Human civilization has evolvedthroughout the successive ages based on ethicsof different races and different places and alsodifferent communities. The world saw the riseof mega empires which had their own moralprinciples and their fall together with thedeterioration of their ethics.

In this context, ethics are the principlesthat guide, control and protect human racesand their societies. Ethics are also an essentialpart of everyday human life. They are ourown ways of making the right course of action.Without them, our actions would be randomand aimless. There would be no way to worktowards a goal because we are unable to takewise and correct decisions.

So, every community or professionmust have its own ethics. There are alsodifferent ethics for different industries andinstitutions. For example, physicians,journalists, writers, military personnel, policehave their own ethics which in fact are thetools for their own unity, progress, image andsurvival.

Ethics can also help us distinguishbetween what is good and what is evil in ourworld, between right and wrong human actions,and between virtuous and non-virtuous.Subsequently they can be called a branch ofphilosophy that deals with morality.

Unfortunately, sometimes ethics arean issue many people or groups of peoplewould be likely to disregard. In many cases,power or money or monetary gains canmanipulate people to commit unethical thingseither in the workplace or in everyday life.

So there must be measures to enforceethics in every society, profession andinstitution through awareness campaignscovering talks, round-table meetings andknowledge-sharing workshops and evenaward-and-punishment programs as any flawor weakness in our ethics will reduce ourability and chance for our success in everyaspect.

NAY PYI TAW, 28 May—Union Minister forConstruction U Khin Maung Myint on 26 May morninginspected the upgrading of Nay Pyi Taw-Pantin road sectionby the Special Project Group-1 and the repair of Meiktila-Kyaukpadaung-Bagan/NyaungU road section.

The Union minister then proceeded to ShwechaungBridge No. 1 project and heard reports presented bySuperintending Engineer U Han Soe who said that theconstruction of Shwechaung Bridge No. 1 started on 7-1-2012 by the Special Project Group-3 and as of 26-5-2012the bridge was completed by 99.2 per cent. The finishingtouches are being made so as to open the bridge in time andarrangements are being made to hold a ceremony to openthe bridge, added the superintending engineer.

TEHERAN, 28 May—Iran’s Foreign Ministryspokesman Ramin Meh-manparast said on Sundaythat the Non-ProliferationTreaty ( NPT) is the basis forIran’s nuclear talks with theUN Security Council’s fivepermanent members plusGermany, the official IRNAnews agency reported.

“Iran has been asignatory to NPT and signedthe treaty in the early stagesof its emergence,”Mehmanparast was quotedas saying when speakingabout Iran’s talks with theUnited States, Britain, France,Russia and China plusGermany, known as P5+1.

The spokesman said thatthe Islamic republic neverwants to militarize its nationalnuclear programme andregards uranium enrichmentfor civilian use as itslegitimate rights.

“If the Westerngovernments acknowledgethe civilian nature of Iraniannuclear programme and askfor halting the 20-percentenrichment, Iran will considertheir request,” the reportquoted him as saying.

However, a senior Iraniancleric said on Friday that theIslamic republic would notgive up its right to producingenriched uranium to a puritylevel of 20 percent. Two suspected ETA membersarrested in France

MADRID, 28 May — Two presumed members of Basqueseparatist group of ETA were arrested by police in southeastFrance on Sunday. One of the pair Oroitz Gurrachaga issuspected to be the number one of ETA’s military wing, whilethe other, Xabier Aramburu Sagarminaga, is thought to haveformed part of ETA’s recruitment wing. Gurrutchaga andAramburu were reported to be armed at the moment of theirarrest in the small town of Cauna at around 15.30 hours localtime (1330 GMT).

The operation means that 15 members of the organization,which wants the independence of the Basque Region ofnortheast Spain and southwest France, have been arrestedsince ETA declated a definitive end to all violence on 20October 2011, ETA had previously announced a ceasefire inJanuary 2011. The group’s struggle for Basque independencehas claimed 829 lives since it began in the mid 1960’s.

Colombian rebels set date for French journalist’srelease

BOGOTA, 28 May — Colombia’s largest guerrilla group the Revolutionary Armed Forces of Colombia(FARC) announced on Sunday it will free captive French journalist Romeo Langlois on Wednesday.

The FARC posted a statement on a website saying the correspondent for French news channel France24 would be released to a humanitarian commission on 30 May, just over a month after he fell into the rebelshands while covering a Colombian army anti-narcotics operation in the northern department of Caqueta.

“The liberation of French journalist Romeo Langlois will take place this Wednesday, 30 May,” a divisionof the FARC known as Front 15 said, without specifying the time or location of the handover.

“The coordination of the site where Mr Langlois will be released will be submitted at an opportune timeto the humanitarian mission composed of the ICRC (International Committee of the Red Cross), (formerColombian senator and activist) Piedad Cordoba and the French delegate,” according to the statement citedby local news media.

The FARC had requested that the French government assign a delegate to the committee set up to receivethe 35-year-old journalist seized on 28 April.

The French envoy, selected by newly sworn-in President Francois Hollande and believed to be a ForeignMinistry official, is awaiting the announcement of the date of the release prior to traveling to the SouthAmerican nation. There is speculation surrounding Langlois’ state of health, since he was reportedly shotin the right arm during the clash with rebels, and subsequently shed his helmet and flak jacket to identify himselfas a civilian.—Xinhua

Vietnam, Myanmar boost cooperation tiesHANOI, 28 May— The cooperation potential between Vietnam and Myanmar is huge and

the two sides should further boost the bilateral ties, the Vietnamese Prime Minister NguyenTan Dung made the remark here on Sunday during Myanmar’s Yangon Region ChiefMinister U Myint Swe’s visit to Vietnam.

Speaking of the cooperation between the two countries, when Dung received theYangon Region Chief Minister, he said especially on economic, trade and investment, thetwo sides should further promote activities to better exploit the advantages of each country,contributing to build a stronger ASEAN community in the future.

LONDON, 28 May—Theworld’s biggest and mostadvanced radio telescope,capable of detecting signs ofextraterrestrial life in the farreaches of the universe, will bespread across South Africa,Australia and New Zealand.

The decision to split thelocation of the $2 billion“Square Kilometre Array”followed intense lobbying bythe two leading bidders, SouthAfrica one side and a joint bidfrom Australia and New

Zealand on the other.Scientists leading the

project rejected the sugges-tion that the decision to splitthe location meant sciencehad taken a back seat topolitical expediency.

When completed in 2024the telescope will be made upof 3,000 dishes, each 15 metreswide, together with many moreantennae, that together willgive a receiver surface area ofa square kilometre.

Scanning the sky 10,000

times faster and with 50 timesthe sensitivity of any othertelescope, it will be used tostudy the origins of theuniverse and will be able todetect weak signals that couldindicate the presence ofextraterrestrial life.

The decision wasannounced at a meeting ofthe international consortiumcontrolling the project, atSchipol Airport in theNetherlands on Friday.

Dozens of computer scienceteachers will work in Britishschools thanks to apartnership between Googleand the charity Teach First,Google’s chairman says.

FREIBURG, 28 May—Apowerful solar telescope billedas the largest in Europeopened on 21 May, on Spain’sCanary Islands whichscientists say will allow themto study the sun inunprecedented detail. Its mainbacker was a German institute.

With a mirror diameter of1.5 metres (4.9 feet), the Gregortelescope will be able to showstructures on the sun on scalesas small as 70 kilometres (43.5miles), the AstrophysicalInstitute of the CanaryIslands said in a statement.

The telescope was builton the island of Tenerife at acost of •12.85 million ($16.4million) by a Germanconsortium led by theKiepenheuer Institute forSolar Physics in Freiburgwhich covered the majority ofthe expense. “Its advancedtechnology will allow thescientific community —Spanish, German and

international — to study thesun in an unprecedentedlevel of detail,” the statementsaid. In addition to the largediameter of its mirror, thetelescope features aretractable roof that preventsair turbulence in its opticalpath which allows it to deliver“images of a sharpness thatup until now no terrestrialsolar telescope has everobtained.”

The solar telescope isthe largest in Europe and thethird largest in the world, theinstitute said.

New frog colours scientists’hands yellow

FRANKFURT, 28 May—German researchers say they’vefound a new frog species in Panama that dyes the fingers ofresearchers handling them a bright yellow.

Reptile and amphibian specialists at the SenckenbergResearch Institute in Frankfurt, Germany, discovered it in 2010in the Serrania de Tabasara mountains of western Panama, ahighly understudied part of the Panamanian central mountainrange, the institute reported on 22 May.

“When we finally caught the first individuals by hand, wenoticed that it dyes ones fingers yellow when it is handled,”researcher Andreas Hertz said. “The scientific name (Diasporascitrinobapheus) of this new frog refers to this charac-teristicand means yellow dyer rain frog.”

Speaking on the occasion, President U Thein Sein saidhis government and people warmly welcomed the visit of

the Indian Prime Minister and his delegation, which wouldfurther strengthen the existing amicable relations betweenthe two countries. And this is the first ever visit of the IndianPrime Minister to Myanmar in 25 years. Myanmar expressedits deepest thanks to India for rendering assistance indevelopment of border regions of the two countries,transport and infrastructures in those border areas.Multifaceted cooperation will continue for the stability ofborder regions in the mutual interest of the two countries.

In exercising democracy, Myanmar has yet to developits democratic experience and practices. So, it is prioritizingState peace and stability and national economicdevelopment. Steps are being taken for all political forcesto be able to take part in political processes for peace andstability, and to make peace with national ethnic armedgroups.

In so doing, the aim of the government is that all theMyanmar people, including national race armed groups,must be able to live equally within the framework of law,added the President. Now, the relations with the existing 10armed groups for making peace are improving and therehave been contacts with the KIA group in northern Myanmar.It is therefore hoped that peace process will meet withcomplete success soon.

As for economic development, Myanmar is invitinginvestment from the international community. But formore investments, it is necessary to lift the economicsanctions of Western countries completely, noted thePresident. He then invited India’s investment in Myanmarso as to create job opportunities for the people, manufacturevalue-added goods, develop the technological sector andimprove light and medium industries.

In his speech, the Indian Prime Minister said India andMyanmar have been the friendly nations for a thousandyears in terms of their religions and cultural traditions.India is willing to cooperate more deeply in various sectorsof the two countries. The Indian Prime Minister said hepraised Myanmar for its success in national reconsolidationefforts and would fully support those efforts.

The visiting Indian Prime Minister expressed his wishesto see more cooperation between the two countries inregional and international issues, to further strengthen therelations with ASEAN and to invite President U Thein Sein

to attend ASEAN-India Summit to be hosted in India. Hethen wished Myanmar success in its new chapter andexpectations.

(from page 16)since Myanmar’s transition towards a more democraticform of Government in March 2011, they committed tofurther enhancing these exchanges so as to take bilateralcooperation to a higher level. The two leaders expressedsatisfaction at the recent successful visits fromMyanmar including that of the Foreign Minister ofMyanmar U Wunna Maung Lwin in January 2012; theMinister of Construction of Myanmar U Khin MaungMyint in February 2012; and from India including thevisit of the Minister for Water Resources andParliamentary Affairs of India Mr. P.K. Bansal toMyanmar in February 2012. The two sides agreed tocontinue with the frequent exchanges of visits at theleadership level.

13. Both leaders reaffirmed their shared commitment tofight the scourge of terrorism and insurgent activity inall its forms and manifestations. Both of themempahsized the need for enhanced cooperationbetween security forces and border guarding agenciesfor securing peace, security and stability in the borderareas, which was crucial for overall development. Inthis context, the two leaders welcomed the holding ofthe first meeting of the bilateral Regional BorderCommittee whose deliberations were useful inpromoting such cooperation and understanding forbetter border management. Both leaders reiterated theassurance that territories of either country would notbe allowed to be used for activities inimical to theother, including for training, sanctuary and otheroperations by terrorist and insurgent organizationsand their operatives.

14. Both leaders also alluded to the importance of soundborder management as an intrinsic part of maintainingborder security. In this context, they directed that therespective Survey Departments should inspect andmaintain boundary pillars in a systematic manner.They also directed the respective Heads of SurveyDepartment to finalise dates for an early joint inspectionof the sectors jointly identified at the 17th NationalLevel Meeting.

Connectivity15. The two leaders emphasised the importance of

enhancing connectivity between the two countries asa means of promoting commercial, cultural, touristicand other exchanges between the peoples of the twocountries. They expressed satisfaction at the steadyprogress being made on the Kaladan Multi-modalTransit Transport Project. They welcomed thefinalisation of the site of the Land Customs Station atZorinpui (Mizoram) following joint inspection by Indianand Myanmar delegations in April 2012. It was notedthat the project would enhance, bilateral trade, people-to-people contact and contribute to the developmentand prosperity of the people living in the ‘land locked’North Eastern region of India.

16. The Prime Minister of India announced that Indiawould undertake the task of repair/upgradation of 71bridges on the Tamu-Kalewa friendship Road. Thetwo leaders decided that India would undertake theupgradation of the Kalewa-Yargyi road segment tohighway standard while Myanmar would undertakethe upgradation of the Yargyi-Monywa stretch tohighway standard by 2016. This project would helpin establishing trilateral connectivity from Moreh inIndia to Mae Sot in Thailand via Myanmar. The twoleaders welcomed the revival of the Joint Task Forceon the Trilateral Highway between India-Myanmar-Thailand. It was agreed that efforts would be made toestablish seamless trilateral connectivity by 2016.

17. Taking into account the importance of enablingpeople-to-people contacts, the two sides agreed tolaunch a trans-border bus service from Imphal, Indiato Mandalay, Myanmar. The two leaders directed theconcerned officials from both sides to finalise allmodalities to enable its early operationalisation.

18. They also welcomed the signing of the new Air Service

agreement which would enhance direct air connectivityand facilitate easy business interaction, tourism andpeople-to-people exchanges.

19. The two leaders decided to constitute a Joint WorkingGroup to determine the technical and commercialfeasibility of cross-border rail links and the commercialfeasibility of direct shipping links between the twocountries.

20. The two sides also discussed the possibility of Indianparticipation in development of key infrastructureprojects, like Dawei port in Myanmar.

Development Cooperation21. The two leaders expressed satisfaction at the growing

dimension of development cooperation between thetwo countries which is being financed under grants andconcessional loans amounting to US$ 1.2 billion tilldate. Taking stock of ongoing projects in the areas ofinfrastructure, agriculture, human resourcedevelopment, industrial development, power, healthetc., the two leaders agreed to identify more projects ofbenefit to the people of Myanmar in future.

22. Both leaders welcomed the signing of the MoU on theUS$ 500 million Line of Credit extended by India tothe Government of Myanmar which would pave theway for its early operationalisation. The Line of Creditwill be utilized in the infrastructure developmentprojects, including in the fields of Agriculture andIrrigation, Rail Transportation and Electric Power inMyanmar.

23. Identifying the need for special focus on thedevelopment and prosperity of the people in borderingareas, the two leaders agreed to cooperate to bringabout overall socio-economic development in theborder areas by undertaking both infrastructuredevelopment and micro-economic projects, includingupgradation of roads and construction of schools,health centres, bridges, agriculture and related trainingactivities in the area in accordance with the MoU onIndia-Myanmar Border Area Development that wassigned during the visit. The President of Myanmaralso welcomed India’s offer of assistance in productionof large Cardamom in the Naga Self-AdministeredZone.

24. Expressing their commitment to enhance cooperationin science and technology, the two leaders noted withsatisfaction that the first meeting of the India-MyanmarJoint Working Group on Science and Technology washeld on 3 April 2012. The Joint Working Group hasidentified some priority areas for future cooperation inthe fields of agricultural biotechnology, post harvesttechnology, medical biotechnology, medical researchand renewable energy. The two leaders welcomedthese decisions and agreed that Myanmar would preparespecific proposals on some of its priority projects sothat they can be taken forward for implementation.

25. Under a MoU signed during the visit, the two leadersdecided to set up the Myanmar Institute of InformationTechnology with financial and technical assistancefrom India. The Indian Prime Minister announcedcontinued technical and financial support for the India-Myanmar Centre for Enhancement of IT Skills in Yangonfor a further five-year period when it will also undergoa technology upgrade. The Indian Prime Ministerannounced a Fellowship for Myanmar Researchers towork in Indian Universities and Research Institutions,under which 10 slots would be allocated every year.Each Fellowship would be for four-six months durationin the areas of Atmospheric and Earth Sciences, ChemicalSciences, Engineering Sciences, Life Sciences, MedicalSciences, Mathematical and Computational Sciencesand Physical Sciences.

26. The Prime Minister of India announced that in keepingwith India’s commitment to developing human resourcecapacity in Myanmar, the existing number of trainingslot for Myanmar, including under the Indian Economicand Technical Cooperation (ITEC) Programme wouldbe doubled from the current 250 to 500. The Presidentof Myanmar welcomed this significant gesture.

27. The Myanmar President thanked the India side for itsoffer to train Myanmar diplomats in conferencemanagement and for the assistance in setting up oflanguage laboratories and conference rooms in Nay

Pyi Taw and Yangon and e-research centre in Nay PyiTaw for the Ministry of Foreign Affairs.

28. The two sides also expressed their commitment toenhanced cooperation in the area of Agriculture. ThePresident of Myanmar thanked India for theagricultural machinery that had been gifted toMyanmar under a grant of US$ 10 million andconveyed that the machinery had been distributed tovarious locations of Myanmar and is being used forthe benefit of Myanmar’s farming community. Underthe MoU signed during the visit the two leadersdecided to establish the Advanced Centre forAgriculture Research and Education as a Centre forExcellence using cutting edge technology alongwith traditional knowledge and ecologicalconservation with financial and technical assistancefrom India. They also agreed to set up a Rice Bio Parkwithin the Department of Agricultural Research, Yezinin Nay Pyi Taw in order to demonstrate availabletechniques of sustainable rice biomass utilisation.These two institutions together will providetechnological and research inputs to the Myanmarfarming, academic and business communities. ThePresident of Myanmar also thanked the Prime Ministerfor India’s support to the construction of a moderncyclone-proof rice silo within the Model IntegratedFarm at Nay Pyi Taw.

29. The Myanmar side requested for India’s assistance inarranging training programmes/fellowships in theareas of dairy development, cattle breeding, vaccinetechnology and assistance in setting up a milk andmilk product factory in Shan State. The Indian sideagreed to consider the proposal favorably.

Trade and Investment30. Alluding to the mutually agreed target of doubling

the bilateral trade by 2015, both leaders emphasizedthat there is considerable untapped potential for greatertrade and urged the business community to capitalizeon this potential. Investments by India companies inareas like ports, highways, oil & gas, plantation,manufacturing, hospitality and ICT would bespecifically encouraged. In this context, the twoleaders underscored the importance of the newlycreated Trade and Investment Forum in enablingtimely and accurate exchange of information andideas.

31. They assured that both Governments would work toidentify and remove various impediments to bilateraltrade. In this context, they welcomed the establishmentof a representative office of the United Bank of Indiain Yangon as a first step in facilitating business-friendly banking transactions between the twocountries. The Myanmar side welcomed the proposalsfor the training of Myanmar officials in the Bankingsector by Indian banks and for cooperation in theAgriculture Banking sector. Considering the vastpotential for promoting trade between the twocountries, both sides agreed that the Reserve Bank ofIndia would sign an MoU with the Central Bank ofMyanmar on currency arrangements between Indiaand Myanmar in the near future. Further, the ReserveBank of India would also conclude an MoU with theCentral Bank of Myanmar to serve as a platform for anexchange of views on issues of mutual interest. Thetwo sides agreed upon sharing of banking experiencesand technical know-how from State Bank of India orany other banks as mutually agreed.

32. Both leaders urged the business community toenthusiastically participate in each other’s trade fairsand also to share information on the prevailing tradeand investment policies through organization ofseminars and business related events in specific sectorsof mutual interest. In this context, they welcomed theorganization of the first Enterprise India Show inYangon in November 2011 by CII and UMFCCI andthe decision taken to make it an annual event.

33. Taking into account the needs of communities residingnear the border, the two leaders welcomed the decisionto set up border haats along the border and the MoUagreed for this purpose. They also noted that thedecision to upgrade banking infrastructure at border

34. The two leaders directed that a bilateral Border TradeCommittee should be set up to implement the earlierdecision that meetings would be held regularlybetween the border trade officials andbusinesspersons in Tamu-Moreh and Rhi-Zowkhathar.

Power and Energy35. The two leaders emphasised the need for closer

cooperation to further energy security. In this context,they welcomed the signing of the Production SharingContract between the Government of Myanmar andthe Jubilant Energy of India. They encouragedinvestment by Indian companies in Myanmar oil andgas sector, including in available blocks that arebeing offered for investment which have goodprospects. They also agreed to encourage investmentby Indian companies in downstream projects in thepetroleum industry.

36. The Myanmar President expressed his appreciation toIndia for undertaking the preparation of DetailedProject Reports of the Tamanthi and Shwezayehydropower projects. Both leaders directed theirrespective officials to study the contents of the DPRsand finalise the future course of action, taking intoaccount technical, commercial and socio-environmental considerations.

Culture and People-to-People Exchanges37. The two leaders emphasized the centrality of culture in

further deepening the close bonds between the peoplesof India and Myanmar and expressed satisfaction withthe signature of the Cultural Exchange Programme forthe period 2012-2015. It was noted that the CEP wouldalso promote cultural exchanges between the NorthEastern States of India and the bordering areas ofMyanmar.

38. They also welcomed the preparations that have beenmade towards organizing the international Conferenceon Buddhist Heritage in Myanmar in December 2012with the cooperation of the Indian Council for CulturalRelations, Ministry of Religious Affairs of Myanmarand the Sitagu World Buddhist Association.

39. The Myanmar side thanked India for its decision to gifta 16 feet sand stone replica of the Sarnath Buddha laterin the year that will be installed in the precincts of theShwedagon Pagoda. A smaller replica will be unveiledby the Prime Minister during the visit. The Myanmarside also conveyed its appreciation to India for thefacilities and courtesies being extended to Myanmarpilgrims visiting India.

40. The two leaders expressed satisfaction at the ongoingpace of work on the project for conservation andrestoration of the Ananda Temple in Bagan, Myanmarby the Archaeological Survey of India which is expectedto be completed over the next 2 years.

41. The two leaders also welcomed the formalization ofcontacts between Indian and Myanmar think tanks andacademic institutions and urged scholars to participateactively and exchange views in academic events beingheld in either country.

42. The President of Myanmar welcomed the

announcement made by the Prime Minister regardingthe Government of India’s support for setting up of aschool with technical assistance from India.

Regional and Multilateral43. The two leaders discussed a broad range of regional

and international issues of mutual interest. Theyagreed to continue their coordination on issues ofcommon interest on the international agenda.

44. The two leaders emphasized the importance of closecoordination towards the cause of regionalcooperation. The Prime Minister of India extendedhis good wishes to Myanmar for a successful term asBIMSTEC Chair, including its proposal to host thenext BIMSTEC Summit meeting. The two leaderslooked forward to further intensification of ASEAN-India cooperation under Myanmar’s chairmanship ofASEAN in 2014. The Prime Minister of Indiaemphasized that Myanmar holds a significant placeboth in India’s Look East Policy and in itscollaboration with ASEAN countries under theInitiative for ASEAN Integration (IAI). The two leadersagreed to cooperate closely on activities related to theforthcoming ASEAN-India Commemorative Summit.

45. The Prime Minister of India thanked the President ofMyanmar for the warm and gracious hospitalityextended to him and the members of his delegationduring their stay in Myanmar.

BEIJING , 28 May — A 4.7-magnitudeearthquake hit northern China on Mondaymorning, shaking buildings in the capitalBeijing, the US Geological Survey (USGS)said.

Ukraine Olympics boss quits over ticket scandalLONDON, 28 May— The

general secretary of Ukraine’sNational Olympics Com-mittee (NOC) resigned onMonday following claims bythe BBC he sought to selltickets for the London Gameson the black market.

“Volodymyr Gerash-chenko has submitted hisresignation from the positionof general secretary of theNOC,” the committee said ina statement, adding he hadpledged to cooperate with anindependent investigationcommission.

The BBC revealed lastweek that Gerashchenko hadbeen exposed in a stingoperation trying to sell some100 tickets for the LondonOlympic Games.

Japan govt bears most blamefor Fukushima

TOKYO, 28 May — Japan’s prime minister at the time of theFukushima nuclear crisis apologised on Monday and said thegovernment and its push for nuclear energy bore most of theresponsibility for the disaster. “The nuclear accident wascaused by a nuclear plant which operated as national policy,”Naoto Kan told a parliamentary inquiry into the cause of theworst nuclear accident since Chernobyl in 1986.

“I believe the biggest portion of blame lies with the state,”said the former premier, who has come out strongly againstnuclear power since the Fukushima disaster in March last year.“As the person who was in charge of the country at the time ofthe accident, I sincerely apologise for my failure to stop it,” saidKan, who stepped down in September after 15 months inoffice.—Internet

1. The Prime Minister of the Republic of India, Dr.Manmohan Singh is paying a State Visit to theRepublic of the Union of Myanmar from May 27 to29, 2012 at the invitation of the President of theRepublic of the Union of Myanmar U Thein Sein. Heis accompanied by his wife Shrimati Gursharan Kaur.

2. The Prime Minister was accorded a ceremonialwelcome in Nay Pyi Taw and the President of Myanmarhosted a banquet in his honour.

3. The visit of the Prime Minister, the first after 25 years,is a historic milestone in the relations betweenMyanmar and India.

4. The two leaders held a restricted meeting, followed bydelegation level talks, on bilateral, regional andinternational issues of mutual interest. The talks wereheld in a warm, cordial and constructive atmospherereflecting the close and friendly relations betweenthe two neighbouring countries and peoples.

5. During the official talks, the Prime Minister of Indiawas assisted by the External Affairs Minister ShriS.M. Krishna, National Security Adviser Shri S. Menon,Principal Secretary to the Prime Minister Shri PulokChatterji, Foreign Secretary Shri Ranjan Mathai, theAmbassador of India to Myanmar Dr.V.S. Seshadriand other senior officials.

6. The President of Myanmar was assisted by U WunnaMaung Lwin, Union Minister for Foreign Affairs andother Union Ministers, Myanmar Ambassador to IndiaU Zin Yaw and Senior Government Officials.

7. The Prime Minister of India and the President ofMyanmar comprehensively reviewed themultifaceted bilateral relationship and took stock ofdevelopments since the very successful State visit ofPresident U Thein Sein to India in October 2011. Theyexpressed satisfaction at the ongoing officialexchanges and the growing economic, trade andcultural ties, as well as people-to-people exchanges.

8. The two leaders agreed on a vision for the future in the

Joint Statement on the occasion of the State Visit of Prime Minister of the Republicof India, Dr. Manmohan Singh to the Republic of the Union of Myanmar

pursuit of the common good - bilaterally, regionallyand globally. They agreed to cooperate in the areassuch as border area development, transportation,connectivity, agriculture, trade and investment,promotion of friendly exchanges and human resourcedevelopment. They recognized that peace and stabilityin the region is necessary for development and well-being of the people of their respective countries. In thiscontext, they emphasized the importance of closecooperation between India and Myanmar and the needto effectively harness their respective resources for thegood of the peoples of the two countries.

9. The Prime Minister of India congratulated the Presidentof Myanmar on the path breaking reform measurestaken by the Government of Myanmar towards greaterdemocratization and national reconciliation. Hecommended the ongoing efforts at political, economicand social reform, which included negotiation ofpreliminary peace agreements with several ethnicgroups as well as dialogue with various democraticpolitical parties including the National League forDemocracy led by Daw Aung San Suu Kyi. He alsoexpressed appreciation for the free, fair and peacefulconduct of the recent by-elections.

10. The Prime Minister of India reiterated India’s readinessto extend all necessary assistance in accelerating thecountry’s democratic transition and developing thecapacity of democratic institutions such as theParliament, National Human Rights Commission andthe Media. Recalling the very successful visit of aParliamentary delegation led by Thura U Shwe Mann,Speaker of Pyithu Hluttaw, to India in December 2011,the Prime Minister conveyed India’s readiness toundertake training programmes for MyanmarParliamentarians and staff.
