ICS Implementation Target

• Managing to have access to 2 million households by 2016• Nepal, Bangladesh, Laos and Cambodia are the targeted

LDCs• ICS will be of fixed and portable model adaptive to the local

demand• ICS will have optimum operational life of 3-4 years• SNV and its national partners will ensure the quality and

operational standard of deployed ICS throughout the crediting period

Access to Energy Model

National Government and National Implementing NGOs are the

stakeholders

Selected districts/provinces of Asia Rural households living in

poverty are the beneficiaries

The pilot phase-1 will be started in Q1, 2012

Participation of national agencies will ensure the social,

environmental and political criteria for replicating the model for up-

scaling

The project is in planning phase and some preliminary activities

are being initiated

Opportunities and Hurdles

DNA Approval

Obtaining all Letter of Approvals [LoAs] for a multi-country PoA by the time of finishing validation and

requesting registration is an extreme challenge

• Needs to submit separate request for DNA approval

• Diversity in DNA approval process

• Timeframe for approval is different

• Requirement for Sustainability requirement is different

from one Host country to another

• DNA will have to verify that the PoA contributes to

sustainable development both at the programme level

and individual (sub) project level.

• The total scope of the PoA is not known at the date of

host country approval, the defined eligibility criteria are

of highest importance for the DNA approval process.

Host Country Approval Processes make the multi-country PoA

development difficult, which needs clear structuring

for effective multi-country PoA promotion

Parameters are not same for all HCs

Most parameters are qualitative

HCA timeframe is not Uniform for each HCs

The timing for inclusion of new CPAs will vary from one country to another

Understanding of PoA

• All DNAs do not have sound understanding of the PoA

concept due to limited experience with this relatively

new approach.

• Bangladesh has good experiences on PoA

[ICS PoA, Solar PoA]

• Nepal has only one PoA [Biogas PoA]

• Cambodia and Lao PDR does not have any PoA

Baseline and additionality

• Country specific baseline

• The additionality scenario is not similar and needs different

additionality argument

• PoAs are often closely linked to national policies and

institutions. As a result, a multinational PoA might need to

rely on a completely different set of actors (e.g. service

providers) and policies in each of the host countries

involved.

What we need to remove hurdles

• Coherent policy to ease out the DNA approval process in

case of multi-country PoA

• There should be a pre-determined timing for DNA

approval in case of multi-country PoA to avoid delay.

• Avoid or minimize bureaucracy or internal approval or

review procedures

• Capacity development of DNAs in multi-country PoA

Last Word

A simple and effective solution would be to allow for

submission of LoAs after registration of a multi-country

PoA but before the inclusion of any CPA to be

implemented in the respective country
