To ensure durability ofirrigation facilities

The government is constructing a cluster ofdams numbering 71 in the five townships ofPakokku District for ensuring regional food se-curity and the greening of the district in MagwayDivision.

On 26 September 2006, Yesagyo Townshipin Pakokku District saw the inauguration of theMyaykhedaung Dam intended for the greeningof the region, extended cultivation of paddy andsupply of clean water to the nearby villages.

The 44-foot-high and 1,300-foot-long facil-ity was built by damming the MyaykhedaungCreek at a cost of over 102 million kyats contrib-uted by the government, and it can store 2,880acre feet of water.

It is the 189th dam among the irrigationfacilities that the Tatmadaw Government hasconstructed across the nation since 1988 as wellas the 32nd of its kind in Magway Division.

This rainy season, Magway Division is pursu-ing the target of putting about 925,000 acresunder monsoon paddy and more than 160,000acres under summer paddy. And it is striving forthe achievement of 125 per cent of rice sufficiency,while Pakokku District is making endeavours tomeet the target of 128,586 acres of monsoon paddyand over 20,000 acres of summer paddy in orderto achieve 54 per cent of rice sufficiency.

The 71 irrigation facilities constructed forthe greening of and supply of water to Pakokkucover small dams and lakes and other waterresources. So far, 50 out of 71 projects have beencompleted and are benefiting some 5,000 acres ofpaddy fields.

Upon completion, the 71 projects will beable to irrigate 8,630 acres of farmland.

Besides, the government is implementing 13river water pumping projects that will be able tobenefit 35,000 acres of arable lands in PakokkuDistrict.

Therefore, local farmers on their part are toreciprocate the goodwill of the government bycollectively maintaining the irrigation facilitiesfor their durability, the greening of the water-shed areas and sustainable progress of the irriga-tion networks.

Diplomatic relations estab-lished between Myanmar

and Timor-LesteNAY PYI TAW, 29 Sept— The Union of

Myanmar and the Democratic Republic of Timor-Leste, desirous of establishing friendly relationsand mutually beneficial cooperation on the basis ofthe principles of the Charter of the United Nationsand norms of International Law in accordance withthe Vienna Convention on Diplomatic Relationsand on Consular Relations, decided to establishdiplomatic relations between the two countries atAmbassadorial level with effect from 26 Septem-ber 2006.

The agreement to establish diplomatic rela-tions between the Union of Myanmar and the Demo-cratic Republic of Timor-Leste was signed by HE UNyan Win, Minister for Foreign Affairs of theUnion of Myanmar and HE Jose Luis Guterres,Minister of Foreign Affairs and Cooperation of theDemocratic Republic of Timor-Leste, in New Yorkon 26 September 2006. — MNA

Haitian Justice Minister accuses USof undermining sovereignty

US soldier and Marine killedin restive Iraqi province

BAGHDAD, 28 Sept—An American soldier anda Marine died from en-emy action in the restivewestern Iraqi province ofal-Anbar, the US militarysaid on Wednesday.

KUWAIT CITY, 28 Sept — A financial official linkedwith the US Army committed suicide in Kuwait onTuesday after being investigated for fraud, local dailyKuwait Times reported Wednesday.

According to the report, the man, an Americancitizen, served as a intermediator between local firmsand the US military for service contracts and otherprojects. He had discovered that he was beinginvestigated for fraud and other financial crimes beforecommitting suicide, said the report.

A sovereign independent nation has to laydown principles which specific body will have toexercise one of the three branches of power namely,legislative, executive and judicial powers and how.And fundamental rights of citizens have to beprescribed. These principles and provisions aretermed constitution.

In the colonies, colonialist governmentsmanipulated the sovereign powers of the former,deprived fundamental rights of the subjects, repressedthe people, prescribed various laws to restrict theirfreedom, ruled the colonies through the master-and-slave policy, and administered justice to mete outsevere and death penalties to the people. That waswhy Myanmar people drove out the Britishcolonialists to regain independence.

When British colonialists had to grantindependence to Myanmar, they demanded thatMyanmar have a constitution, and only then wouldthey hand over the sovereignty to the nation. Forthat reason, 1947 constitution of the Union ofMyanmar was drawn hastily. It was approved atthe Hluttaw (legislative body) meeting held on 4January 1948, on which Myanmar regainedindependence. One of the sections of the hastily-formulated constitution manifested the rights tosecede from the Union. The federal movement ledthe Union to near collapse and the nation was onthe verge of being a member of the US-led SEATOmilitary bloc in 1962, and the Tatmadaw and thepeople thus had to prevent the motherland fromfalling to alien subjugation again.

In 1974, the Myanma Socialist ProgrammeParty took suggestions and opinions from the peoplethree times and presented the draft to the public twotimes and approved the constitution with the supportof 91.19 per cent of the voters in the referendum. Atthe time, the nation was on the path of transition toSocialism, so socialist principles were in a dominantposition. In the 1988 mass protest, the peopleexpressed their dislike for 1974 constitution. So, theconstitution was abolished.

The Tatmadaw Government held multi-partyelections in May 1990. Since before the elections,the Tatmadaw Government had reminded thatelection winners would have to write a constitutionof the nation that lacked one. It was stated so at thepress conferences and also in its Notification 1/90.How could the Tatmadaw Government hand overthe power to an individual, a group of people and aparty while the nation lacked a constitution that wasto be systematically drawn, based on sovereignty,the symbol of independence, that derived from thepeople of the Union? It was the same in essence as

demanded by the colonialists when they had to grantindependence to Myanmar.

After restoring peace and stability, in June 1992,the government held discussions with NLDrepresentatives, whose number was twice that ofgovernment representatives, and the representatives ofpolitical parties such as SNLD and Ta-Sa-Nya (NationalUnity Party) and the meeting reached an agreement forthe emergence of a constitution and convening of anational convention. As agreed, the NationalConvention was launched on 9 January 1993.

The NC was held in Kyaikkasan Grounds withan attendance of 702 delegates — delegate group ofpolitical parties, delegate group of representatives-elect, most of them are from NLD nearly 100, delegategroup of national races (from various parts of theUnion and various national races), delegate group ofworkers (from various industries), delegate group ofpeasants (from various regions), delegate group ofintellectuals and intelligentsia (professors, legal experts,veteran engineers, medical specialists, artistes, artistsand artisans and scholars, delegate group of Stateservice personnel (from various ministries andenterprises), and other invited persons (representativesof national race peace groups, literati, historians, formerdiplomats and other scholars).

At the plenary sessions, the NC delegatessubmitted what they had discussed in delegate groups,in parties or in groups, including individual proposals.The panel of chairmen assessed the proposalsthoroughly and submitted them to the plenary sessions.Then, the NC Work Committee with the nod of themajority or through democratic practices laid downbasic principles and detailed basic principles that weremost suitable for the nation.

There were some arguments and debates inholding discussions in groups. And there came outsome proposals ( presented by the minority) that werecontrary to those of the majority. However, after duenegotiations, the 15 chapters to be included in the Stateconstitution could be approved by consensus. Of the15 chapters, basic and detailed basic principles onChapter (1) the State, Chapter (2) the State Structure orformation of the Union with seven states and sevenregions, Chapter (3) basic principle for the Head ofState (the president of the Union shall be elected bypresidential electoral college) were laid down. Chapters(4), (5) and (6) basic principles for formation of bodiesto exercise legislative, executive and judicial powerswere laid down in the Kyaikkasan Grounds.

The National Convention was reconvened atNyaunghnapin Camp in Hmawby Township in May2004 with more than 1,000 delegates. The delegategroup of national races was made up of over 600

delegates representing all parts of the Union (whereasjust over 200 at the NC held at Kyaikkasan Grounds).So, it was about 350 more. It was the very conventionrepresenting the whole Union as well as people fromall walks of life, and there the delegates helddiscussions with Union Spirit for the emergence of aState constitution essential for the State. There willbe no dialogue that is as grand as the discussions heldin the NC. Now, respective delegate groups havesubmitted proposals for Chapter (7) Citizenship,Fundamental Rights and Duties of Citizens, andChapter (8) the Role of the Tatmadaw to the NCplenary session. While the NC is not in session, thepanel of chairmen assesses the proposals and theWork Committee will submit the assessments of theproposals and adopt detailed basic principles at theNC scheduled to resume on 10 October 2006. Then,discussions will be held for new headings.

With regard to the constitution and fundamentalrights of citizens, every nation (excluding colonies)has a constitution. Some constitutions were drawn byan individual or a single party. Amendments havebeen made to French state constitution no less than 14times. The Constitution of the US has lasted about230 years.

As a matter of fact, the US is the land of nativeRed Indian ethnic groups. In 300 years, Englishmenfrom England and Wales, Scottish and Irish colonizedthe region. They were followed by French, Dutch,Belgians, Germans, Italians, Spanish and Russians.Then, the number of colonies rose to 13. Thegovernment of the British Queen sent governors tothe region to govern the areas. In the early 1770s, theregion rose against the British government anddeclared its dependence on 4 July 1776 and establisheda country with 13 states. Later, in the war withMexico, the US occupied some regions of Mexicoand subjected the regions to it. It also bought someregions from Russia and France, thus increasing thenumber of its states to 49. In 1958, it arrested thequeen of Hawaii Island located at a strategic positionin the Pacific and added it to the nation as the 50thstate. In 1860, southern states seceded from the USand installed parallel presidents. So, the then-presidentAbraham Lincoln sent troops to suppress the struggles,thereby causing bloodshed and that grew into the UScivil war. That was the incident to avert the possibledisintegration of the nation.

In 1787, the US held a national convention todraft a state constitution, with the representativesfrom 12 out of 13 states. And passions were runninghigh with heated debates at the convention and somerepresentatives left the convention in anger. So,George Washington who organized the conventionhad to follow them and persuaded them to continue toattend it. Some 40-50 representatives attended theconvention. In the discussions about the chapter forfundamental rights of citizens, the representativesfrom southern states persisted in refusing to bestowthe rights of citizenship, the rights to vote and to standfor elections to native Red Indians and negroes theyused as slaves. Therefore, the chapter for fundamentalrights of citizens was left undiscussed. Only whenamendments were made to the State constitution, thechapter for fundamental rights of citizens was added.

constitution carried more than 20 articles each onfundamental rights of citizens. It is encouragingto learn that the ongoing National Conventionmanifests 48 detailed basic principles onfundamental rights of citizens. So, in Myanmar,the National Convention is the most important,most effective and successful dialogue thatrepresents the whole Union.

After 1988, dialogues or peace talks were heldbetween the government and the insurgent groups inthe jungle. In the past, however, national race armedgroups rose against the government due to the factthat they were not pleased with their regions lackingprogress. In the colonial era, the colonialistsdeliberately made the border as well as far-flungareas get into trouble without considering to build asingle road in those regions. Those regions wereforced to cultivate poppy and they were exploitedsocially, politically and economically. After regainingindependence, Myanmar was not able to takemeasures for border region development due toinsurgencies.

The Tatmadaw government which startedassuming State duties due to 1988 unrest gave priorityto the development of border areas spending millionsof kyats and as a result, those areas have seensignificant progress. As the national race armedgroups have returned to the legal fold after realizingthe goodwill of the State and evil consequences oftheir armed struggle line, now the whole Union hascome to enjoy peace and progress. They are playingtheir active part in regional and national developmentwork as well as narcotic drug elimination tasks.There have been now 17 major armed groups and 18small groups that made peace with the government.If there are no outside pressure and interferences, theremaining two or three armed groups would havemade peace with the government.

Efforts of AFPFL, the Revolutionary Counciland BSPP to make peace with such armed groupsthrough dialogues were in vain. But, the presentgovernment did succeed. It has been documentedthat negotiators of the government went to the nationalrace armed groups for peace negotiations withoutcarrying any weapons. Being asked why they showedno fear coming here with no weapon with them, thenegotiators replied that they didn’t need to worrybecause they were all national brethren. These arenone other than the dialogues for forging nationalreconsolidation. As a result, all the national races arenow in a position to live in peace and security. It isnatural that fruitful results of development usuallypour into the regions blessed with peacefulenvironment. These are indeed the results of genuine,just and successful dialogues.

However, a dialogue the NLD, expatriates andneo-colonialists of the West bloc are advocating isdifferent. At the same time, in order to stifle the effortsfor development, those inside the country whoplace reliance on the West, expatriates and neo-

colonialists are levelling accusations that Myanmaris using forced labour and violating human rights.NLD and exiled groups demanded the West imposeeconomic sanctions against the nation. Inconsequence, the US imposed economic sanctionagainst Myanmar, and made some other countries todo the same. Again, those renegades demanded thatMyanmar products should not be purchased by theUS. Their acts have borne witness to the fact thatinsteading of becoming a public-representing party,NLD has become a party that always attempts to bringmiseries and adversities to the people. And it isfocusing on grabbing power, fulfilling the wishes ofthe US and stirring up local problems.

It is found that not representing the people,NLD is attempting to harm the interests of the Stateand the people in league with the West. In Myanmaras well as in the world history, it is mentioned thatmembers of parliament are to be elected only for afour-year tenure. (There are hardly any MPs who areelected for a five or three years’ period.) There is nofoolish concept in the world in which an MP is validfor a term until he can come to power. In 1992 IslamicMPs won almost all of the seats in Algeria’s elections.They declared that they would establish the IslamicRepublic of Algeria like Iran. But the US did notaccept it. Consequently, the entire result of the electionwas cancelled. Democratic rights of all the voterswent to the dust bin. The US did not express a singleword to recognize the 1992 elections of Algeria.Since then that country had to suffer civil wars.

It was told in advance that elected candidatesin the 1990 election would have to draw theconstitution. The fact was reiterated after the election.If the constitution was formulated, it would be passedby the Hluttaw, and afterwards elections were to beheld at the designated time in accord with the newconstitution. The NLD delegates boycotted theNational Convention under the West’s directives andDaw Suu Kyi’s irrevocable order. Since then theNLD has been hatching plots to undermine theNational Convention, relying on foreign powers todemand a dialogue. It also demanded for theconvening of the Hluttaw.

The 1990 election was held in 485constituencies. For certain reasons, the NLD won in392 constituencies. The article will not present indetail the facts leading to NLD’s victory. Becausethose facts will reveal all the NLD’s perpetrationsduring the election. Of the elected NLD representatives,34 have changed their status to independentrepresentatives-elect, 39 passed away, 92 resignedand 144 were found disqualified for their misconduct.Hence, there are now only 83 NLD electrepresentatives. If elected delegates of other partiesand independent representatives-elect are added, thenumber will become 124 or 25.57 per cent of the

elected representatives which is less than the requirednumber to call the Hluttaw.

In democracy, people’s deputies can be electedand there is also the right of recall. Eligible voters,whose numbers are much larger than those of the1990, have already unseated the NLD representativesof the 48 constituencies.

It is clear that the NLD does not dare to face theelection that will be held after the adoption of the newconstitution. Hence the party is still insisting on theelection results that were 16 years old and have becomeinvalid. As the NLD has come to realize that it cannotwin power through public support, it is relying on theWest. Diplomats of the West including those from theUS and Britain have been visiting the NLD HQ, one-time residence of Daw Suu Kyi. I have read in a newsarticle that Western diplomats visited the headquartersfor 59 times in a single month. The article stated thatwhen those diplomats arrived at the HQ, the NLD evenadjourned its central executive committee meeting inprogress to hold personal dialogues with them. Sure,they did not exchange usual pleasantries at the meetings.It is food for thought.

The Myanmar people have already known theinnate nature of the NLD as the party has beenmaintaining contacts with the West and using theexpatriate-dominated VOA, BBC, RFA and DVB asa tool. “The Head of State himself held discussionsfour times with Daw Suu Kyi to forge nationalsolidarity and to enable her to cooperate with thegovernment. The responsible personnel at theministerial level also held similar discussions withher as many as 20 times. With the same objectives,chances and opportunities were given to Daw SuuKyi time and again. However, Daw Suu Kyi, on herpart, had given priority to the party and personalinterests rather than national interests. As such, nopositive results that will serve the national and publicinterests could be achieved. So, there is no reason tohold discussions with NLD again.” I presented thispassage, an excerpt from the declaration on thestance of the government and the people issued on18th September 2006, as there are a lot of talksconcerning the dialogue and in response to the US’sattempts to use UN as a tool.

The Revolutionary Council Governmentinvited all underground insurgent groups to participatein the internal peace talks. But the talks came to anend without any results because many of the groupswere relying on the aliens and every individual groupwas demanding the impossible, with the State poweras its only goal. As the NLD is also under theinfluence of the dark forces — greed, anger, delusionand excessive pride — there did not come out anypositive results although the government had heldtalks with it for about 25 times with much patience.

UNITED NATIONS, 28 Sept—The number of peopleliving in cities will surpass those living in rural areasfor the first time around mid-2008, a year later thanpreviously forecast, a UN official said on Wednesday.

“A quick back-of-the envelope calculation yieldsAugust 16, 2008, as the day there will be as many urbandwellers as rural dwellers,” said Thomas Buettner,head of the estimates and projection section at the UNPopulation Division. The urban and rural populationswould then each total 3,349,383,005 people, he toldReuters, adding that there were wide uncertaintiesabout the data.

China, Poland boost cooperation inscience, education, culture, sports

WARSAW, 28 Sept—Visiting State Councillorof China Chen Zhili metwith Poland’s DeputyPrime Minister RomanGiertych on Wednesday,and reached a broadconsensus on furtheringand strengthening Sino-Polish cooperation.

Chen said the bilateralrelations have sustaineda stable development,thanks to the mutualrespect that exists betweenthe two countries.

The exchanges andcooperation in the fieldsof education, science,culture and sports haveprogressed smoothly and

the Chinese are satisfiedwith it, she said, addingthat China is ready topromote further bilateralcooperation in these areas.

Giertych, who is alsoEducation Minister, agreedwith Chen, saying thatPoland attaches greatimportance to com-prehensive cooperationwith China in science,education, culture andsports. Test of China’s “artificial sun” succeeds HEFEI, 29 Sept —

Chinese scientists on

Thursday successfullyconducted their first testof an experimentalthermonuclear fusionreactor, which replicatesthe energy generatingprocess of the sun.

The ExperimentalAdvanced Super-conducting Tokamak(EAST) fusion reactor,nicknamed “artificialsun”, was tested at theInstitute of Plasma

Physics under theChinese Academyof Sciences (CAS)in Hefei, capital city ofeast China’s AnhuiProvince.

During the experi-ment, deuterium andtritium atoms were forcedtogether at a temperatureof 100 million Celsius.

“At thattemperature, the superheated plasma, which is

neither a gas, a liquid nora solid, should begin togive off its own energy,”scientists explained.

The first tests lastednearly three seconds, andgenerated an electricalcurrent of 200 kiloam-peres, Wan Yuanxi,general manager ofEAST, told Xinhua.

The experimentswere continuing, he said.

US durable goods orders drop 0.5% in August

WASHINGTON, 28 Sept— US durablegoods orders fell by 0.5 per cent inAugust to 209.7 billion dollars, followinga bigger drop of 2.7 per cent in July, theCommerce Department reported onWednesday.

The report showed that orders foraircraft declined by 21.9 per cent inAugust, while orders for military aircraftrose by 9.8 per cent.

Excluding the volatile transportationsector, orders were down 2 per cent, thebiggest setback in this category in 13months. The 1-billion-dollar drop fromJuly, much worse than the expected 0.4per cent increase, provided evidence thatthe US economy was slowing because ofrising interest rates and the decline ofhome sales, according to analysts.

fatally shooting one of the students and then killed himself when police stormed the classroom where hewas barricaded, authorities said.

YANGON, 29 Sept — The 18th founding anni-versary of the National League for Democracy washeld at NLD headquarters on West ShwegondineRoad, Bahan Township here from 1 to 4 pm on 27September.

Old politicians or the so-called fellow politi-cians group, old students whom they called them-selves the “88” generation, persons from dissolvedpolitical parties and diplomats from US and Britishembassies attended the ceremony. Myanmar on the UNSC agenda. The NLD welcomedwith great pleasure the decision to put Myanmar on theUNSC agenda under US pressures. The chairman ofthe ceremony in his address thanked US ambassador tothe UN John Bolton for his efforts to materialize thematter wishing him every success in his future tasks.The NLD has been relying on foreign countries to thatdegree while betraying the national cause withoutconsidering the nation’s future.

As an accomplice, the NLD is welcoming theUS government that is using the UN as a tool tointerfere in Myanmar’s affairs. As the people havebeen hearing the news about the perpetration, anti-Americanism and hatred for the US and resentmentagainst the NLD and its associates are rising amongthem.
