MANILA: The Philippines Central Bank onFriday handed a local bank a record $21 mil-lion fine after it was used by hackers to chan-nel millions of dollars stolen from Bangladeshinto local casinos. In February, unidentifiedcyber criminals shifted $81 million from theBangladesh central bank’s account with theUS Federal Reserve to a Manila branch of theRizal Commercial Banking Corp (RCBC), fromwhere it was funnelled into local casinos.

The central bank said in a statement it hadapproved the record one billion pesos ($21million) fine after a “special examination” ofthe bank and its role in the audacious cyberheist. The fine was part of its “supervisoryenforcement action on RCBC”, the centralbank said in a statement.

The move shows the central bank’s “strongcommitment to ensure the stability of thecountry’s financial system through strong andeffective regulation,” it added. Bangladeshwelcomed the imposition of the fine.

“It’s positive,” Bangladeshi ambassador toManila John Gomes told a news conference.

RCBC said separately that it had made pro-visions for the fine and would pay it in two

instalments over a one-year period.The total was equivalent to more than 38

percent of the 2.6 billion pesos it earned in netprofits during the first half of 2016.

But it added: “The payment of the amountwill not affect the operations of RCBC, andcapital ratios will continue to be strong.”

The brazen cyber heist highlighted howthe Philippines’ banking loopholes and anti-money laundering laws have made theimpoverished and corruption-wearySoutheast Asian nation a dirty money destina-tion. Philippine law exempts casino transac-tions from scrutiny by the country’s anti-mon-ey laundering council without a case filed incourt. Filipino authorities now say they havetracked down all but $21 million of the loot,but have only recovered a fraction of it.

The Philippines’ Anti-Money LaunderingCouncil has filed a suit to gain control of thealleged stolen funds from RCBC, the casinos,and a Manila-based Chinese casino operator.

MANILA: Filipino-American track star EricCray wants to put on a good show in Rio deJaneiro, and make it to the finals of themen’s 400-meter hurdles in his very firststint in the Olympic Games.

Cray arrived from El Paso, Texas viaHouston on Friday morning, and rested justa few hours before joining the Philippinedelegation in the opening ceremony at theMaracana Stadium.

The Olongapo-born 27-year-old whogrew up in the United States holds therecord in the 400-meter hurdles in theSoutheast Asian Games after finishing witha time of 49.40-seconds last year inSingapore.

However, it is in the Olympics where Crayis hoping to make a good impression. Heraces on August 15, with the goal of reach-ing the finals on August 18.

“Hopefully, I get a good Rio showing so Ican make it to the finals,” said Cray. “I feelreal good.”

Cray admits that the feeling of compet-ing in the Olympics has yet to sink in, butjoining the opening ceremony helped himget into the groove.

“I wanted to let it sink in,” he said. “It stillhasn’t hit me.”

Though he traveled 17 hours from ElPaso, Cray is not anticipating any problemswith jetlag as there is just a three-hour dif-ference between Texas and Rio de Janeiro. Itis funny for Cray, however, to travel 17 hoursfor a race that won’t last fifty seconds.

“The trip was pretty long, and I’d be rac-ing like 50 or 49 seconds,” said Cray.
