Overview of the labor market in May

Labor Supply

The number of South Dakotans who would be available to staff a new or expanding business, or South Dakota's labor supply, was estimated at 83,160 in May 2011. Included in this labor supply are those who currently hold jobs (and would like to change) and those who, for a variety of reasons, do not have jobs. (See

related data.) As a new feature of the e-Labor Bulletin, this monthly overview of the labor market will now include the following map of labor supply estimates by county.

Labor Force

This data is seasonally adjusted.

Preliminary estimates show the May 2011 South Dakota labor force decreasing by 100 over the month, with the level of employed increasing by 300 workers, and the level of unemployed down by 400.

Nationally, the seasonally adjusted unemployment rate edged up to 9.1 percent in May from 9.0 in April. The number of unemployed persons, at 13.9 million, increase over the month as well. The number of people in the labor force also was up slightly in May.

Over the year, South Dakota's current total labor force of 449,200 is up compared to the level of 444,000 in May 2010. The level of employed increased by 5,200 persons. The level of unemployed was unchanged.

Notes about labor force data

The unemployment rate represents the number of unemployed as a percent of the labor force. People are classified as unemployed if they do not have jobs, have actively looked for work in the prior four weeks and are currently available for work. People who were not working and were waiting to be recalled to jobs from which they were temporarily laid off are also included as unemployed.

Labor force estimates for South Dakota are produced by the Labor Market Information Center in cooperation with the U.S. Bureau of Labor Statistics. The concepts and definitions underlying the labor force data come from the Current Population Survey (CPS), the household survey which is the official measure of the labor force for the nation. The statewide estimate of the number of nonfarm jobs is a component of the model used to produce the labor force estimates. Other data used in this model include the number of continued

unemployment insurance claims and survey data from the Current Population Survey (CPS) which is specific to the state.

Although state specific data is used in the production of the labor force estimates for South Dakota, the state monthly model estimates are controlled in "real time" to sum to national monthly labor force estimates from the CPS. Therefore, variation in the estimates of the employed and unemployed are somewhat controlled by what is happening nationally.

South Dakota Nonfarm Wage & Salaried Workers by Industry

This data is not seasonally adjusted.

Over-the-month comparisons

Based on a monthly survey of South Dakota establishments where employment data is collected for the pay periods that occur during the 12th of the month, preliminary estimates show the total nonfarm wage and salaried workers employment level increased by 8,700 workers (or 2.2 percent) from April 2011 to May 2011. The seasonal hiring in the mining, logging and construction sector, as well as in the leisure and hospitality sector, added the most jobs.

Important notice about the production of nonfarm wage and salaried statistics

The production of state and metropolitan Current Employment Statistics (CES) (the program which produces nonfarm wage and salaried worker statistics) transitioned from state workforce agencies to the U.S. Bureau of Labor Statistics (BLS) with the preliminary estimates for March 2011 (published in April 2011). With the transition, the BLS implemented several methodological changes to standardize the estimation approach across states. While the intent of these changes was to reduce the potential for statistical bias in state and metropolitan area estimates, they may increase the month-to-month variability of the estimates. Over-the-year comparisons

Based on a monthly survey of South Dakota establishments, preliminary estimates show total nonfarm wage and salaried workers increased by 600 employees (or 0.1 percent) from May 2010 to May 2011.

The small over-the-year gain does not correlate with other South Dakota indicators which reflect a stronger economic recovery. The Current Population Survey (CPS) household data for South Dakota continues to reflect strong labor force employment over-the-year gains. The South Dakota Department of Revenue shows South Dakota has had record statewide gross sales for the past several months. Furthermore, South Dakota's initial unemployment insurance claims continue to be well below last year's levels.

The worker level in total government (including federal, state and local workers) dropped by 1,400 workers (1.7 percent) from May 2010 to May 2011; 1,200 of those workers were federal. A large factor in this drop was the releasing of temporary workers hired to help conduct the 2010 Census.

The total private industry worker level increased by 2,000 workers (0.6 percent), with notable gains within the educational and health services sector (800 workers or 1.2 percent); retail trade (400 workers or 0.8 percent); manufacturing (1,500 workers or 4.1 percent); and professional and business services (1,100 workers or 4.0 percent).
