1 Deenbandhu Chhotu Ram (November 24, 1881 January 09, 1945) Born on 24 th November, 1881 in Garhi Sampla (a village in old Rohtak District) in the family of Ch. Sukhi Ram and Mrs. Sirya Devi, Deenbandhu Chhotu Ram was a renowned educationist and named as the father of reforms for farmers. He established Jat Anglo Sansthan on 26 th March, 1913 after completion of his graduation in Law. In 1916, he became president of congress party and continued till 1919. He remained as Development Minister from 1937 to 1945 after his party came into power. He was conferred with prestigious awards like Rai Bahadur (1919), Deenbandhu (1942), Rehbar-e-azam (1944). Besides being a luminary figure in agricultural and educational reforms, he was involved in various developmental policies for joint Punjab including Bhakhra Power Project. The Government of Haryana has appropriately named the University after this illustrious son of the soil of joint Punjab. His personality will not only inspire the students and staff of this University but also encourage and motivate them to rise from ab initio to crescendo in their respective fields.

THE UNIVERSITY

Inception

Deenbandhu Chhotu Ram University of Science & Technology, Murthal came into being on 6th Nov 2006 by upgrading erstwhile Chhotu Ram State College of Engineering, Murthal through an Act of the Legislature of the state of Haryana with the vision to facilitate and promote studies and research in emerging areas of higher education with focus on new frontiers of science, engineering, technology, architecture and management studies, humanities, and also to achieve excellence in these and connected fields. The University has been considered eligible for grants under Section 12(B), of UGC Act, 1956, in March, 2009.

Vision

To facilitate and promote studies and research in emerging areas of higher education with focus on new frontiers of Science, Engineering, Technology, Architecture & Management, leading to evolution of enlightened technocrats, innovators, scientists, leaders and entrepreneurs who will contribute to national growth in particular and to international community as a whole.

Mission

The University has taken up a mission to achieve excellence in education and research in main and related areas of Applied Science, Engineering, Technology, Architecture, Management and Healthcare and to occupy a place of pride amongst the most eminent organizations of the world.

Location

The University is located in NCR along National Highway No. 1 (G. T. Road) around 50 km from ISBT, New Delhi towards Chandigarh and 8 km from Sonepat railway station. The location of the University falls within one of the growing industrial belts of Haryana.

Campus

It is a fully residential university with a campus sprawling over 273 acres of land. Architecturally the campus has been developed in four distinct zones

academic, residences, hostels and recreational. The academic premises comprises four interconnected blocks housing one administrative building. One more teaching block with forty classrooms is in the advanced stage of completion. The ambience of the campus is a fine blend of intellectuality and interactive cordiality enriched with academic flavour and Indian ethos.

Hostels

The University is fully residential and hostel accommodation is provided to all students. Permission to become day scholar is granted where students parent or close relative reside within the radius of 15 kilometres of university campus.

There is a mess cum kitchen unit in each hostel. Mess is run by a student body on cooperative basis under the guidance of the respective warden. The entire affair related to hostels is dealt with by a council of wardens headed by a chief warden.

Every room is provided with necessary furniture, T-5 tubelights and ceiling fan/ fans. Every hostel has a spacious furnished common room with dish TV and telephone connection. A Billiards room is also functional in hostel premises. Hostels are in the process of being linked with campus wide networking. In addition to this each hostel has badminton court, table tennis room, and a cyber cafe.

Shopping Complex

The campus has a shopping complex in the vicinity of students

hostels and residential area. It has a

departmental store, photo shop, zerox shop, book and stationery shop and also a milk booth. There is a State Bank of India branch with ATM facility and a Post office. Shopping complex also has a cafeteria surrounded with lawns.

Medical Facilities The University has a medical centre in the campus catering to the medical needs of the students and staff. It has two permanent resident Medical Officers including one Lady Medical Officer. It is equipped with first-aid and ambulance facilities. In addition to this, other test facilities are augmented by the department of Biomedical engineering.

Cultural and Sports Activities

Traditionally students organize three festivals during an academic year. Rhythm

A grand cultural event commonly held in the month of February in which participants of technical institutions from all over India are invited.

Another very popular technical festival Technova is commonly held in the month of October/November in which the participation from all over India is invited. This technical festival comprises more than hundred technical events including online participation designed to test the innovative skills of students in cognitive and psychomotor domains. Our Sports meet is an intra university event commonly held in the month of March.

In addition to this, there are different clubs such as Literary Society (LISOC) which conducts quizzes, debates on burning National & International issues related to education, social & environmental problems etc. and other intellectual activities. Hobby Expo Club which caters to music, painting, sketching, coin collection, pot making etc. and include fine art clubs. These clubs organize activities throughout the year and the awards and certificates are given at the time of Rhythm.

A tennis Academy has been established with provisions of courts of international standards.

SC/ST Cell

An SC/ ST cell has been set up in the University to ensure proper implementation of various schemes of the UGC, the Government of India and State Government concerning scholarships, stipends etc. for welfare of reserved categories. The guidelines for various types of scholarship/stipends as revised from time to time by the Central and State Govt. are notified to all departments and displayed on the notice boards of the concerned departments.

ALUMNI ASSOCIATION

Our Alumni Association is headed by a senior faculty member of the university and acts as a nodal agency for maintaining liaison with the alumni all over the world. It plays a very important role to promote and encourage the alumni to exchange professional knowledge by undertaking and facilitating conferences, seminars, expert lectures amongst students and faculty. It also honours and facilitates distinguished alumni. The alumni meet at least once in an year.

EARN WHILE LEARN SCHEME

Under this scheme, students from UG and PG level are selected for part time job, such as lab work, assistance work at library, computer centre and other offices. It is a sort of earned scholarship of the value of Rs. 1000/- per month. They are required to devote 40 hours a month.

CENTRAL LIBRARY

At present the University Library is located in the C.V. Raman Academic Block with a total area of 625 sqm. A separate state-of-art new building designed with green technology is at the final stage of completion. The present Library building has a seating capacity of 150 members. The Library opens from 8.00 A.M. to 7.00 P.M. on all working days and 9.00 A.M. to 5.00 P.M. on Saturdays and Sundays.

The University Library has a total collection of 45,025 books including 4, 000 books purchased in the financial year 2010-2011. The University Library subscribed 62 Indian Journals including 43 new Indian Journals. It also subscribes 30 Magazines and 14 Newspapers to cater the needs of current awareness and leisure reading. It has renewed the subscription to the e-Journals comprising of 25 ASME Journals, 95 EMERALD Journals, 241 IEEE Journals, 587 Springer Link Journals, ACM Digital Library Journals and 315 Science Direct Journals through the INDEST (Indian National Digital Library in Engineering, Science and Technology) Consortium set up by the MHRD, Government of India.

Presently the library is in the process of automation/computerization. Using an integrated Library Software LSEase , the books have been Bar-coded and pasted with computer generated spine labels to facilitate computerized circulation system and shelving of books in proper classified order.

The University Library is an Institutional Member of the American Library, New Delhi, The British Council Library, New Delhi, Tata Energy Research Institute, New Delhi, Institution of Engineers, Kolkata and Current Science Association, Bangalore. With the Institutional Membership the students, teachers and staff use the facility of library resources available there and also enjoy the borrowing facilities. The Library provides some other services/ facilities to its users such as:

1. INTERNET facility to access Online Journals 2. Reference Service On demand 3. Book Bank Facility (Under Graduate SC/ST Students of the University) 4. The photocopy services are provided at subsidized University approved rates in the Document Centre located

in the vicinity of the Library.

The library surveillance is done through Close Circuit Television System using eight cameras covering all strategic location of the University Library. The Faculty of University Library consists of three professional staff including One University Librarian, One Deputy Librarian and One Assistant Librarian. At present the library is situated in one of the academic blocks. A separate state-of-the-art new building designed with green technology and located in the academic premises is under construction. The University library is well stocked with a wide range of books in all core and applied areas of study. The present seating capacity of the library is for 150 users. The present Library collection consists of more than 41500 books, 26 Indian Journals, 22 Magazines and 15 News papers. It also has subscription of e-journals comprising 22

ASME Journals, 95 EMERALD Journals, 241 IEEE Journals, 520 Springer Link Journals and 335 Science Direct Journals through INDEST (Indian National Digital Library in Engineering, Science and Technology) Consortium set up by the MHRD, Govt. of India. The library provides Book Bank facility to all Post Graduate and Under Graduate and SC/ST students of the University. The photocopy services are also provided at subsidized rates in the library. The automation of library is under way.

UNIVERSITY COMPUTER CENTRE

The central computing facility as University Computer Centre (UCC) manages the computing and networking facilities for the University community. The centre is equipped with 175 desktops, 22 laptops, 3 Itanium servers, one large size plotter, Xerox machine, LCD projectors, Scanners and Laser printers. The UCC has large numbers of latest licensed software. Computer Centre facilitates Intranet (400 nodes) & Internet connectivity to the three teaching blocks from central server room OFC backbone. The UCC is having dedicated 10 Mbps leased line for Internet connectivity from BSNL. Internet facility over entire University LAN is available round the clock. Wi-Fi internet connectivity to the hostels is under progress in the University campus.

The foundation stone of a separate building housing Central Library and University Computer Centre equipped with the state-of-the-art facilities, with an area of 12355 sqm., costing about Rs. 30 crore is under construction & will be completed by July 2011.

CONVENTION CENTRE

A state-of-the-art Convention Centre is being built with an estimated cost of Rs. 26 crores whose foundation stone has already been laid by Hon ble Chief Minister of Haryana on November 19, 2008.

TRAINING AND PLACEMENT CELL (T & P CELL) The Training & Placement Cell is a separate Unit which deals with Placement and Campus interviews of our students. The cell is being headed by regular Training & Placement Officer. The Training and Placement Cell acting as interface between University and Companies, has maintained symbiotic, vibrant and purposeful relationship with industries across the country. As a result, it has built up an impressive placement record both in terms of percentage of students placed as well as number on companies visiting the campus in attractive salary packages. The department hosts companies on campus and ensures that every aspirant is assured of a bright career of his/ her choice.

A spacious Training Placement Cell, equipped with the state-of-Art facilities Seminar Hall of 200 seating capacity for PPTs, 40 seating capacity Air conditioned Lounge, Board Rooms, Smart class Room, Internet Lab, Air conditioned Committee Room for group discussion and Examination Halls have been made available by the University for conducting the Campus Interviews for final year students and training programmes for the pre-final year students towards preparing them for campus recruitment programmes. University have Computer Lab for online test accumulate 130 students in single shift. The Training & Placement Cell has been fostering a very productive and mutually beneficial relationship with the industries toward generating the placement opportunities for our students. Our students have the capacity to think beyond the boundaries of contemporary text books as they are nurtured in a quality research environment. For these reasons several corporate have placed us among the top echelon of Institutes for the purpose of campus recruitment programmes.

The Placement Cell performs the following functions:

Nurtures industry institute interaction, by organizing and coordinating frequent industrial visits, inplant training and projects of industrial relevance for the students, with the sole aim of zeroing down the hiatus between the industry and the academia.

Organizes & coordinates campus placement programme, with a view to assist to every aspirant in fetching good placement.

Helps every students define his/her career interest through individual expert counseling.

Makes available updated database and job profile of the companies and thus helps each student analyse and choose company of his interest. The department has in its active file a database of nearly 6000 companies.

Receives and forwards the feedback pertinent curriculum improvement from the visiting companies to the faculty, to ensure that the curriculum follows the latest industrial trends.

Provides facilities for the visiting companies to conduct pre-placement talks, written tests, on line Test, group discussions and interviews

Introduction of the Department

The Department of Architecture was started in 1991. It offers a Five Year Bachelor Degree course in Architecture recognized and approved by Council of Architecture, AICTE & Government of Haryana. The teaching faculty is drawn from institutions like IITs, NITs and reputed Schools of Architecture across the country. A new Post Graduate Programme in Architecture is being offered since the academic session 2009-2010. Architecture is an area of reference which embodies a number of facets- Technology, Arts, Humanities and Crafts. The Department s vision is to create competent professionals to cater to the aspirations of local, regional and global needs and to explore newer possibilities in Architecture using latest techniques, besides promoting research and development in the field of Architecture and allied fields. The Department has a well equipped Cab Lab/Building Material Museum, Model Making Workshop and five spacious lecture halls cum studios with provision of appropriate furniture with ample space for presentations. The Department organizes regular film shows, guest lectures, product presentations and slide shows for better academic-industry interaction besides conducting various cultural activities to develop the student into well rounded professionals. The Department has a 100% placement record with the alumni placed in Government and private sector, while a number of graduates are pursuing post- graduate courses in institutions like IITs, SPA- New Delhi and CEPT- Ahmadabad besides institutions abroad.

Department of Civil Engineering was established in year 2009 with an initial strength of 60 students in first year. The Department offers a Bachelor Degree course in Electrical Engineering & two Master of Technology Degree courses in Electrical Engineering with specialization in Instrumentation and Control Engineering and in Power Systems . The Department faculty guides full time & part-time Ph.D. students in emerging areas of technology.

* DCRUST, Murthal is in MOU with NPTI, Faridabad, accordingly 18 students [out of total admitted students in M.Tech. Electrical Engg. (Power System)] shall be sent for their 4-weeks training after 2nd

semester and for one semester duration for dissertation work in 4th semester at any of NPTI Centre (s). If number of students interested to go to NPTI are more than eighteen, students for NPTI shall be selected out of interested students on the basis of 1st semester marks. As very rightly said that the biggest constant of the life is the change where as field of Electronics and communication is also viewing new innovations everyday. Communications has changed the size of globe. The ability to communicate with people on move has evolved remarkably since radio s ability to provide continuous contact with ships sailing the English Channel. The new wireless communication methods and services have been enthusiastically adopted by people throughout the world, particularly during the past decade; the mobile radio communication industry has grown by orders of magnitude. Digital switching techniques have facilitated the large scale deployment of affordable easy to use radio network.

Digital signal processing is an area of science and engineering that has developed rapidly over the past three decades. The rapid developments in VLSI (very large scale integration) has spurred the development of powerful, smaller, faster, and cheaper digital computers and special purpose digital hardware. These fast digital circuits have made it possible to construct highly sophisticated digital systems capable of performing complex digital signal processing functions and task which are usually too difficult and too expensive to be performed by analog signal processing. Digital signal processing is the proper solution for all signal processing problems. With the mere lift of an eyebrow, we run into a gamut of appliances used in one form or another. The Electronics components are used as fundamental structural part of communication network in their functional division. These facts prove the essence of the engineering branch-Electronics & Communication. The department offers Bachelor & Master of Technology Degree Course in Electronics & Communication Engineering that caters to specific areas such as Optical Communication, Satellite Communication, Data Communication, VLSI and Digital Signal Processing etc. The faculty is actively engaged in research in the areas of VLSI, Image Processing, Digital Design, Embedded Design, Optical Communication and Digital Signal Processing, etc. The Department has well-equipped and spacious laboratories with all modern facilities for experimentation at U.G. and P.G. levels. It is the oldest department in the University. It offers B Tech course in Mechanical Engg. & Master of Technology Degree course in Mechanical Engineering with specialization in Computer Aided Design that aims at the coverage of almost all the aspects / principles that control the design, modeling, simulation and optimization of thermal, hydraulic, pneumatic, mechanical and advanced manufacturing & production systems. The students are encouraged to carry out industrial projects of one year duration on their live problems. The department has well-equipped and spacious laboratories with all modern facilities for experimentation at U.G., P.G. and Ph. D. levels.

Since the university is in the NCR and nearby area comes under various SEZs, to cater the need of nearby industries and to promote quality higher education, the university is at the forefront of churning undergraduate and postgraduate Computer Science Engineers. Introduction of the Department

The Center of Excellence for Energy and Environmental Studies (CEEES) at this University was established in the year 2009. It is currently running an M.Tech. programme in Energy Studies and Environmental Management (ESEM). PhD studies will begin along with these programmes in diverse areas of energy and environmental studies

such as Renewable Energy, Alternative Fuels, Solar Energy, Policy and Planning, Fuel Technology, Environmental Remediation etc. The Center already has research projects in Hydrogen technology, running with funding from the Department of Atomic Energy, and AICTE, New Delhi. It has a R 100.0 lakh project in hand.

The CEEES center also provides elective courses for B.Tech. programmes in areas of Non-conventional Energy Sources, Energy Ecology and Environment, Direction Energy Conversion Methods and Environment Impact Assessment. In addition to the curriculum projects, the Center is also involved in a project to set up an Energy Park in the University campus, and in a project proposal to invite installation of a 500KWp solar photovoltaic power generation system for use by the University primarily.

Introduction of the Department

Biotechnology is a multidisciplinary field which has created unprecedented opportunities and has rapidly emerged as an area of activity having a potential impact on virtually all domains of human welfare. It has produced new products and processes in a number of economic sectors including agriculture, food processing, chemical and pharmaceutical industries, pesticides, detergents, feed stocks, and for waste treatment. Considering the growth and spread of Biotechnology at International level, the Department of Biotechnology was established at this University in the year 2004 with an intake of 30 students in the B.Tech programme which has been increased to 60 from the session 2010-11. To give an impetus to research in the emerging areas of Biotechnology, Ph.D. programme was initiated in 2009-10 and subsequently M.Tech. (Biotechnology) programme was introduced in 2010-11. M.Tech. and Ph.D. programmes are aimed at encouraging the pursuit of excellence in advanced teaching and research and to generate trained manpower with great scientific orientation and excellent technical skills in the field of biotechnology.

The major objective of the department is to impart quality education by laying emphasis on an integrated approach towards education, research and on academia-industrial collaboration. Within a short span of its inception, the department has developed well-equipped laboratories with all the latest instruments, capable of experimentation not only at UG and PG level, but also for supporting doctoral research. The faculty of the department is highly qualified, committed and experienced, actively engaged in high quality research in all the major thrust areas of biotechnology. The department has developed state of the art laboratories to accomplish research in microbial biotechnology, molecular biotechnology, genetic diversity & QTL mapping, bioprocess engineering & downstream processing, biosensors and enzyme biotechnology, immunodiagnostics, plant tissue culture and plant genetic engineering.

To keep pace with the recent advances in biotechnology, the department of Biotechnology intends to introduce another PG programme, viz. M.Sc. (Biotechnology and Bioinformatics) from the session 2011-12. Bioinformatics is an applied discipline that is at the forefront of some of the major upcoming areas of biotechnology, viz., genomics, proteomics, and structural & computational biology, thus generating the need for skilled human resource in this field for effective implementation of the high throughput programmes in biotechnology. A combined programme in biotechnology and bioinformatics would help in producing biotechnology professionals trained to tackle the emerging scientific challenges in the biological sciences by forging a strong alliance between biological and computer sciences.

Introduction of the Department

Department of Chemical Engineering, started in the year 1990 with an intake of 15 students for the B. Tech. course in Chemical Engineering in order to cater to the needs of phenomenally growing Chemical industries, the intake was increase subsequently to 60 in the year 2009-10. The nomenclature was also changed to B. Tech. (Chemical Engineering) in the same year. This department is maintaining a continued tradition of good quality education, research and academia-industry interaction since its inception. The department has also started M. Tech. and Ph.D. programme with effect from 2009-10.

Students passing out form this department find employment in public and private sector oil companies, project management and consultation firms, industrial research and development organizations, manufacturing firms of consumer goods such as fertilizers, paint,polymers,organic chemicals ,paper, pharmaceutical (drugs), soap, detergents and fast foods. May employment and research opportunities are available in other related fields such as Biotechnology, Materials Science and in Environmental Pollution Control. Several students from our department have also pursue higher studies abroad, and few of them also return to India to pursue research and teaching at institutes of national importance.

Introduction of the Department

The Department of Chemistry has been a constituent part of Applied Science department of this University

(erstwhile C.R.S.C.E., Murthal) from 1987 to 2008. In January 2009 the department has got separate

existence in this university. The theme enshrined in the creation of this Science & Technology University

envisages the growth of knowledge in the field of Science & Technology. It is, therefore, the high time to

contribute in the advent of knowledge in the area of Chemistry and allied fields. Presently department has

chemistry labs to cater the needs of undergraduate students, at the same time we are in a process of

establishing labs for postgraduate and research students. Some other departments of the university also

The Department of Physics from the day of its inception has been inculcating the education in Physics to

various engineering courses. The faculty is working hard to develop it into a department of repute and a

centre of excellence. The vision of the department is not only to transfer knowledge but also to produce

successful technocrats, eminent scientists & researchers.

We have also started postgraduate and Ph.D courses two years back which are running successfully. Our

students are exposed and motivated to the recent research and development by arranging lecturers by

resource persons from various reputed Universities, Institutions and R/D rganizations. Educational tours

are rganizat by the department to various industrial rganizations, R/D institutions etc.

Department has well equipped Research, M.Sc. and B.Tech. Laboratory. The up-gradation of the

department laboratory is being done from time to time as per the recent advances and development in the

concerned area. The department also has hydrogen energy research laboratory which is being developed

as per the latest development in this field. The entire faculty members are actively engaged in research

.The fields covered are Solid State Physics, Nuclear Physics, Material science, Electronics, Condensed

Matter Physics, and Nanoscience & Technology. The research projects sanctioned by various research

agencies like UGC, DAE, DRDO, AICTE, DST and CSIR are being run in the department. Presently twenty five

research scholars are working in various projects of the department for the perusal to Ph.D. degree.

Career Oriented Programmes

Under the UGC COP (Career Oriented Programmes) Scheme, two certificate courses are being introduced

from the Odd Semester, 2011. One is on Remote Sensing and Geographical Information System (RS-GIS),

and the other is on Energy Conservation and Tapping of Renewable Sources of Energy (EC-TRSE). These

programmes are designed to run parallel to the normal course of engineering Studies, with classes being

held in the evenings. These programmes were initiated by the CEEES Centre.

These Courses are overseen by a Career Oriented Council of this University. More Certificate/diploma

Courses may be added in the future.

The objective of the COPs is to enchance the breadth of knowledge and skills of engineering students as well

as other/outside candidates. Current University Students, Diploma holders in engineering Branches, or

graduates, among others, are eligible for these programmes.

1. The seat(s) reserved for Resident of Murthal (ROM), is/are considered as part of Haryana Open

If, the reserved seat(s) of backward class A remains vacant, these shall be filled up form backward class B . Inter conversion of sub categories shall be made before second counseling.

The vacant seats of reserved categories of Haryana shall be converted and offered to General Category candidates along with other net resultant vacancies in the 3rd counseling.

Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically handicapped. Disability certificate must be issued from Chief Medical Officer of the concerned District. However, the certificate shall be subject of verification by a Medical Board constituted by the University for the purpose. The decision of the Board shall be final.

In the event of quota reserved for Physically-handicapped remain unutilized after first phase of counseling due to non-availability for suitable category of handicapped candidates, it may be

M. Tech. Programme

Bachelor s degree in relevant branch of Engg. / Technology from any Indian University included in the approved list of Association of Indian Universities (AIU) or any foreign University recognized by this University for purpose of admission to this course scoring at least 55%(50% for SC/ST) marks in aggregate.

Seats will first be filled by GATE-qualified candidates & remaining vacant seats shall be offered to other non-GATE candidates.

For GATE-qualified candidates, a merit list of the eligible candidates will be drawn on the basis of valid GATE Score.

All non-GATE candidates will have to appear in an entrance test in the relevant discipline to be held at the University. The admission will be made on the basis of merit list of the entrance test.

The students who have appeared / appearing in qualifying degree exam are also eligible to appear in the test for seeking admission in M. Tech. B. Other relevant information

A candidate, who furnishes particulars which are found to be false, or suppresses material information, will not be considered for admission and if he/she is admitted on basis of such information, notwithstanding the legal action under the law of the land, his/her admission shall be cancelled and all fees/dues deposited by him/her shall be forfeited.

CODE OF CONDUCT

While the following regulations or the points of code of conduct are not an exhaustive set of regulations, a student may be expelled from the college or disciplinary action as deemed fit may be taken, based on assessment of competent authorities about the behaviour/action not befitting the stature of a student of a professional institution. 1. The students are not allowed to have any kind of motorized vehicle(s) such as motor cycle, scooter or

car in the hostel premises. Only cycles are allowed. 2. Parking of students motorized vehicle shall be outside Gate No. 1. 3. The students are warned against any kind of ragging and all sorts of violence (physical assault or

otherwise) on or off campus. Even minor forms of ragging shall attract penalties such as withdrawal of any scholarships, book grant, cut in marks of general proficiency / fitness for the profession non issuance of character certificate, disallowing use of University facilities, etc.

4. Consuming alcoholic drinks, tobacco products, (cigarettes, etc.) and drugs or any kind of intoxicants within the University / Hostel premises or entering the campus in inebriated is strictly prohibited.

5. The attempt of any student to present any work of someone else as his own work will amount to plagiarism and shall render the offender to immediate expulsion.

6. The attempt of any student to appear in any examination or test or interview, posing as another student shall amount to impersonation and make the offender liable to expulsion.

7. Any student found indulging in ragging in the hostel or in the University will be immediately expelled from the hostel and the University, as also other disciplinary action shall be initiated against him. It may be noted that Hon ble Supreme Court of India has set out strict guidelines against ragging and as per its orders, ragging is a cognizable offence.

8. The students should approach their teachers and other staff members of the University with respect and courtesy.

9. The students should treat fellow students (seniors or juniors) with dignity and respect. 10. The student should put in intellectual effort in choice of words such that the language of conversation

with any one is not filthy, provocative, abusive, or unbecoming of an engineering / MBA student. 11. Students are advised not to form any association, union or club or organize any activity / gathering

without prior written permission of the competent authority. They are advised not to indulge in any prejudicial or subversive activity, promote any political activity, organize any type of agitation or get involved in any activity detrimental to academic pursuits and prestige of the University. They are also advised not to criticize or make derogatory remarks / comments against the University administration, teachers, other staff members or students.

12. The students are advised not to misuse or damage any University campus / hostel property, equipment, tools, instruments, library books, furniture, fixtures, fittings, etc. The cost of damages shall be charged from students individually or collectively. Writing on the walls or black / green / white boards anything uncalled for and defacing these places is punishable.

13. The students are advised to apprise themselves of the relevant Ordinances for M.Tech. / MBA/M.Sc./M.Arch for detailed rules regarding academic matters such as conduct of classes, attendance requirements (to appear in exams., and for sessional weightage, etc.), and for examinations, etc.

14. The students are warned against possession and / or use of obscene site(s) on computer, books, magazines, periodicals, newspapers, VCDs, audio visual tapes, etc.

15. Students are also advised to refer to detailed rules of Library, Hostels, etc. for proper use of facilities. 16. The students are advised not to indulge in any kind of indiscipline or misconduct during their stay in

the university campus.

ANTI RAGGING GUIDELINES

As per the judgment of the Hon ble Supreme Court ragging shall be construed as an act of sadistic pleasure or showing off power, authority or superiority by senior students over their juniors or freshers .

Ragging in any form - teasing physically, psychologically or by spoken or written words- is absolutely prohibited in the University campus and hostels. If any incident of ragging comes to the notice of the authority, the concern students shall be given liberty to explain to the Proctorial and if his/her explanation is not found satisfactory, the authority would rusticate him/her from the university. However, in compliance with the recent instruction by the Hon ble Supreme Court, once a student was found prima facie involved in ragging he/she would be immediately suspended from the university and hostel and the matter will mandatorily be reported to the police and criminal law set into motion.

Important instructions in regard to DON TS

What amounts to ragging? Any action by a senior individually or in group that may cause a fresher/ junior any sort of physical, mental or psychological discomfort. A student must desist from following actions:

Forced activity

1. Physical abuse

forcing to eat, drink, smoke, dress or undress. 2. Verbal abuse- asking to swear words and phrases, to make direct or indirect derogatory references

to someone s appearance, attire, religion, cast, family, etc. 3. Pressuring junior/ fresher for singing, dancing, reading or browsing pornographic/ objectionable

materials or asking to interact with strangers particularly of opposite sex or performing in any other way such as forcing to use foul language or shouting or cheering in any event.

4. Asking juniors for copying notes or assignments, cleaning rooms or cloths etc. 5. Visiting fresher s room or inviting fresher to visit one s room for interaction without the knowledge

of hostel official. 6. Involving fresher to singing, dancing, mimickering or performing in any way under the guise of

talent search or interaction.

Activity related to Lifestyle

1. Compelling fresher to interact in a particular fashion e.g. asking to address a senior sir or Ma am. 2. Imposing certain kinds of dress on fresher or not permitting some specific or accessories such as

jeans, belts etc. 3. Enforcing rules regarding hairstyle, shaving or oiling hair. 4. Restricting fresher access to certain parts of the hostel e.g. common room etc.

Playing of mind games which invariably include a particular form of interaction in which a senior or a group of seniors manipulates the conversation so as to humiliate the fresher or make him/her feel stupid or insecure or threatened is strictly prohibited.

However friendly interaction by seniors with freshers which facilitates academic ambience inside hostel and in academic premises is highly appreciated.

Measures Adopted to Curb Ragging

University has an elaborate mechanism to tackle the problem of ragging and remain successful in making the campus ragging free. The mechanism and measures adopted are briefly given below:

1. Escort teams to accompany students

All fresher are escorted from hostel to teaching blocks and back to the hostel under the supervision of escort teams consisting mostly of technical staff three times every working day

at the start of the first class, lunch, and at the end of the last class.

There is special escort team consisting of lady staff under the supervision of hostel matron to escort girl students from girls hostel to teaching blocks and back.

The mechanism remains operational continually.

2. Proctorial team

A proctorial team consisting of faculty from different departments remains vigilant in various teaching blocks with two fold objectives

to prevent any kind of ragging and interact with the senior students to help curb ragging and report the matter to the Proctor.

Surprise inspection team 7 teams comprising of senior faculty members are in place to make surprise check in hostels on each day of the week.

3. Raiding teams in hostels

To ward off ragging in hostels anti ragging group each consisting of two faculty members remains always present in hostel premises on roaster basis during 5 pm till 12 night. This mechanism remains operational continually for two months. Its continuation is again reviewed and decision taken accordingly.

In addition to this hostel personnel remain round the clock vigilant, and particularly after 12:00 in the night, in the supervision of the hostel warden.

4. Orientation and Counseling

At the outset we arrange an orientation programme for newly admitted students along with their parents to apprise them about the university, teaching departments and the anti ragging mechanism in place.

All the newly admitted students are divided into groups and each group is attached with a faculty counsellor who acts as local guardian and career guide throughout their stay in the university.

The chief warden along with proctor and wardens arrange meeting with senior students in respective hostels and apprise them of the Supreme Court s views & decision in regard to ragging and of the seriousness we attach to this menace.

A team especially formed under the supervision of Dean Students Welfare carries out anti-ragging campaign inside university campus through banners. Posters in the campus and by organizing awareness programmes in academic premises.

A special team consisting of Chief Warden, Medical Officer and Lady Medical Officer of the University and the specialist (s) engaged for the purpose.

Further an Advisory Committee on Ragging is in place. It consists of senior faculty members of the University, representative of stakeholders and district administration (Civil & Police).

Eligibility criteria for RESIDENT OF MURTHAL (ROM)

2.2 The candidate who fulfills any one or more conditions of the following criteria be considered for Bonafide resident of the Village Murthal for giving such benefit:-

(a) The candidates, who have passed the examination qualifying there for selection in any Institution

from a school/college in the purview of the village Panchayat of that Village.

(b) Children/wards (if parents not living) dependents of persons who after retirement have

permanently settled in that village and are residing for more than three years from the date of

issue of such certificate.

(c) Children/wards (if parents not living) dependents of pensioner of Haryana Government irrespective

of the fact that the original home of the retiree is in that village and after retirement he has settled

in that village or outside.

(d) Children/ward (if parents are not living) dependents of persons, who have permanent home in that

village and include persons who have been residing in that village for a period of not less than 15

years or who have permanent home in that village but on account of their occupation they are

living outside that village.

(e) The wives of such persons who are bonafide residents of that village irrespective of the fact that

they had belonged to any place before marriage.

(f) Persons who were born in that village and produce a certificate to that effect; provided that the

parents/guardians (if parents are not living) of persons belonging to any one of the above

mentioned categories are Citizen of India.

(g) Children/wards (if parents are not living) dependents of persons, who have immovable property in that village but may be living in that village or other place than that village.
