Th e Departmental Awards for Teaching and Learning Excellence were established in 1999-2000. Each year, up to two departments are recognized for their exceptional accomplishments in teaching and learning. Nominations are made by college deans, and dossiers supporting these nominations are reviewed by a committee of faculty, students, and staff appointed by the provost. Each department identifi ed for this award receives a continuing base budget adjustment of $15,000 and a one-time award of $5,000.Th e department selected to receive this award is listed below along with the abstract of its dossier.

Th e Department of MathematicsTh e Mathematics Department has a long-standing commitment to the education of the students at North Carolina State University, both on the undergraduate and graduate levels. Th e Department inaugurated a Research Experience for Undergraduates (REU) program, funded in part by the National Science Foundation (NSF). Plans are under-way to expand the program in 2006, and the Department has applied for increased funding by both the National Security Agency and the NSF. For many years, the Department has provided a four-day Teaching Assistant Training Workshop for entering

Other highlights of the Mathematics Department’s successes include:• Twenty-one (21) members of the Academy of Outstanding Teachers, 6 Alumni

Distinguished Undergraduate Professors, 2 Alumni Distinguished Research Profes-sors, 1 Alumni Distinguished Graduate Professor, 2 recipients of the PAMS Board of Governor’s Award, and 2 Drexel Professors.

• Th e Department is ranked 12th in the country in the number of students receiving NSF Graduate Fellowships in Mathematics since 1994.

• National recognition for diversity in Ph.D.s; over the past fi ve years, 23 of the 63 graduating Ph.D.s were women, and 7 were African-Americans.

• Th e Industrial Applied Mathematics Program organizes an annual, nationally recog-nized NCSU Industrial Mathematics Modeling Workshop for Graduate Students.

• Th e Department has been a pioneer in distance learning and incorporating appropri-ate technology in the classroom, providing models and leadership for Project 25 and the LITRE plan.

• Th e Department’s assessment eff orts have been recognized both inside and outside the University. Th e outcomes-based assessment has been used as a model for demonstrat-ing active faculty participation and continuous improvement.

In summary, the Mathematics Department has a strong commitment to both under-graduate and graduate education. While serving as a department with a large service commitment to many non-Mathematics majors, it also attends to the integrity of both the undergraduate Mathematics majors and graduate students.

Academy of Outstanding Teachers Selected 2006, continued �Alexander Quarles Holladay� Medal Recipients for 2006

Robert L. Clark, Professor of Economics and Business ManagementProfessor Robert Clark has devoted 31 years to research, teach-ing, service, and administration at NC State. He has conducted research examining retirement decisions, the choice between defi ned benefi t and defi ned contribution plans, the impact of pen-sion conversions to defi ned contribution and cash balance plans, the role of information and communications on 401(k) contribu-tions, government regulation of pensions, and Social Security.

He has examined the economic responses to population aging in developed countries and has written widely on international retirement plans, especially the Social Secu-rity system in Japan. Professor Clark has also been engaged in a variety of projects assessing the key issues in the economics of higher education and the future of higher education in North Carolina. He has published over 70 articles in professional jour-nals, 20 books and monographs, and over 60 chapters in books. He has supervised 10 Ph.D. students. He is a Fellow of the Employee Benefi t Research Institute, Fellow of the TIAA-CREF Institute, and a member of the American Economic Association, the Gerontological Society of America, the International Union for the Scientifi c Study of Population, and the National Academy of Social Insurance. He also is a Governor of the Foundation for International Studies on Social Security. In 2003, he chaired the Technical Panel on Assumptions and Methods that was appointed by the U.S. Social Security Administration to review and evaluate the projections of the Old Age Survivors and Disability Insurance program. He has received the Outstanding Exten-sion Service Award and is a member of the Academy of Outstanding Faculty Engaged in Extension.

Carl C. Koch, Professor of Materials Science and Engineering; Associate Head, Department of Materials Science and Engineering

Professor Carl Koch has served on the NC State faculty and provided administrative leadership in the Department of Materials Science and Engineering for 23 years. He is known and respected worldwide for his achievements in research on amorphous and nanostructured materials, having published over 230 research papers, and ranking among the most highly cited researchers in the fi eld. In 1997 he was selected to serve on

the World Technology Evaluation Center Panel on Nanoparticle and Nanostructure Technology, sponsored by the National Science Foundation. He was the editor of


a premier materials research journal (Materials Science and Engineering A). He has provided national leadership in materials engineering education as chair of the Metals, Minerals, and Materials Society Accreditation Committee and as a member of the Accreditation Board for Engineering and Technology (ABET) Engineering Accredita-tion Commission. He has supervised 10 master’s and 15 Ph.D. students. He is a fellow of the Minerals, Metals, and Materials Society (membership limited to 100 living Fellows), the American Physical Society, the American Association for the Advance-ment of Science, and ASM International. He has been recognized with an NC State Alumni Association Outstanding Research Award, the R.J. Reynolds Award for Excel-lence in Teaching, Research, and Extension, a National Science Foundation Award for Special Creativity, and the ALCOA Foundation Distinguished Research Award.

Arthur Padilla, Professor of Business Management

An NC State alumnus, Professor Art Padilla has served NC State for 16 years as faculty member and administrator. Previously he served as a senior offi cer in the headquarters of the 16-campus UNC system and oversaw the establishment of dozens of univer-sity programs across North Carolina. As Executive Assistant to the Chancellor and Secretary of the University, he wrote the plans to establish the NC State Board of Visitors and the College of Man-

agement and chaired the NCAA Accreditation Committee, making NC State the fi rst Atlantic Coast Conference institution to be accredited by the NCAA. He was princi-pally responsible for the proposal establishing the prestigious Park Scholarships and served as founding chairman of the Park Scholarships Faculty Advisory Committee, drafting blueprints for the program’s operation and its many enrichment activities. He led the State Employees Combined Campaign in 1997, turning around declines in contributions and winning the Governor’s Award of Merit. Professor Padilla has twice received Fulbright Scholarships and is on the roster of Senior Fulbright Specialists. He has written about leadership and management of higher education in professional journals, in the Washington Post, New York Times, and Chronicle of Higher Education, and in a recently published book, Portraits in Leadership: Six Extraordinary University Presidents. A member of the Academy of Outstanding Teachers, he is this year’s selec-tion from the College of Management for the UNC Board of Governors Award for Excellence in Teaching.

Kenneth R. Swartzel, William Neal Reynolds Distinguished Professor of Food Science and Biological and Agricultural Engineering

Professor Kenneth Swartzel has served NC State University for 30 years. His discoveries coupling kinetic theory and engineer-ing principles have globally revolutionized the processed egg and other food industries. He has produced 110 scientifi c publications, 20 U.S. and 28 foreign patents, supervised 8 M.S., 16 Ph.D., and 14 post-doctoral students, and generated $13 million in external funding and equipment donations. Licensed patent royalties to

the university have exceeded $20 million. He has lectured in 14 countries on four continents. He founded CAPPS, a National Science Foundation Industry/Univer-sity Cooperative Research Center, which after 19 years exists as a multi-site center dedicated to advancing technologies in food and bioprocessing. Dr. Swartzel has been recognized with nine international research awards and named Fellow of both the Institute of Food Technologists and the society for engineering in agricultural, food, and biological systems. He served 11 years as Department Head of Food Science and directed the UNC General Administration’s North Carolina Technology Develop-ment Initiative. In 2004 became the founding director of the National Association of State Universities and Land-Grant Colleges (NASULGC)/Kellogg Food Systems Leadership Institute and more recently began coordinating bioprocessing programs for the College of Agriculture and Life Sciences. He has been recognized with the NC State Alumni Association Outstanding Research Award.

Academic gowns represent a tradition handed down from the universities of the Middle Ages. Th ese institutions were founded by the Church; the students, being clerics, were obliged to wear the prescribed gowns at all times. Round caps later became square mortarboards; the hoods, originally cowls attached to the gowns, could be slipped over the head for warmth.

Many European universities have distinctive caps and gowns which are diff erent from those commonly used in this country. Some of the gowns are of bright colors and some are embellished with fur. A number of these may be noted in the procession.

Th e usual color for academic gowns in the United States is black. Th e bachelor’s gown is worn closed; the master’s and doctor’s may be worn open or closed. Th e shape of the sleeve is the distinguishing mark of the gown: bachelor – long pointed sleeves; master – oblong, square cut in the back with an arc cut away in front; doctor – bell shaped.

Caps are black. Th e tassels for the Ph.D. degree are gold and those for other graduate and professional degrees may be of the color corresponding to the trimmings on the hoods.

Of all the components of the academic costume, the hood bears the heaviest symbolic burden. Th e hood must make clear the level of the degree, the faculty in which it was given, and the institution which awarded it. Th e level of the degree is shown by the size of the hood, the width of the velvet trimming, and in the case of doctors, by the shape. Th e bachelor’s, master’s, and doctor’s hoods are three feet, three and one-half feet, and four feet long, respectively. Th e velvet trimming in the same order is two, three, and fi ve inches and extends all around the hood on the exposed edge. Th is same trimming identifi es the faculty in which the degree was awarded. For each faculty there is a cor-responding color; so a glance at the trimming is all that is needed to identify the faculty. A partial list of the colors follows: Agriculture, maize; Architecture and Art, brown; Science, golden yellow; Economics, copper; Religion, scarlet; Speech, silver gray; Vet-erinary Medicine, gray; Textiles, wine red. Th e following faculties have the same color – dark blue: Anthropology, History, Languages, Literature, Philosophy, Political Sci-ence, and Sociology.
