    ROLE OF CHIEF EXECUTIVE AWB/SE

    Under AWB (Rules) 2005

    The Superintending Engineer of theCircle shall be the Chief Executive

    AWB

    (Rule 12)

    The Chief Executive AWB shall bethe Secretary of AWB

    (Rule 13)

    The Chief Executive shall providetechnical and administrativesupport to AWB andresponsible for implementing

    the decision of AWB

    The Chief Executive as Superintending Engineershall exercise all powers under Canal and DrainageAct regarding operation, maintenance anddistribution of water.

    Superintending Engineer is the controlling officerand incharge of the circle and distributaries being

    part of the irrigation system also is responsibility

    of the Superintending Engineer to see that

    management, operation and maintenance is beingcarried out by the new Managers (FOs) as per

    Rules/Regulations of FOs and standard practices

    as in vogue in Irrigation Department.

    MECHANISM FOR FUNCTIONING OF AWB

    AWB to conduct its operation through decisions in

    ordinary or special meetings of AWB (Conduct of

    Meetings) Regulations 2000 and AWB (Conduct of

    Business) Regulations 2007.

    Chief Executive as Secretary of AWB is responsible

    to prepare agenda, convene meetings and prepare

    minutes and implement decisions of AWB.

    Chief Executive shall provide all secretarial services,

    informations and record etc for carrying out AWBfunctioning as per Rules/Regulations.

    The AWB shall constitute following Standing

    Committees for discharge of its functions comprising

    three members, having at least one, non-farmer

    member in each committee.

    The different cells of PIDA working in AWB are

    attached with Chief Executive AWB. He will be

    administratively responsible for their

    performance, salaries, TA/DAs, and other

    operating expenses. The budget for operation ofAWB and staffing etc shall be transferred to

    Chief Executive account and one Manager

    (Operation) and Account Officer is attached. The

    necessary empowerment to Chief Executive

    under PIDA Regulations has already been

    notified.

    The Chief Executive shall exercise its supervision,

    monitoring and authority of functioning of FOs

    through Support and Coordination staff for FOs and

    for technical matters through assistance of its

    technical staff whenever needed.

    In case an FO is suspended or dissolved then as a

    consequential arrangements, the C.E may depute

    concerned XEN as Administrator with a nominated

    adhoc management committee by him. While FOstaff shall work under these new arrangements till a

    new Management Committee or FO is formed under

    Rules/Regulations.

    CRITICAL AREAS OF FUNCTIONING OF AWB

    Function of AWB Mechanism

    1 Assessment &

    Collection of

    Abiana

    Assessment

    Chief Executive AWB through Recovery

    Cell shall monitor assessment of abiana

    as per CCA.

    Review Committee of AWB shall reviewon quarterly basis and report to AWB.

    Collection

    Chief Executive AWB shall review

    progress of Abiana collection of FO

    through recovery cell each month.

    Review Committee of AWB shall

    review the Abiana collection on bi-

    monthly basis.

    Function of AWB Mechanism

    Chief Executive, AWB shall ensureadhering to schedule of collection of

    Abiana by FO and shall ensure that

    Tehsildar recovery process the arrears

    as per Land Revenue Act.

    AWB shall review the Abiana

    collection on quarterly basis in its

    meetings and shall take suitable

    measures.

    Chief Executive, AWB will take

    punitive actions under concerned

    regulations against inefficient FOs

    with information to AWB.

    Function of AWB Mechanism

    2 Equity andPreventing theftof water

    Chief Executive AWB will examine theperformance of FOs on monthly basisthrough Monitoring & Evaluation Cell.

    The Operation Committee of AWB shall bekept informed by Chief Executive, AWB

    about state of water distribution andequity.

    The Monitoring & Evaluation Cell shallinform the Chief Executive regardingchannels where equity is not beingmaintained. He will support FOs in control

    over water theft.

    Chief Executive AWB shall report to AWBfor such channels and implement thedecision taken by it.

    The rotational operation of channel shall be

    watched by Chief Executive on daily basis
