Lake Kiowa Fills and Overflows the Spillway Membership Review & Public Hearing LKPOA Budget Presentation & Open Board Meeting June 18 7 p.m. Lodge Assembly Room As May began, the long prayed for beneficial rains finally filled Lake Kiowa to the brim. Several earlier rain events had helped raise the lake level from its lowest point of five feet below the crest of the spillway. After the serious rain during the first week of May, the water was overflowing the spillway and again the docks and boats of property owners were back to normal. It had been a long dry spell for North Texas but it is pretty well-known that all droughts seem to end with floods. We are thankful that even with the flooding rains, the drainage projects of the last few years have paid off by quickly funneling this much-needed water into our lake. (The above pictures were taken on May 7 after receiving more than six inches over a two-day period. ) What a wonderful sight, water going over the spillway and a beautiful lake at pool level! The rains did bring a Round-Up to Lake Kiowa. Many boats and jet skis broke loose of their ropes and corrals and had to be herded back in place. A big Thank You goes out to Ted and Sally Grant for helping Security with that effort! Many concerns about unsupervised guests and loud parties were brought forward at the May 21 Board meeting. Article XVI, section 16.01 of our by-laws states the Right of Guests to Use Facilities. Only a designated property owner or his lessee, his family and guests shall use the Association Facilities. The owner or lessee is responsible for guests’ compliance with, and any violations of, Association Rules and Procedures. The owner or lessee shall pay, in advance, fees in an amount established by the Board, for guests’ use of facilities. Any person other than an owner, lessee or member of the family of an owner or lessee not in possession of a Guest Card shall be considered a trespasser and may be evicted unless accompanied by an owner or lessee or a member of the family of an owner or lessee. Article II of our rules states Responsibilities. Section 2.1 Compliance and Maintenance: Individual members, lessees, their family and guests are responsible for compliance with the Association’s restrictive covenants, by-laws, procedures and rules. Section 2.2 Actions of Guests: Members and lessees are responsible for the actions of their guests. Section 4.3 states our specific rules. 4.3.1g Disturbing the Peace and Disorderly Conduct: 4.3.1g(1) Any activity, such as loud or offensive noises, that disturbs the peace and serenity of the neighborhood is prohibited. 4.3.1g(4) the use of community property (including roads) by anyone who appears to be intoxicated or under the influence of drugs is prohibited. Security personnel are authorized to refuse admittance to anyone who appears intoxicated or under the influence of drugs. Transportation may be arranged for those who are stopped for this purpose. 4.3.1g(5) The use or possession of alcohol by a minor, not under direct supervision of a parent or legal guardian, on Association common access areas or Association properties is not permitted and is in violation of the Texas Alcohol Beverage Code. May brought us Mother’s Day and a wonderful buffet at the Lodge in celebration (Moms didn’t have to cook). Graduation was celebrated with the Callisburg Prom. Superintendent Charles A. Holloway wrote a letter to Jim Stilwell and stated “Extra thanks go to the Security Officers that helped with traffic and parking. The staff at the Lodge was one of the most accommodating ever that I have had the privilege to work with. I know we may have inconvenienced some Kiowa patrons at the Lodge (Saturday dinner), but their patience and understanding was appreciated.” Security and Lodge Staff, great job! Habitat for Humanity had a very successful golf tournament that was fun for all. The Anice Rhodes Scholarship Fund (sponsored by KWC) received a $2,500 donation toward the $30,000 total monies contributed to date. Memorial Day celebrations were reasons to be outside. LKACC sponsored the Fish Fry and Auction over Memorial Day weekend. The LKPOA Board concluded the review of the budget for the coming fiscal year. Renovation and updating of the restrooms are under additional review due to increased cost estimates. The sod has been laid on the driving range and on the West Beach. Don’t they look nice! Oh and by the way, if you were at the May 21 board meeting, I apologize for the 25 minutes of reading all the minutes. We are looking at better ways to keep you informed of the meeting minutes. As May began, the long prayed for benefi cial rains fi nally fi lled Lake Kiowa to the brim. Several earlier rain events had helped raise the lake level from its lowest point of fi ve feet below the crest of the spillway. After the serious rain during the fi rst week of May, the water was overfl owing the spillway and again the docks and boats of property owners were back to normal. It had been a long dry spell for North

Texas but it is pretty well-known that all droughts seem to end with fl oods. We are thankful that even with the fl ooding rains, the drainage projects of the last few years have paid off by quickly funneling this much-needed water into our lake.

The Youth Advisory Committee has been working with the American Red Cross to bring their outstanding programs to Lake Kiowa. Living in a lake community, it is especially important that our children learn basic rules and techniques for water safety. With this in mind, we have scheduled our fi rst program for June 23 (see the

ad in this issue for time and place). Water Habits Are Learned Early Tales (WHALE Tales) is the Red Cross program created specifi cally for kids 5 to 12 years old. It is taught on “dry land,” and designed to capture their interests while they learn vital safety information. Our instructor will be Kathi Kirby, a Red Cross volunteer who

CALLISBURG—Callisburg High School has named Lance Adam McDonald as the Valedictorian for the class of 2007 with a GPA of 4.869. Royce Daniel Krahl is the 2007 Salutatorian with a GPA of 4.807.

McDonald has attended Callisburg ISD for three years and is the son of Mike and Debbie McDonald. He played tennis and golf and was in the Fellowship of Christian Athletes. His accomplishments include the National Merit Commendation and the History Award his sophomore year. He is an outstanding tennis player having placed fi rst in district twice and second once. He was in the state tennis semifi nals as a sophomore and was third in the state last year. Lance has been the outstanding Wildcat tennis player at CHS three years.

“He is the full package—player, helper, and team leader,” tennis Coach Ken Collings says of Lance. “He is a dedicated young man who is a student of the game. He is always at practice and takes private lessons twice each week. He has helped me immensely with other players. “My memories of CHS will be of some great teachers, great friends, all-night projects and all-night proms,” McDonald said.

Krahl is the son of Gary and Kathy Krahl. He is the founding member of the History Club, an active member of the NHS, One-Act play, and has participated in UIL. He was also on the varsity tennis team his junior year. Krahl was involved in NCTC Theater Productions such as “Charlie and the Chocolate Factory,” “Laura Ingalls’ Wilder Christmas,” and “Peter Pan” during the summer.

His accomplishments include Division 1 state soloist for 2 years;

regional qualifi er in Prose Interpretation in 2006, and Spelling and Vocabulary in 2005; a three-time All-Region Band member; three-time North Texas Honor Band member; and All-Area band qualifi er in 2006.

Royce’s future plans are to attend Texas Tech University in the fall where he will be a part of the University Honors College majoring in History and seeking minors in Biology and Portuguese as well as taking Pre-Med courses. After college he plans to attend medical school and become a doctor.

Another program we are planning to be held in September is the Babysitter’s Training Course. This is an 8-hour course designed for youths 11 to 15 years old that teaches them what they need to know and what every parent wants in a responsible babysitter. Current and future babysitters will learn Safety and Safe Play, Basic Care, First Aid, Leadership, and Professionalism. A certifi cate is awarded for completion, and the cost includes the American Red Cross Babysitter’s Handbook. All youths who complete the course will be able to post their services in the CommuniQué free of charge. Lake Kiowa already has some talented and dedicated babysitters who can boost their qualifi cations by becoming Red Cross Certifi ed. We must have at least fi ve youths to hold this class, so contact Carol Hutchinson if your kids are interested.

The West Beach Area - Have you been to the Lodge lately to see the new lawn? The broad expanse of weeds on the east side between the Dining Room/19th Hole and the West Beach has been replaced with weed- and briar-free grass that feels really great on bare feet. The new sod covers the entire area from the pump house on the south, to the playground on the north. There are still some bare areas under the trees, but as soon as the special Zoysia sod becomes available to us, those areas will be covered also.

Do you like to play volleyball? Part of the new look at the Lodge is the grass volleyball court. Sod turf complete with irrigation will assure that the court surface remains playable. We have planned the court as a multi-purpose playing area. Not only will it support volleyball, but with the posts removed, and with prior arrangements, it could be used for croquet, bocce ball or lawn bowling. The recreational aspects are limited only by YOUR vision.

Littering in the Community – A member was out and about driving a few weeks ago and witnessed an occupant in a vehicle toss a beverage can from the vehicle into the lake as they crossed Low Water Crossing #1. The blatant act did not go unrecognized, as the member was able to obtain the license number of the vehicle, which allowed the vehicle to be traced back to the guests of a property owner, who has since been cited. Staff picks up trash when working in the community. Members pick up trash on walkabouts.

The great majority of property owners in Lake Kiowa exhibit pride in their community and make great efforts to keep the private properties and common areas looking good, but there are a few who don’t and YOU as property owners don’t have to accept this. If you see something that needs your attention, take care of it. If you see something that needs our attention, please let us know. Remember, we work for YOU. Please help us to help YOU keep YOUR community clean, and in good repair.

Weeds? Weeds! – There are a number of yards and vacant lots that have gotten ahead of the owners. Recent rains have been a blessing and the lake is full for the fi rst time in a number of years; however, with the blessing of rain comes the curse of weeds. This must be nature’s way of keeping us all humble. Please try to keep even with your mowing, and if you are an out-of-town owner, please make arrangements for the regular maintenance of your yards and lots. There are a number of lots that we take care of on behalf of owners for one reason or another. I would just as soon not do this and am working on a plan to refer this business to private contractors in the community. Yes, they charge more; but on the other hand, mowing and landscaping is their profession. It is not ours. Our effort to help you help us to keep your community neat, clean and well maintained is better spent taking care of the common areas rather than the private lots.

The Spring and Fall Clean-ups – I think we have all heard enough about

the dumpsters. What an experience, what a mess. Where does all this “stuff” come from? Property owners couldn’t possibly be storing this “stuff” in their garage or home for six months awaiting the next clean-up! Not only did we pay $10,602 in direct costs for dumpsters and hauling ($5,742 in the fall, and a further $4,860 last month), but we also paid $15,552 in labor and equipment expenses between the two, for a total cost to the community of $26,154. Wouldn’t it be nice if we could have put

those funds to a different use?July 4th – Independence Day

Many Lake Kiowa residents were surprised to see a passenger jet at a quite low altitude make a pass over our community on Sunday, May 20. Lee Skinner took this photo from 4,000 feet above Lake Kiowa that day as R.J. Stroup piloted his last fl ight for Southwest Airlines.

R.J. received special permission from Dallas aviation authorities to “buzz” Lake Kiowa at 2:30 p.m. Sunday, May 20. R.J. is a retired US Air Force pilot with 22 years of service. He joined Southwest Airlines in 1993 and completed his 16 years of dedication on Sunday. R.J.’s wife, Linda, along with

her mother, Lou Snyder, and eight Lake Kiowa friends, fl ew to Albuquerque to board his last fl ight to Amarillo/Dallas.

R.J. fl ew a brand new Boeing 700 and, as the plane left Amarillo and again as it arrived in Dallas, fi re engines lined the tarmac and sprayed the plane in R.J.’s honor. All passengers aboard the Amarillo leg were treated to champagne and the Lake Kiowa “buzz.”

Friends Jim Williams and Jack Thies organized the “RJ Initial Salute” laid out in the Pro Shop parking lot as a surprise for him as he maneuvered the fl y by.

The Kiowans hosted a forum on April 17 introducing the candidates running for the four positions open on the Callisburg Independent School District Board on May 12. Congratulations go to the winners: Jason Paxton, Randall Reed, Connie Walker, and Brad Williams. Thanks also go to David Bowman and Bill Burhans for their work in presenting the forum.

For the fi fth year the Kiowans will sponsor the Leadership Lake Kiowa course that will be held on the fi rst Friday of October, November, December, and January. Registration is ongoing with LaVerta Burhans handling the programming and details (contact her at 612-2057 or [email protected]). The course is about Lake Kiowa and Cooke County. It includes the rules, regulations, and state laws that affect our community along with social programs and outreach opportunities. While

the course is modeled on Chamber of Commerce leadership classes, it has been adapted to fi t Lake Kiowa and its environment. There are no tests, nor is there any homework. People from Cooke County and Lake Kiowa make presentations and tours will be held of local offi ces. Watch next month’s CommuniQué for an in-depth article on what is planned.

The Kiowans will again have the Rock Climb Slide and Obstacle Course for the 4th of July celebration. This amusement device is about 70’ long and has proved to be a favorite of the festival. The Kiowans will need volunteers for one- or two-hour shifts to help the children on and off the course. There are two basic ways to access the Internet, dial-up or broadband (better known as high-speed access). Dial-up works just fi ne, but after you have had a high-speed connection, your chances of going back are slim. We tell people it’s like an automatic garage door opener. No, you do not need it, but the convenience makes it a necessity.

Besides, high-speed broadband can also let you save money on your phone and TV bills. Most vendors of these services offer savings when the high-speed service is combined with their other services. In addition, you can cut your regular phone bill in half by using a Voice over Internet provider in conjunction with your Internet connection.

Here is a quick overview of the four broadband services available in the Kiowa area.

Satellite—a special dish is placed on your building. On the plus side, this is fast (400 kps and up) and has an excellent record of uptime (you can also get TV on the same dish). But, it’s expensive with prices starting at $600 to install, $70 a month, plus other fees. There is also a built-in delay of two to four seconds because of transmission time to and from the satellite. DirectWay, a division of Hughes Electronics, is the provider.

Support is a national 800 number.Wireless—it’s a relatively new system

and each location requires an antenna and a receiver. This is a constant-on system capable of high speeds. The downside is that it is a newer technology, it can be complex, and uptime can be an issue. KiowaOnline is the local wireless ISP in this area.

Cable—this is also a constant-on high-speed choice at competitive prices. It is a proven technology over the same system that brings TV into your home. A connection to the location and cable modem are required. Nortex is the cable ISP for Kiowa and the group that supports their cable TV system provides their Internet support.

Telephone—DSL is available from AT&T in our area and again is comparable to cable in speed and service. DSL comes to your home over the existing telephone connection and you install the equipment yourself. Service is provided via an 800 number.

GENEALOGYThe May meeting saw 14 members

of the Lake Kiowa community learning some points of interest on fi nding their ancestors. The next meeting will be Monday, June 4 at 1 p.m. at the Lodge. Summer hiatus will then last until September.

We should extend a big “way to go” to the boys and girls golf teams of Callisburg High School. They fi nished second in their division at the recent state meet in Austin. Most of us have no idea how many rounds of golf these fi ne young folks played as they prepared for this very special tournament that they earned the right to participate in by hard work and the desire to be winners. Congratulations to them and their coaches for a great season. As golf course marshal, I have seen them day after day right after school hit the links and play 18 or 27 holes a day. Such devotion. Way to go. We’re proud of you.

COUPLES BRIDGEThe Couples Bridge group met at the Lodge on Saturday, May 12. We had six

couples making up three tables. We enjoyed each other’s company as well as the pleasant distraction of the sights and sounds of the Callisburg prom! The results for the evening were as follows: 1st place—Steve and Terri Unger; 2nd place—James and Frieda Fiske; 3rd place—Paul and Pam Liscom.

The Couples Bridge group meets on the second Saturday of each month at 6:30 p.m. in the Southwest Room at the Lodge. Couples who enjoy playing bridge regardless of skill level and who like meeting other Lake Kiowa residents are encouraged to join us.

The Cooke County Master Gardeners Association (CCMGA) recently held it’s seventh annual Parade of Gardens. This year featured gardens from the city of Gainesville. There were six gardens on the tour plus the Earth Kind Rose Trial and Horticultural Demonstrations at Heritage Park.

The David and Nancy Moore garden featured a large pecan tree as the centerpiece of the garden. The backyard centers on a brick patio with fireplace and a landscape of shrubs and flowers, plus a large sage garden.

Deanna and Kenneth Fletcher’s charming courtyard garden was transformed from a grassy setting thirteen years ago. With a lot of elbow grease and energy, the flowerbeds and herb garden were created. Deanna likes to collect odd pieces of “stuff” and make yard art for her many garden beds.

Scott and Jenny Richardson have owned their Victorian home in South Gainesville for two and one half years. Today the garden has seasonal color all year, utilizing both perennial and annual plantings. The Richardson home also featured a glass greenhouse and a koi pond.

Two years ago, James and Barbara Barnett purchased a cottage next door to their historic home on Church Street. They have incorporated large pieces

of limestone that were on the property into the rock garden. Terraced river rock and an Austin stone walkway highlight the rock garden. Texas heat-tolerant plants are used throughout and are all perennials. Knockout roses have been added as well as Little Gem magnolias.

The Rosie Harris garden incorporates three separate lots and is a lovely formal garden. What was once a wild plum thicket is now a shaded patio area that can be used for dining and/or entertaining. Fragrant honeysuckle covers the fence and screens adjacent buildings from view. Many varieties of plants can be seen on a stroll through the garden. Roses are everywhere and the fragrance is delightful.

In the heart of Gainesville’s historic district, Miss Olivia’s Bed and Breakfast offers a wide array of design features, plants, shrubs and trees. She has well over 100 varieties of plants. Native plants surround the pool and spa area in bright tropical colors. The butterfly and hummingbird garden features plants that are both beneficial to the butterflies and their larvae. A desert willow, bird of paradise, and a Chinese pistachio tree provide interesting accents.

The Earth Kind Rose trial is sponsored by the CCMGA and is located near the depot in the Heritage Park area. Earth Kind uses research-proven techniques

Fortunately, the overcast sky and intermittent rain showers didn’t deter customers from venturing out and shopping at our May OUTPOST sale. Throughout the day we received numerous compliments from our customers regarding how clean and organized our furniture and merchandise was in all three buildings. It’s truly gratifying to know that all the hard work that goes into preparing each sale is appreciated.

If you are new to the community and have never patronized an OUTPOST sale, we invite you to stop by. You might find something you can’t live without! Some items we currently have for sale include: a side-by-side refrigerator and a top-mount refrigerator both with water and ice dispensers; freezers; a 55-inch Toshiba television; sofas and sofa sleepers; daybed, twin-, king-, and full-size beds with mattress and box springs; large three-piece wooden entertainment center; dining sets; recliners, ping-pong table; shadow box coffee table; lawn furniture and equipment; golf clubs, and much, much more. The OUTPOST “THRIFT STORE” is located on CR 211 in Woodbine. Here are two of the easiest routes to take from the Main Entrance. Turn left onto FM 902 and go 2.4 miles and turn left onto FM 3164. Continue 5 miles, then turn left on CR 211 and we are the second driveway on the right. When turning right onto FM 902, go approximately 1 mile and take a right on CR 219. Continue 2.9 miles, turn right onto FM 678 and go 1 mile. Take a right on FM 3164, and go about 0.1 mile and turn right on CR 211. We are the second driveway on the right.

The OUTPOST “THRIFT STORE” is a major fund raiser for your Fire Department that accepts useable household items for resale at our monthly sale. All items must be clean and in working condition. We do not accept clothing, soiled or broken furniture, dirty non-working appliances, and, by law, we cannot accept used plumbing fixtures such as toilets, sinks, faucets, and so forth. If you wish to donate and are unsure as to what is acceptable, please give us a call. We

receive new items frequently so, if you are looking for a specific item, call and we’ll be happy to arrange a time to meet with you.

To donate items, call Dee at 665-4046, Peggy at 665-7977, or the fire station at 665-9321. Be sure to leave your name and a brief message and we’ll return your call as soon as possible. If you prefer to drop off your donated items at the fire station, you must obtain authorization and directions as to where to place your items so as not impede fire department equipment. Remember all donations to the OUTPOST “THRIFT STORE” are tax-deductible.

Due to the nature of services the Fire Department provides, it is sometimes difficult to adhere to a strict timetable so please be patient and we’ll pick up your donated items as soon as possible.

Our next sale will be Saturday, June 2 from 9 a.m. until 2 p.m. Watch for our ads on the electronic Reader Board, NORTEX cable channel 2, the local newspaper, and of course, the CommuniQue.

What a wonderful day we had at the May KWC meeting. I do think the hats made for a festive occasion and Janie Oliver was a great entertainer. Thanks again to Jan Thompson for bringing us such wonderful programs this year. We were all moved by the words of Shannon Krueger. What a remarkable young lady. It was certainly a delightful “Evening at the Races” for Gourmet’s closing event of the year. Kiowa Downs (or as it is better known, the Lodge) was decorated with horses and jockey attire of all descriptions. The ladies were all wearing gorgeous hats and everyone enjoyed an evening of food, fun, and the thrill of the horse race.

After dinner and a short break we received a surprise visitor straight from the Kentucky Derby—Her Royal Highness Queen Elizabeth (a.k.a. Judy Beard). She really loves horses and it was great for her to honor Lake Kiowa in this way. Although we tried, we were unable to discover what she carries in that purse.

Carol Gillies and Gussie Utting received cookbooks for having the best hats.

It was then time to move on to the horse race portion of the evening. Each person received six chips to bet on the horse that they liked best in each race, after perusing the “racing form” for the statistics on the horses and jockeys. Bill Koziol, Jim Hawkins, and Noble Moss, all dressed in blue shirts, black pants with black suspenders and black visors, staffed the betting table. Thanks go to them for keeping track of all the bets and payouts.

In true Derby tradition, My Old Kentucky Home was played by Shirley O’Dell and, as everyone joined in singing, the jockeys (otherwise known as Maureen Anselmi, Shirley Falkenhagen, and Sharon James) dressed in brightly colored silks and jockey hats paraded onto the race track with their horses. Six races followed and were enjoyed by all. Betting was heavy, chips were collected, and afterwards those who had fared the best in their wagering and had the most chips were awarded prizes.

It was a great night and we have many to thank—Judy and Jerry Penland for the loan of their string of race horses; Chef Jarrod Berger and his great kitchen staff for the wonderful dinner topped off with Derby Pie; and J.T. King, Lodge Manager, and his staff for all their hard work in helping to make our Derby Day Gala an outstanding success.

It’s been a fun year and we’ve enjoyed co-chairing the Gourmet Department. If you have not signed up for Gourmet for 2007-2008, you may still do so at the June Woman’s Club meeting.

May 14 was a perfect and memorable day for fourteen Lake Kiowa Garden & Nature Lovers as we enjoyed “Breakfast with the Birds” potluck at Claude and Nancy Walter’s restored (1890’s) country home southeast of Muenster (the Walters can be reached at 940-759-2712).

After breakfast we toured the 400 acres of hill and dale through abundant and radiant wildflowers of every color. There were purple Skull’s Cap, yellow Cactus, golden Coreopsis, red Indian Blankets, Paintbrush and the delicate winecups, plus many others we couldn’t name.

It was delightful to walk along the creeks discovering pieces of fossil archiopods, especially so since Mr. Walters encouraged us to take home our finds. Claude and Nancy rent their quaint county cottage by the night or the week at a very reasonable price to those seeking solitude, peace, and beauty. Since there is no TV, it’s a lovely way to introduce children to nature. Part of the group traveled west on Highway 82, discovering fields of lovely golden

flowers as far as the eye could see. Heading north out of Saint Jo on Rte 677 we discovered beautiful valleys and the Oak Creek Vineyard established in 1999 by the Davis family.

We were compelled to stop along the roadside to take pictures of

Queen Ann’s Lace dancing in the breeze in surrounding bar-ditches full of the Purple Coneflower. What a pleasant day to share with others interested in nature. (Oh, by the way, I forgot to mention the wild turkey we startled. She must have been sitting on eggs.)

Garden & Nature is a fun – no pressure – no dues group that meets on the third Monday of each month September through May. The programs and field trips are always fun and educational.

Come and join us in the fall. Have a great summer.

Kiowa Woman’s Club News

In spite of a small glitch in April -torrential rain - we had a good turnout for Canasta. There are newcomers and novices every month so don’t hesitate to join us even if you have never played.

When we researched the rules (thank you to Linda Moore and Kathie Milburn), we found different rules from almost every country in South America where the game originated. We came up with the Canasta Kiowa Rules. We ask folks to follow these guidelines when playing with us. If you would like a copy, please e-mail or call me and I will provide it.

We will meet June 25 at the Lodge from 1-4 p.m. Since a lot of us have had so much fun, we will continue to meet through July and August. Thanks!

The May events held at the Lodge last month were many and varied. Your Lodge staff handled a breakfast, three luncheons, a memorial, a reception, a Senior prom, several dinners, and the Mothers’ Day buffet.

We have received a lot of positive feedback from the community. My staff and I appreciate these comments very much! We would like to thank the community for all its help and support!

I especially would like to thank my staff for all the hard work they have done to help us pull all these parties off. We could not have done it without them.

I would also like to thank the Gourmet Club for the $50 gift certificate to the Pro Shop.

We are still trying to roll out our new menu. I personally apologize for the amount of time that it is taking to put this together, but I assure you that our Head Chef Jarrod is taking it very seriously. He wants it to be something of which he can be proud and something that everyone in the community will enjoy. We have gotten it together, but we are still in the process of pricing everything correctly.

We are now using tablecloths in the dining area at night.

Frank Winnert Tennis Tournament

The Frank Winnert Tennis Tournament was held Monday, April 30, and was enjoyed by all. There were 20 participants including our usual members as well as a few guests and a friend from California. The morning ended with a great potluck lunch. Everyone is looking forward to this being an annual event.

We hope that more tennis players will come out and join us. We are now playing at 8 a.m. - mixed doubles on Mondays, men on Wednesdays, and ladies on Thursdays. See you on the court!!!

LAKE KIOWA QUILT BEEThe ladies of our own Lake Kiowa Quilt Bee have just fi nished this beautiful quilt

to be used as a raffl e item for the Rally for the Cure® golf tournament. The Quilt Bee has created and funded the quilt itself and ALL proceeds will be donated by the Bee to the Rally for the Cure®.

The quilt will be on display in the Lodge for the Fourth of July. Tickets will be available mid-June. We will be selling them at most of the events here at the Lake. The drawing will be held after the Rally Tournament, which is scheduled for Oct 3.

Our guild has been meeting for approximately three years. We meet the fi rst Monday of the month at 6:30 p.m. at the lodge. This is a very informal group and our intent is to share ideas and create interest in and learn more about quilting. Yolanda Arronte, President, announced that our meeting day luncheons may now be charged to your lot number unless you prefer to pay by cash or check. Of course, you still need to make your luncheon reservations.

An offi cial memo from the Lake Kiowa Handicap Committee was discussed. This was in regard to the carryover rule at Lake Kiowa that has been in effect for many years for the WGA. All the Handicap Committee can do is RECOMMEND to the WGA to consider changing this rule; however, the fi nal outcome is up to the WGA. The Handicap Committee of Lake Kiowa recommends the WGA change their drop zone rule on #9, #13, and #16 to hit two (2) balls into the water or to assume that two (2) balls have been hit into the water, so when they are carrying over to the drop zone, they would be dropping fi ve (5) and hitting six (6) from the drop zone instead of hitting four (4), as we do now. Nothing will change until the WGA votes on this. The decision will be made after that vote. If this recommendation is approved, it will be implemented for the year 2008.

The results of the Member-Guest Tournament of May 23 will be published in the July CommuniQué.

This year the Shootout will be sponsored by J.B. Cole of Cole Farmers Insurance and will begin on June 1. (Details appear on page 26.)

Pat Frazier, Ways and Means Chairperson, announced the Lake Kiowa Kapers (the MGA Member-Guest Tournament) will be June 1, 2, and 3 and is the largest moneymaker for the WGA, but it takes a lot of volunteers. Concession workers, sandwiches, or cash donations for the purchase of hot dogs are needed: Pat would like to borrow large ice chests from members for use during these three days. Call Pat if you can help.

Starting with our June Meeting Day, tee off time is 8 a.m. so please be at the Pro Shop at 7:30 a.m.

MGA PLAYDAY“Dream Team Challenge”

MAY 12, 2007The May MGA tournament was

blessed with a beautiful day and a good turnout of 78 players for 19 teams competing in the Dream Team Challenge. The Dream Team of Harold McFarling, Billy Woods, Dave Williams, and B. R. Clements put forth a gallant effort, posting a team score of 145. However, two teams that split the prize money evenly beat that score. The team of Chris Faulconer, John Beck, Walt Sprenger, and Richard Carroll posted a 141 followed by Mike Merolla, Boyd Carnley, Jay Titus, and Rich Gardner at 142.

Next month’s tournament will be played June 9, with a breakfast meeting at 7:30 a.m. and a shotgun start at 8:30 a.m.

President Jack Thies called the meeting to order at 8 a.m. All members were present except Jim Stilwell, R.J. Stroup, Jerry Penland, and Bob Hey.

Meeting Notes: The minutes of the March and April meetings were approved.

Treasurer’s Report: Lee Kilgore submitted the financial statement for April with a summary report as follows: The beginning balance was $22,405.93, monthly receipts were $11,314.27, and expenses were $6,220.77, leaving the month end cash balance of $27,499.43. This amount includes committed funds for the hole in one pot and driving range totaling $8,921.91. This results in a net cash position of $18,577.52. The report was approved.

Membership: Our 2007 membership now stands at 479, with 238 signed up for the hole in one club.

Public Relations: Kapers planning continues in full gear. Sponsorships are still available. The field is full, with a waiting list being maintained in the Pro Shop.

Projects: With the recent rains, the fairways are filling in. Fertilization is planned again once the storms are out of the forecast. There are plans to re-do the bunkers to remove the cement edges, sift all the sand, and replace it in the bunkers. There was some good discussion on how to proceed with the Monday workdays; watch for notices in the future. The gopher problem appears to be less severe than last year.

Tournaments: The East—West tournament was a success. West won by a slim margin, and Mike Erwin went for a dip in the lake. A motion was made and carried that an additional $2,500 be added to the Kaper’s prize fund, which

Old Business: The new scorecards are out and the signs on all the holes have been revised to show their new handicap ratings.

New Business: The MGA will again sponsor a chipping booth at the 4th of July celebration. Craig Lamkin volunteered to chair the effort. We discussed a possible workday to improve the practice area near the practice green. All members are asked to police the tee boxes and pick up stray, broken tees while waiting to tee off. Also, remember to keep carts away from the tee boxes and greens, and to scatter your carts so that every cart on the course doesn’t “just skirt” the edge right by the signs.

Well, we wanted some rain and the lake fi lled. We got both! The lake went over the dam for the fi rst time in two years. We put down some fertilizer on Monday, the day it started to rain, but didn’t get it all out. The grass has grown at least three feet since the rain (just kidding!) However, we have had U.S. Open roughs to play out of. As of this writing, we have got the roughs mowed out.

The driving range project is still ongoing. We have trenched the new irrigation and are planning to sod it by Monday, May 21. The tee box should open by June 1.

We have a busy remainder of the month with tournaments. May 19 is Habitat for Humanity, May 20 is the Couples’ Tournament, the WGA Member—Guest is on May 23, and the Kiowa Kapers begin June 1. The WGA will sponsor a putting contest on June 1 and 2. Please support this event, as this is one of their main money-raisers for the year.

Please remember to repair your ball marks and fi ll your divots on the course. Hot weather will be on us very shortly, so please be aware of the employees syringing the greens. Please allow them to fi nish their job before you hit into the green.

DID YOU KNOW . . . .Speed of play is important on Lake Kiowa Golf Course because we have

so many golfers. So unless you are in Tournament play and you fi nd yourself having diffi culty staying up with the group in front of you and the group behind you is waiting on every shot, you know you have to do something.

Your score can still be posted on your handicap record if you pick up on a hole or if you skip an entire hole. When you fi nd yourself in trouble on a given hole, just pick up and proceed to the next hole. The score you would record on that hole would be perfect shots into the hole plus the strokes you had already hit. (For instance on #2. You hit your drive out of bounds so you have to Tee your ball again. You are laying 3 off the Tee Box. Then you put the next 2 shots in the water. Now you are laying 7. At this point add 1 or 2 strokes to get on the green and 2 putts and move on to hole #3.) This method of scoring is called your most likely score. Place a small x in front of the score you record for that hole. With equitable stoke control that the handicap system uses it will adjust your score lower regardless of whether you actually hit all the strokes you record.

If you are over a hole behind then you can skip an entire hole and record Par plus the handicap strokes that you are allowed on the hole. Also place a small x in front of that score. The x designates that you didn’t actually play the hole.

Bob Moberly is a fast-paced 85-year old walker hitting the streets of Lake Kiowa every day. He has challenged Lake Kiowa to support Rally for the Cure® with a walk-a-thon around the lake.

The Committee for the Rally has dedicated the Moberly Challenge in honor of his spirit of living a quality life, exercising each day by walking. The Moberly Challenge will be held Sept. 15.

Take advantage of the next three months of training time. A walking partner or pet may provide the necessary motivation. Runners, pets, children, and grandchildren are also welcome.

The cost will be $20 (age16 and over), $5 (age 15 and under), and $2 per pet to register. This is a great opportunity to call on your friends and family members for sponsorship. They may embrace the chance to return the favor for those times you were able to sponsor your kids’ and grandkids’ school programs, especially in light of such a good cause.

Put this on your calendar of “must do” things in September. In the meanwhile, get yourself ready for an enjoyable day of walking for your health and encourage your friends and family to do the same. Lake Kiowa Fishing LimitsBob Lusk, Fisheries Biologist and Lake Management Consultant, made the

following fi shing limit recommendations. These recommendations have been given careful consideration to keep a thriving ecological habitat for Lake Kiowa. The Angler and Conservation Club has fully endorsed the following fi shing guidelines for Lake Kiowa:Rainbow Trout: 5 Per Day, Per PersonBlack Bass: Keep Black Bass between 10-13 inches; 5 Per Day, Per Person. Release all other Black Bass under 10 inches and over 14 inches.Crappie: Keep over 10 inches; 10 Per Day, Per Person. Release all under 10 inches.White Bass: Otherwise known as Sand Bass. No Limit. Remove all you can.Perch: No Limit.Channel Catfi sh: Keep fi sh over 14 inches; No Limit. Release all under 14 inches.Drum: No Limit. Remove any caught from lake.Carp: No Limit. Remove any caught from lake.

TROT AND JUG LINES ARE NOT PERMITTEDDock owners are encouraged to provide cover for the fi sh under your docks. Make

sure the trees are securely anchored not to interfere with boat traffi c. Feed the fi sh! Dry dog food or pellets especially made for the fi sh are readily available at feed stores. For questions, feel free to contact Mike Bitsche for specifi cs.

RULES FOR LAKE BLACK BASS RECORD PROGRAM1. Black Bass must be caught from Lake Kiowa2. Black Bass must be caught on artifi cial bait3. Black Bass must be weighed on offi cial LKACC scales4. Black Bass must be measured by hard measuring rule5. Black Bass must be photographed6. Black Bass must be witnessed by at least one of the established members listed

with security7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the

ShareLunker Program8. Black Bass records shall be effective from October 1 through September 309. Each Black Bass record caught within each time frame will be given a $100

prize from the LKACC10. One Black Bass replica shall be awarded for that year’s largest record Black

Bass11. Each replica shall hang on the wall in the 19th-Hole at the Lodge until a new

record is established, at which time the defeated replica shall be returned to the owner

12. If the record is not broken each year the latest record shall remain in place until defeated

13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time

14. If the record is broken at any time, the next prize awarded will return to $100

Well, you have probably heard the rumors and, yes, they are true. Thanks to some heavy rain-producing storms, our lake is full. Even though this has brought the water up in dangerously shallow places on the lake, boaters should still be aware of the water depth as well as fl oating debris. Any additional rains more than likely will produce more runoff that will cause more fl oating debris. To help reduce this problem, please remove any such debris that you can. If it is too large, contact Security so that arrangements can be made to have it removed.

Tell the kids to get their fi shing poles and casting arms ready. Our next Kid’s Catfi sh Tournament is coming up on Saturday, June 16. Fishing will begin at noon. Bring the whole family and enjoy an afternoon of fi shing, food, and prizes for the kids.

Our second tournament of the year was held on Saturday, April 21. Twenty anglers turned out to compete for the top prize. The anglers weighed in 51 fi sh for a total of 104.6 pounds. The luck was with Rick Slezak, who had a fi rst-place stringer of 12.6 pounds. Mike Merolla fi nished with a second-place stringer of 12.2 pounds, with Ben Fisk coming in third with a stringer of 9.6 pounds. Mike Merolla with a 5.0-pounder took the largest bass prize.

The LKACC Annual Fish Fry & Auction was held on Sunday, May 27. Details of this event will appear in the next LKACC article.

Our next LKACC bass tournament will be held Saturday, June 16.

Registration will begin at 5:30 a m. Fishing will begin at 6 a.m. and weigh in will take place at 11 a.m. The June tournament will be a short tournament due to the Kid’s Catfi sh event to be held later that afternoon. Note: if you are not able to make the registration or would like to start fi shing later, we are going to have a late sign up box located at the Pavilion. Entry forms with instructions will be left at this location. If you do not have a boat and would like to participate, please contact the LKACC or come to the registration area and we will fi nd an available seat in someone’s boat. Any tournament entrant is more than welcome to fi sh from any public access point on the lake.

LKACC membership is just $15 for the entire family. Your membership and any additional donations will help our organization continue to focus on children’s events, lake health, and improving our lake’s assets. SECURITY DEPARTMENT

Heavy storms on the evening of May 7 brought several inches of rain down on already saturated soil, fl ooding all three low-water crossings for a time and sending water over the spillway for the fi rst time in recent memory. Security personnel were busy the next morning attempting to corral a number of boats and jet skis that fl oated away from their moorings. Special thanks are extended to Ted and Sally Grant for their invaluable assistance in this effort. Security Lake Patrol has been plying the waters of Lake Kiowa for several weeks now checking equipment and buoys in anticipation of a busy boating season. Eight stops were made, seven for expired registration and one for operating a watercraft in the wrong direction. All lake users must now display 08 decals on their watercraft; the decals may be obtained at the Guardhouse.

Animal Control Offi cers chased 27 stray dogs, 4 cats, and 1 cow. Seven varmints, including skunks, coons, and snakes were also encountered. Two barking dog complaints were received. One dog was transported to Noah’s Ark Shelter. Security patrol secured four unlocked doors, delivered one emergency message, conducted seven welfare checks, assisted three motorists, and performed eight traffi c stops. Five

automobile accidents were investigated, including two that resulted in damage to the East Gate. Three suspicious persons were sought after, as were four suspicious vehicles, a missing person, and a prowler. Response was also indicated to two residence alarms, three 9-1-1 hang-ups, and six disturbing the peace complaints. An open fi re was put out, an illegal sign removed, and a trespasser apprehended. A theft, a burglary, and four acts of criminal mischief were investigated. Reports were received of a person walking a dog on the golf course while play was in progress and of kids fi shing in a restricted area.

Eight citations were written during this reporting period, including two for speeding and one each for a leash law violation, fence jumping, disturbing the peace, running a stop sign, standing in the back of a moving golf cart, and damage to community property. Security dispatchers monitored 17 LKVFD emergencies.

Security patrol escorted ambulances to medical calls within Lake Kiowa on six occasions. The Cooke County Sheriff’s Department assisted Security with the trespassing call.

EAST GATE TO BE OPEN JULY 4

The Security Department wishes to announce that the East Gate will once again be open and manned by Security personnel from 10 a.m. until 6 p.m. on July 4.

Those driving stickered vehicles or showing membership or guest cards and those who have in their possession a current guest pass previously issued to them at the Front Gate may access the community through the East Gate.

Additionally, a member may personally lead a guest to the East Gate and have them admitted with a guest pass issued by the offi cer on duty there.

The July 4th Parade will be held again this year at 10 a.m. and will follow the traditional route. However, in the interest of public safety, the following measures will be instituted:

1. Parking on that portion of streets making up the parade route will be limited to the side of the street opposite the placement of mailboxes from 6 a.m. until 11:00 a.m.

This essentially means that parking all along the parade route, including affected portions of Kiowa West, Mohican, Navajo, and San Chez, will be on the right-hand side of the road according to the perspective of one negotiating the parade route.

2. Parking will only be permitted in the direction of travel.

3. Parade spectators should remain in driveways or yards completely off the road surface at all times.

4. Parade participants throwing candy are asked to line up at the rear as the parade forms up on Modoc.

5. Candy tosses should only be made to spectators remaining in established driveways or in yards where the view is unobstructed.

At no time should candy be tossed in such a way as to cause spectators to dart onto the road to retrieve candy.

PROPOSED BUDGET FOR FY 2007/2008

Attached here please fi nd the Community Manager’s PROPOSED BUDGET for the period July 1, 2007 through June 30, 2008 as required by Article XV, Section 15.01(a) of the Bylaws. Numerous iterations of the PROPOSED BUDGET have been reviewed by Staff and the Board, with this version being forwarded to the Membership for review and public hearing. The budget is generally broken down into three (3) parts identifi ed as follows:

(1) Operations and Maintenance (O&M) which is funded through member assessments limited by the governing documents to 5% annual growth without further approval by the members,

(2) Capital Asset Requisition which

is funded through the Capital Asset Requisition Fund (CARF) by periodic reallocation from the Operating Fund or by transfer of funds from the Capital Development Fund, a repository for funds acquired indirectly from the sales of residential lots in the Association’s inventory, and

(3) Asset Replacement Reserve Fund (ARRF) which is funded through a specifi c assessment of $34.00 per month per assessable unit.

Part (1) – Operations and Maintenance (O&M) is the section presented for review by the Membership.

Operations and Maintenance (O&M)Total expenses for O&M are

$3,564,390, which is a decrease of 4.55% from FY2007 budget; however, it represents a 5% increase in the maintenance assessment. This paradox results from a more conservative approach in the treatment of potential gains (losses) from the sale of inventory lots and a conservative view of Lodge revenues. The PROPOSED budget includes a 3% contingency in the amount of $103,819 required by the governing documents. Specifi c expenses of interest to the Board and membership include a 3.5% pool for employee compensation, including cost of living, merit, and market adjustments. Specifi c explanations have been footnoted throughout the budget document.

Total income includes $2,503,979 from maintenance fees based on 1,401 lots (an increase in four lots) and an increase in fees to $148.94 (an increase of 5% as allowed by the governing documents). $1,060,410 will be funded through other fees and income.

Capital Asset Requisition Fund (CARF)

A number of projects have been proposed by the Community Manager that will enhance and improve the amenities and common areas of the community. The Board has determined

that these projects will be addressed individually throughout the year as funds become available and will not be a part of this O&M budget.

Project funding is provided from a number of sources including:

• CARF (Capital Asset Requisition Fund) – This fund receives periodic funding via reallocation of the O&M assessment when excess revenues are realized during the course of the year. Specifi cally, if it appears that the contingency fund will not be needed, the Board by resolution creates the necessary reallocation.

• CIP (Capital Improvement Fund) – This fund does not have any continuing funding other than accrued interest. It was approved by the Membership and the remaining funds are currently dedicated to silt removal.

• Capital Development Fund – This fund receives its income from

periodic sales of lots in inventory. Asset Replacement Reserve Fund

(ARRF)Proposed drawdown of the Asset

Replacement Reserve Fund for FY2008 totals $530,381, including approximately $200,000 for roads and other asphalt and approximately $165,000 in Parks & Lakes which includes approximately $75,000 for bathroom renovations and remodeling, and a further $90,000 for drainage projects. This fund receives its income from a Membership approved, $34.00 per month/per lot assessment. No change in this assessment is requested at this time, although an annual 3% increase is allowed by the governing documents. Drawdown from this fund requires specifi c Board approval and will be addressed individually throughout the year as needs become apparent. Funds are already available.

meeting to order at 6:02 p.m. in the Southwest Room of the Lake Kiowa Lodge. John Davis was absent. All other members were in attendance.

FINANCIAL REPORTTreasurer Wayne Shearer reported

the good thing is that through the first 9 months of the year the YTD expenses are $45,748.00 less than what was budgeted. Under Administration in Expenses we spent more than the budget due to M&L for Community Manager, Disc Golf and the shelves for the Library. He announced that net revenue is $89,639 and received applause from the audience. ARRF (funded with our $34.00 a month) was used to complete the pump house at #2 and the construction of a boat slip for the Security Patrol Boat. CARF (asset requisition fund) still has budgeted monies and the Board will look to finish/do these projects. Cash balance is in good shape, Capital Development is good, and we will use CIP for silt

BOARD WORKSHOPMONDAY, MAY 7, 2007

CALL TO ORDERPresident Peggy Padgham called the

meeting to order at 6:01 p.m. in the Southwest Room of the Lake Kiowa Lodge. All members were present.

MEMBER COMMENTS AND CONCERNS

President Padgham asked if there were items we needed to discuss or add that were not on the agenda.

Secretary Moore brought forth some open items: Joe Rider request; Emergency Warning System; and Rules Committee signing of citations. Other members brought forth: Driving range project; handling of memorials, and East Gate. There was discussion regarding these items and some areas are covered later in the minutes.

COMMITTEE REPORTSNoneMANAGEMENT REPORTSJim Stilwell distributed the lake report

that was prepared by Dr. Ken Dickson from UNT for member review.

Bob Bingham commented that, if we are to do testing of the lake, we need to come to end of job and begin in May. This will be an agenda item for our May 21 meeting. Bob Bingham asked had we paid Dr. Dickson for this report. Jim Stilwell said we have paid nothing. Cost of some items is included in the report.

LODGE LAWNJim Stilwell reported that the Lodge

lawn project is not on the scheduled time line, but is moving forward.

Sprinklers are in and weeds have been sprayed. Due to the weather, we will have to determine if spraying will have to be redone prior to replacing sod. Jim explained the layout of the West Beach Volleyball area; the reason for the safety area, moving of the Gazebo, and that locks had been added to the gates on the playground area. Discussion points were use of 1 million gallons of water for lawn and that this is within our current permit.

KEEP KIOWA CLEANKeep Kiowa Klean (changed to

Clean) is completed for the spring. The dump area has been cleaned up. Jim will report to Board at next meeting about the cost of possibly having a cleanup time each month. Discussion points were the possibility of not sponsoring the cleanups due to cost and misuse and moving the location of the dump area. Discussion points: the spring/fall cleanups have been an amenity for a number of years. Concern on the impact to the community was discussed if the project was to be discontinued.

DEPARTMENT HEAD REPORTS (full reports are available in the Communiqué)

Jim Stilwell read Don Hoover’s Public Works report while he was enjoying some vacation time. He reminded everyone of the Spring Clean-UP scheduled for April 20, 21, and 22, 2007. The current lake level is 698.60 elevation with the normal pool level being 700 elevation. The lake level did not go up after the weekend rain. New signs and hazardous markers are on order for the roads and will be installed as soon as received. Costs and different methods are being compiled for road stripping and marking.

reported that with the temperatures rising the Bermuda will start growing soon. The driving range project continues and without weather delays should be finished within 2 weeks. However the range is open unless they are working or the Closed Sign is posted.

reported that a warm March, Spring Break and Easter weekends were among the factors contributing to a rather active reporting cycle. Be a snoop in your neighborhood. Call in any and all suspicious activity including that of land vehicles and marine craft. Burglars struck five times during this period, forced entry into two houses, a garage, a boat house, and a vehicle. In these kinds of cases the property owner is always encouraged to call the Sheriff’s Department.

Justin McMurry, lot 1664, asked if we have a concentrated area for the break-ins. Gary had prepared a map, which was circulated. Areas affected are the East side and lakeside property. Gary cautioned that the lake and boats may be being used to come up on the lakeside property.

Floyd Copeland, lot 792, asked if we should be calling 911. Gary responded yes. Floyd asked what if you only wanted Joe Rider to come. Gary said we could call Security and they would find Joe, but would probably call 911 so there would not be a delay if needed.

Bob Bingham, Board member, asked what was the time history on the map. Response was about 2 months.

Lodge Manager JT King gave a recap of the past events. He commented the KWC Style Show was a big event and thanked us for letting him know a good job was done. Poker pulls in a large group and we hope it continues to grow. A new menu is being put together for the Dining Room, Lunch, and 19th Hole.

Board member Wayne Shearer asked the capacity in the assembly room. Jim Stilwell will make capacity available to the community

Community Manager Jim Stilwell said that JT was hired for his skill, not luck and that JT and his staff should be commended for a job well done. The Easter egg hunt was a success even though everyone had to bundle up due to the cold. There were plenty of eggs. Dr. Ken Dickson will make some recommendations based on his

lake study. Jim is putting together a demographic survey for the POA website. The information gathered will be used by Long Range Planning and the Board.

He hinted at some kind of reward for taking the survey and a paper version will be available.

President Padgham commented that the Board will be utilizing the Long Range Planning committee input and that we are not going to be reckless with monies, but will look at different areas.

At 7:40 p.m. the meeting recessed back to the Southwest Room.

The meeting reconvened at 7:47 p.m.Bob Wickersham made the motion

to add Sara Franklin to the Lodge and Tavern Committee. Bob Bingham seconded the motion and all were in favor.

LONG RANGE PLANNING COMMITTEE

Chairman Bob Wickersham reported that they have the amenities study. The committee seems to support the study. Bob will forward the study prior to our next meeting then present at the third Monday meeting. The prioritization of future amenities will be presented in June.

UNFINISHED BUSINESSThere was lengthy discussion on

reprogramming some CARF funds to allow completion of Lodge lawn irrigation, Lodge lawn sod, and West Beach volleyball.

Bob Wickersham made the motion that we allocate $22,310.00 for sod at the Lodge and improvements to the West Beach volleyball court. The work is to be completed by the end of May.

Bob Bingham seconded the motion. There were five in favor. Bill Dalton and Lee Skinner were opposed. The motion carried 5 to 2.

Under ARRF we discussed at length moving some funds forward from 2008 to 2007 for renovation of four restrooms. The renovations would be cosmetic as well as functional.

Bob Wickersham made the motion that we move $10,000.00 forward and add to the $15,000.00 for the renovation of restrooms between hole #4 and 5, hole #13, campground, and East Beach.

After more discussion Bob Wickersham amended the motion to include if bid amounts not within the 07/08 monies, the Community Manager would come back to Board for more monies prior to start of the project.

Bill Dalton seconded the amended motion and all were in favor.

Kathy Reed made the motion to adjourn the meeting at 9:00 p.m. Lee Skinner seconded the motion; all were in favor and the meeting was adjourned.

KIOWA HOMEOWNERS WATER SUPPLY CORPORATION

WEDNESDAY APRIL 18, 2007INVOCATION: Brent Reed opened

the meeting with a word of prayer.CALL TO ORDER: The meeting was

held at the new Kiowa Homeowners Water Supply Corporation Office and was called to order at 8:55 a.m. by President Brent Reed.

ESTABLISHMENT OF QUORUM: All board members were present, with the exception of Don Howeth.

APPROVAL OF THE MINUTES OF THE MARCH 14, 2007 MEETING: The minutes were approved on a motion by Jan Thies and a second by Al Arronte. All were in favor. The Board also approved a motion by Al Arronte and seconded by J. A. Samples to waive the requirement that the treasurer must have one year of experience on the Board to serve in that office. All were in favor.

MANAGER’S REPORT: Ronny reported no new taps were installed. Robert had 18 hours of overtime and Gary had 16. Ronny reported quite a few main breaks and a few tap blowouts in lines that were over 30 years old. The SCADA system has been moved to the new building and a few changes were updated in the field operations. Employees have spent time moving into the new office building and all is operating well.

DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION OF PAYMENT OF BILLS: After reviewing the financial statements, Joan Carroll made a motion to accept the statements and pay the bills. Jan Thies seconded it and all were

in favor.COMMITTEE REPORTS:BUILDING: The landscaping and

touch-ups are all that remain for the building to be completed. Ronny will receive the final invoices next month.

LONG RANGE PLANNING: The engineering firm has been given the go ahead to complete the engineering study.

DISCUSSION AND POSSIBLE ACTION ON EXTERMINATING CONTRACT: Marvin’s Pest Control presented a contract to spray the office building inside and outside quarterly at an amount of $230.00 a year. Al Arronte made a motion to accept the contract. J.A. Samples seconded it and all were in favor.

DISCUSSION AND POSSIBLE ACTION ON RELOCATION OF FUNDS: Ronny requested permission of the Board to move the payroll account from Prosperity Bank to Landmark Bank. Jack Skinner made a motion to move the payroll account. It was seconded by Al Arronte and all were in favor.

DISCUSSION AND POSSIBLE ACTION ON RESOLUTION FOR CHECK SIGNATURES: Jan Thies made a motion to require checks to have two signatures for all accounts, and any request for borrowing to require the signature of the president and one other signer. Joan Carroll seconded it and all were in favor.

DISCUSSION AND POSSIBLE ACTION ON MEMBERSHIP USE OF FACILITY: Many requests have been received for the use of the new office facility for meetings. It was the intent of the Water Corporation to provide meeting places for the use of the membership without disturbing the

business offices after business hours. Ronny will draw up a contract that he will e-mail to all board members so that the contract may be voted on at the next meeting. J.A. Samples will help Ronny draw up this contract, which will designate one person responsible for the group using the building. No smoking or alcoholic beverages will be allowed. The May 12 election will take place in the building since the Lodge is already in use.

DISCUSSION AND POSSIBLE ACTION ON OPEN HOUSE (NEW OFFICE): A motion was made by J. A. Samples and seconded by Al Arronte to hold an Open House on Sunday, May 20, from 2-4 p.m. in the new building. All were in favor.

DISCUSSION AND POSSIBLE ACTION ON MANAGEMENT PAY PLAN: On a motion by Jan Thies and a second by J. A. Samples, this discussion was tabled until the next meeting. All were in favor.

INSURANCEA review of our current insurance

coverage has been conducted and the following areas have been found to need attention: liability insurance for the dam; increase of the premium for coverage on employee dishonesty. Jim noted that he has found skateboard coverage is available.

DRIVING RANGE/TEE BOX project will be completed by June Kapers. The final grade needs some rework due to rains before the sod can be laid. All the work has been done in-house except the grade work that has been contracted out.

CELEBRATION July 4 booth locations have been laid

out. Weekly meetings have begun for the event.

BUDGETReview of draft budget is continuing.

The Board has held budget workshops on April 18 and April 26 to review and discuss proposed budget. We are working to develop a realistic budget that meets the needs of our community.

GOLF MARSHALKathy Reed made a motion to transfer

the Golf Marshal position and current amount of $2,600.00 to the Golf Professional. Lee Skinner seconded the motion, which passed with all being in favor.

FY2007 AUDITORDiscussion about engaging an auditor

for the 2007 audit was held. Wayne Shearer, Kathy Reed, Bob Wickersham, and Jim Stilwell will be a committee to interview firms that replied to our RFQ.

BY-LAWS AND COVENANTS COMMITTEE

President Padgham nominated members of the By-Laws and Covenants Committee.

Kathy Reed made the motion to accept Lloyd Butts as Chair with members John

Davis, Pat Jessee, and Bob Bergbower. Wayne Shearer seconded the motion. The motion passed with all being in favor.

RULES COMMITTEEPresident Padgham reported that

Rules Committee Chairman Don Thacker has requested the addition of Carol Hutchinson to his committee.

Lee Skinner made the motion to approve the addition of Carol Hutchinson to the Rules Committee. Bob Bingham seconded the motion, which passed with all being in favor.

EAST GATEBill Dalton reported that we are

having problems with the East Gate toll tags. Jim Stilwell asked for e-mail with the specifics and he will investigate the issues.

COMMUNITY MEMBER COMMENTS

Sally Grant had some questions about the recent release of an employee. President Padgham and John Davis stated that all personal actions are confidential and not for open discussion. The organizational structure of the Community Manager and the Board were explained for Mrs. Grant.
