Maha: Lockdown hits lemon cultivators of ChalisgaonAGENCYAURANGABAD, AUG 6

The coronavirus-induced lockdownhas severely hit lemon cultivators inChalisgaon of Maharashtra'sJalgaon district, who have beenforced to sell their produce at throw-away prices, as demand has droppedsignificantly in the present situation.

Dilip Deshmukh, who has alemon farm at Chalisgaon, was leftwith nothing despite supplying 80crates of his produce to the marketsof Surat in Gujarat recently.

Not only did he fail to get theright price for his produce, but afterbearing the transportation andpackaging costs, he earned next tonothing, the farmer claimed.

"Chalisgaon is known for itslemon farms and the agriculturemarket here is also a collectioncentre.

Businessmen from Gujaratusually send their crates to collect theproduce and they pay us based on theweight of the produce," Deshmukh

said. After sending his produce thistime around, the farmer received Rs5,061, while he had to shell out Rs5,461 to transport the lemons toSurat, he claimed.

"It was a total loss, as I didnt getany money in return but had tospend from my pockets to clear the

transaction," he said.Farmers don't make much by

selling the produce locally, which iswhy they prefer sending them toGujarat.

However, the coronavirus-induced lockdown not only causedthe lemon prices to fall, but it also

severely hit the commercialdemand.

"I have 2,200 lemon trees. Lastyear, the rate of lemons went up toRs 2,200 per crate," Deshmukh said. While some farmers like Deshmukhwas able to sustain the loss as he hasother businesses, many cultivatorsin the area, who are totallydependent on lemon farming, suffered.

Meanwhile, local authoritiesbelieve that although the harvest hasbeen substantial this year, thelockdown has slashed the rate oflemons and brought down thecommercial demand as well.

"Although the lemon harvest hasbeen good this year, the closure ofrestaurants and hotels due to thelockdown has affected the demand,"Chalisgaon agriculture marketcommittee chairman SardarsinghRajput said. Farmers of Chalisgaontry to get higher rates in nearbymarkets of Gujarat and other parts ofMaharashtra, but the price is notmore than Rs 5 per kg, he added.

Political expediency cannot be blamed for All IndiaCongress Committee general secretary PriyankaGandhi-Vadra’s volunteering to pledge her support

to the Ram temple project in Ayodhya and calling it asymbol of national unity. Even political novices areaware of the energy and efforts Hindutva forces havespent for the project, and the blood of innocent peoplethey caused to spill across the nation after Lal KrishnaAdvani mounted the “Ram rath” in the 1990s.Even a distant observer of Nehruvian legacy, leave alonehis political heirs, will not miss the objection the firstPrime Minister of India raised when President Babu Ra-jendra Prasad chose to attend the consecration of the ren-ovated Somnath temple in Gujarat, for the celebration ofa community is rightfully theirs, not of a secular state norits head. That the temple is coming up on a spot whereBabri Masjid once stood, and the apex court had sanc-tioned its construction there only after calling the van-dalism at the Masjid, including damage done to it in1934, placing of idols under its central dome in 1949 andits destruction in 1992, “egregious violations of rule oflaw”, would have been reason enough for the Congressleader to hold back her horses, instead of joining forceswith those who are out to display “triumphalist bigotry”,as another senior Congress leader Shashi Tharoor wouldput it. Protagonists of the Indian National Congress, savePandit Nehru, have displayed a congenital tragic flawwhen they were told to act on the contentious Ayodhyaissue, and Ms Gandhi can be seen as no exception.Rajiv Gandhi, then Prime Minister and Congress presi-dent, did it twice: in 1986 when he ordered opening ofthe locks of the disputed site which his grandfather hadshut down and then allowing the shilanyas in 1989. P.V.Narasimha Rao, then Prime Minister and Congress pres-ident, watched in silence when karsevaks razed theminarets in 1992. The Congress’ attempts were clearlyto hunt with the hounds and run with the hare, but itfailed, miserably and naturally. The party that had placed itself at the secular liberal side

of the polity lost pathetically when it chose to run therightist course, for the people had a better lineup to rep-resent that ideology to opt for. Ms Gandhi and those inthe Congress who smart at being not invited for the pro-gramme in Ayodhya owe the people an explanation howtheir interpretation of national unity as seen in the Ayo-dhya project squares with the “the ideals Lord Ram epit-omises: justice for all, righteous conduct, fairness andfirmness in all dealings, moral rectitude and courage”, asShashi Tharoor would put it.

Literature & HealthVitamin D does not reducerisk of depression in adults

Vitamin D supplements donot show any "significantbenefit" in the protection

against depression in middle-agedor older adults, according to the re-sults from one of the largest everstudies of its kind.

In this study, however, "Therewas no significant benefit from thesupplement for this purpose. It didnot prevent depression or improvemood," said Olivia I. Okereke,MD, MS, of Massachusetts Gener-al HospitalMGH's Psychia-try Department.Okereke is thelead author of thereport and princi-pal investigatorof this study, published inJAMA. It includ-ed more than18,000 men andwomen aged 50years or older.Half the partici-pants received vitamin D3 (chole-calciferol) supplementation for anaverage of five years, and the otherhalf received a matching placebofor the same duration.

Vitamin D is sometimes calledthe "sunshine vitamin" because theskin can naturally create it whenexposed to sunlight. Numerous pri-or studies showed that low bloodlevels of vitamin D (25-hydroxy vi-tamin D) were associated with

higher risk for depression in laterlife, but there have been few large-scale randomised trials necessaryto determine causation. Now Ok-ereke and her colleagues have de-livered what may be the definitiveanswer to this question. "One sci-entific issue is that you actuallyneed a very large number of studyparticipants to tell whether or not atreatment is helping to prevent thedevelopment of depression. Withnearly 20,000 people, our study

was statisti-cally pow-ered to ad-dress this is-sue," Ok-ereke ex-plained.

T h i sstudy, calledVITAL-DEP(DepressionE n d p o i n tPreventionin the Vita-min D and

Omega-3 Trial), was an ancillarystudy to VITAL, a randomised clin-ical trial of cardiovascular diseaseand cancer prevention among near-ly 26,000 people in the US. Fromthat group, Okereke and her col-leagues studied the 18,353 men andwomen who did not already haveany indication of clinical depres-sion to start with, and then testedwhether vitamin D3 preventedthem from becoming depressed."

Pakistan continues propagandaand anti-Indian vitriol, despite asignificantly improved security

situation and dip in terror attacks inJammu and Kashmir, following theabrogation of Article 370 from theregion on August 5 last year, accord-ing to The National Interest. In an ar-ticle for the magazine by MichaelRubin, a resident scholar at theAmerican Enterprise Institute (AEI),the author explains how PakistanPrime Minister Imran Khan issued adirective to the press for describingKashmir, distracting Pakistanis fromthe government's mishandling ofCOVID-19 crisis and economy.

Even as Pakistan has beensnubbed by the international com-munity for raising the Kashmir is-sue, it continues to rake up the mat-ter nonetheless. For example, Pak-istani journalists, risk their employ-ment if they do not use their govern-ment's nomenclature regardingKashmir. The scribes are forced toterm India's actions in Kashmir as"demographic apartheid" and "mili-tary siege" instead of "lockdown."

The journalists have been in-structed to wear black solidarityarmbands. "No amount of Khan'srhetorical flak should distract fromPakistan's terror complicity, the rootcause of insecurity in South Asia. While the Financial Action TaskForce (FATF) has begun to addressPakistan's terror problem, it wasdiplomatic nicety rather than an ob-jective consideration of facts that al-

lowed Pakistan to remain on theFATF grey list in June 2019 ratherthan face the sanctions of a formallyblack-listed countries," Rubin said.

"In recent weeks, the Pakistanisenate had passed two reforms nec-essary to address FATF concernsabout Pakistan's terror complicity, but even if the Pakistani governmentand, more importantly, Pakistan's In-ter-Services Intelligence agency wassincere, the fact that such reformsare considered openly controversialwithin the Pakistani governmentshould raise red flags," he added. The author stated that while Pak-istani diplomats say the country istaking stern action against UN-des-ignated terrorists, Islamabad contin-ues to remain deeply invested in aid-ing terror. "...Official Pakistaniprotestations of ignorance about thewhereabouts of Masood Azhar, theUN-designated leader of the Pak-istan-based Jaish-i-Mohammed ter-rorist group, belies this. So too doesthe saga of Ehsanullah Ehsan, theformer spokesperson of Tehreek-i-

Taliban Pakistan, a man responsiblefor one of the bloodiest terrorist at-tacks on Pakistani soil who 'escaped'from prison and now appears to beunder the protection of Pakistan's in-telligence service. Nor has therebeen any substantive action in thecase of the Lashkar-e-Taiba terror-ists who attacked Mumbai morethan a decade ago," Rubin said.Rather than cracking down on terror, the Imran Khan government seemsinclined to use the COVID-19 pan-demic as an excuse to seek relief ordelay in fulfilling the FATF commit-ments ahead of the plenary in Octo-ber this year. Rubin lists out ImranKhan's "hypocritical" actions includ-ing the systematic targetting ofGilgitis, Pashtuns, Sindhis andBalochis within the country and Is-lamabad's claims of respecting reli-gious liberty, given their open sup-port of concentration camps forUighur Muslims set up by China."Any Pakistani criticism of others'respect for religious liberty also fallsflat, given the Pakistani govern-ment's endorsement of Chinese con-centration camps targeting UighurMuslims and the sense of impunityfor violence against minorities thatleads Peshawar's elite police to posefor a selfie with a man who ac-knowledged murdering Americancitizen Tahir Ahmad Naseem, charged under Pakistan's intolerantblasphemy laws but whose realcrime was being from the Ahmadisect," he said.

An international team ofastronomers includingGisela Ortiz-Leon

from the Max Planck Institutefor Radio Astronomy(MPIfR) in Bonn discovereda Saturn-like planet orbiting asmall, cool star by detectingthe "wobble" in the star's mo-tion caused by the gravita-tional pull of the planet.

This is the first time thatthis technique is successfullyemployed with observationsobtained at radio wave-lengths. For their observa-tions, the researchers used anetwork of radio antennasthat are linked together toform a continent-size radiotelescope. The discovery waspossible thanks to the ex-tremely high precision meas-urements of the star's positionthat can only be achievedwith such a radio telescopenetwork.

One of the things thatmakes this detection excitingis that the planet, calledTVLM 513b, has a similarmass to Saturn and an orbitanalogous to that of Mercuryin our Solar System. Only ahandful of extrasolar planetswith characteristics similar toTVLM 513b have been dis-covered so far around small, cool stars - known as ultra-cool dwarfs. Other planetsearch techniques have diffi-culties to study these dwarfs, mainly due to the faintness ofthe objects, which makes ra-dio observations a very pow-erful and complementary toolto uncover many more newplanets.

The results are publishedin the current issue of the 'As-tronomical Journal'.

Using the supersharp ra-dio "vision" of the continent-wide Very Long Baseline Ar-ray (VLBA), astronomershave discovered a Saturn-sized planet closely orbiting asmall, cool star 35 light-yearsfrom Earth. This is the firstdiscovery of an extrasolarplanet with a radio telescopeusing a technique that re-quires extremely precisemeasurements of a star's posi-tion in the sky, and only thesecond planet discovery forthat technique and for radiotelescopes.

The technique has longbeen known but has proven

difficult to use. It involvestracking the star's actual mo-tion in space, then detecting aminuscule "wobble" in thatmotion caused by the gravita-tional effect of the planet. Thestar and the planet orbit a lo-cation that represents the cen-tre of mass for both com-bined. The planet is revealedindirectly if that location, called the barycenter, is farenough from the star's centreto cause a wobble detectableby a telescope.

This technique, called theastrometric technique, is ex-pected to be particularly goodfor detecting Jupiter-like

planets in orbits distant fromthe star. This is because whena massive planet orbits a star, the wobble produced in thestar increases with larger sep-aration between the planetand the star, and at a givendistance from the star, themore massive the planet, thelarger the wobble produced.

Starting in June of 2018and continuing for a year anda half, the astronomerstracked a star called TVLM513-46546, a cool dwarf withless than a tenth the mass ofour Sun in the constellationBootes (The Herdsman). Inaddition, they used data from

nine previous VLBA obser-vations of the star betweenMarch 2010 and August2011.

Extensive analysis of thedata from those time periodsrevealed a telltale wobble inthe star's motion indicatingthe presence of a planet com-parable in mass to Saturn, or-biting the star once every 221days. This planet is closer tothe star than Mercury is to theSun.

Small, cool stars likeTVLM 513-46546 are themost numerous stellar type inour Milky Way Galaxy, andmany of them have been

found to have smaller planets, comparable to Earth andMars.

"Giant planets, likeJupiter and Saturn, are ex-pected to be rare around smallstars like this one, and the as-trometric technique is best atfinding Jupiter-like planets inwide orbits, so we were sur-prised to find a lower mass,Saturn-like planet in a rela-tively compact orbit. We ex-pected to find a more massiveplanet, similar to Jupiter, in awider orbit", said SalvadorCuriel, of the National Au-tonomous University of Mex-ico. "Detecting the orbitalmotions of this sub-Jupitermass planetary companion insuch a compact orbit was agreat challenge", he added.

More than 4,300 planetshave been discovered orbit-ing stars other than the Sun,but the planet around TVLM513-46546 is only the secondto be found using the astro-metric technique. Another, very successful method, called the radial velocitytechnique, also relies on thegravitational effect of theplanet upon the star. Thattechnique detects the slightacceleration of the star, eithertoward or away from Earth, caused by the star's motionaround the barycenter.

"Our method comple-ments the radial velocitymethod which is more sensi-tive to planets orbiting inclose orbits, while ours ismore sensitive to massiveplanets in orbits further awayfrom the star", said Gisela Or-tiz-Leon of the Max PlanckInstitute for Radio Astrono-my in Germany.

handigarh; The impact of the restrictions arising from the novel corona virus has been particularly severe on Cstudents as far as education is concerned. Ever since the

lockdown was announced, schools have been closed and there has been break in classroom education for them. In fact a week before the lockdown was announced, the government had decided to shut down schools.Said Mr. Vinesh Menon, CEO - Education, Skilling & Consulting Services, Ampersand Group, “We all know that when a school closes a cascade of adverse effects follow. These vary from a disruption in lessons to a sudden breakage in the teacher–child–parent interaction to disturbance in the flow of students who have been toiling hard to prepare for annual examinations to even something as rudimentary as explaining to smaller children about what really caused the school shut down.”According to the Organisation for Economic Cooperation & Development (OECD) and the United Nations, 39 countries across three continents have closed schools due the virus outbreak. This has led to over 500 million students being kept away from school to ensure social distancing and to stem the spread of the virus. The shutdown of the schools and break in physical classrooms has encouraged Ed-tech companies to surge their offerings in the online education space. Leading known players as well as relatively unknown start-ups have all started positioning themselves as the ideal alternative to ensure that children continue to learn during this period.

RBI keeps repo rate unchangedGDP growth seen negative in FY21

AGENCYMUMBAI, AUG 6

The Reserve Bank of India (RBI)on Thursday kept the key repo rateunchanged at 4 per cent in view ofrising inflation and faint signs ofeconomic growth amid the graduallifting of coronavirus (COVID-19)countrywide lockdown.

The central bank's monetarypolicy committee (MPC) began itsthree-day meeting on August 4 andmaintained the stance asaccommodative. It also kept thereverse repo rate unchanged at3.35 per cent.

Repo is the rate at which RBIlends funds to commercial bankswhen needed. It is a tool that thecentral bank uses to controlinflation. While there are somesigns of a pick up in activity due tothe staggered easing of alockdown, there is a large degreeof uncertainty amid a surge invirus cases. "The MPC votedunanimously to leave the policyrepo rate unchanged at 4 per centand continue with theaccommodative stance ofmonetary policy as long asnecessary to revive growth, mitigate the impact of COVID-19while ensuring that inflationremains within the target goingforward," said RBI GovernorShaktikanta Das. The headlineinflation has breached the 6 percent level, beyond the comfortlevel of the central bank. The RBIis tasked with keeping inflation at4 per cent in the medium-term witha 2 percentage point leeway oneither side. Das said the headlineinflation prints of April to May areobscured by a spike in food pricesand cost-push pressures.

Meanwhile, the cumulativereduction of 250 basis points isworking its way through theeconomy, lowering interest rates inmoney, bond and credit markets, and narrowing down spreads.

"Given the uncertaintysurrounding the inflation outlookand extremely weak state of theeconomy in the midst of anunprecedented shock from theongoing pandemic, the MPCdecided to keep the policy rate onhold, while remaining watchful fora durable reduction in inflation touse available space to support therevival of the economy," he said.

On the economic growth, Dassaid India's real gross domesticproduct (GDP) will contract in thefirst half of FY21 as well as fullfinancial year. He did not put anynumber to it. "We shall remainalert and watchful and collectivelydo whatever is necessary to revivethe economy and preservefinancial stability. Courage andconviction will conquer COVID-19." Significantly, the RBI alsodecided to allow lenders to providea restructuring facility on someloans that were standard as onMarch 1. An expert committee willbe set up under K V Kamath towork out thrash out modalities and

look into resolution plans ofeligible borrowers. Among otherkey measures announced by theRBI, additional special liquidityfacility of Rs 5,000 crore each willbe provided to the National Bankfor Agriculture and RuralDevelopment (Nabard) and the

National Housing Bank (NHB).The RBI will also amend

priority-sector lending guidelinesto remove regional disparity. "Anincentive framework is now beingput in place for banks to addressthe regional disparities in the flowof priority sector credit," said Das.

Das said the MPC voted forkeeping the interest rateunchanged and continued withits accommodative stance tosupport growth. According toexperts, market participantscheered the RBI's balancedapproach, which is seen in linewith expectations that the centralbank will be looking at alternatemeasures such as forwardguidance and maintain sufficientliquidity. Earlier James Anderson andStuart Broad took wickets in animproved England bowling per-formance as they restricted Pak-istan to 187 for five at lunch onday two of the first Test at OldTrafford on Thursday.

England had been criticisedby coach Chris Silverwood forallowing too many “easy balls tohit” after a rain-shortened firstday, but were markedly improvedunder heavy skies on the secondmorning.

Pakistan added only 48 runsin the morning session at a paltryrate of 1.86 per over, also losingkey batsman Babar Azam (69),

Asad Shafiq (7) and wicketkeep-er-batsman Mohammad Rizwan(9).

It was largely due to the dis-ciplined line of the Englandseamers, and chalk and cheesefrom their wayward performanceon the first afternoon, both tar-geting the wickets with astraighter line and stifling thescoring opportunities of thetourists. Babar was out in the firstover without adding to hisovernight score, edging Ander-son to Joe Root at first slip.

It was the bowler's 590thTest wicket as he closes in onbecoming the first seamer to 600scalps. Broad removed Asad af-ter finding the edge as well, thistime Ben Stokes diving acrossRoot to snatch the ball in front offirst slip. Rizwan never lookedcomfortable at the crease andused up 41 balls for his nine be-fore nicking a Chris Woakes de-livery to wicketkeeper Jos But-tler. The match is the first ofthree Tests, with the next two inSouthampton, as Pakistan seek afirst series win in England since1996.
