What is Floodplain Management? ◦ Definition and Glossary of terms ◦ Watersheds in Dallas ◦ Drainage Systems ◦ Floodplains
Floodplain Management History ◦ Floodplain Management Plans in Dallas
Bond Program History Needs Inventory Appendices: ◦ A – Technical Criteria ◦ B - Needs Inventory by Council District ◦ C – Needs Inventory by Category in Priority Order
2
A program of preventive and corrective measures for reducing flood damage, including flood control projects and floodplain regulations, while at the same time protecting the natural resources and functions of floodplains
Floodplains are typically analyzed and grouped into watersheds ◦ Each watershed has its own unique drainage
characteristics (topography and infrastructure)
3
5-Year and 100-Year rain event ◦ A 5-year rain event has a 20% chance of occurring annually
(1/5 = 20%) and a 100-year rain event has a 1% chance of occurring annually (1/100 = 1%).
5-Year standard and 100-Year standard ◦ Standard in this briefing refers to the standard in which
drainage infrastructure was built. If a system has a 5-year standard it can handle a “5-year” rain event, likewise a system built to 100-year standards can handle a 100-year rain event
4
100-Year Floodplain ◦ Area of flood inundation if a 100-year rain event occurs The area in a 100 year floodplain is subject to a 1% chance of
flooding annually
5
Watershed ◦ A watershed is an area of land from which all the stormwater
that falls within it drains to a certain point.
6 [Source: http://www.chescocooler.org/watersheds.shtml]
Interior drainage ◦ A drainage systems adjacent to the levees which drains to a levee
pump station. The drainage received at the pump stations is pumped over the levees and into the Trinity River.

What is flooded? Buildings affected by floodplains in Dallas
25
Enclosed Streams Mill Creek and Peaks Branch were enclosed in the 1920s State Thomas also enclosed
26
Floodplain management began in earnest after the record flood on the Trinity River, which occurred on May 25, 1908 ◦ The flood extensively damaged the City's downtown and
industrial areas ◦ The flood dramatized the need for protective planning and
construction, which have continued to the present
Evolution of the City’s Drainage Design Standards ◦ Pre 1970s: No standards to 5 year standards ◦ Early 1970s: FEMA began mapping100-yr floodplains ◦ Dallas began comprehensive standards in early 1970s
27
28 History of Urbanization in Dallas
The majority of the needs in the City are associated with areas developed with inadequate standards
Studies ◦ Drainage Studies – Identified flood risks All 100-year floodplains in Dallas have been
mapped ◦ Floodplain Management Plans – Developed
solutions
Bond Programs ◦ Funded flood studies and plans ◦ Funded projects to reduce flood risk
29
30
Floodplain Management Plans in Dallas •Identify solutions for flooding problems
Note: Floodplain Management Plan (FPM) is not necessary for the Mountain Creek area because the 100-year floodplain was identified prior to development. Also, the FPM plan for the Hickory Creek area will be developed once the City of Balch Springs has completed their portion.
31
Floodplain Management Plans are adopted by Council and identify solutions to mitigate flood problems. Examples of solutions include: ◦ Structural Alternatives Pump Stations Diversion (Including tunneling) Bridge/Culvert Improvements Channelization Detention
◦ Non-Structural Alternatives Voluntary Purchase Flood Warning Systems No Action

Continue updating stream studies and floodplain mapping through FEMA’s Cooperating Technical Partner Program
Continue implementation of the flood and drainage components in future Bond Programs
Look to expand the use of voluntary purchase for repetitive flood loss structures (those with multiple flood insurance claims)

49
Erosion Control – this category would provide armoring of natural creek banks to protect soil against further erosion loss ◦ Ratio of distance from top of bank to threatened area or
depth of creek ◦ Rate of creek bank loss ◦ Cost per number of structures protected ◦ Weight given to type of structure threatened: Type 1 – Houses, garages, streets, alleys and bridges Type 2 – Pools and other permanent structures not
included in Type 1 Type 3 – Fences, yard, and privately owned retaining walls
50
Flood Management – this category includes sites for which channel improvements, levees, detention basins, or bridge or culvert replacements are necessary to reduce flooding and also voluntary purchase of homes in the floodplain when no other viable alternative exists ◦ Frequency of flooding ◦ Depth of flooding ◦ Depth times the velocity of flow over bridges ◦ Number of structures affected ◦ Ratio of project cost per protected structure
51
◦ Storm Drainage Relief Systems – this category includes additional drainage inlets and storm sewer pipe systems to optimize existing inadequate drainage systems in developed areas Type or effect of flooding (single or multiple
structures flooding, streets flooding) Frequency of flooding Depth of flooding Number of affected structures Ratio of project cost per protected structure
