NOTICE OF PUBLIC HEARING AND NOTICE OF AVAILABILITY ON THE DRAFT 2019 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM, THE DRAFT 2018 REGIONAL TRANSPORTATION PLAN/SUSTAINABLE COMMUNITIES STRATEGY, CORRESPONDING DRAFT CONFORMITY ANALYSIS, AND DRAFT PROGRAM ENVIRONMENTAL IMPACT REPORT NOTICE IS HEREBY GIVEN that the Madera County Transportation Commission (MCTC) will hold multiple public hearings in July of 2018. Two public hearings will be held on July 18, 2018 at 3:00 p.m. at the MCTC Board Room at 2001 Howard Road, Suite 201, Madera, CA 93637 regarding the Draft 2019 Federal Transportation Improvement Program (2019 FTIP), the Draft 2018 Regional Transportation Plan/Sustainable Communities Strategy (2018 RTP/SCS), the corresponding Draft Air Quality Conformity Analysis for the 2019 FTIP and 2018 RTP/SCS and the Draft 2018 RTP/SCS Program Environmental Impact Report (EIR). A second public hearing will be held on July 19, 2018 at 6:00pm at the Oakhurst Library at 49044 Civic Cir, Oakhurst, CA 93644 regarding the Draft 2018 Regional Transportation Plan/Sustainable Communities Strategy (2018 RTP/SCS) and 2018 RTP/SCS and the Draft 2018 RTP/SCS Program Environmental Impact Report (EIR).The purpose of the public hearing is to receive public comments on these documents. The Draft 2019 FTIP is a near-term listing of capital improvement and operational expenditures utilizing federal and state monies for transportation projects in Madera County during the next four years. The public notice also satisfies the program of projects (POP) requirements of the Federal Transit Administration (FTA) Urbanized Area Formula Program, Section 5307. If no comments are received on the proposed POP, the proposed transit program (funded with FTA 5307 dollars) will be the final program. The Draft 2018 RTP/SCS is a long-term coordinated transportation/land use strategy to meet Madera County transportation needs out to the year 2042. The Draft 2018 RTP/SCS Program EIR document provides an analysis of potential environmental impacts related to the implementation of the 2018 RTP/SCS as required by the California Environmental Quality Act. The Draft Program EIR is programmatic in nature - meaning it does not specifically analyze individual projects. The Program EIR finds that implementation of the Draft 2018 RTP/SCS could result in significant and unavoidable impacts to the following issues areas: Aesthetics; Agricultural Resources; Air Quality; Biotic Resources; Climate Change; Cultural and Tribal Cultural Resources; Energy and Energy Conservation; Geology/Soils/Mineral Resources; Hazards & Hazardous Materials; Hydrology & Water Resources; Land Use, Planning, and Recreational Resources; Noise; Population, Housing & Employment; Public Utilities, Other Utilities & Services Systems: and Transportation/Traffic. The corresponding Conformity Analysis contains the documentation to support a finding that the Draft 2019 FTIP and Draft 2018 RTP/SCS meet the air quality conformity requirements for ozone and particulate matter. hearing. Translation services are available (with 3-working day advance notice) to participants speaking any language with available professional translation services. A 55-day public review and comment period will commence on May 31, 2018 and conclude on July 24, 2018 for the Draft 2018 RTP/SCS. A 45-day public review and comment period will commence on May 31, 2018 and conclude on July 16, 2018 for the Draft 2018 RTP/SCS Program EIR. A concurrent 30-day public comment period for the Draft 2019 FTIP and corresponding Draft Air Quality Conformity Analysis for the Draft 2019 FTIP and Draft 2018 RTP/SCS will commence on June 21, 2018 and conclude on July 24, 2018. The draft documents are available for review at the MCTC office, located at 2001 Howard Road, Suite 201, Madera, CA 93637, at each of the existing libraries within Madera County, and on the MCTC website at: Draft 2018 RTP/SCS and Draft 2018 RTP/SCS Program EIR: http://www.maderactc.org/your-madera-2042/ Draft 2019 FTIP and corresponding Air Quality Conformity Analysis: http://www.maderactc.org/programming/federal-transportation-improvement-plan/ Public comments are welcomed at the hearing or may be submitted in writing at the address below by 5:00 p.m. on July 16, 2018 for the Draft 2018 RTP/SCS Program EIR and on July 24, 2018 for the Draft 2018 RTP/SCS, the Draft 2019 FTIP, and the Conformity Analysis for the Draft 2019 FTIP and Draft 2018 RTP/SCS. After considering the comments, the documents will be considered for adoption, by resolution, by the Madera County Transportation Commission at a regularly scheduled meeting to be held on August 22, 2018.
