Frits Bart is responsible for Strategy & Policy in the wholesale business (pensions and disability benefits) of Aegon Netherlands. Coming from an actuarial background, he has developed himself into a broad pension authority with economic, technical and legal knowledge of different pension & benefits systems. Julie Belair is the Director of Actuarial Services at OPTrust where she is responsible for providing direction and advice regarding OPTrust actuarial processes and actuarial matters, including its member driven investing strategy. OPTrust invests and manages one of Canada's largest pension funds and administers the OPSEU Pension Plan, a defined benefit (DB) plan with almost 90,000 members and retirees. Julie’s previous role was as a senior consulting actuary with Willis Towers Watson where she spent 18 years specializing in the design, funding and accounting of DB and DC pension plans, including financial projections. In this role, Julie was leading Willis Towers Watson’s response to Ontario’s funding reform initiative. Julie has significant experience in the valuation and administration of pension plans, including complex issues such as negotiated benefit changes, plan mergers and windups, surplus sharing distributions, transfer of service calculations and executive arrangements. Julie has advised multinational clients, government and public sector organizations in order to assist them with meeting their human resource and financial objectives. Lans Bovenberg is a professor of economics at Tilburg University. He has published extensively in the leading international journals on a variety of topics: public economics, tax policy, environmental economics, institutional economics, pensions and aging, international macroeconomics and labor economics. Lans Bovenberg is one of the most-cited Dutch economists in the international academic literature. Hans de Boer started working at the Pension Supervisory Policy Department of the Dutch Central Bank in Oktober 2015. Senior Officer, Research

David Draine, a senior researcher at Pew, serves as a principal investigator and methodologist on Pew’s research on public sector retirement systems. His work has helped showcase the funding challenges facing many state and local pension and retiree health care plans as well as the possible solutions being considered by policymakers. In addition to examining plan funding, Draine’s research has covered plan design, risk and uncertainty, and pension disclosure and transparency. Based on this research, Draine has advised state and local task forces considering public sector retirement systems reforms. In addition to his expertise on public sector retirement benefits, Draine has conducted research and analysis on critical state policy issues including state revenue systems, investments in transportation infrastructure, and mortgage lending.

Marcie Frost joined CalPERS as chief executive officer (CEO) in October 2016. She is the ninth CEO and second woman to head the Pension Fund, which administers a defined benefit retirement system and purchases health care for more than 1.4 million California public sector workers and their families. CalPERS oversees a global investment portfolio of approximately $300 billion, has approximately 2,800 employees, and operates on an annual budget of $1.8 billion. Marcie brings more than 16 years of pension industry leadership, information services expertise, and executive management experience to her role. She came to CalPERS from the Washington State Department of Retirement Systems (DRS), where she served as executive director and demonstrated strong leadership and innovation, an emphasis on customer satisfaction, and team collaboration. Prior to being appointed executive director, Marcie served four years as DRS' director. Before that she served in a number of other leadership capacities at DRS in human resources, information services, and operations. Marcie began her public service career as a benefits administrator with the Washington State Department of Labor and Industries. She is pursuing dual bachelor’s and master’s degrees in public administration.

Eduard Ponds holds the chair of Economics of Collective Pension Plans at Tilburg University. Sudhir Rajkumar is head of the global pension advisory program at the World Bank Treasury. He leads advisory activities for public pension funds and other long-horizon multi-asset class investors seeking to build global investment operations, and has served as a senior advisor to several such funds and institutions. During 27 years in global investments, Mr. Rajkumar has managed various asset portfolios of the World Bank Group, its official sector institutional clients, and World Bank pension funds. Onno Steenbeek (1967) is managing director of Strategic Portfolio Advice at APG Asset Management. Jaco heads up the Investment Management Office at FirstRand where he is able to drive transformational change across pension funds, insurance and wealth management. Benne van Popta was born in The Netherlands. He studied macro-economics, public finance and political economics (1970 – 1976). He worked at the Ministry of Finance for thirteen years (Treasury, 1976-1979; Budget Department, 1986 – 1995; lastly as deputy director for Budget Affairs) and was Chief Economist at the Secretariat of the Social and Economic Council (one of the two social dialogue institutions in The Netherlands) for six years (1980 – 1986). In 1995 he joined the small business organization MKB-Nederland. There, Mr. van Popta was Director Economic and Social Affairs, Director European Affairs and CFO. On behalf of this organization he was a member of the Board of UEAPME (the European Association of Craft, Small and Medium-sized Enterprises), where he served two terms as a Vice-President, responsible for European social affairs and European social dialogue. Since 2000 he has chaired the Pension Fund for the Retail Sector on behalf of the employers’ organizations in the retail sector, and from 2011 he is the employers’ chair of the Pension Fund for Small Industry, on behalf of the employers organizations in the small industry sector. (These sectoral employers’ organizations are members of MKB-Nederland). He was the representative of MKB-Nederland in the recent round of negotiations (2010/11) on pension reform in The Netherlands. He is also a member of the Board of the recently founded Pension Federation in The Netherlands and is the employers’ chair of the Dutch Association of Industry-wide Pension Funds (2005). In May 2011, he was elected Vice-Chair of the Occupational Pensions Stakeholder Group at the European Insurance and Occupational Pensions Authority, EIOPA.
