The concept of a constitution dates back to the cities of ancient Greece. Aristotle(384-322 BC) described a constitution, ‘As creating the frame upon whichgovernance and laws of a society are built’.

Over time the meaning has remained the same but enhancement andamendments have been made in order to comply with an ever-changing world.

In our case, what would have been fit for purpose in Rhodesia has not evolvedwith time, which it is why it was essential to look at the Constitution of theAssociation in depth and table amendments that meet the modern era and thechanged ethos of the Regimental Association and its membership - worldwide.In 2009 8646 Andrew Field was charged with the task, and through many hoursof toil, and frequent email communication with all Branches has drafted anamended Constitution that is fit for purpose.

Andrew Field is to be congratulated by all throughout the Association for hiscommitment and effort in bringing this about.

I am penning this on a momentous day for Britain and Europe. Britannia is sailinginto very uncertain waters, and while she claims to rule the waves (although LaBelle France appears to be more expert at waiving the rules) Albion could founderon some very dangerous shoals. However I am sure we all wish Britain all the verybest for the future and we must do all we can to ensure that her success contin-ues.

It is in effect a Unilateral Declaration of Independence (UDI) from theEuropean Union. I believe we have some expertise in UDI - should we offer ourservices to the Whitehall Mandarins?

The Braai is again to be held at Stoneleigh Park on 30 July (and what a superbvenue it is). The notice and application are on pages 38 and 39.

I doubt that the uncertainty of the EU question will affect the Irish Gathering atits new venue on 3 September (see page 34) and those who attend from themainland will have unfettered access to the delights of Dublin hospitality.

The new Hon. Secretary and new Almoner are introducedon pages 42 and 43.

Thanks to some generous sponsorship (details of which willbe revealed in due course) the cost of the Regimental Dinneron 30 September has been further reduced to £10 formembers. This is a saving of £20 - annual membership feesfor the Association are £15 (think about it). See the notice about the dinner onpages 40 and 41.

Finally, may I remind all members that this Association is their RegimentalAssociation. The committee provides a very valuable service to you in forming aconduit for information, and facilitates events for you to meet old friends. Theopportunity to meet new friends and comrades is the best part of attending events.Did you know the young chap at the bar was at the same station as you, butfifteen years later. What changes there must have been - mains electricity? Never!

The following quotation has no hint of truth insofar as your committee isconcerned. Committee: a group of people who keep minutes and waste hours.

Here we are in the middle of the year already and members are advised to lookat the Editor’s list of events to ascertain what is available for their participation.It worries me sometimes that while many members give their full support to theevents laid on by the Association, there is a minority who appear to think that theAssociation should spoon feed them. Associations are only as good as the effortthat each member puts in and although, because of financial or health constraints,their ability to take part is constrained, there is a Regional Branch somewherenear you offering events which you can attend. So make a belated new year’sresolution to attend at least one function this year. The Editor has been busy withDiary Dates and the regional representatives listed on the back page are waitingto assist you with further information.

For newbies who have recently joined I direct your attention to theMemorabilia pages to purchase a tie or badge or perhaps a fleece or polo shirtbefore attending functions, and in order to look your best.

I also direct the attention of all members to new items of stock, on theMemorabilia page, launched at theAGM, the jute shopping bags, beingvery well received. The bagsmeasure 15½” X 12½” X 7” or39.4 cm X 31.8 cm X 17.8 cm whilethe rope handle (covered with bluejute) extends in a loop for 8½”(21.6 cm) above the top of the bag.The bags sell for £5. Our thanks to204556 Caroline Witts forpurchasing the bags and donatingthem to the shop for onward sale.

We also have pens inscribedwith the BSAP lion as illustratedbelow which will make useful little gifts for a member, or from a member. Theseretail from the BSAP On-line shop at £3.50.

Overseas Visitors’ Liaison

5625 Biff Way has accepted the appointment of the UK Branch overseas visitorliaison representative, and in this role he will make contact with the friends ofoverseas visitors and try to arrange a get-together. He will encourage all visitorsto attend the first Tuesday meetings at the Victory Services Club.

Any former member of the BSAP visiting the UK is asked to contact Biff, byemail at <[email protected]> with dates and itinerary of their visit, andthe names of friends they want informed.

Deep and involved discussions world-wide on the Constitution ofthe Association (not to be confused with our branch), a new venue for the annualbraai, a recruitment drive, and significant changes to office holders andcommittee.

In reverse order – last year Jim Harris joined the committee and took overthe role of Treasurer from Cindy Kennedy. Jim spent the year streamlining ouraccounts system, which when you take into consideration the on-line shop (creditcard payments, PayPal, cheque, cash, bank transfer) plus subscriptions to thebranch and to the Trust, that’s quite a task. I thank Jim for his sterling work –long may it continue.

After many years of commitment and dedication to those in need PeterBiddulph is standing down as Almoner – although remaining on the committeeuntil he has done his three! The role of Almoner has been filled by Tony Granger,who is also a Trustee. Thank you Tony and a huge thank you to Peter for all hehas done for so many members and families.

A major change this year, is the wish of Barry Henson to stand down as Hon.Secretary. His sterling work has been outstanding, his knowledge and advice verywelcome and we reluctantly, but with understanding, hand him back to Jeanie.I know that his knowledge and friendship plus advice will always be there. Onbehalf of all of us - members, associate members and committee - I offer a very,very well meant and profound vote of thanks.

You might ask who has been brave enough to step into Barry’s shoes? Goodfortune shone from above - well Scotland actually - 7784 Steve Acornley hasvolunteered and accepted the role of Hon. Secretary and the handover is all butcomplete – thank you Steve. I would ask for forbearance over the coming year asSteve takes over.

Bruce Braes joined the committee last year and has taken over the mantle ofSignals providing a conduit for communications via e-mail and social media. Thisis very much an ongoing growth area and a key to the future in many respects.

Jim Hazlett has completed his three and more and is not standing forre-election this year, although I know his help, and advice will always be availablewhen we need it.

It would be remiss of me to not mention in dispatches others on thecommittee who spend a huge amount of their time on Association duties: ParryJones who looks after events and edits, assisted by Kate Simmons, The UKOutpost - a Regimental journal that is recognised by many - including otherregiments - as one of the best published.

Bertie Q Cubitt who continues to ensure your pockets are emptied in returnfor memorabilia and fulfils the role of Deputy Secretary.

Finally a huge thank you is due to Alan Toms as Deputy Chair and Trustee forhis support, his detailed work on the history of the Force, his sterling work on therevision of the Constitution and everything else he does for the Branch.

This time last year we launched a recruitment campaign and so far we have29 new members – for those into statistics, that gives a net gain of ten.

As I have said in the past and will keep on saying, the strength of the Branchand therefore the Association, lies in regional gatherings. The first Tuesday hereat the VSC is important insofar as members and friends from overseas and UKknow that they can be assured of a warm welcome and friendship. To this end Imust thank Biff Way, for not only running the South East Region, but also beingthe contact for overseas visitors – thank you Biff. My thanks also go to GlennSeymour Hall (Anglia and East Midlands), Rod Wilson (North West), ColinAnderson, Doug Bing and Guy Halls (South West), Gordon Best (Scotland) andJohn Berry (Ireland). I urge you to attend regional gatherings. As you will see inthe Summer Outpost, Ireland has a new venue this year, and has always been agreat gathering.

Moving onto events you will recall that last year you filled in a questionnairere: the Dinner, the Braai and the AGM. The result from that questionnaire andfurther afield showed that the AGM should remain in May, and that Saturdaymidday was right. The Braai should be a Saturday lunchtime enabling those whowished only to have a day out, could attend. The Dinner was split 50/50 betweendinner and lunch. Therefore 2016 and 2017 will remain a formal Dinner. Yourcommittee will re-visit the issue during that time.

repeated this year. If you have not yet booked a room at the Lodge then makehaste as I believe that there are only three rooms left on our allocation. Howeverthere are Travelodges, Premier Inns, and Holiday Inn Expresses nearby.We have been lucky in obtaining a speaker for the Dinner this year who should bevery interesting.

In concluding this report I must offer my sincere thanks to Alan Toms, FredPunter and President Peter Phillips for their work on the revised constitution.Many hours have been spent on this and we have received the draft which hasbeen approved by the working party, read by the Committee and circulated viae-mail to yourselves. Later in the meeting Alan will recommend that the meetingadopts the revised Constitution in its draft form and I ask for your support andagreement.

At this meeting I also recognise the immense amount of work that AndrewField has put in to bring the branches together and reach an agreement on theConstitution, and with your permission I will write to Andy accordingly.

Ladies and gentlemen, I thank you for being here today, your continuedsupport of the Association and our Branch. I will endeavour to serve to the bestof my ability.’

At this time, the Chairman asked the Trust Patron, Lord Walker to presentPeter Biddulph with a certificate of Honorary Life Membership of the UK Branchof the BSAP Regimental Association.Finance: Financial reports (attached) were presented by Jim Harris. Reportsshowed an excess of income over expenditure of £6842.29. Acceptance of thereports were proposed by Peter Phillips, seconded by Bruce Braes and carried.Trust: Alan Toms reported, ‘It was a quiet year for the Trust with two grantstotalling £1,050 being made and advice and assistance given in a third case,although it has to be said 2016 is already shaping up to be busier’.

Donations to the Trust were received from - Ted and Roz Crawford whoasked for donations to the Trust in lieu of gifts to mark their wedding anniversary,Sid Hapgood-Strickland in memory of his wife Vera, and Jean Illingworth,the daughter of Col. H Jackson. The Trustees are very grateful to them and toall those who continue to contribute regularly to the Trust.

The accounts show the Trust’s finances remain strong. The Trustees invested£25,000 in a 'cautious growth' fund with Sanlam in an effort to improve thereturns from investments.

The Almoner, Peter Biddulph, is standing down, to be replaced by TonyGranger. Peter has carried out the tasks of the Almoner with enthusiasm andthe Trustees thank him for all the efforts he made on behalf of those memberswho needed assistance.

carried out their duties diligently. They devoted a great deal of their time to theaffairs of the Trust throughout the year.

6650 Peter Combes is running from London to Brighton on the weekend ofthe 28 May. Any monies raised by Peter will be for the Trust fund and memberswere encouraged to make donations via Peter Biddulph.’Almoner: Peter Biddulph reported – ‘Well, I would ask you all to make a notethat on the 21 May 2016, having been accorded the honour of life membership.Peter Biddulph was almost lost for words!

I welcome my successor, Tony Granger and offer him my help and supportwhenever he needs it.

Five years ago last March I spent a pleasant weekend at the home of Ted andTina Ayers-Hunt, taking over the duties as the Almoner. Five years later for mylast duty I was again in their company at the funeral of our dear friend and loyalsupporter of the association - Hugh Phillips.

In my 37 year police career in three forces my best two jobs in the policewere working in the Black South of Highfields and Harare, and the other headinga team of Kent police female officers, investigating all forms of abuse of womenand children. My best job out of the police has to be the position of Almoner.

What have I done? Well, nothing really, the work has been done by theassistant almoners whose numbers increased by over 300% to cover most of thecountry with many enquiries into the health and welfare of less fortunatemembers.

Next we set about making contact with all the 100 plus widows to assure theAssociation of their health and welfare. At the time there were 106 widows and allwere contacted. Ted and I composed a letter to each widow which was insertedin their Christmas card, reminding them that we are here for them wheneverneeded. Many letters of thanks were subsequently received.

Through our requests to the Trustees we were granted varying sums ofmoney to provide fuel for hospital visits, removal expenses, hotel accommodation(when loved ones were in hospital, so they could be nearby), assistance withfuneral expenses and hearing-aid grants. These were gratefully received bymembers and I know that their daily lives were made easier because of thesegrants.

Many funerals have been attended throughout these years including (aspreviously mentioned) Hugh Phillips and Tim Weimer - both well attended bymembers - showing their appreciation for such dedicated servants of theAssociation.

At this point I would like to remind you all of the generous and dedicatedefforts of Peter Combes. Peter is a member of the Natal Branch and is runningthe 100km London to Brighton Run on 28 May. Donations are coming in but Iknow that we can do better! Please support Peter’s efforts, the sponsorship ofwhich will increase our Trust Fund. Donations should be sent to the BSAP Trust.

Their advice and counsel when sought. They have both set a standard of loyaltyand their dedication way beyond most. Staff Officer (Welfare and Sport)extraordinary, Fred Punter, has been a regular confidante and has my gratefulthanks.

I congratulate our chairman for both his bravery (in agreeing to replace thelong serving chairman, Peter Phillips) and his commercial organisational skillswhich he used to our advantage.

My friend Biff Way for all his work in the South East and through his efforts,our region’s gatherings have become special occasions and very well supported.

My friend Alan Toms, as chairman of the Trustees accuses me of attemptingto twist their arms, to which I plead guilty. In mitigation I submit that I onlyresort to such behaviour with the sole aim of getting as much financial assistanceas possible for our members when I see there is a need. Looking back I amproud to say it worked! But I know that the Trustees carry out their duties anddecisions with the utmost professionalism

A recent letter of thanks reads, ‘Dear Peter, I would like to express my gratefulthanks to you and the BSAP Trust and all those involved in granting me such awonderful and generous gift, which will enable me to have some new hearingaids from Hearing Star. I have for many years been unable to enjoyconversations with family and friends and trying to hear at meetings, also nothaving to ask people to repeat what they have said to me.’ (The membercontinued, after the hearing aids were fitted) ‘I cannot get over what a differencethis has made to my life. The audiologist advised me that my hearing damage isquite acute, however my new hearing aids have made it possible for me to enjoylife better than I have for many years. Peter, thank you for all your kindness andhelp that I have been given by the Trust.’

It is one of my next objectives to become a Trustee in due course.Finally I thank Maggie for putting up with some of my moments and for her

Any Other BusinessMemorabilia: The Chairman advised that new items of memorabilia have beenprocured these being caps, pens and jute bags all with the BSAP badge.By-laws: The Chairman asked Alan Toms to speak on the proposed changes tothe UK Branch By-laws. Alan advised that changes had been circulated.It is proposed that the UK Branch By-laws be amended as follows.Firstly - delete the existing section 9 and replace with:9. Finance1. The Committee shall cause proper books of account to be kept with respect

to:a) the assets and liabilities of the Branch.b) the sums of money received and expended by the Branch.c) all sales and purchases of goods by the Branch.

2. The Branch Treasurer will be responsible for maintaining the books ofaccounts of the Branch and shall:

a) record full details of all monies received and paid out.b) maintain records of items of stock purchased and sold.c) hold all cheque books, bank books and other documents relating to

Branch accounts.d) the Treasurer’s residential address will be the address used for Branch

financial matters.3. All monies received by any committee member relating to Branch matters

should be paid promptly into the Branch bank account and the Treasureradvised, by e-mail or mail, of the full details of the payment.

4. Authorised signatories on the Branch cheque books and authorised users ofBranch Internet Banking are the Treasurer, Chairman, Deputy Chairman andSecretary.

a) Any two of the above signatories, normally the Treasurer and one other,must sign any cheques for payment.b) Payments made by Internet Banking from Branch Bank accounts willonly be made by the Branch Treasurer with the authority by e-mail or inwriting of one other authorised user, except in the Treasurer’s absencewhen one other authorised user, with a second authorised user’sagreement may make a payment. The Treasurer must be advised of anysuch payments made as soon as possible and provided with the relevantauthority from both users either by e-mail or in writing.

5. Requests for payment from Branch accounts should be first authorised by theChairman, or if the Chairman is not available, the Deputy Chairman, thenforwarded by e-mail or mail to the Treasurer for payment.

6. The Treasurer must ensure that all payments made are supported by therelevant request, invoice, (such invoice to be certified correct by the memberreceiving the goods or services invoiced), email or written authority and willkeep written copies on file of such documents. è

7. The committee shall, at the Annual General Meeting each year, lay beforemembers an income and expenditure account in respect of the previousfinancial year together with a balance sheet made up to the same date.

8. The Chairman of the Committee shall cause the books of account to beexamined each year when the annual accounts are prepared.

9. The Treasurer shall prepare and present an up-to-date statement of theBranch finances at each meeting of the Committee.

The purpose of this amendment is to bring Branch accounting practice up to dateto provide for the use of internet banking and electronic communication.Secondly - it is proposed the by-laws be amended in section 5 by the addition offurther clause 1(d) as follows:‘5(1)(d) The spouse of a fully paid up member who is not themself a subscribingmember in their own right shall be entitled on the death of the member tocontinue that membership as an associate member of the Branch subject to theprovisions of subsections 2 and 3 of this section but with the additional privilegesof being entitled to receive benevolence and to be exempt from the requirementto pay an annual membership subscription as provided in section 4(5) of theseby-laws.’The purpose of this amendment is to bring the by-laws in line with current Branchpractice.Proposed by Alan Lane, and seconded Peter Biddulph and carried by membersand adopted.Regimental Association Constitution: The Chairman asked Alan Toms tospeak on the proposed changes to the UK Branch By-laws. Alan advised thatchanges had been circulated.

Alan advised that there are two main differences from the existing Constitution.First, Central Branch is to be replaced by a College of Branches which will consistof delegates from each Branch. The President of the Association will be electedby the College. The responsibilities of the College can be found in clause 6 of theproposed constitution.The second is that full membership of the Association is to be opened to ‘Anyspouse or descendant of a person who qualifies, or did qualify, for membershipof the Association’.Alan stressed that that this new Constitution will hopefully allow the Associationto continue and evolve for a great many more years.

Thanks were given to the UK Branch review committee Alan Toms, FredPunter, Peter Phillips and Andrew Field of Central for all the work they put intothe preparation.

From the floor it was indicated that as each branch would be represented by adelegate, South Africa would have more delegates by virtue of the fact that theyhave more branches and concern was raised that South African branches coulddominate the election of the President of the Association. South-East Gathering

The South-East gatherings continue to flourish and the latest one took place onSaturday 9 April 2016 at the usual venue, The Pippin, in Maidstone, Kent.It is so popular that some members arrived before the doors were officiallyopened at 11:30 to comply with their licence [although Diary Dates in the previous UK

Outpost had advertised is as starting at 11:00 - Ed.] . They did not have to wait longbefore entry was gained to find the ever-efficient organisers 5625 Biff and Netta

Way getting ready for everyone tosign-in and to give out name badges.

The bar opened and everyoneordered their favourite tipple, met upwith colleagues and friends thencaught up with the latest news. Onenotable meeting was between 5314Keith Crute and 7363 BrianMcGarry (who had moved to theUK from South Africa the previousweek). After his BSAP service, Keithjoined the Kent Police and as a PC atBroadstairs took Brian (who was

then a Cadet in the Kent Force) to showhim around the beat. It was during thisperiod that Keith suggested to Brian thathe might like to see a little of the worldand go to Rhodesia. Brian obviously likedthe idea and then saw an advertisementfor the BSAP in the local paper. He applied,was accepted and attested into the Forcein 1965 where he served until 1971 beforegoing to South Africa. They had not seen

each other for 50years, and notsurprisingly, had alot of catching upto do. [I last sawBrian in 1968 in CIDSalisbury, before Iwas transferred toCID Que Que - Ed.]

and enjoying the company, andalso to welcome our RAA guests.

The Pippin laid on a very tastyfinger buffet of delights althoughthe usual chicken drum sticks weremissing (due to the latest EUHealth and Safety Regulations) sochicken wings were served instead.There was ample, even for thosewanting seconds and thirds.

The raffle or, as it turned out, a

tombola was held which wouldn’t behave been possible without the manyprizes generously given by thoseattending – thank you all. As usualAnne Johnson drew the short strawto sell the tickets and what a goodjob she did – thank you Anne. Thetombola raised £200 for Associationfunds.

It was late in the afternoon when

members and guests beganto say their farewells afteranother very successfulgathering. Once again a bigvote of thanks to Biff andNetta for their hard work inorganising the gathering andmaking it so popular. It is

hoped that more members, who livelocally, will support future gatherings.

1 March 2015 – once again a small attendance at this month’s get together.It is a pity that more members who live or work in and around London do notmake the effort to attend, after all it is only for a couple of hours once a monthand surely you can manage that. 5 April 2016 – this month we were able to welcome 7363 Brian McGarry whohad just arrived from South Africa the previous day. It was good to see him andcatch up with all his news. 7 June 2016 – luckily there was a better turnout at this month’s gatheringwhere we were pleased to welcome and entertain 5914 Michael Feeny fromAmerica and 6650 Peter Combes from KwaZulu Natal, South Africa. Whilst Peterwas in England visiting family and friends, he took part in the London 2 BrightonChallenge, a 100km run/jog/walk event which he successfully completed in justunder 21 hours. Peter had agreed to donate any sponsorship money to theTrust Fund of the UK Branch of the Association. During the evening, ourHonorary Life President, 6905 Peter Phillips thanked Peter for the tremendouseffort he had made to complete the run and for his very kind generosity indonating his sponsorship donations to the Trust. Wilbur Smith and a Rhinoceros

The plight of the Black Rhinoceros is, of course, due mostly to the value of its hornand the ferocious poaching this engenders. However, a contributory factor to thedeclining rhino population is the animals disorganized mating habits. It seems thatthe female rhino only becomes receptive to the male's attentions every threeyears or so, while the male only becomes interested in her at the same intervals.A condition known quite appropriately as must. The problem is synchronization, fortheir amorous inclinations do not always coincide.

In the early Sixties, I was invited, along with a host of journalists and otherluminaries, to be present at an attempt by the Rhodesian Game and TsetseDepartment to solve this problem of poor timing. The idea was to capture a malerhino and induce him to deliver a quantity of sperm that could be stored until thatday in the distant future when his mate's fancy turned lightly to thoughts of love.We departed from the Zambesi Valley in an impressive convoy of trucks , countingin our midst none other than the Director of the game department in person,together with his minions, a veterinary surgeon, an electrician and sundry othertechnicians, all deemed necessary to make the harvest.

The local game scouts had been sent out to scout the bush for the largest,most virile rhino they could find. They had done their job to perfection and led usto a beast at least the size of a small granite kopje with a horn on his noseconsiderably longer than my arm. The trick was to get this monster into a robustmobile pen, which had been constructed to accommodate him.

With the Director of the Game Department shouting frantic orders from thesafety of the largest truck, the pursuit was on. The tumult and the shouting wereapocalyptic. Clouds of dust flew in all directions, trees, and vegetation weredestroyed, game scouts scattered like chaff, but finally the rhino had about a litreof narcotics shot into his rump and his mood became dreamy and benign. Withforty black game guards heaving and shoving, and the Director still shoutingorders from the truck, the rhino was wedged into his cage, and stood there witha happy grin on his face.

At this stage, the Director deemed it safe to emerge from the cab of his truck andhe came amongst us resplendent in starched and immaculately ironed bush jacketwith a colourful silk scarf at this throat. With an imperial gesture, he ordered theportable electric generator to be brought forward and positioned behind thecaptured animal. This was a machine, which was capable of lighting up a smallcity, and it was equipped with two wheels that made it resemble a roman chariot.The Director climbed up on the generator to better address us. We gatheredaround attentively while he explained what was to happen next.

It seemed that the only way to get what we had come for was to introduce anelectrode into the rhino's rear end, and to deliver a mild electric shock, no morethan a few volts, which would be enough to pull his trigger for him.

The Director gave another order and the veterinary surgeon greased somethingthat looked like an acoustic torpedo and which was attached to the generator withsturdy insulated wires. He then went up behind the somnolent beast and thrust itup him to a full arms length, at which the rhino opened his eyes very wide indeed.

The veterinary and his two black assistants now moved into position with alarge bucket and assumed expectant expressions. We, the audience, crowdedcloser so as not to miss a single detail of the drama. The Director still mounted onthe generator trailer, nodded to the electrician who threw the switch and chaosreigned. In the subsequent departmental enquiry the blame was placed squarelyon the shoulders of the electrician. It seems that in the heat of the moment hiswits had deserted him and instead of connecting up his apparatus to deliver agentle five volts, he had crossed his wires and the rhino received a full 500 voltsup his rear end.

His reaction was spectacular. Four tons of rhinoceros shot six feet straight upin the air. The cage, made of great timber baulks, exploded into its separatepieces and the rhinoceros now very much awake, took off at a gallop.

We, the audience, were no less spritely. We took to the trees with alacrity.This was the only occasion on which I have ever been passed by two journalistshalf way up a Mopane tree.

From the top branches we beheld an amazing sight, for the chariot was stillconnected to the Rhinoceros per rectum, and the director of the game departmentwas still mounted upon it, very much like Ben Hur, the charioteer.

As they disappeared from view, the rhinoceros was snorting and blowing like asteam locomotive and the Director was clinging to the front rail of his chariot andhowling like the north wind, which only encouraged the beast to greater speed.

The story has a happy ending for the following day after the director hadreturned hurriedly to his office in Salisbury, another male Rhinoceros was capturedand caged and this time the electrician got his wiring right.

I can still see the Rhinoceros's expression of surprised gratification as theswitch was thrown. You could almost hear him think to himself, ‘Oh boy! I didn'tthink this was going to happen to me for at least another three years’.

Anglia and East Midlands GatheringOn 23 April, 75 members of the Rhodesian Security Forces attended a CombinedForces gathering in Bedford RAFA Club. No formal register was taken but sevenBSAP members and friends attended. 9439 Glenn Seymour Hall, 111152 GavenMumberson, (7327) Maggie Plant, 6609 Parry Jones and Kate Simmons, andtwo whose names were regrettably not noted. RhodAF had 18 members and thebalance were RAA, mainly RLI.

A total of £800 was raised towards the rent and security of the RhodesianCombined Forces museum although another £400 is needed for this year. Theintention is to raise enough money to pay the rent for 2017 in advance and pay forfuture expansion to the displays. The running of the museum has been done by theRLI and RhodAF Associations and the organisers would like to see the BSAPAssociation more involved.

If the organisers can obtain £200, it would go a long way to providig a betterdisplay of the many items of BSAP memorabilia. As numbers decrease, it is up tothose remaining to make a museum demonstrating the Rhodesian pride for theirmilitary history and dedicated to the memory of all Rhodesian Forces.

There will be another function in September when the RLI celebrate their 55thanniversary. The plan is for an all-day gathering with a braai lunch and a band in theevening with dancing. The final details will depend on the numbers who commit toattending.

The Rhodesian Services Museum is very well worth viewing and there are displayscovering all the services. If any members wish to see the museum, preferably over aweekend, contact Glenn Seymour Hall at <[email protected]> and he willarrange to open up and show them around. He looks forward to welcoming manyBSAP members with their family and friends to the museum.

The Rhodesian Combined Forces Museum

On the opposite page is a small composite of some of the exhibits on display atthe Rhodesian Combined Forces museum, which is situated in the RAFA Club inBedford. The quantity of material is amazing and it is a wonder that so much hasbeen made available.

There are notable displays of BSAP uniforms, equipment, insignia and othermaterial. There are displays of the uniforms (camouflage, undress and full-dress)of most units and a truly amazing collection of weapons from both the RhodesianForces, but also captured terrorist arms and equipment.

I cannot recommend this museum enough to all those with an interest in theRhodesian Security Forces and the Rhodesian Bush War.

There is also a display of Ian Douglas Smith, and includes items from his youthand service in the RAF.

The organisers of this museum are to be congratulated on a wonderful exhibition,and it has all been done of a shoe-string.

Irish Gathering 2016

We have come to the end of an era for our gatherings. For the past fourteenyears they have been held at Sandy Stokes' house and gardens and establisheda pattern of informality and camaraderie, which was appreciated by all. We allowe a tremendous debt of gratitude to Sandy for this and I know he carriedsome expenses on his own account, although he never spoke of it. The reasonfor the change is his ill-health and new domestic arrangements. We all wish hima speedy recovery and hope he gets back on his feet again soon. I must alsothank the ladies at our gatherings for all their hard work in providing thecatering over the years.

We had a good turnout again at Bovey Tracey on 7 May 2016, with anattendance of 43, and it was heartening to see new faces. Nearly half thatnumber again sent their apologies, including 8693 Dave Lemon who we werevery pleased to hear had not gone to meet his maker.Heather Milner supervised our usual raffle and the sale of tickets for the raffleof Bev Samler’s painting Majestic Elephant, to raise funds for the ZimbabwePensioners Support Fund, went well. Bev’s excellent painting was on display andthe second prize was two tickets for South Africa v Barbarians at Wembley onBonfire Night. I joined the BSAP in June 1967 (Squad 5/67) and after Depot/Driving School wasstationed at Bulawayo Central, Bulawayo CPU, Plumtree, Madhlambuzi, Nkai,Essexvale, Byo Rural GC, Beitbridge, CID Bulawayo,SB Bulawayo, SB Gwanda and SB Wankie. I left inAugust 1980 as a DInsp.

I spent three years in Klerksdorp on the goldmines having completed an underground shift bosscourse, then in 1983 joined former colleague, 7677Peter Dewe, in a home maintenance business onthe Natal North Coast.

In 1985 I joined the Bophuthatswana InternalIntelligence Service in Mafeking. 6282 Dick Knollys(ex-SB Bulawayo) was the Director General, and thetraining staff consisted mainly of former BSAPmembers - at one stage, there were four from myold squad in the service. About 19 former BSAPmembers were in the service at one time or another.

After the ANC came to power in South AfricaI was transferred to the National IntelligenceAgency and moved to Pretoria in 1995. I left theAgency in 2002 to take up commercial security contracts in Indonesia, Scotland andSingapore with former colleague 110619 Bruce Braes. I returned to Scotland at theend of 2008, where I joined the NHS Security Department at the state hospital for thecriminally insane.

At the beginning of 2013 I took up a contract with the Sugar Corporation ofUganda Ltd and returned to Scotland in January 2016. I now live in the ScottishBorders on a working farm, situated between Coldstream and Kelso. I work withSWAsset Protection Ltd, agents for SmartWater Technology, looking into rural crimeprevention initiatives.

I married Wendy, a Rhodesian girl, in 1981, and we have two beautiful daughtersand four grandchildren who are resident in Darwin and Melbourne, Australia.

I was on the Transvaal branch committee as the Memorabilia Officer prior to goingto Indonesia. I was Treasurer of the Scotland IPA Lothian and Borders branch prior togoing to Uganda and am now a member of the IPA Scotland Central branch.

I am very happy to have been appointed Hon. Secretary of the Association andwill endeavour to do as fine and comprehensive a job as has my predecessor, 5662Barry Henson. I am indebted to Barry for all the assistance he has given me in thehand-over and his offer of continued advice and assistance when needed.

I attested on 17 December in Squad 7/73, aged 22, following a recruitmentcampaign led by 5934 Fred Mason. 3844 Commissioner Sid Bristow presentedme with a copy of Blue and Old Gold, A History ofThe BSAP, as part of a campaign to attractuniversity graduates. In Depot I was in theequitation squad - RH Utah. My first posting was Inyanga, and the Memberi/c was 7234 John Collier. I was posted to set upthe Ruangwe police post and had responsibilityfor the Inyanga North areas. I worked with 7511Gerry Cleland of SB, who recommended me toCID, and I was posted to CID Highlands under6283 Nobby Clark and 6316 Bob Wishart. Thenon to Drug Section under 6007 Bob Schonkenbefore transferring to SB in Salisbury. In 1975/76 I was posted to Bindura under 4829Terry Oatt and 8639 Colin Gunston. Myresponsibility was the Chiweshe TTL, going Northto Umvukwes farm areas, Centenary and alsoShamva etc. I also did stints in Mt Darwin, Mukumbura and other such salubriousplaces. I left in 1978 to go back to Rhodes University to complete an LL.B but wascalled up for SB during that year and again in 1979 for short periods. I left withthe rank of DPO. I must mention my late wife Joy who worked at Bindura Police Station at thetime, annotating dead terr. pics, and also worked occasionally as a radiographerat the Selous Scouts fort. After completing my LL.B I was admitted to the Cape Bar in 1980 as anadvocate, and later became legal adviser to Old Mutual and Head of CorporateExecutive Services before moving to the UK in 1987. When living in Cape Town,I was treasurer of the Western Cape Branch of the BSAP, secretary of VillagerRugby Club and a reservist in the SAP.

In the UK I worked as an independent financial adviser and business mentorbefore retiring to set up a business in the security and protection industry. I amvisiting Professor in Business and Law at the London Guildhall MetropolitanUniversity, Fellow of the Royal Society of Arts and Commerce, and member ofthe Worshipful Company of International Bankers, through which I received thefreedom of the City of London. I write books on finance and play Golden Oldiesrugby. I am a member of the International Police Association (IPA), trusteeco-ordinator of the BSAP Trust and honorary auditor of the BSAP RegimentalAssociation (UK Branch). è

I am pleased to have been appointed Almoner of the Association, and it will be ahard act to follow, as Peter Biddulph did such a good job.

As we are an ageing organisation, more of our members may requireassistance in the future. We have a network of assistant almoners who can visitmembers locally, including hospital visits. If any member knows, or hears ofsomeone who has a medical condition or suffers from financial stress, please letme know.

Everything is totally confidential. A major problem is that Association membersare often too proud to let it be known that they require assistance of any kind,however we are sympathetic to all enquiries and the advice received could belife-changing. A recent example is a member who suffered financial stressthrough credit card and other debts that got out of hand. We dealt with the creditcard companies and negotiated a payment plan acceptable to all and reduced thedebt significantly. Result - happiness! Others have been placed in employment,received grants towards location expenses and medical care.

On the death of a member, the Almoner can supply the BSAP flag and BSAPcap to use on the coffin and provide bereavement assistance. We also look afterwidows and widowers of Members and ensure that they do not feel neglected -an important part of what we do as an Association.

Currently we are investigating a BSAP affinity group funeral costs scheme -a large percentage of Members at the AGM were in favour of this.

North-West Gathering

The 13 March Lunch was enjoyed by those who attended and we were particularlypleased to see Flash Firth and Jeanette, as Flash normally works on Sunday with achange in shift at 14:00. Which reminds me that in Bulawayo on Rogues andScroungers weekend I always had three days off but usually had to work theSaturday or Sunday whilst the rest motored off to Vic Falls. I never did get there.

Those attending were 4933 Rod Wilson (below), 6508 Graham andPat Rogers, 7050 John and Colleen Willoughby, 7084 Frank andMargaret Dearden, 7902 Brien and Anne Bonynge, 7917 Dave andAngela Farrington, 8307 Flash Firth and Jeanette McMeeken shownabove and to the right. 6609 Parry Jones and Kate Simmons, whoattended, are not shown.

Unfortunately, and sadly, three of our most valued and respectedmembers have decided they will no longer attend our meetings. Two ofthem have been with us since day one and the other since their returnfrom Zimbabwe. Toys have been thrown out of prams because Ipromised to advise a funeral date and failed to do so. Because therewas no contact with any family member I was unaware of the dateuntil the day or so before and then I forgot. I have apologised for thisoversight and I am very sorry it happened. A phone call from thoseinterested about the delayed funeral may have resolved the issue.

I have, once again, recently come out of Hospital and so was notable to attend the 12 June lunch and although I emailed a reminder toall on my list, only five members turned up. 6508 Graham Rogersstood in for me and reported that those attending had a good time andenjoyed the meal - the hotel was less than pleased at the low number.Those attending were 6508 Graham and Pat Rogers, 7084 Frank andMargaret Dearden and 7192 Steve Robins.

The North West originated the regional meetings some 20 years ago.We have never had large turnouts simply because the area has thelowest number of ex-members domiciled in a large(ish) area. Most ofus are in our eighties and as we cannot drink too much before a longdrive the conviviality is reduced (drink driving fears are being replaced by weakbladders). Recently a few members have found weekend work, mainly as nurses orcarers; for many of us, every little helps these days.

Our next meeting will be 11 September (see page 20) and then in January, on adate to be decided in September.

Employment Opportunities

Some of us who are living on a reduced income may welcome the opportunity toengage in part-time employment.

For some years I have been involved as presiding officer at national, localgovernment elections and referenda. The payment varies for the differentelection, with general elections combined with two or more local elections,generally paying more than a single vote local election.

I started by volunteering as a poll clerk and after a couple of elections feltconfident enough to apply for a presiding officer position. Training is provided forboth poll clerks and presiding officers.

The presiding officers are responsible for the polling station to which they areallocated. They attend a briefing a few days before the election, collect the ballotbox, papers and other equipment a day or two before the election. They have tobe at the polling station by 06.15 to 06.30 (which will be opened by the key-holder) and with the poll clerk(s) set up the station. The polling booths will havealready been delivered to the polling station, but need simple erection.

The polling station is opened at 07.00. Neither the presiding officer nor the pollclerks may leave the premises during the period of the poll so it is necessary totake food and (non-alcoholic) drinks – most places have a kettle and microwave.

The job is to ensure the election runs smoothly in the polling station, issueballot papers and maintain the register of electors who have voted.

At 22:00 the ballot is closed, and there is a certain amount of admin to bedone (most can be done before the poll closes) before the presiding officer takesthe ballot box with the votes cast, unused ballot papers and other documents andequipment to a central collection station. The polling booths are usually collectedby the council.

Payment is between £200 and £250 (before tax) for a polling day and training,which equates to about £12 to £16 per hour.

Sometimes there is the opportunity to take part in the ballot count, for whichadditional payment is made. If you are interested in this contact your local-government election manager at your local town or county hall.

Perhaps you have knowledge of other opportunities that might be available formembers to earn extra cash. Provide the information and it can be included inThe Outpost.

London 2 Brighton 100 km ChallengeIt was early morning on Saturday 28 May 2016 when 5248 Alan Lane and 7211Peter Biddulph joined the large crowd waiting for the start of the run fromRichmond, London to Brighton. Among them was 6650 Peter Combes together

with partner, Vicki and her daughterAmy (Peter’s support team).Peter was in the UK from KwaZuluNatal, South Africa specifically forthe event. He is an experienced andhardened long-distance runner,cyclist and triathlete who hascompeted in South Africa andEngland.

After the obligatory warm-up,Peter set off shortly before 08:00for Brighton Race Course where thechallenge was to end. The route

was described as being both on and off road whichobviously could prove to be a problem for therunners, especially during the hours of darkness.

Peter, who carried his own water, some food,spare clothing and basic medical supplies, madesteady progress throughout the day arriving at thevarious timing points along the route, to be met byVicki and Amy with supplementary requirements andspare shoes.

Peter finally arrived at Brighton Race Course at04:58 on the morning of Sunday 29 May, havingcompleted the challenge in 20hrs 59mins. A trulyremarkable achievement for a very fit and spritely74 years old.

A text received from Peter after finishing said,‘L2B done and dusted. Hardest 100 ks ever attempted.Held my own against many much younger than me.Off road littered with stiles, swamps, broken anduneven rock, shale and cattle churned up pastureland. Did not lose my sense of humour’.

Peter very generously agreed that any sponsorship money received would goto the Trust Fund of the UK Branch of the Association. To date the Trust Fundhas benefited by almost £2,000 a magnificent amount, with hopefully more tocome. [You can still donate to the BSAP Trust (see page 8). Please mark all

Throughout the author's life in Northern Rhodesia

(now Zambia) his father was a member of the

Northern Rhodesia Police and the author sets about

recording various incidents in the life of a youngster

growing up on the numerous towns and police

stations at which his father served. The family moved

to Southern Rhodesia in 1964. Finalizing his

secondary schooling at Chaplin School, Gwelo,

Rhodesia, in 1965, the author joined the British

South Africa Police (BSAP) in March 1966 and

elected to go into the district branch of the Force. The author traces his career from a

young patrol officer, through the various ranks and district police stations on which he

served, to his retirement in August 1981 as a superintendent, in what was then Zimbabwe.

He highlights the typical lifestyle associated with a district 'copper', including anecdotes

from the Bush War that was raging.

Apart from the lighter side of the book- hitting an elephant at Makuti at 1 a.m. in a Mini

Moke; realizing five minutes before presenting his men on parade to the Officer

Commanding, at an annual inspection, that he had left his trousers at home; attending

an internal disciplinary hearing as the accused for being drunk off duty where the

presiding officer commented that the author's main defence witness appeared more

drunk than the author and dismissed the case-there are some more serious chapters

involving terrorist incidents, some of which are captured on an original station Incident

log which the author has included in the book.

Hats and the BSAP

There has been much talk about the wearing of hats by members of the BSAPAssociation for parades and other formal occasions. This matter was raised inIssues 83 and 84 of The UK Outpost and members’ opinions were sought. Theresponse was limited, and as a result, inconclusive. The matter was consideredby the committee which agreed to drop further discussion on the matter anddecided that it was up to individual members to wear (or not wear) a hat as theythought appropriate for any occasion. However, the matter has not gone away.The survey showed the most popular style approximated to the stable hat (asissued to recruits undergoing their depot training). I wear a Tilley Airflo hat (witha medium brim) in natural colour. These are rather expensive, but are availableat competitive prices on-line. There are similar hats widely available atreasonable prices, and there is support for those with a turned-up brim. Somemay say, this is too similar to the headgear of the RAR Association, although, itcan be said the RAR originated from the BSAP, and the RAR hat may havederived from that worn by the BSAP at that time. Is there a military historian whocan comment?

The BSAP On-line shop is selling baseball caps but it is the considered opinionof the committee that these should not be worn at formal BSAP events. I wouldnot consider a braai a formal event.

Dear Editor, Despite being a hackneyed phrase, Hugh Phillips (Hubert) was, inevery respect, truly an Officer and a Gentleman. Blessed with a magical senseof humour, he always ensured the welfare of the Force was paramount. Hepossessed the novel ability to be able to mix socially with Senior Officers andjuniors in rank. He frequently played sporting games at the Depot swimmingpool, and sung (more or less in tune) in various choirs.Despite the lunchtime familiarity, and oft being on the receiving end of jokes,as a result of his unique spinning tenniquoit return (which, more often thannot, confused himself, as well as members of his own team, more than theopposition), his lighthearted companionship never compromised our respect forhis rank, and unparalleled ability as SSO(Q).Latterly, I had the good fortune to serve directly under, and learn from him,and can unreservedly say I have nothing but praise, both for his qualities as aperson, and as an officer.Sir, you were one of a kind. Dear Parry, Further to the obituary of 5040 John Walton in the previous UKOutpost, I must tell you about a time in 1950 -1951, when at weekendsI would walk to my girlfriend’s house on the Wirral Peninsular. On the way Iwould sometimes see a lad about my own age and we would pass the time ofday. We never became friends as I left UK shortly after to join the BSAP.

In 1954 I was in my third year and stationed at Mzilikazi. I was in theCharge Office when the Beer Squad came in from a raid up the Kumalo Road.The Member i/c came into the Charge Office and we stared at each other. Itwas the lad I sometimes spoke to when going to see my girlfriend and he was5040 John Walton. Neither of us had the slightest idea the other was in theForce.

John was a keen gymnast and practised in the Bulawayo Drill Hall with thelikes of 3825 Percy Cleaver and 4991 Rex Craker.

I left the Force in June 1955 and spent the next two years with the RMSon Rhodesia Railways based in Umtali, while John, ever the quiet man, left in1956 and joined the RAF in Rhodesia. He was flown home for basic traininghaving signed on for 25 years. I have seen John’s BSAP discharge certificateand his conduct was exemplary. John was Best Recruit in the RAF squad andwent on to qualify as a Vulcan bomber pilot, but after three years he wasgrounded because of migraine and could either leave the RAF or accept a non-flying commission. John chose to leave and took a job with the GuinnessBrewery in London before being posted posted to New York, and then to SanFrancisco as the US West Coast Representative. Whilst with Guinness he had atrial for the England Rugby Squad.

In 1994 my son had been in San Francisco when he decided to buy a ranchin Petaluma about 30 miles north of San Francisco and discovered hisneighbour was John Walton. I made my first trip to California that year andmet up once again with my old comrade.

I last saw John in 2001 in Petaluma just a few months before the internetbubble hiccuped and my son sold his ranch. Then I got telephone calls fromJohn who was a keen whale watcher and spent a lot of time watching thewhales going north past Bodega Bay and taking photographs.

John was a very quiet man who just got on with his life in a very efficientmanner and but for migraine could well have become a very senior RAF officer.He died, aged 81, in December 2015. R.I.P. John. 4933 Rod Wilson.[With his undoubted ability John would almost certainly have reached senior rank in the

BSAP. I wonder how many similar coincidences there are among members. When I joined

in 1962, and reported to Col. Walker on board the Capetown Castle, I saw among the

group of BSAP recruits, 6606 David (Taff) James. He and I had shared a desk in Tywyn

School some eight years previously and were in the same recruit squad - Ed.]

3639 Trooper Cyril Joseph McLaughlinNext time you are in London and the weather isn’t too unpleasant, take the opportunityto visit Brompton Cemetery. In Plot O, Grave No. 190930, you’ll find the grave of 3639Trooper Cyril Joseph McLaughlin. His grave is unique in Britain. Why? Because as far asI am aware, he is the only serving member of the Force, who died and is buried inEngland, his resting place marked with a headstone identifying him as a member of theBSAP. The maintenance of Trooper McLaughlin’s grave and memorial is theresponsibility of the Commonwealth War Graves Commission.Photograph courtesy of Peter Gorman 2015.

Trooper McLaughlin’s obituary (kindly supplied by7391 Alan Toms) was published in the July 1941issue of The Outpost.

‘Trooper Cyril Joseph McLaughlinWe announce with deep regret the death of No.

3639, Trooper Cyril Joseph McLaughlin, whichoccurred in England on 12 June 1941, after a longillness. Trooper McLaughlin was born at Limerick,Ireland in July 1917. He was educated in England andBelgium, and on leaving school was for a short timeapprenticed to the motor trade.

In June 1936 he left England on a visit to his uncle,Captain J M Parr, a Superintendent in the BSA Police.Trooper McLaughlin seems to have been immediatelyattracted to a career in the police, and shortly afterhis arrival in the Colony, made application to join. He was under the required age at thetime and was not accepted until 25 February 1937, when he was attested as a Trooperin the District Branch. During his recruits’ course he proved himself to be a goodhorseman and a fine shot - he further distinguished himself by qualifying as a linguist inthe native language before passing out.

On leaving Depot, Trooper McLaughlin was posted to the Salisbury District, where hespent most of his service in the Mtoko and Marandellas areas. In 1939 he wassuccessful in passing the Lower Diploma in Bantu Studies and the Civil Service NativeLanguage examination.

In 1940 he began to suffer from ill-health, and after an attack of pleurisy wastransferred to Salisbury. His condition did not improve, and in August, 1940, he wasadmitted to hospital for a serious operation. After a prolonged illness he was sent toEngland for special medical treatment. Unfortunately, his condition became critical andhe died on 12 June 1941.

Throughout his service in the Corps, Trooper McLaughlin showed himself to be akeen and efficient policeman - always ready and willing to accept responsibility.He earned the respect and confidence of his superior officers by his steady devotion toduty. His pleasant manner and unfailing cheerfulness endeared him to his comradesand his many friends. His untimely end will not only be a loss to those who knew andloved him, but to the Corps in which he served.’

I hope the matter is not one of any urgency and I would most definitely like toedit Issue 100 (Winter 2018) and probably continue after that. However, the timemust come when I can no longer perform this enjoyable and interesting task.

Proof reading is not an arduous task, as there only three issues a year. Out ofthe approximately 700 members of the UK Branch there must be someone with agood command of the English language who would like to help secure the futureof your magazine.

Do any of our members’ wives, partners, children or grandchildren have aninterest in editing, or are training to be on the editorial staff of a publisher. Jobexperience, even with a small magazine such as The UK Outpost, is ever valuable.

Intimate knowledge of the BSAP or the Association is not essential, asassistance can be provided where that expertise is required.

WP 99 Lynette Sheena Napier (nee McLean) died on 22 February 2016 inLeicester, England. Lynette served from 2 March 1964 to 2 March 1969 leavingwith the rank of Woman Patrol Officer.

9791 Peter Edwin Alexander Trigg (right) died on 29February 2016 in Rhodes, Greece. Peter served with both CardiffCity Police and South Wales Police before joining the BSAP on4 November 1976. He served in the Support Unit and also as aDrill Instructor in Morris Depot before leaving on 31 December1978 with the rank of Patrol Officer. Peter joined the RhodesiaLight Infantry where he served with distinction in 3 Commando.

8969 Kevin Russell Sudbury (left) died on 3 March 2016 inKimberley, Northern Cape, South Africa. Kevin served from 27March 1973 to 31 July 1980 when he transferred to the ZRPwhere he served until 31 January 1983 leaving that Force withthe rank of Inspector.

6442/7369 James Hugh (Tacky) Bannerman died, aged74, on 23 March 2016 in Harare, Zimbabwe. James was born inEngland and served for two years in the Royal Navy beforeattesting into the Force on 31 July 1961 where he served until

30 September 1964. He re-attested on 1 July 1965 and served until 6 December1971 leaving with the rank of Constable. James served mainly in ManicalandProvince and after leaving the Force, entered Government Service as a youngfarmers’ club advisor and later the Department of Conservation. He also tooktime out to earn a History degree at the University of Zimbabwe. James latersettled in the Vumba where he developed a small nursery business but wasforced to leave during the farm invasions in the late 1990s and he settled inManica, Mozambique. James spent the last twenty years of his life researchingthe history of the Shona-speaking people of Mozambique and also conductedcultural, historical and land-use surveys for a number of government and privateorganisations.

6751 Jonathan Gerard (Swazi) Woodburne died, aged 73,on 7 April 2016 in Gariep, Free State, South Africa. Jonathanserved from 27 September 1962 to 31 July 1980 when hetransferred to the ZRP where he served until 8 August 1982retiring from that Force with the rank of Inspector. After leavingthe Force he moved to South Africa where he became involved insecurity at several mines.

9332 Gerald (Yorkie) Griffiths died on 9 April 2016 in StGeorges Hospital, Port Elizabeth, South Africa. Gerald served from 1 October1974 to 31 July 1980 when he transferred to the ZRP where he served until 31October 1982 leaving that Force with the rank of Inspector(T). Gerald served atthe Police Reserve Office in Gwelo and will be remembered by all PoliceReservists from Midlands Province where he ran pre-deployment training.

4770 Hugh Clement Phillips PMM died, aged 85, on 15 April 2016 in theRoyal Gloucester Hospital, Gloucester, England. Hugh, who was an Honorary LifeVice President of the Regimental Association and a member of the UK Branch ofthe Association, was born in Bristol and did his National Service in the Armybefore attesting into the BSAP on 13 August 1951. Early in his career, Hughtransferred to the Staff Branch where he remained for the rest of his nearly 30year service. Hugh served mostly in Police General Headquarters in Salisbury and

was Member i/c, PGHQ Registry at one time. He quickly gained promotionthrough the ranks, and on being commissioned held the positions of Staff Officer

(Administration) and Staff Officer (Personnel). He laterbecame Senior Staff Officer (Quartermaster) where he wasresponsible for the Pioneer, Ordnance, Armament and PrinterSections of the Force. Hugh retired from the Force on 12 July1980 with the rank of Assistant Commissioner. Throughout hisservice and in retirement, Hugh had been an active andprominent member of the Regimental Association and it is forthis that, perhaps, he will be best remembered. He regularlycontributed articles to the force magazine The Outpost and,for 18 years, was the Secretary of the Central Branch of the

Association. In this capacity he wrote the first Central Branch Newsletter in 1963,writing no less than another 79 newsletters which in those days included notes onall the Regimental Association Branches throughout the world. It was during thistime that Hugh painstakingly researched the Force’s history from 1940 to 1980and wrote Volume Three of The History of the British South Africa Police, the firsttwo volumes which covered the years 1889 to 1939 having been written by PeterGibbs. This book, with the addition of numerous photographs, was later re-printed into the book we now know as Blue and Old Gold. Hugh was an activemember of The Penguin Club - membership being only granted to those whobraved the elements and swam at the Police Club pool throughout the year,mostly in the lunch hour after a strenuous run or game of quoits. He was keen onamateur dramatics and was associated with the Salisbury Dramatic Society; healso enjoyed singing and was a member of several male voice choirs including theCaledonian Male Voice Choir. After he left the Force, Hugh became GeneralManager of a major electrical wholesaler and spent many years with a firm ofattorneys before returning to England in 2002. Peter Phillips (who read theeulogy), Jim McEvoy, Takkie McIntosh, Ted Cutfield, Brian Pym, Terry Walmsley,Kerry Croasdell, Mike Millway, Ted and Tina Ayers-Hunt, Peter Biddulph andBruce Braes represented the Association at Hugh’s funeral.

8592 Malcolm John (Mac) Callaway (right) died, aged 63, on23 April 2016 in Durban, South Africa. Mac served from 31January 1971 to 31 July 1980 when he transferred to the ZRPwhere he served until 30 April 1981 leaving that Force with therank of Detective Inspector. After Depot he was initially posted toVictoria Province and then Bulawayo and after a short time atHillside was posted to Support Unit for two years. Later hetransferred to CID Bulawayo and thereafter SB spending time atWankie and Biet Bridge.

4831 Peter Robert Stiff died, aged 84, on 27 April 2016 in Johannesburg,South Africa. Peter served from 31 December 1951 to 2January 1972 retiring on pension with the rank ofSuperintendent. After leaving the Force, Peter went intopartnership in a security business but with the fall of Rhodesiain 1980 he sold his share in the business and moved to SouthAfrica. The author of eleven books, Peter specialised incontemporary warfare and politics in the southern African sub-continent. He wrote extensively on the bush war in the formerRhodesia, on the collapse of Portuguese power in Angola andMoçambique, the ongoing conflict in Angola and the Namibian

bush war and much else as well. His books include Cry Zimbabwe, The CovertWar, The Silent War and Warfare by Other Means.

7319 Anthony Hugh Barnish (Tony) Glover died on 6 May 2016 inJohannesburg, South Africa. Tony attested on 13 April 1965 and after leavingDepot served at Bindura, Centenary, Mtoko, Wedza and Karoibefore leaving the Force on 12 April 1975 on gratuity with therank of Section Officer.

8265 Stewart Charles Woodcock (right) died, aged 65, on11 May 2016 in Cape Town, South Africa. Stewart served from24 June 1969 to 26 April 1974 leaving with the rank of PatrolOfficer.

4209 Julian Francis Hassard Burkitt died, aged 90, on 16May 2016 at his home near Stradbally, CountyWaterford, Ireland. Julian, who was a member of the UKBranch of the Association, served in the Royal Navy beforeattesting into the BSAP on 28 September 1947. He served inthe District Branch until 5 May 1949 leaving with the rank ofTrooper. Returning to Ireland, Julian took over themanagement of a private estate in Donegal now known asGlenveagh National Park. Robin Harvey, Pat Deasy, PeterO'Hara, Bob Flynn and Tom Devoy represented the Associationat Julian’s funeral.

5608 David Bruce (Dave) de Burgh-Thomas died, aged 81, on 27 May 2016in Harare, Zimbabwe. Dave, who was a member of theMashonaland Branch of the Association, served with the RAFRegiment before attesting into the BSAP on 6 January 1957.During his service, Dave served at Beatrice, Bindura, Mrewa,Mangula and Sipolilolo in Mashonaland Province, Odzi inManicaland Province and then went to Matableland where hewas i/c Border Control at Wankie. Promotion to Superintendentsaw him move to PGHQ in Salisbury where he became StaffOfficer (Operations). Dave was Officer Commanding SalisburyRural District when he retired from the force on 1 July 1980

with the rank of Chief Superintendent. After leaving the force Dave went into thesecurity business, running the operation of Fawcetts Security for many years.

9592 Richard Hugh MacKillican died on 27 May 2016 in Middelburg, EasternCape, South Africa. Richard served from 7 April 1974 to 31 July 1980 when hetransferred to the ZRP where he served until 11 April 1982 leaving that Forcewith the rank of Section Officer (T).

In the event of a death of a memberWhen a member dies, friends and/or next-of-kin are asked to notify the Almoneras soon as possible. The UK Branch of the BSAP Regimental Association willendeavour to arrange representation at the funeral of any ex-member of theBSAP. To facilitate this, early notification by family or friends is requested, andmembers of the BSAP Association living in the area of the funeral will be askedto attend, but this may, of course, not always be possible.The Almoner will, if possible, arrange for a BSAP flag and cap to be madeavailable to the funeral director for use during the funeral.
