NOAA’s Executive Decision Process: Council Role

NOAA’s Councils are the focal point for considering agency-wide issues (e.g., planning, resource requirements, and policy) in various functional areas.

NOAA Councils serve as a forum for reviewing issues, formulating decision briefings, and condensing complex issues and programs into understandable terms and recommendations.

NOAA Councils may decide/determine whether or not an issue should be elevated to the NEP and/or NEC (thus granting approval).

NOAA’s Executive Decision Process: NEP Role

The NOAA Executive Panel (NEP) provides information and advice to the Deputy Under Secretary (DUS) for issues related to daily operations and management

NEP oversees the planning, programming and budgeting process

NEP ensures issues, programs and briefings are condensed into understandable terms and recommendations before proceeding to the NEC

NEP may decide a proposal needs more work before a presentation is given to the NEC

NEP may approve a proposal if NEP determines it does not need to proceed to the NEC for decision

The NEC provides information and advice to the Under Secretary of Commerce for Oceans and Atmosphere (U/S) for decisions on key NOAA issues, such as:

policies and priorities resource requirements future directions for “corporate” NOAA

NEC may decide to: require a proposal undergo revisions and be presented again

for final approval send back to NEP for revision and be presented again for

final approval send back to appropriate Council for revision and be

presented to NEP and/or NEC again for final approval

Once a proposal has been approved by the NOAA Executive Council (NEC), there are different paths it may follow

If the proposal was for a new NOAA policy, the Under Secretary will usually sign it into effect on the advice of the NEC members.

Some proposals are strategic outlooks for the agency’s future. The NEC will assign actions and require follow-up progress reports, as needed.

Established in 1997

Only Federal Advisory Committee (FACA Committee) with responsibility to advise NOAA’s Administrator on long-and short-range strategies for research, education and the application of science to resource management and environmental assessment and prediction

SAB activities and advice provide necessary input to ensure science programs at NOAA are of the highest quality
