The meeting will be held at 11 a.m. in Punjab Bhawan, an official spokesperson announced. The meeting will discuss the situation arising out of the recent de- velopments in the ongoing farmers’ agitation in Delhi, especially in view of the R- day violence, the Singhu bor- der attack on farmers, and the massive vilification cam- paign against them. Urging all parties to join the meeting in a spirit of uni- ty, in support of the farmers and in the interest of Punjab, the Chief Minister said the crisis triggered by the Farm Laws was a matter of concern for the entire state and its peo- ple. Only through collective efforts of all Punjabis, and all the political parties of the state, can the crisis be tackled effectively and the farmers’ interests be protected, he added. “Our farmers are dy- ing out there at the Delhi bor- ders for more than 2 months now. They are being beaten by the police and as- saulted by goons. They are being ha- rassed by being de- prived of basic amenities,” the Chief Minister pointed out, adding that with a large number of farmers from Punjab at the receiving end of this battering, it was imperative for all parties to come together to evolve a co- hesive strategy on the issue. The cheque was submitted on Sunday by Haryana chief minister Manohar Lal Khattar for the construction of the temple. According to an official statement, Khat- tar gave the cheque amounting Rs 5,10,000 to the committee of 'Sri Ram Janam Bhoomi Tirtha Shetra Nyas Nidhi Samparan Abhiyan', Haryana. Secretary of Vishwa Hindu Parishad, Dr Surendra Jain, among others were also present on the occa- sion. A portrait of Sri Ram Janma Bhoomi Temple was also presented to the chief minister, the statement said. Sharing more information in this regard, an official spokesperson said that this order has been issued to pre- vent any disturbance of peace and public order in the juris- diction of these districts of Haryana and shall be in force with immediate effect. Any person who will be found guilty of violation of afore- said order will be liable for le- gal action under relevant pro- visions. The spokesperson said that the suspension has been ordered under Rule 2 of Tem- porary Suspension of Tele- com Services (Public Emer- gency or Public Safety) Rules, 2017. As India emerges from the COVID-19 crisis, the ninth budget un- der the Modi government, including an interim one, is widely expected to fo- cus on boosting spending on job cre- ation and rural develop- ment, generous allocations for development schemes, putting more money in the hands of the average tax- payer and easing rules to attract foreign invest- ments. Sitharaman, who had in her first budget in 2019 replaced leather briefcase that had been for decades used for carrying budget documents with a traditional red cloth ‘bahi-kha- ta’, had earlier this month stated that the budget for the fiscal year beginning April will be “like never before”. The budget, econo- mists and experts say, will be the starting point for picking up the pieces after the economic de- struction caused by the COVID-19 pandemic. And it must go beyond being just a ‘bahi khata’ or a ledger of accounts, as well as canning old schemes in a new bottle. It has to be a vision statement, a roadmap to get the world’s fastest- growing major economy back on track. A prescient budget, which goes a long way in instilling confidence, cannot be replaced by ‘mini-budgets’ such as the one in September 2019 when the gov- ernment cut corporate tax rate just two months after Sitharaman presented her maiden one, or the periodic announce- ments of economic measures that dot- ted 2020. There is a larger consensus among economists that the annual GDP for FY21 will decline by 7-8 per cent, one of the weakest performances among the developing nations. The government has to play a critical role in pulling the economy out of the trough. While the pandemic is showing signs of being less virulent, a gradual progress in the vaccination programme is fuelling hope for a better future. Haryana records 92new COVID-19 cases,one more fatalityCHANDIGARH, JAN 31

Haryana recorded 92 fresh coron-avirus cases, taking the infectiontally to 2,67,897 on Sunday, whileone more fatality pushed the deathtoll to 3,018, a health department''sbulletin said.

The 97 fresh cases included 18from Gurgaon and 13 from Yamu-nanagar districts, it said.

The total number of infectionsreported in the state so far have nowrisen to 2,67,897, the bulletin said.

The number of active cases inthe state is 1,115, while 2,63,764people have recovered from the dis-ease.

The recovery rate is 98.46 percent, the bulletin added.

Malignant brain tumors, mostly, arise from brainmatter (intrinsic) and can only be con-trolled for variable periods of time – af-ter using all the various modalities oftreatment available (surgery followedby radiotherapy and chemotherapy).But they differ from cancers of the restof the body and in that they do notmetastasize (that is spreading to otherparts of the body).

The same depot holders are also re-turning empty handed due to lack of internetservice. In the districts of Haryana where in-ternet service has been stopped by the govern-ment for 2 days, the BPL ration card holdersare having problems in getting ration for themonth of January because according to thenew system the depot holder gives ration to theBPL ration card holders only after the entry inthe PDS machine and the PDS machine can berun only through the Internet. Depot holderAnkit said that due to lack of internet service,PDS machines could not function due towhich the ration could not be given to the BPLration card holders. They are facing a lot ofproblems. He said that ration has to be given by

the last date of the month and if ration cannot begiven through the machine, then it is counted inthe next month. In this regard, Inspector VinodKumar of the Food and Supplies Departmentsaid that everyone is aware of internet closurebut still the system of giving ration to the char-acters who were denied internet service stoppedin the last date of the month. To increase the timeperiod in the PDS machine, some high officialswill be made aware and ration could be given tothe eligible people later.

Childhood trauma could af-fect the trajectory of mul-tiple sclerosis develop-

ment and response to treatmentin adulthood, a new study inmice found.

Mice that had experiencedstress when young were morelikely to develop the autoim-mune disorder and less likely torespond to common treatment,researchers at the University ofIllinois Urbana-Champaignfound. However, a treatmentthat activated an immune-cellreceptor mitigated the effects ofchildhood stress in the mice.The study was published in thejournal Nature Communica-tions. Multiple sclerosis is aprogressive autoimmune diseasein which the body attacks and

strips away the protective coat-ing around neurons, resulting ina wide range of neurologicalsymptoms. Both genetic and en-vironmental factors play a rolein MS development.

Previous work has shownthat early-life trauma increasessusceptibility to developingmore severe MS, but re-searchers have not been able todetermine how, said Makoto In-oue, a professor of comparativebiosciences at Illinois. In thenew study, Inoue's group stud-ied a mouse model of MS. Themice were genetically suscepti-ble to experimental autoimmuneencephalomyelitis, the modelmost widely used for studyingMS. The researchers watchedthe development and progres-

sion of EAE in mice that hadbeen briefly separated fromtheir mother and given a saleneinjection while young and com-pared it with mice that had notexperienced the same stress.

"Mice that had early-lifetrauma were more susceptible toEAE disease development andsuffered prolonged motor paral-ysis with severe neuronal dam-age in the central nervous sys-tem, which we found wascaused by a heightened immuneresponse," said graduate studentYee Ming Khaw, the first authorof the study.

The researchers traced theEAE triggers to the immunesystem - in particular, a receptoron immune cells that binds tothe stress hormone norepineph-

rine. The researchers found thatchildhood stress in the micetriggered a prolonged release ofnorepinephrine.

The receptor was activatedfor long periods of time, whichled the cells to decrease its ex-pression - leaving the immunesystem less equipped to re-spond to the stress and inflam-mation of EAE. Importantly,mice that developed EAE afterstress in their childhoods didnot respond to treatment withinterferon beta, one of the ini-tial therapies most widely pre-scribed to individuals with MS.Meanwhile, the drug effectivelyprevented EAE progression inmice without childhood stress,Khaw said.

Next, the researchers treat-

ed the mice with a compoundthat boosts the receptor's re-sponse. The treatment prevent-ed paralysis and slowed dam-age to the spinal cord. In addi-tion, mice that received thetreatment responded to interfer-on beta treatment, though theyhad not responded before.

"This work suggests that in-dividuals with experience ofchildhood trauma develop theautoimmune disease withsymptoms and mechanisms thatgreatly differ from their peerswith no history of childhoodtrauma, and may need differentmedical treatment," Inoue said.

"This receptor activatormay be a therapeutic drug forMS patients with a history ofchildhood trauma."

HP ranked Best PerformingState in Waste ManagementBUREAUSHIMLA, JAN 31

In a comparative evaluationmade by the Central PollutionControl Board (CPCB)regarding implementation of theBiomedical Waste ManagementRules, 2016, Himachal Pradeshhas been ranked as topperforming State in the countryalong with UTs like Chandigarh,Delhi, Puducherry and State likeWest Bengal. All theseStates/UTs have total score of 21out of 24 according to a reportsubmitted by the CPCB beforethe Hon’ble National GreenTribunal. The CPCB identified12 Key Performance Indicators(KPIs) to assess States withrespect to effectiveness inmonitoring, ensuring complianceand implementation of theBiomedical Waste ManagementRules, 2016. Pursuant to thenotification of new Regulation inthe year 2016, the State Boardhas taken several initiatives tosensitize the stakeholderinstitutions which mainly areAllopathic, Ayurvedic andVeterinary hospitals/institutionsto achieve the better complianceof Rules. In this regard morethan 100 trainings andworkshops were organized bythe State Board at State, District

and local level to bring in allinstitutions under regulatoryambit of the Rules.

The State has inventory of8853 health care institutions,which falls under the ambit ofthe Rules and out of whichapproximately 77 percent of theinstitutions have been authorizedby the State Board. It is alsopertinent to mention here thatdespite COVID pandemiccondition the State Regulatoryagency has put in best efforts toenforce the regulatory measuresfor management of bio-medicalwaste and granted authorizationto about 4000 health careinstitution, which is almost 58percent of the total authorization

granted so far. There are 4125allopathic institutions in theState out of which 3147institutions (about 76 percent)have been authorized by theState Board so far. Ayurvedicinstitutions have the highestlevel of compliance (about 91percent), wherein, 1112institutions have been authorizedagainst the inventory of 1228institutions. Besides, thecompliance level of Veterinaryinstitution is about 72 percent,wherein, 2443 institutionspossess authorization from theState Regulatory agency againstthe total inventory of 3404institutions. In addition to thisthere are 96 industrial units

which also falls under the ambitof the Rules ibid and 91 unitshave been authorized so far.

There are two CommonBiomedical Waste TreatmentFacilities (CBWTFs) operatingin the State with cumulativetreatment and disposal capacityof 9.2 MT per day, of whichincineration capacity is 2.4MT/day. Approximately, 90percent of the biomedical wasteis collected and disposed-off bythe two CBWTFs and remaining10 percent through captivedisposal facilities of therespective Health CareInstitutions situated inremote/far flung areas of theState. To ensure the operationalcompliance of these CBWTFs,online continuous emissionmonitoring systems have beeninstalled, which transmit itsemissions monitoring data onreal time basis with the server ofthe State/Central regulatoryagencies. Besides, segregation,pre-treatment, on-site storage,barcoding and treatment ofliquid waste etc. is alsomandatory for all health carefacilities. Status review of theBiomedical Waste Managementin the State is being done at thelevel of the Chief Secretary,Govt. of Himachal Pradesh fromtime to time.

kariyana sub –station situatedjust near the Distt. Headquarterchamba . it was too longarrangement, due to reasonsometimes power supply ofBharmour region was effected,while the electrical voltage wasalso reduced. Now by this newarrangement, 33 K.V. newlyconstructed transmission line,about 3 km long from the sub-station, Dinaka (Bharmour) hasbeen connected to 400 kv sub-station lahal. A cost of about Rs78 lakh has been incurred on theconstruction of this 3 km longtransmission line. Now, resultingthis new arrangement , effectivepower supply will be available intribal Bharmour area and about60 thousand people of the areawill also get relief from theproblem of low voltage. On theother hand, instead of 53 kmlong power transmission line toBharmour region, availability ofpower supply through only 3 kmof transmission line, there willalso be reduction in losses inpower transmission anddistribution.

Pb police bust major gambling racket in Banur, 70 arrested ZIRAKPUR: In an early morning operation, the Organised Crime Control Unit of Punjab Police busted agambling racket active in Mohali district with arrest of 70 persons including 10 women from a citymarriage palace on outskirts of Banur besides seizing Rs 8.42 Lakh in cash, 47 vehicles, 40 liquorbottles, playing cards and laptops from the spot. Backgrounds of all the persons involved in thegambling and immoral trafficking is being investigated, informed the DGP Dinkar Gupta. Forensicexamination of the seized laptops and mobile phones is also being conducted to reveal further details, headded. Acting on a secret information, the raids were conducted on the directions of Organised CrimeControl Unit chief, Kunwar Vijay Pratap Singh, on the intervening night of January 30 and January 31, ataround 1 AM, at New Life marriage palace located at the outskirts of Banur, towards Zirakpur. COVID-19: India records 13,052new cases, 127 fatalities

AGENCYNEW DELHI, JAN 31

With 13,052 new coronaviruscases, India's COVID-19 tallyhas climbed to 1,07,46,183,while the number of people whohave recuperated from thedisease has surged to1,04,23,125, according to theUnion Health Ministry dataupdated on Sunday.

The national recovery ratehas climbed to 96.99 per cent.The death toll increased to1,54,274 with 127 new fatalities,the data updated at 8 am showed.The number of people who haverecuperated from the diseasesurged to 1,04,23,125. TheCOVID-19 case fatality ratestands at 1.44 per cent. The totalCOVID-19 active cases remainedbelow 2 lakh for the 12thconsecutive day.

There are 1,68,784 activecases of coronavirus infections inthe country which comprises1.57 per cent of the totalcaseload, the data stated.

India's COVID-19 tally hadcrossed the 20-lakh mark onAugust 7, 30 lakh on August 23,40 lakh on September 5 and 50lakh on September 16. It went

past 60 lakh on September 28, 70lakh on October 11, crossed 80lakh on October 29, 90 lakh onNovember 20 and surpassed theone-crore mark on December 19.

According to the ICMR,19,65,88,372 samples have beentested up to January 30 with7,50,964 samples being tested onSaturday.

The 127 new fatalitiesinclude 42 from Maharashtra, 18from Kerala, 9 each fromChhattisgarh and West Bengal, 8each from Delhi and Punjab. Atotal of 1,54,274 deaths havebeen reported so far in thecountry including 51,042 fromMaharashtra followed by 12,350from Tamil Nadu, 12,213 fromKarnataka, 10,849 from Delhi,10,164 from West Bengal, 8,650from Uttar Pradesh and, 7,153from Andhra Pradesh. The healthministry stressed that more than70 per cent of the deaths occurreddue to comorbidities.

"Our figures are beingreconciled with the IndianCouncil of Medical Research,"the ministry said on its website,adding that state-wisedistribution of figures is subjectto further verification andreconciliation.
