About Us
The Charter Schools Office supports the School District of Philadelphia’s
School Reform Commission (SRC) in its role as an authorizer of charter
schools in Philadelphia. An authorizer is responsible for approving new
charters, establishing goals for existing charter schools, reviewing and
evaluating school performance and sharing information about charter
schools with the public.

A charter school is a school that operates
through a “charter”, a formal, written
agreement with the local school board. In
Philadelphia, charter agreements are granted
and overseen by the School Reform
Commission (SRC).
THE BASICS
In many ways, charter schools are like
district-operated schools - they are public
tuition-free schools; offer instruction in math,
English, social studies and science aligned to
state requirements; and must enroll and
support all students including those with
special needs and limited English proficiency.
PUBLIC & TUITION-FREE
What is a charter school?
While similar to district-operated schools in
many ways, charter schools also have
autonomy, meaning they do not have to
follow certain district policies including:
design of their academic programs
length of the school day and school
year
textbooks, curriculum, and other
materials
extracurricular programs
hiring of teachers and staff
discipline expectations for students

How do you enroll a student in a charter school?
Are you a student between ages 5 and 21? Do
you live in Pennsylvania? Great – you are
eligible to attend Philadelphia charter schools!
The following areas DO NOT affect whether a
student can attend Philadelphia charter
schools:
academic grades
test score results
history of detentions or suspensions
special education needs
English speaking or reading ability
1. CHECK ELIGIBILITY Every year, each charter school creates an
application and announces an application
deadline. Each charter school can create its
own application form and deadline for
submission. Most deadlines are in January or
February. Some charter schools participate in
the Common Application, but make sure the
application gets to each school of interest. If
you do not speak English, ask the school to
translate the application. They are required to
do so upon request.
2. APPLY
If a charter school receives more applications
than spots available in a certain grade, a
lottery is held to determine who is accepted
and who is placed on a waiting list. Lotteries
randomly select students, with three
exceptions as below.
Students living in Philadelphia receive
preference over students living
elsewhere in Pennsylvania.
Some schools (not all) may use the
following lottery preferences:
o sibling preference for brothers and
sisters of current students,
o founder preference for children of
founders of the school,
o geographic preference for students
living in certain areas, and
o feeder preference for students
currently attending specific schools.
Neighborhood charter schools enroll
students throughout the year if there
is space available.
3. LOTTERY If you are offered a spot in the charter school
(through either the lottery or the waitlist), you
will have to submit the following enrollment
documents:
enrollment notification form
proof of the student’s age
proof of the student’s home address
immunization record
home language survey
parent registration statement (about
previous school incidents involving
drugs, alcohol, weapons or violence on
school property)
If you submit these documents by the school’s
established deadline, the student is officially
enrolled in the charter school. The school
may ask for additional information, but it
cannot be required to enroll.

Who runs charter schools?
CHARTER SCHOOL BOARD OF TRUSTEES
Each charter school has a group of unpaid volunteers responsible for
making operational decisions for the charter school including hiring,
facilities, financial management, and policy decisions.
Boards hold meetings which are open to the public where they discuss
and vote on issues related to the school including important decisions
about school staff, students, and school policies.
CHARTER SCHOOL STAFF
Paid employees hired to teach students or support educators at the
school.
Every charter school is different, but most are led by a Chief
Executive Officer (CEO), Head of School or Principal. Some charter
schools may have more than one of these school leaders. Staff
members include teachers, counselors, administrators, and support
services.
Some schools may contract with other organizations to provide
education support, operational, or financial services.
Ultimately, all school staff and contractors are accountable to the
CHARTER MANAGEMENT ORGANIZATION
Some schools are operated by Charter Management Organizations or
CMOs. These companies are hired to provide educational, operational,
and/or financial services to the school.
Each CMO enters into a contract or agreement with the charter school.
While CMOs have their own leadership structure, each is ultimately
responsible to the Board to meet the requirements of their contract.

There are three different groups involved in the operation
and management of a charter school:
How can you support your child?
The best way to support your school is
to ensure your child attends school
every day ready to learn. Reach out to
your child’s teacher or other school
staff for support to:
make sure your child can arrive to school safely,
ensure your child has a nutritious breakfast and
lunch,
help your child with completing their homework
and other school assignments, or
provide additional resources if your child needs
academic, physical, or emotional support to learn.
What if you have an issue or
concern with your school?
To address an issue, first contact your child’s
teacher, principal, or CEO. If the issue is not
resolved, you may:
contact your school’s Board of Trustees or Charter
Management Organization or
speak at one of the school Board’s open meetings (check your
school’s website or call the front desk for more details).
If the issue or concern remains unresolved, you may also reach
out to the Charter Schools Office at 215-400-4090 and/or seek
legal advice.
In the event of an emergency, please first contact the police or other
protective services agency.

RENNAISANCE CHARTER SCHOOLS Renaissance Charter Schools are schools that were formerly operated by the District and are now
managed by a charter operator. The schools remain in the same building and serve as a
neighborhood school serving students in the same catchment as when the school was operated
by the District.
Data Point Source Description
Admissions Charter Agreement
Indicator of eligibility for student to apply to a charter school and the preferences the school may use during the lottery. For eligibility, charter schools are identified as citywide (any student may apply) and/or neighborhood (students from a particular neighborhood may apply). The section also indicates whether a school’s lottery uses geographic preferences (for students living in a certain neighborhood) or feeder preferences (for students who previously attended a certain school).
Advanced Placement
School Indicates if the school offers Advanced Placement (AP) courses.
Application Deadline
School Date by which applications must be received by the charter school for a student to be considered in the lottery for the 2017-18 school year.
Certification School Indicates if the charter school provides a pathway for students to obtain career certifications.
Charter Management Organization
School Organization hired by the school’s board to manage the school (if applicable).
Dual Enrollment School Indicates if the school participates in dual enrollment programs with institutions of higher education in which students may earn college credit.
Enrollment School Number of students enrolled in the school on October 1, 2016.
Enrollment Cap Charter Agreement
Maximum number of students the charter school agreed they may enroll for the 2016-17 school year, according to their most recent charter agreement.
Grades Served School Grade levels for which a charter school will serve students during the 2017-18 school year. If this differs from the 2016-17 school year, a footnote is provided.
Next Renewal CSO The year in which the school’s charter is scheduled for the comprehensive review by the CSO. If "N/A" is listed, the school has been recommended for nonrenewal.
Parent Group School Indicates whether the school has a parent/family group and provides contact information (if provided by the school).
Schedule Notes School Exceptions to the regular schedule that occur at least weekly.
School Day School General start and end times for the academic school day.
SEPTA Routes School SEPTA bus, trolley and subway routes that provide access to the school. (Please contact the school for more information on transportation options for enrolled students.)
Student Demographics
District Racial and special education populations (as a percentage of total enrollment) enrolled in the school on October 1, 2016. The percentage of English Language Learners is for the 2015-16 school year.
Summer Academic Tutoring
School Indicates if the school provides a summer program providing students with academic help or support.
Summer Credit Recovery
School Indicates if the school offers classes that provide credit to students who did not meet school requirements during the school year.
Summer Enrichment
School Indicates if the school offers a summer program providing students with non-academic activities.
Uniform School Information on the school’s uniform policy and identification of the uniform supplier (if provided by the school).
Year Opened CSO Year the school began operation as a charter school.
