Parkland RCMP are asking for the public’s assistance to locate a missing 37-year-old male.

Sean Kirkland was last seen on April 27, 2020 in Spruce Grove. RCMP are concerned for his safety and would like to speak with him.

Sean Kirkland is described as:

On May 13, 2020 at 8:26 p.m. Parkland RCMP were

dispatched to a report of a pedestrian being struck by a train. The pedestrian did not survive. As a result, three train crossings were blocked

within Stony Plain. The cross-ings opened at approximately midnight. The investigation is closed and no further infor-mation will be provided.

The structure was a new home that was under con-struction. The cause of the fire is under investigation and is considered to be sus-picious.

On the same date at ap-proximately 8:00 p.m., vid-eo surveillance showed an unknown Caucasian male, believed to have a shaved or brush-cut hairstyle, ar-rive at the location. The male was driving what ap-pears to be a 2000-2003

dark-colored single cab GMC Sierra 2500 4X4 with a push bumper, a chrome headache rack, a black lad-der rack at the rear of the bed and toolboxes inside the truck bed.

Towers – Council refused to support an application for a proposed Telus telecom-munications tower near Edson. Yellowhead County and CRTC policies require that service providers must collocate on pre-existing towers if there are already towers in the area. These policies help reduce the proliferation of towers in a region. Telus has stated that they are not interested in locating their services on the pre-existing tower.

Road Access for Private Residence – Council will not pursue further actions to help resolve a property access issue for a county landowner who does not have legal access to his property. The only road to the property owner’s home

crosses an adjacent pri-vately-owned industrial property. The neighbouring business stated they will continue to allow road ac-cess across their property, but will not grant ownership of the road right-of-way to the county or provide an easement to the residential property owner to guaran-tee long-term access.

Recycling Society Agree-ment – Council approved entering into a recycling agreement with the Edson and District Recycling So-ciety (EDRS) and the Town of Edson. The three-partner agreement will provide re-cycling services to Yellow-head County through the newly independent EDRS. The estimated cost for the county’s share of this agree-ment for 2020 is $210,000.

Obed Access Road – The construction of 2 km of paved road from Highway 16 to the east of Obed, and

the removal of a CN over-pass and other work was awarded to Carmacks En-terprises Ltd. in the amount of $3,912,780.00. Any addi-tional money, if required, will come from the Trans-portation Reserve.

3 PERENNIAL GARDENING POINTERS Gardening is an engag-

ing hobby that can pro-vide a host of benefits, some of which may sur-prise even the most devot-ed gardeners. For exam-ple, the Harvard Medical School notes that just 30 minutes of gardening ac-tivities burns 135 calories, making gardening a fun and simple way to incor-porate more exercise into your daily routine. In addi-tion, scientists have long proven that gardening re-leases the hormones se-rotonin and dopamine in the brain, each of which are associated with im-proved mood.

Perennial gardens can be especially attractive to seasoned gardeners and novices. Perennials are

plants that come back year after year, and com-mitting to a perennial garden can ensure people stick with gardening for the long haul, reaping all of the rewards that come with making such a com-mitment.

Before planting a peren-nial garden, those new to gardening may want to consider these three tips.

1. Make a plan.A perennial garden

comes back year af-ter year, which means any mistakes you make when planting are like-ly to haunt you year after year as well. Factors like space and location must be considered before planting. Many gardeners utilize garden planning

applications like GrowVeg to make the process of planning a garden sim-pler and more organized. Such applications can be especially useful for nov-ices.

2. Consider aesthetics.Gardens can be awe-in-

spiring, especially when gardeners consider aes-thetics prior to planting. The DIY Network advis-es gardeners to consid-er scale before choosing which perennials to plant. Tall plants and wide beds tend to look best outside large homes, while short plants in small beds tend to look better outside small homes.

3. Work with a profes-sional.

Local garden centers

can be excellent resourc-es when planning peren-nial gardens. Representa-tives at such businesses can offer tips on native plants, which will be more likely to thrive year after year than non-natives. Such representatives also can help you choose the right plants based on the amount of sunlight the plants will likely get after being planted. Each of these factors can be eas-ily overlooked by people without much gardening experience.

Perennial gardens can provide years of joy and inspiration, especially when gardeners give am-ple attention to certain details prior to planting.

This week we will hope-fully begin the first phase of reopening as we endeav-our to get our province back on track. Alberta’s Relaunch Strategy puts safety first while gradually reopening busi-nesses, resuming activities and getting people back to work.

While we face a long road to recovery, there are signs our collective efforts are helping slow the spread of COVID-19, however we must ensure the sacrifices we have already made are not wasted. To be successful, we must stay vigi-lant to slow the spread: follow public health measures, prac-tice physical distancing and good hygiene, and continue acting responsibly. If things go well, we will begin the first of our three phase reopening process as early as May 14th. As always, head to https://www.alberta.ca/covid-19 for current Covid-19 information in Alberta.

The legislature returned to debate important relief mea-sures for Albertans during this difficult time. Our government introduced Bill 14, the Utility Payment Deferral Program Act, to support the provincial utility bill payment deferrals that were announced by our government on March 18. The utility payment deferral pro-gram was introduced for Al-bertan residences, farms, and small businesses who are ex-periencing financial hardship as a direct result of COVID-19. Bill 14 also lays out repay-ment criteria for individuals who defer payments through the program, with all deferred payments to be paid back by June 18, 2021. The program will ensure that no Albertan has their electricity or natural gas turned off between March 18 and June 18 of this year. To arrange a deferral, I encour-age you to call your provider directly.

I am pleased to share that our government is taking

steps to provide relief to the forestry industry. An in-creased annual allowable cut of 13 percent and new options for wood fibre access are providing security for forest companies. With our prov-ince’s fibre supply facing sig-nificant pressures, including the mountain pine beetle and annual wildfires, our govern-ment is taking steps to ensure access to fibre and continued support for a strong and com-petitive forest industry.

I have heard from many with questions about how and

when schools will begin re-opening. As it stands, students will continue to receive teach-er-directed, at-home learning. Schools and teachers are us-ing multiple approaches to deliver curriculum to their students; 91% of school au-thorities are offering online learning to their students and 53% are emailing homework to their students. This entire process has been challeng-ing and we recognize that not every student has access to technology, we have coun-tered this by providing rough-

ly 60,000 devices to students as they learn from home

Families and parents may find it challenging to know what to do and where to find support during at-home learning. This is especially true for parents of students with disabilities. Helen was predeceased by her husband Edward (2009) and her son Roger, grandchildren.. .Michael and Amanda, parents...Michael and Maria Jakowicki and siblings Annie and George . Helen was born and raised in the Calmar/Thorsby area until she met and married Edward Rozgo of Mundare. In 1953 they made their home in Gainford, Alberta where they raised their family. Helen loved her gardening, fishing and crocheting. She also had a passion for cooking, especially outstanding

Ukrainian meals during the holidays and family gatherings. Her warm and kind disposition will linger in our memories of her forever. She had a heart of gold and will be deeply missed by her family and friends. A celebration of Helen’s life will be announced at a future date.
