ExecutiveSummaryReliableelectricservicewithaminimalofoutagesandrapidrestorationtimeisessential.California’sthreelargeinvestor-ownedelectricutilities(IOUs)inCalifornia,PacificGas&ElectricCompany(PG&E),SouthernCaliforniaEdisonCompany(SCE),andSanDiegoGas&ElectricCompany(SDG&E)areresponsibleforprovidingahighlevelofreliabilityperformanceontheirelectricsystemsandtrackingandreportingthisperformancetotheCaliforniaPublicUtilitiesCommission(CPUC).RecentstatelegislationandCPUCrulemakinghasupdatedthereliabilityreportingprogramtoenablemoretransparencywithmoredetailedreportingrequirementsonanannualbasis.

Thisreviewexamines10yearsofdataforfourreliabilitymetricsrecentlyadoptedbytheCPUCthatmeasurereliabilityperformanceintermsof-1)outageduration,2)outagefrequency,3)averageoutagepercustomerand4)numberofmomentaryoutages.

ThisreportuseddataprovidedbytheIOUsregardingallgeneration,transmissionanddistributionoutages,excludingplannedandCaliforniaIndependentSystemOperator(CAISO)outages.Eachutility’ssystemwidereliabilitymetricsarecompiledstatewidetoidentifysystemperformanceoverthepastdecade.Additionally,thesemetricsarebrokendowninto60localjurisdictionsasdefinedbytheutilitiesformonitoringreliability.Theseutilitydistrictsordivisionsarethengroupedinto10separateregions.Byconductingadescriptiveanalyticreviewofthesemetrics,thisreportestablishesabenchmarkofCalifornia’sreliabilityperformance.Inthefuture,suchreviewswillincorporateadditionaldataprovidedfromtheIOUsthroughtheirannualreportandonlinedataoneachutility’swebsite.

Overall,Californiareliabilityhasimprovedoverthepastdecade.WhilereliabilityintheSDG&Eserviceterritoryhasmaintainedaconsistentlyhighlevelofreliability,bothPG&EandSCEhaveimprovedandareapproachingSDG&Eintermsoflevelofreliableservice.ParticularlyinPG&Eserviceterritory,markedimprovementinreliabilitymetricsareseeninthehistoricdata,withparticularimprovementobservedintheCentralValleyandBayArea.

IntroductionSection364ofthePublicUtilitiesCodeascribestheCaliforniaPublicUtilitiesCommission(CPUC)withtheregulatoryauthoritytoascertainandadoptreasonablestandardsandregulationsforelectricutilitiesperformanceasameansofensuringhighquality,safe,andreliableservice.TheCPUCimplementedSection364overmanyyearstoprovidetheelectricutilitieswithstandardsandguidanceregardingwhatconstitutesareasonablelevelofreliableservice,primarilythroughtwoGeneralOrders(GOs)(GO165and166)thatspecifiedreliabilityreportingforelectricutilities.

In2011,theCPUCorderedtheinvestor-ownedutilities(IOUs),includingPacificGasandElectricCompany(PG&E),SouthernCaliforniaEdisonCompany(SCE)andSanDiegoGasandElectricCompany(SDG&E)toreportonreliabilityutilizingtheInstituteofElectricalandElectronicsEngineers(IEEE)1366reliabilitymetrics.In2013newlegislation,AssemblyBill66(Muratsuchi),addedSection2774.1tothePublicUtilitiesCodewhichdirectedtheCPUCtorequireanelectricalcorporationtoreportannuallyonfrequencyanddurationofelectricalserviceinterruptionsbylocalarea,andincludedarequirementtorankareasbythemostfrequencyanddurationofoutages.Thelegislationspecifiesthatthisinformationshouldbeusedtorequirecost-effectiveremediationofreliabilitydeficienciesifrepeateddeficienciesinthesamelocalareaareidentified.TheintentistoprovideCalifornianstransparencyregardingelectricreliability,withreadilyaccessibleinformationthatcanbeutilizedforbetterpublicaccountability,capitalplanning,andassetmanagement.

UtilityReliabilityDataThedatausedforthisreviewwasprovidedbythethreeutilities.ThereliabilitydataincludesalloutageswiththeexceptionofplannedorCaliforniaIndependentSystemOperator(CAISO)outages.Thedatafor2015maybeviewedastentativesincetheutilitieshavenotfiledformalreliabilityreportswithvettedresults.Final2015metricvalueswillbepublishedinJulywhentheutilitiesreleasetheirannualreliabilityreports.

ItshouldbenotedthatthemethodforcalculatingthesemetricsbytheCPUCdiffersfromtheIOUmethodology.IntheCPUCmethodology,localareametricsincludeallgeneration,transmission,anddistributionoutages,excludingplannedandCAISOoutages.Forlocalareas,utilitiesomitgenerationandtransmissionoutages.TheCPUCmethodologyattemptstogetanaccuratemeasureofhowoutagesimpactratepayersandsoalloutagesareincluded.

Onlineutilityreliabilitydataisanimportantmeansforimprovingtransparencyandunderstandingofutilityperformancetoutilitycustomers.CurrentlyeachIOUhasitsownapproach.TherecentrulemakingincludedarequirementthatallthreeutilitiesproducereliabilitywebresourcesmodeledafterSCE’smodel.Inthefuture,CPUCreliabilityreviewswillincorporatethesewebresourcestobetterprovideaccesstoinformationaboutannualreliabilityperformance.

UtilityDivisionsandDistrictsReliabilitymetricsarereportedbyeachIOUonbothasystemwide(serviceterritory)basisandstartingin2016bydivisionordistrict.EachIOUsubdividesitsserviceterritoryintosubregions,calleddivisionsbyPG&EanddistrictsbySCEandSDG&E.PG&Ehas16withinitsserviceterritory.SCEandSDG&Ehave38and6districts,respectively.Forthisreview,thedivisionsordistrictsweregroupedinto10geographicregionsandarelistedinTable1.Intotalthereare60subregionsthataretrackedusingthefourreliabilitymetrics.Figure7showsthelocationsofthesesubregions.

StatewideReliabilityPerformance2006-2015SystemwideSAIDIBasedonthesystemwidereliabilitymetricsovertheyears2006-2015,overallstatewideelectricreliabilityhasshownmajorimprovement.WithregardtotheamountofoutagedurationsasmeasuredbytheSAIDIindex,Figure4showstheannualscoresand10-yearmovingaverageforeachofthethreeutilities.Forthe10-yearmovingaverage,SDG&EandSCEhavemaintainedlowaveragesinthe150range,withSDG&EholdingsteadyduringthattimeperiodandSCEreducingitsoutageduration,withits10-yearmovingoutagedroppingslightlybelowSDG&Ein2013.Since2012,SDG&ESAIDIscoreshavebeenconsistentlyaround80minutes,whileSCE’sscoreshavehoveredslightlyabove100.MorenotablehasbeenthesharpdeclineinoutagedurationinthePG&Esystem.The10-yearmovingaverageforPG&Ehasgonefromabove300towhereitnowisslightlyaboveSDG&EandSCEat150.Since2012,PG&E’ssystem-wideSAIDIscorehashoveredaround150minutes.Itisalsonotablethatin2011,theSouthernCaliforniaregion,particularlySDG&Eserviceterritory,wasimpactedbyamajortransmissionoutagewhichisreflectedinthespikeinSAIDIscoresforthatyear.ThisspikeisreflectedintheregionalscoresforSDG&Ewhicharediscussedlaterinthisreport.

SystemwideSAIFIThehistoricaldataforoutagefrequenciesasmeasuredbytheSAIFIindex,showninfigure5below,againdemonstratesoverallimprovementinthereliabilityofCalifornia’sinvestor-ownedelectricsystems.SDG&Ehasthelowest10-yearmovingaverage,thoughtithasslightlyincreasedduringthetimeperiodofinterest.Priorto2011,SDG&E’sSAIFIscorewasbelow0.6andsince2013ithasbeenslightlyoverthatmark,whichisstillthelowestofthethreeIOUs.SCEhasshownsteadyimprovementoverthepasttenyears,whereearlyinthatperiod,SCE’sSAIFIscoreshoverednear1.1,morerecentscoreshavebeeninthe0.9range.SimilartoitsSAIDIscores,PG&EhasasignificantdropinSAIFIscores.WhereithadbeenconsiderablyhigherthantheothertwolargeIOUelectricservicesearlyinthereviewedperiod,ithasdroppedsteadilyandisapproachingSCE,witha2015systemwideSAIFIscoreof1.05.

ConclusionAreviewofCaliforniainvestor-ownedutilities’reliabilitydatafortheyears2006-2015showthatoverallelectricreliabilityhasimprovedandisatasatisfactorylevelforallthreeutilitiesconsideredinthisstudy.Despiteamajorregionaltransmissionoutagein2011,SanDiegoreliabilitymetricsdemonstratedconsistentlysuperiorreliabilityperformance,withthelowestscoresintheStateforthreeofthefourreliabilitymetrics.SouthernCaliforniaEdisonsystemwideisaclosesecond,withimprovementoverthepast10years.PG&E,whichhadpreviouslyhadhighreliabilityscores,hasinthepast10yearshasdemonstratedsignificantimprovement,withasteepdeclineinreliabilityscorestowhereitisclosetoSCEandSDG&Eintermsofreliabilityperformance.Theexceptionisinthemetricmeasuringrestorationtime,CAIDI,whichshowsSCEtobethelowesttimetorestore,followedbySDG&EandPG&E.Forallthreeutilities,thetimetorestoreservicehasdeclinedoverthe10-yeartimeperiod.Similarly,anexaminationofthe60districtsanddivisionsintheIOUserviceterritoriesprovidedagranularviewofreliableelectricserviceinCalifornia,againshowingmarkedimprovementinreliableservice,particularlyinPG&EserviceterritoryandconsistentsuperiorreliableserviceinSDG&Eserviceterritory.ManyofSCEdistrictsshowedimprovementaswell,butwithsomeoutlierdistricts,particularlyinLosAngelesCounty,wherereliabilitymetricsindicatethatreliableelectricservicehasdeclinedoverthepasttenyears.
