26-27, 2018 and Spring GA/TOYP/Senate Elections at the Wyndham in Springfield May 11-12, 2018.
Picnic 2018 will be held at the Ramada Inn North, Springfield.
The Region V Spring Fling will be hosted by the Illinois Senate March 16-18, 2018, at the Wyndham in Springfield.
There were 93 attendees at the 2017 edition of Bar Burgers, and $300 was collected.
The donation will be split between Camp New Hope and the Bubba and Olsen golf tournaments.

Just when it seemed like the old pit would be dry forever (you can bet that it had something to do with all the time people spend on
their smart phones!), along comes the 50th Anniversary weekend: The elevator got stuck to the 28th floor hospitality just before Bar
Burgers with John Voshel of Michigan/Kentucky aboard for 1½ hours; it was almost too hot to golf; Denny B. says that he has worn the
same (size) socks for 50 years; and there was a call to bring Ted Lang back to cook roadkill at the 2018 Picnic.
Things are getting back to normal in the pit!
To wit:

Everything is going well in the Prairieland Region with much less travel now that Jim Mammen #37122 is semi retired. The search is
on for our next Prairieland Senator to lead the Country and Senate.
Many of us will be in Pasco, Washington for the forthcoming Fall Board Meeting in September. Maxine #68012 and I will be taking a pad-
dlewheel cruise along the Columbia and Snake Rivers with American Cruise Lines before the Convention.
The next trip will be to the World Congress in Amsterdam along with a large number of US Senators.
The Illinois Fall Board meeting needs your attendance and Gary Pittenger #24804 will be chairing our participation in the weekend by
providing breakfast for the delegates on behalf of our region. Anyone from the Region who can assist should give him a call.
As usual it is an honor to represent the Prairieland Region, number one in our hearts and Illinois.

President Marilyn Burton #55106 requested that the committee meet to review and revise the Policy for the Senatorship Assistance
Program. She very much wants to get this program up and running. The committee met at the picnic and worked through emails to revise
the policy so that it could be approved at the membership meeting in October. You will find the proposed replacement policy attached for your review.
I want to thank the committee for their input and as committee member Mark Niedenthal #39701 stated: “I am sure that we will make
changes a few years down the road. In the meantime this policy should be printed, presented, discussed and voted on.” We have also
put together an application which will be available at the meeting and we will see that it is added to the Illinois JCI Senate website.
Policy 14-IL JCI Senate Senatorship Committee
A. A committee consisting of five (5) Past Presidents of the Illinois JCI Senate shall be appointed by the Senate Presidents to serve a
three (3) year term. The Illinois Senate President shall appoint the needed new committee members annually to be approved by the
membership at the annual regular meeting. Beginning with the 2017-2018, the appointment format will be 1-2-2 in three year intervals.
B. Committee chairperson shall accept application for Senatorship consideration any time during the current administration with a
deadline of April 1, so approval can be made and presentation of Senatorship is completed by annual picnic.
C. Nominations may be submitted by any member of the Illinois JCI Senate who shall present such nomination to the committee. All
applicants must meet the JCI USA criteria for membership and applications must be completed and signed by the appropriate
individuals. Nominee must have been out of Jaycees for minimum of 5 years for consideration.
D. Should the nominee’s chapter still be active within the guidelines of the US Jaycees, they are not eligible for consideration under this program.
E. Recommendations outlining the breakdown for funding shall be by a majority of the committee and will then be forwarded to the
Illinois JCI Senate Executive Committee for approval through a majority vote.
F. A limit of two such JCI Senatorships may be awarded during any administrative year.
G. The cost of the application may be funded by the following examples:
* Regions
* Jaycee Contributions
* Spouse of Nominee
* Illinois Senate Friends
* Illinois JCI Senate Funds
H. The Illinois JCI Senate shall maintain a separate restricted fund with maximum of $5000 for the financial support of JCI Senate
applications. During any business year monies may be added to fund through fund raisers held specifically to benefit the fund and/or
individual or organizational donations made specifically to the fund. Any money transferred from any other Illinois JCI restricted fund
must follow the By-Laws and/or Policy rules in effect at the time.

To old and new Illinois JCI Senators,
I am Wayne Kiefer #36498 and I served as the 26th President of the Illinois JCI Senate. Our 51st President Marilyn Burton #55106
has asked me to talk about the US JCI Senate Foundation, a 501c3 organization.
As a member of the Illinois Jaycees and now the Illinois JCI Senate you have many options on how you support the organization. You have
your own chapter and region. You have the Illinois Jaycee Charitable Foundation for chapters and scholarships. The Illinois Senate has
many fundraising opportunities and, if you are involved on the region or national level you have even more opportunities.
After being involved on the state, region and national levels over the past 30 years in many different positions, I now have the pleasure
of serving as President of the US JCI Senate Foundation.
The purpose of this Foundation is very simple: To raise as many dollars as we can to allow us to award scholarships each year to
graduating high school seniors who go through the application process. The top 20 ranked applications received assistance this year, from
the 80 that applied, with $1000 during their first year of college. This is where you can help.
For the small amount of $150 you can become a member and work towards all the different levels of achievement and help us give out
more scholarships. We recently gave away $20,000, but the applications received for academic scholarships were well over 80, so we need
to give away more and I need your help to do that. I hope to be able to double that figure.
With the help of our investment company Edward Jones, our increased membership and increased contributions, that can and will be
accomplished. We have fundraisers in each region and have silent and brown bag auctions at our Fall and Winter board meetings and we
add a live auction at our annual convention each June, along with a memorial golf tournament.

Our web site will be undergoing a revision shortly as we want to provide you with more information about how the Foundation works. We
have 15 trustees and a regional representative from each of our 10 regions.

IN MEMORY OF FRED FISCHER #21307
Fred Fischer passed away Friday, September 15, 2017. Fred
was the 14th President of the Illinois JCI Senate (1980-81) andthe 11th President of the US JCI Senate (1982-83). Mourninghis loss are his wife, Pat; their children, Christine, Debbie,Susan, and Michelle, along with their spouses; their 12grandchildren; and their great-granddaughter. Please keep themin your thoughts and prayers during the days ahead. Not onlywill he be greatly missed by his immediate family, but those inhis JCI Senate family will feel the loss of Father Fred. Theknowledge he had of Illinois and US JCI Senate history wasirreplaceable. Even non golfers can attest to his fondness forgolf at Senate events. The ever-present smile and friendlygreeting from this former Jaycee from the Northeast Region willlive on forever in our memories.
