In asteptarea investitiilor majore/ Looking for major investments
Industrial production was 7% higher as of September 2013.
The increase was sustained by manufacturing (+8.5%) and
mining (+3.2%). The production and supply of electricity,
gas, steam and air conditioning decreased by 3.9%.
Construction works decreased by 0.1%, generated
exclusively by the decrease of new constructions (-10.4%).
On types, only the engineering constructions (i.e.
infrastructure) met an downward trend of -2.5%, while

The Environmental Tax
(formerly known as the
Pollution Tax).
The increased bureaucracy impacted new leasing businees, especially the “second
hand” vehicles leasing.
Moreover, this tax will be payable by the lessees also at the end of leasing. This
“retroactive” taxation will encourage lessees to “opt out ” when they learn that the tax
might by higher than the residual value
Government Emergency
Ordinance no. 57/2013
regarding the amendment of the
green certificates law
The energy produced by photovoltaic plants located on lands that as of 01.01.2014
are within the agricultural domain, will no longer benefit from the green certificates.
This provision shall send investors into bankruptcy and induce huge losses to lenders
who financed projects located on lands such as “pasune, faneata”, whereas owners
are not allowed any longer to remove such plots of lands from agricultural domain
New Insolvency Code (currently
suspended as per the
Constitutional Court’s decision)
According to art. 105 (4) of this code, the leasing company is obligated to accept
the transfer of ownership of the leased asset to the insolvent lessee, provided the
insolvent lessee pays only its current debts (invoices becoming due upon the debtor’s
insolvency opening), even though the insolvent debtor does not pay the amounts
due before the debtor went into insolvency.
