Report of Activities—2018

OVERVIEW

The North American Prison Ministry Apostolate (“Apostolate”) consists of the leadership of the four United States and Canadian Associations of the Order of Malta. The Apostolate was formed in direct response to the request of the Grand Master of the Order of Malta.

Collectively, the work the Apostolate oversees consists of the following;

Participants- We have over 1000 Knights, Dames, Auxiliary and Friends devoted to this ministry. We have also affiliated with over 1000 Parish Volunteers to help carry out our work and theirs. Collectively, we believe we are one of the largest Catholic providers of hope, help and comfort to the incarcerated and those recently released.

Locations-We reach inmates in every State, seven Canadian Provinces and 38 countries in the Western Hemisphere in some aspect of our outreach.

Meetings-The Apostolate meets semi-annually; this year in Houston, Texas and Hartford, Connecticut

Religious Materials-We distribute over 12,000 Malta English and 6,000 Malta Spanish Bibles and a like number of Malta English and Spanish prayer books and prayer cards, as well as Rosary Petition cards. Our quarterly publication, The Serving Brother, reaches inmates in all the locations noted above. Over 55,000 copies are distributed each quarter.

Reflections – We prepare a monthly Reflection based upon prison visit experiences. These Reflections focus on the working of the Holy Spirit on those inmates who thirst to learn more about Christ and the profound impact they have upon us on the outside. (See Attachment for a recent Reflection-note the reference to “Men in White” pertains to inmates).

Visits-We meet with incarcerated men and women in some 60 jails and prisons, including

inmates on death row. We mentor many of the men and women through Bible Study classes and further assist with spiritual growth through attendance at various religious services including the celebration of Holy Mass.

Pen Pal Program-this is a two-way anonymous correspondence with over 300 inmates throughout the country.

Education-we are supporting efforts to provide Catholic educational content on electronic Tablets that have been made available to inmates in various penal institutions. Also, we have begun placing 30-50 Catholic books in prison libraries.

Rosary Petition-We began a program where inmates gather together every evening to pray the Rosary and read a special petition. To date, hundreds of inmates are participating in prisons throughout the country.

Re-entry-We assist hundreds of recently released individuals through mentoring, distributing Resource Guides of available social services for those in need, providing housing, meals, medical, education services, job placement and the like in designated caring centers.

Families-We reach hundreds through mentoring children of the incarcerated, providing transportation for visits, wrapping and distributing Christmas gifts, and assisting in various centers that support families impacted by incarceration.

APOSTOLATE

Details of the work of the four Apostolate Associations in 2018 are set forth in the following pages. However, before discussing that work, we set forth our objectives for 2019 and welcome your comments.

Pursuant to our Strategic Plan (which is set forth on our websites) three areas stand out: (1) increase spirituality inside the walls; (2) expand our re-entry focus; and (3) develop a spiritual, comforting outreach to Correction Officers.

With respect to increasing spirituality inside the walls, working with Father William Watson S.J. of Sacred Story Institute (sacredstory.net) , we will expand the scope of our Pen Pal Program to include reading, reflecting and commenting on the book “Forty Weeks” authored by Father Watson. The book is a compendium of correspondence between Father Watson and an inmate. The book provides a sure and steady path to an experience of God’s unconditional love and helps us understand how God’s mercy never abandons anyone. The process for this spiritual journey is very simple; both writers will read a “week” (chapter) at a time and put their thoughts/reflections in their next correspondence, along with the normal topics of mutual interest.

Also, as part of increasing spirituality inside the walls, we will be placing 30-40-Catholic books in selected prison libraries throughout our Associations’ reach.

As to our increased focus on re-entry, discussions with a number of ex-offenders in various parts of the Associations’ territories, reflect a paucity of pre-release education. To increase the chances of successfully re-entering society, certain basic needs must be addressed, such as Social Security cards, Identification cards, Medicare and Medicaid cards, etc. We will devote more resources to pre-release education by developing a brief guide outlining the essential needs and steps to be taken while incarcerated to assure these needs have been successfully addressed. We plan to work with a selected few states to initiate the Program.

Also, we will expand our employment focus, working with Community Colleges to enroll ex-offenders in various job-related courses such as forklift operator, commercial drivers licenses, construction equipment operator, etc. We will provide financial support for the courses, housing and food while these men/women are in class and assist them with employment.

Our third area, which focuses on Correction Officer spirituality, arises out of the work of Father George Williams, S.J., a Member of the Apostolate and the Catholic Chaplain at San Quentin Prison, San Raphael, California. Through the work of Father George and specifically, his Doctoral Dissertation, “Correctional Staff Burnout, Spirituality and Resilience” and in discussions with the Apostolate, it became clear that the prison guards or correctional officers, hereinafter CO’s, were also victims in need of spiritual and emotional attention and support. The plan is to institute a program, initially at the San Quentin Prison, that spiritually promotes wellness in prison work by increasing resilience and decreasing burnout. Once we are satisfied that we have produced an effective program, it can be mirrored in prisons throughout the Apostolate areas.

Studies of stress levels of CO’s confirm that prison work stress is significantly correlated with physical and mental health, including depression, hypertension, substance abuse, burnout and an elevated risk of suicide. Similar to a battle war zone, prisons pose the challenge of having to subdue, manage and secure a large number of unwilling and potentially dangerous people. It is not only inmates who are traumatized by harsh conditions of confinement, but there is ample empirical evidence that CO’s who witness the violence of prison firsthand are subject to severe stress from vicarious traumatization.

A 2010 nationwide Internet survey of 750 CO’s found that 58% of the sample met the re-experiencing criteria of Post Traumatic Stress Disorder (PTSD). CO’s reported emotional responses to violence in the following ways: Anger-75.6%; Indifference/Hardness-69.3%; Fear-55%; Emotional numbing-46.4%; Powerlessness/Helplessness-41.1%; Grief/Sadness-35.4%. Furthermore, CO’s are confronted with dismal life expectancy statistics in general. CO’s have the second highest mortality rate of any occupation and on average are assaulted at least twice during a 20 year career. The life expectancy of an American CO is 59 years, compared to the current United States national average of 78.8 years.

It is not just the incarcerated and the CO’s who suffer, but Correctional Chaplains as well. Correctional Chaplains, like CO’s, are front line staff in prison whose work requires them to interact directly with prisoners in all areas of the institution. Correctional Chaplains engage directly with inmates and spend much of their work time in the same recreation and living space as inmates. In fact, they are the only personnel other than their CO’s and medical staff who regularly interact with inmates in all areas of the prison. While there has been increasing attention in research on CO’s and the stressors associated with their work, little attention has been paid to the stressful effects of prison work on Correction Chaplains. Our planned Program also will explore this population group.

AMERICAN ASSOCIATION

Prison Ministry in the American Association continues its active outreach to the incarcerated and their families throughout the territory of the American Association and in cooperation with the other Associations of the North American Prison Ministry Apostolate.

Our prison ministry volunteers go into jails and state and federal prisons, minimum, medium and maximum security, including death row. We bring the Word of God to our Catholic inmates, we help facilitate the celebration of Holy Mass with them, their baptism and confirmation, their confessions and their receipt of the Eucharist. We listen to them and let them know that there are those “on the outside” who care about them and are praying for them.

During the past year 10,000 English language Bibles and 5,000 Spanish language Bibles were distributed, through our Catholic chaplains, in some 37 states in the United States. An equal number of English and Spanish language prayer books were also distributed. The Bibles and prayer books were made available through the generosity and support of the American Association. The storage and shipment of Bibles and prayer books were made available, at no cost to the American Association, through the generosity of Tom Pecora, KM.

In addition, under the leadership of Steven Caron, KM, 150,000 copies of “The Serving Brother” were distributed throughout the United States, Canada, the Caribbean Basin, American Samoa, Guam, and the United States Virgin Islands. The Serving Brother, began by the American Association, is now a flagship program of the Apostolate. It should be noted that shipments to the Caribbean Basin were made possible by a generous grant received from the Order’s Ambassador to the Bahamas.

Considerable effort is being made to ease reentry into society by the previously incarcerated. Under the leadership of John Santa, KM and Nicholas Yanicelli, KM, “The Justice Imperative” was published in Connecticut. The Connecticut Area continues to work with men about to be released from prison helping them with their resumes and developing their skills in participating in job interviews.

Andrew Vissicchio, KMOb in Florida, in concert with Barry University, developed “The Florida Employment Guide” which provides information for those newly released from prison as to where to go and whom to contact to seek employment. This document complements the

previously published “The Florida Social Services Guide to Public Assistance for the Benefit of Ex-felons and the Homeless”. These two publications assist the previously incarceratedin finding a place to live, getting a job, having their driving license restored and obtaining medical help. The production and dissemination of these documents was made possible by a generous grant from the Amaturo Family Foundation.

In addition, our efforts in Florida have been greatly aided by a generous contribution from the South Florida Area of the Order of Malta

We continue to mentor children, ages six to eighteen, in Camden New Jersey, one of the poorest cities in the nation.

Report from Areas of the American Association

Boston Area

Barnstable County Correctional Facility, Bourne, MA

Theresa Brosnan DM, Pat and Robert Donahue, AUX

Residents Encounter Christ (R.E.C.) is a three-day spiritual retreat based on the Cursillo/Echo format for the residents at the Barnstable County Correctional Facility. The theme of the weekend is the Paschal Mystery: Christ has died, Christ is risen, Christ will come again. Talks are presented by the team reflecting each aspect of the Paschal Mystery. Celebrating the Sacraments of Reconciliation and Eucharist are an essential part of each weekend. There are three weekends for men and three for women each year. A follow up program is in place on Monday evenings for the women and Tuesday evenings for men to reinforce the Gospel message of healing and forgiving. The R.E.C. program has been spiritually assisting residents for 26 years.

The program uses Bibles, prayer books, and The Serving Brother newsletter supplied by the Order of Malta as well as The Word Among Us, Living Faith and Mass booklets. Most of the population is English speaking, but the program does have some Spanish Bibles and prayer books supplied by the Order.

St. Clare’s House, Hyannis, MA

St.Clare’s House is a Catholic faith-based program for women who have left jail. It is a six-month program sponsored by the Fall River diocese and is in Hyannis. The women attend AA/NA meetings and attend Gosnold, which offers care for drug and alcohol addiction and substance-

use disorder, for counseling services. Candidates are from both Bristol and Barnstable Counties. Many of the volunteers are also members of the REC Program. Through the generosity of the Order of Malta, St. Clare’s has a van, which is used to transport the women to meetings and doctor’s appointments.

Bristol County House of Correction, North Dartmouth, MA

Fr. Mark Hession, ChM

At the Bristol County House of Corrections, Fr. Mark Hession, ChM, helps the team host bible study and support groups on Monday and Tuesday evenings. Three-day retreats are regularly scheduled for both the women residents and the men residents that are deeply effective and include the opportunity for sacramental confession. The retreats conclude with a wonderful celebration that brings supportive members of the faith into jail. In the year ahead, Fr. Mark hopes to recruit members of the Order of Malta to become involved in this ministry.

Essex County House of Correction, Middleton, MA

On Wednesday evenings, inmates gather in the converted chapel at Essex County House of Correction to pray the Scriptural Rosary. Divided into two groups, they meet with Order of Malta volunteers for approximately 45 minutes. The leader of the group explains the history of the Rosary, how it is a meditation and how to follow on prayer beads. Each inmate receives prayer beads and a scriptural rosary handbook that gives the mysteries. Typically, 50-60 inmates participate. When offering their intentions, the leaders always make it a point to tell the men they pray for them daily.

MCI Norfolk, Norfolk, MA

MCI Norfolk (Massachusetts Correctional Institution at Norfolk), is a medium security prison that has an average daily population of 1,500 inmates. It is the largest state prison in Massachusetts. The Order of Malta presence started in October 2014 with a Monday night Mass celebrated by Fr. Christopher O’Connor, Vice Rector at St. John’s Seminary. in the second half of 2018, a new priest chaplain was assigned to MCI Norfolk, Fr. Robert Gaudreau.

The Boston Area Order of Malta group continues to join the inmates once a month on Monday nights for the Sunday liturgy. A presentation by a speaker and fellowship time with inmates, many of whom have life sentences, follows the Liturgy. Members of the Order often have been called upon to speak and witness to their own faith journey. There are eight individuals on the active roster of regular participants in this vibrant ministry. Seven of the regulars are members of the Order, including one member from Rhode Island. Recently, after going through the orientation process, a new volunteer, who has plans to join the local AUX, has joined the program. Chris Pilalas, KM, has recently taken over as ministry coordinator for this location and is doing a great job. Each year, Chris provides an opportunity for the inmates to write prayers intentions that are delivered to Our Lady, in the Grotto, in Lourdes, during the annual Order of Malta Lourdes Pilgrimage.

MCI Concord, Concord, MA

Robert Nephew, KM

On Tuesday evenings at MCI Concord, volunteers meet with men who are interested in deepening and sharing their Catholic faith. MCI Concord, the oldest-running state prison for men in Massachusetts, is a medium-security prison that houses approximately 570 inmates. The evening includes a catch-up discussion with the men, praying of the Rosary and readings from a spiritual book written by a priest inspired by the Blessed Virgin Mary. After the reading, all present share their thoughts about what in Mary’s message moved them. This often is an intimate time of sharing. Then there is a closing prayer. Volunteers arrive at 6:00 p.m. and leave at about 8:30 p.m. During the year the format can vary, with, for example, the Alpha Program or Fool Proofing Your Life being used instead of the ongoing program.

Dismas Home of New Hampshire, Manchester, NH

Dismas Home of New Hampshire (DHNH) is a faith-based organization that provides formerly incarcerated women support, recovery and re-entry services, offering them a second chance at life. It is a state-licensed, 90 day, low-intensity, residential, alcohol and drug rehabilitation treatment and recovery program.

Addiction is a significant obstacle for the residents and is directly linked to underlying pain, trauma and incarceration. Dismas Home exists to successfully transition residents back into the community to live a sober healthy life, mentally and physically. The Transitional Living Program breaks the cycle of returning to prison and helps residents to become self-sufficient

and productive citizens. The family-like home environment offers holistic care including daily group therapies, individual psychotherapy and intensive case management. In short, the program provides whatever is needed to transform the residents’ lives.

Founded by Julie McCarthy and her late husband Jack McCarthy in 2015, with the Transitional Housing Program launched in the Spring of 2016, the organization succeeds in large part due to the contributions of time, talent and treasure of the Order of Malta.

The Program operates and is fully staffed 24 hours a day, seven days a week. Volunteer work includes Board participation, visiting the residents, cooking and serving communal meals, resource development and communications, financial training, transportation, shopping and home improvement and maintenance.

MCI Framingham/South Middlesex Correctional Center, Framingham, MA

Mary Jo Kriz, DM

MCI Framingham is a medium-security institution for female offenders, housing approximately 600. South Middlesex Correctional Facility, also in Framingham, is a minimum-security state prison for women. The Catholic Chaplaincy Program at MCI Framingham and South Middlesex Correctional Facility is under the direction of Sr. Maureen Clark, CSJ. Malta member Mary Jo Kriz meets with eight women individually for one hour every week on Tuesdays. They pray together using This Day publication supplied by the Order of Malta to prison residents. The women are encouraged to read from the document daily so that they can talk about the readings and meditations of the week, where they saw God and hope He is working in their lives.

“The Serving Brother” Newsletter

Steven Caron, KM & Fr. George Williams, S.J., ChM

Originally a Boston Area project, the eight-page, quarterly newsletter continues to expand in its international distribution and has become a signature program of the Apostolate. It has an editorial board made up of members of the four Apostolate Associations. Under the editorial and publishing leadership of Steve Caron, KM, and volunteers, the printing, sorting, labeling and mailing of the newsletter, in English and Spanish, are distributed to Chaplains in prisons throughout North America, the Caribbean, Guam and the island nations of the Pacific Ocean.

Vermont

Deacon B.D. Glinka KM, Deputy Chaplain

Through Vermont Prison Ministry, Deacon Bill Glinka distributes Order of Malta Bibles and printed materials (English and Spanish) from the Order, including The Serving Brother, which is printed in English and Spanish, to the six prisons in Vermont.

Maine Prison Ministry

Earle Rugg, KM, and Bishop Robert Deely, ChC

Through the Maine Prison Ministry, Earle Rugg, KM and Bishop Robert Deely, ChC, assist each facility in the state in obtaining Bibles and prayer books. Earle also participates in other Maine Prison-Ministry programs, working with Catholic Charities.

Cincinnati, Ohio Area

Thomas J. Gruber, KMThe Order of Malta, Cincinnati Area continues to participate in ministry at the Hamilton County Justice Center and the Portage County prison. We conduct a Eucharistic service monthly at the jail. Six members of our Malta Area participate. Additionally, Deacon Don

Meyer, an auxiliary member of our area manages and directs the entire Catholic jail ministry for the Archdiocese of Cincinnati. Deacon Meyer has been assigned this responsibility by Archbishop Schnurr.

Connecticut Area

Jack Murray KM, John Santa KM and Nicholas Yanicelli, KM

The Order of Malta’s prison ministry lost a very close and important friend in 2018, Stan Kennedy AUX. Together with John Santa, KM, Stan established Malta Prison Volunteers of Connecticut. Over time this group became the Malta Justice Initiative (MJI). MJI has been very effective in terms of influencing the legislature to pass reforms to better the criminal justice system in Connecticut beginning with its book “The Justice Imperative” followed by its extensive employment survey, the “Connecticut Employer Survey”. MJI efforts have led to the coalescing of a number of capable community organizations that are furthering the cause of MJI. Accordingly, MJI has determined that it is appropriate time to hand over its mission to others and put all future effort continuing and expanding the work of the Apostolate, some of which is mentioned below.

Connecticut Sentencing Commission

John Santa, KM

John Santa, KM is a Board Member and Interim Chair of the Connecticut Sentencing Commission. As such, John is part of a group whose goals are to understand the dimensions of the issues and the inter-relationships across civil, criminal and administrative terrains, and to probe what opportunities exist for generating the political will to make reforms.

Books Behind Bars

Jack Murray, KM

Jack Murray, KM , together with a number of volunteers, provides thousands of books to local prisons. Almost every Town has an annual book sale and the website booksalefinder.com lists them all. At the end of the sale the libraries must get rid of the leftover books resulting

in thousands of books to be discarded. The libraries are more than happy to donate them to prisons. Jack is happy to provide details on this important program [email protected]. Jack also interfaces with Catholic Chaplains to address their needs for Order of Malta Bibles and Prayer Books.

Prison Retreats, Niantic, CT

Gina Raymond, DM

Gina Raymond, DM, is an Oblate Associate of Mary. She volunteers at the Janet York Correctional Institution in Niantic, CT assisting with Bible study, retreats and Eucharistic Ministry. She has conducted may prison retreats which include music, prayers, cell homework followed by inmates’ group share homework, Rosary, Divine Mercy Chaplet and Prayer. 50 women attended the last retreat.

New Life Ministry, Old Lyme, CT This re-entry program provides mentoring, employment assistance, medical help and temporary housing to women leaving the Janet York Correctional Facility in Niantic CT. This ministry also is involved in a men’s re-entry program offering transitional housing. In addition, about 8-10 Knights, Dames and Auxiliary assist at monthly Mass, provide weekly Bible studies and conduct retreat days of the York campus.

Members and volunteers regularly visit prisons and others conduct prayer groups in various prisons weekly. A women’s group visits the Westchester Women’s prison on a monthly basis. Members are working with two universities to teach inside the walls. Malta House in Norwalk accommodates 12 women who are battered, abused, abandoned, pregnant, etc. not necessarily ex-offenders but families of offenders.

Florida Area

Andrew Vissicchio, KMOb

The Miami-Palm Beach area, working with many parishes in 143 locations throughout the State (see Appendix), has been very active in prison ministry. We are pleased to announce a $5000 grant from the Amaturo Family Foundation for a third edition of the Florida Guide. Our current inventory for the second edition is at zero and the demand for the product is insatiable. Rather than re-print our Second edition, Barry University has agreed to expand the book to include more counties and include sections that have been developed since our last printing. This book has received high marks from everyone in the re-entry and low-income assistance business and so compels us to take this step.

The Evening Rosary of Common Petition was launched in Florida and is now working its way through the other Apostolate Associations. With this program, inmates from across the country and in three institutions in Canada say the Rosary for a specific intention, that intention common to all inmates. We ask this to be said at the eight o’clock hour each

evening and in doing so, it brings a fraternal response from the inmates which says, they are doing something together in a religious setting, developing a relationship with the Blessed Mother, and developing a habit of daily prayer. They do this for issues common to all of them, for example, one night they will pray that those wrongly accused will receive the benefit of all the facts revealing their innocence. On another night they will pray for their families, especially the children, of all who are incarcerated. There are seven specific petitions, one for each night. Naturally, inmates are free to add other petitions as they wish. The cost to maintain this has gone up significantly and we struggle to go beyond where we already have distribution; another victim of success. It is very well received by the inmates.

Indiana Area

Fredrick Crowe, KM

We operate under the name of Jobs Inc. a 501 C (3) Company as our initial mission was to get inmates employed upon their release. Over the last three years, we have broadened our approach by going to the Westville Prison and meeting with 15 to 20 inmates every other Thursday. The Westville Prison is located 40 miles from South Bend which is our base of operation. The format for our meetings is to initially have a twenty minute talk by one of our members. We cover practical suggestions to help our inmates upon release as well as their growth in Christian faith. Each meeting lasts for about one and one half hours. After the talk, we break up into small groups with three to four inmates with one of our members. We discuss what was said at the presentation and whatever else the inmates wish. By this approach, we get to know the inmates so as to better offer them help upon release. We have received many positive comments from the inmates that we find very encouraging.

Minnesota Area

Pen Pal Program

This year we became the coordinating body for the American Association’s Pen Pal Program. We are approaching 100 pen pals and have increased connection with prisons throughout Minnesota, including MCF-Lino Lakes and Stillwater.

Prison Ministry Study

We are participating in an 8 week study of the prison system in the United States. This study provides a good basis of information for those who would like to become educated in the criminal justice system in the United States ad will help direct our future efforts.

Rosaries

We distributed hundreds of breakaway Rosaries and booklets “How to Pray the Rosary” to Chaplains at Rochester Federal Prison and MCF-Stillwater.

FISH

We continued our participation in FISH, meeting once a month over dinner, workshop, discussion, meditation and breakout sessions.

Angel Tree

We have participated in this Christmas gift program to purchase and distribute gifts to inmate families. We have worked to increase Parish support and as of the coming year, four parishes will be participating

Prayer Warriors

We have worked to solicit parishioners to pray for inmates, staff, volunteers and their families while we are on prison retreats. 110 Parishes within the Archdiocese of St. Paul and Minneapolis, the University of Minnesota Neumann Center, the Sisters of St. Joseph of Carondolet and the Sisters of Mercy in Nashville are all participating.

We have distributed many Order of Malta Bibles to prison Chaplains.

Retreats

We participated in three prison retreats (Residents Encounter Christ-REC) this year at MCF-Lino Lakes, MCF-Stillwater and MCF-Rush City.

Naples Florida

Leo Stec KM and Joesph Price KM

One of our Knights visits the Naples Jail Complex every Wednesday. Access to this Jail is restricted and Catholics are allowed only one hour per week to minister there. Approximately 7 Catholic volunteers assist our Knight in this ministry. Malta Bibles and Prayer Books are distributed and we are the only source of Catholic Bibles in the jail. The feedback we have received from inmates has been very gratifying. We also have distributed copies of The Serving Brother, a publication that has been well received.

In addition to our work at the Naples Jail, Malta Naples Area is involved in assisting and providing resources to the Diocese of Venice, Florida in connection with its Prison Outreach Program. That program serves 9 county jails (usually with a weekly presence) and 6 state prisons in the Diocese. There are approximately 150 volunteers (including priests) who serve in this ministry. A recent census within the Diocese of Venice identified approximately 6,150 individuals in the county jails and approximately 7,570 individuals in the state prisons. In prisons, priests offer weekly the sacraments of Reconciliation and celebrate Mass. For the last several years, we have provided Malta Bibles (in both English and Spanish) and Malta Prayer Books (in both English and Spanish) in significant quantities as needed for distribution in the jails and prisons served by the Diocese. We also have made available copies of The Serving Brother. According to the Diocese, these materials have been indispensable in carrying out its prison ministry effort.

Finally, several members of the Order in Naples do participate in the Malta Pen Pal Program.

New Jersey Area

Robert Fredericks , GCMOb

When Prison Ministry was initiated in the American Association in January of 2007, we had one Catholic chaplain for the entire State of New Jersey! Today, we have 54 chaplains-priests, deacons and sisters- and many lay persons working with them. We have prison ministers in the Federal prisons at Fort Dix and Fairton and in the State’s seven prisons for men and in the women’s correctional facility in Clinton. We have prison ministers in eight of our county jails. In the Diocese of Paterson, all of our county jails are served by Catholic prison ministers.

Bob Tanzola volunteers at the Trenton State prison, a very old maximum security prison housing approximately 2,000 male offenders. Many have been convicted of violent crimes and are incarcerated for 20 years to life. Bob works with the prison’s Catholic chaplain, Sister Elizabeth Gnam, as well as the Trenton Diocese prison ministry chaplain, Father Martin McGeogh.

Bob volunteers on Tuesday mornings, within the time permitted by the prison authorities, from 9 AM to 10:30 AM. He walks along the walkway outside the cells and speaks with the prisoners through the bars. He distributes Malta Bibles and prayer books, The Serving Brother, Catholic literature and rosaries to those who request them. There are often limitations imposed by the correction officers as to which tiers are open to a visit but, on a good day, it is possible to visit with 20 inmates. They are short visits but seem to be appreciated, even by non-Catholics.

In the Morris County jail, in addition to Mass and prayer services, we have four women coming in weekly for Bible study with the female inmates and one man, again weekly, doing the same for the men. Also, we have one of our priests visiting the restricted cellblocks on a bi-weekly basis.

Our mentoring program for young people in Camden continues. We have well-trained and certified mentors working with children, boys and girls, from ages six to eighteen. Many of these young people are children of incarcerated parents. We try to keep them in school at least through high school. In at least one instance, the education of one of our mentees, in a charter school in Camden, is being financed by one of our knights.

Having said this, are we in all prisons and jails in New Jersey? No. We still have much work to do. A number of our county jails do not have Catholic prison ministers. In addition, we have little representation in youth detention facilities.

In the prisons and jails we do minister to, we assist in the celebration of Mass and conduct prayer services for our Catholic prisoners, in some cases on a weekly basis. We hear arrange for confessions and instruct the incarcerated in the teachings of the Catholic faith. In some cases we help facilitate the Baptism and Confirmation of inmates who wish to enter the Catholic Church.

The State of New Jersey recently changed the judicial procedures for those men and women apprehended for using or possessing illicit substances-drugs. If the amount of the illicit substance falls below a certain level, the individual will not be incarcerated if he or she does not possess money for bail. Consequently, in county jails, the prison population has markedly decreased. As a result there is still a need for our ministry but we work with fewer inmates.

Upstate New York Area

Jennifer Van Tuyl DM

Two of our members teach a Catholic class at Green Haven Prison which is a maximum security prison in Dutchess County. The class takes place twice a month. Over the past year, the classes have concentrated on the lessons to be learned from the lives of the saints and holy men who have been imprisoned. Those we have studied include Ignatius Cardinal Kung, Maximillian Kolbe, Father Capuan and Walter Cizcek. We have also studied great literature and spent a number of classes on Dante’s Inferno and Purgatorio. Malta provides Bibles, prayer books and “The Serving Brother” to the prison. We have also been invited to special masses at the prison for Confirmation each year. For the coming year, we are planning to begin the Bible Study Program “Luke: The Gospel of Mercy”. The series by Catholic Scripture Study International includes a video, but the class can be taught even if we are not able to obtain a gain clearance for the video portion.

Westchester, New York

Marion Glennon, DM

We in Westchester continue to visit and pray with inmates in the Bedford Hills Maximum Security Prison for Women. There are five of us regularly with one new recruit. We also contribute magazines, books, greeting cards, calendars and yarn to the inmates.

Scranton, Pennsylvania

Grace Dawgert DM

We partner with EOTC (a social service agency in Scranton which provides many kinds of services for women and families). EOTC has a mentoring program for women while they are still incarcerated at the Lackawanna County Prison and continues the program after the people are released.

Malta member Grace Dawgert, DM volunteers every week in the program inside the prison. The women receive education in job interviews, anger management, co-dependency issues, self-esteem, etc.

Grace Dawgert teaches “Women Who Write” a writing and literature course once a week at Lackawanna County Prison.

All 12 Malta members contribute books to the ladies in the mentor program. One of the holiday projects of the Scranton Area is a special gift bag for the 30 ladies in the mentor program that is held at EOTC. This year we will be giving them a “quiet time” bag with red blankets with the Malta logo, Malta prayer books and Bibles, rosaries, toiletries, and an assortment of books to read.

The Scranton Chapter Of the Order of Malta has just begun a new project at the Lackawanna County Prison. There is a group of women in the Scranton area that have worked with the prison to allow a “book mobile”-library carts filled with books- that go to all of the prison blocks once a week. Residents exchange books weekly. There is no library at the prison and the people who live there were in need of reading material. The Scranton area of the Order of Malta has decided to get involved by collecting paperback books and magazines for use on the book carts and perhaps assist in the delivery of books. We hope to provide a steady stream of reading materials.

CANADIAN ASSOCIATION

Patrick Portelli, KM

In 2018 two additional institutions were added to our distribution of Catholic materials list, bringing our total to 22 centres covering seven Provinces. In the summer, with the help of a Deacon active in our local provincial detention centre, fifty Malta Bibles and Malta Prayer Books along with Malta Rosary Cards and The Serving Brother newsletter were supplied to the Niagara Detention Centre.

The Canadian Association continues to distribute Bibles and Prayer Books generously provided by Robert Gallagher, KM of the Federal Association and this year, an additional 250 Rosary Cards were requested and distributed. In addition, there was an increased interest in the quarterly newsletter, “The Serving Brother”, and distribution rose to over 1800 copies nationwide. This year, each Advent edition of “The Serving Brother” included a Rosary Card putting the mystery of the Rosary in every participant’s hand.

I have also launched a new initiative to bring on added institutions in the hope of reaching out to more Catholics behind the walls. Along with our Advent newsletter, information as been sent to the existing Chaplains inquiring if here is any new interest in both the evening Rosary Prayer group and the 1000 Rosary Program.

I am also investigating the viability of a Canadian Pen Pal Program mirroring the successful programs of the American, Federal and Western Associations. This will include a future discussion with the Knights and Dames in the Canadian Association to ask for help with the Pen Pal Program.

Additionally, three institutions have agreed to join the Rosary Prayer group and we have purchased and shipped 300 of the Rosary Cards to these facilities. The next step will be to ask members of the Order to join in the regular nightly prayer group.

It is important to remember that most of the Canadian federal prisons lie in very remote areas and certainly far from where our membership resides. Notwithstanding this, we are striving to find additional ways to grow the reach and participation of prison ministry in Canada.

FEDERAL ASSOCIATION

2018 has been another growth year for the Prison Ministry committee. We are active in 24 of our regions and are in the process of adding 2-3 more regions. We have over 350 members and volunteers serving the incarcerated and the recently released.

Activities include:

Assisting Prison Chaplains/ Deacons in distributing our Malta Bibles, Prayer books and Prayer Cards (over 3,000 annually).

Facilitating distribution of The Serving Brother to inmates in every State within the Federal Association domain.

Assembling and distributing sets of the Magnificat so as to provide inmates a years worth of spiritual reading

Visiting the incarcerated (over 30 members and volunteers); attending Mass and providing Communion.

Active in Kairos and Bridges to Life, inside the walls spiritual programs

Mailing hundreds of letters of encouragement to inmates attending retreats.

Assisting in the Apostolate’s Evening Rosary Common Petition Project whereby inmates throughout the country say the Rosary every day with a specific set of petitions, as well as their own. There are hundreds of inmates within the Federal Association’s territory participating.

Developing and distributing over 500 Prayer Cards for the above Rosary project.

Working with the Sister’s of Charity in caring for infirmed inmates.

Sponsoring recent released offenders in a commercial driver’s license program.

Conducting an 8 week employment seminar for homeless persons and those that have been incarcerated and provide employment to graduates of the program.

Mentoring former inmates.

Working with state officials to re-initiate restorative justice programs where inmates recognize the impacts of their actions.

Working with Catholic University of America in preparing Malta Guides for DC, Maryland, Delaware, and Virginia. These guides will take the form of a one page (two-sided) set of information to be given inmates upon their release. The guides will provide relevant current information of public and private resources related to food, shelter, clothing, medical, licensures etc. The Guides will be completed in 2019.

Preparing a Prison Ministry section for our Association’s web-site.

Working with Catholic Distance University to enable Catholic content on be placed on computer tablets to be made available to selected prisons.

Working with various charitable organizations in the initial phase of development of permanent housing for returning citizens.

Report from Areas of the Federal Association

Atlanta, Georgia

Patricia Turpin, DM

The Atlanta Region has 22 Knights, Dames and Volunteers involved in its Prison Ministry program and 2 high school students from the Pro Life Club of Holy Spirit Preparatory High School.

We distribute Malta Bibles in both English and Spanish, The Serving Brother, prayer cards and donated Magnificats. The Magnificat program relies on donations of Magnificats from parishes throughout the Archdiocese of Atlanta. The Magnificats are sorted into calendar years and then distributed as a set to individual inmates. The set becomes the personal property of the inmate and provides them with a year’s worth of scripture. The response has been immensely joyful. The prisoners are so thankful to receive the Word of God and cherish these books as their own.

We have 16 members writing to 23 inmates. The inmates treasure this human touch, this personal lighting of the path, above all else. Those prisoners who write back give incredible blessings to us, the members. We feel the inmates minister more to us than we do to them.

In conjunction with the Prison Ministry of the Archdiocese of Atlanta, we funded a prayer card project of 7th and 8th grade students at Queen of Angels School. The cards were created by the students and sent to inmates identified by the Archdiocese. This was a classic two-fold success-for the inmates and the students. As a follow-up, the Deacon responsible for prison ministry for the Archdiocese, Deacon Tolcher, visited the school to relate stories about bringing Christ to the prisoners, which were riveting. In addition to the spiritual growth, the students have become aware of some of the shortcomings in the area of reform in the justice

system. The students continue to pray that the prayer cards open the minds and hearts of the prisoners to God’s mercy and forgiveness.

Baltimore, Maryland

The Baltimore group has 10 members involved in its prison ministry with its primary focus on visiting the incarcerated. All activities are overseen by our religious director, Father Charles Canterna, who has served for over 30 years in this ministry.

We have 3 ministries:

Tuesday and Wednesday from 6:00 to 9:00 pm at the Chesapeake Detention Facility, which is a Federal Penitentiary for men and women awaiting trial and sentencing for Federal crimes, there are one-on-one meetings sitting across a small table from prisoners who have requested a religious visit. Because these inmates are there for prolonged periods we become well acquainted with their religious needs. We provide Malta religious materials to them.

Tuesday afternoon-two Dames join Sister’s of Charity in visiting the infirmary.

Tuesday evening from 7:00 to 9:00 pm two Knights provide a communion service at the Maryland Reception and Diagnostic Classification Center for Catholic prisoners who have just been sentenced and are awaiting transfer to a prison to serve out their sentence.

Ed Dickey, Ph.D, KM and a candidate in formation offer an eight week seminar entitled “Seeking, Finding, Keeping and Advancing in Employment” at Catholic Charities’ Christopher Place, an 18 month residential employment academy in Baltimore for homeless men who are committed to improving from drug or alcohol addiction, many of whom have been in prison. John Danko, KM offers employment at his foundry to graduates of the program and others after their release from incarceration. He currently employs approximately about one third of his company personnel who are ex-offenders.

Charlotte, North Carolina

Louis (Jerry) Schmitt, KM

We have a small group of members practicing prison ministry. We visit the Mecklenburg County Jail on Tuesdays and Thursdays from 8-9:30. Things are very strict and inmates must be brought to us, but only if the inmate requests a spiritual visit. We believe that after two years of visiting, things are beginning to become a little more flexible which will afford us with more opportunities to interact with those behind the walls. Our Bishop and assigned Deacon are supportive.

We provide Bibles, but to date we cannot distribute them, rather they are placed in a kiosk in each pod.

At the end of the year we began the Malta pen pal program with local inmates and Members and look forward to growing participation this coming year.

Chicago, Ilinois

Collins Whitfield KMOb

The Order continues to supply Bibles, Prayer Books, Prayer Cards and The Serving Brother to those incarcerated in the Cook County Jail that at the height of its overcrowded condition held 10,500 prisoners. This religious material was distributed to those behind the walls by Fr. Arturo Perez and Deacon Pablo Perez. A weekly Mass is held for the families of those who are in the Cook County Jail. We also have a few Members in the pen pal program. We distributed 200 Rosary cards to our Catholic prisoners through Fr.Perez and Deacon Perez.

In 2018 the new Chaplain, Father Mark Bartosic, began to re-energize the program together with Deacon Pablo Perez. The Sheriff of Cook County, Tom Dart, runs the Cook County Jail and is now working closely with the Archdiocese of Chicago and has significantly increased the number of Priests going into the Jail. Sheriff Dart, largely to his credit, has reduced the population in the Cook County Jail from a high of 10,500 to 5,600.

Dallas, Texas

Christopher (Kip) Rolland, KM

We have five people in the Pen Pal program and will seek to increase that number in 2019.

During this past year, through the Diocese of Dallas Apostolate for the incarcerated, we have distributed 1,000 Malta Bibles and the Prayer Books, “I Am Always With You”, sixty per cent in English and forty per cent in Spanish. We have stopped handing out our Bibles in the county jail (though there are some exceptions) as many of these inmates are in and out. The Bibles are mostly reserved for those in the state penal system (TDC). The prayer books have been well received.

In conjunction with the Dallas Diocese prison ministry efforts, Malta members participated in the “Hutchins Retreat”. We attended volunteer (“Servant”) formation meetings that entailed 9 weekly session with Mass, instruction, praying , prayer materials, etc. The Servants begin the St. Maximilian Kolbe Novena nine days prior to the first day of the retreat. The retreat welcomes inmates of all faiths, while maintaining orthodox Catholic culture and instruction. Each retreatant, although hard and reluctant at first, quickly “thaws out” and comes to enjoy and participate in the various activities as appropriate to his faith.

The wide range of topics and activities include:

-Morning Mass and evening prayer -Discussing the respect due fellow prisoners -Spiritual growth -Explanation of Saints -Introduction of the Sacraments -Explanation of the Rosary and praying the Rosary -Explanation of Chaplet of Divine Mercy and praying it -Stations of the Cross presentation -Testimonials and discussion -Explanation of the Eucharist and Adoration -Foot washing presentation -Pre-reconciliation and reconciliation service -Mass and pictures with Bishop and priests -Sending forth final comments and retreat wrap-up -Reflection of Today

Approximately one month following the retreat, we return to the facility for a follow up Mass and reunion. Retreatants are reminded of our prayers and concern for them and we listen to each retreatant tell of his progress. We finish with words of encouragement, singing and goodbyes. 45 inmates participated.

In addition to the above, we put together a group of prayer warriors who prayed during the three day of the prison retreat at the Hutchins Unit. We also collected donations of food and supplies for the retreat and delivered them to the prison.

Des Moines, Iowa

El Paso, Texas

My wife and I are certified CVCA’s (Chaplain Assistants). We trained at Beeville, TX as required by the State of Texas. In this way, we are able to visit the dormitories during the day, any time, in addition to our visits on Saturday evenings 2/3 times per month with a Celebration of the Word and the Eucharist, Rosary and Catechesis. We have been visiting the State facility, “Rogelio Sanchez State Jail”, for a few years. In addition, we have participated in an annual “Kolbe Retreat” with approximately 37 inmates. We work with the Diocese’s’ “Restorative Justice” program helping inmates reintegrate to society. A resounding theme has been the dearth of Bibles in English and Spanish. Thanks to the Order of Malta for sending us bibles and prayer books.

We have 70 matches in the pen pal program (up from 50 last year); 27 are Members of the Order and 18 are non-member volunteers. Most are in an active relationship with a pal. Some write letters or send cards without having a pal at the moment. It is estimated that more than 500 letters, postcards, holiday cards, birthday cards and retreat cards collectively were sent.

This year, we gathered petitions from, and on behalf of, the incarcerated to present at the Lourdes pilgrimage. A system was devised whereby inmates could receive a prayer card and notice that their petitions were offered at Lourdes. The cards were well received by those unfamiliar with Lourdes and the Blessed Mother.

We have 123 additional “Friends of Prison Ministry,” (up from 74 last year) who are non-members and not matched with a pal, but want to receive monthly reflections, keep abreast of matters affecting the prison community, may have provided letters to those attending retreats and may be open to accepting a pen pal, or getting involved at some level.

This year 4 cases of Bibles were delivered to an ICE detention facility from our inventory that remained after a donation of Bibles for Hurricane Harvey shelters. 4 Cases of English Bibles,

2 cases of Spanish Bibles and 100 Prayer Books, English and Spanish were provided to the Chaplain for the Archdiocese for distribution to county jails within the Archdiocese. 4 cases of English Bibles, 2 cases of Spanish Bibles and 100 prayer Books, English and Spanish, were delivered to the Harris County Jail. Our sources in the Harris County Jail report that the Malta Bible is the most sought after version available in the Jail.

The Serving Brother is being delivered to the Harris County Jail and 1,000 issues will be delivered in conjunction with the Rosary Project for distribution to prison units throughout Texas.

One member developed a new larger version of the Rosary Petition Card, which contains the daily petitions for the Evening Rosary of Common Petition. We have provided approximately 2000 prayer cards to Chaplains and units across the state.

We sent 200 Rosaries to an ICE detention center in Conroe, Texas. In addition, we sent about 150 “Daniel” prayer cards that were developed by school children in the Atlanta region. Like Daniel, the immigrant and asylum seekers are captives in a foreign land. We have four cases of Bibles ready for delivery to the facility.

While we cannot advocate as Malta, several members helped facilitate a write-in campaign to the Texas Board of Pardons and Parole and helped the governor to commute the death sentence of Bart Whitaker to life in prison. More than 1500 letters were received by the Board and his execution was stayed an hour before the scheduled execution. It was the first commutation in Texas in more than 10 years.

We had a Member write the Harris County Sheriff about starting a library in the Harris County Jail, in response to an article that appeared in the Houston Chronicle. The letter, along with the others who wrote in response to the article, led to the jail starting a library. We are exploring how to deliver books to the library.

A member and at least one volunteer are supportive of the Catholic Mobilizing Network. Both share the advocacy materials they prepare concerning the death penalty, restorative justice and seeking mercy and compassion in the criminal justice system.

Additional significant expansions (not unique to Houston) include the Holiday card initiative where Holiday cards were sent for Lent, Easter, Thanksgiving and Christmas. This was a huge success! It is an opportunity for those who want to participate, but do not want an extended relationship with an inmate. It should be expanded to Birthday cards. This is a great way to engage members.

We should also expand the member awareness to submit Lourdes petitions on behalf of the incarcerated. Feedback from inmates reveals that receipt of Holiday cards and Lourdes cards are HUGE success.

We have one Kairos participant who goes into a medium security unit about 15 times a year.

We have two volunteers who serve as Bridges to Life facilitators who each go into units for 13 sessions per year. The Kairos member participates in a 3 ½ day retreat and regularly visits inmates in the unit as part of a follow up Prayer and Share for the Kairos community. He serves on the advisory council for a particular unit. The Bridges to Life facilitators go in one night per week to a 13 week restorative justice program. One of the volunteers started serving as a Chaplain’s assistant at the Harris County Jail.

One member helped develop the prayer cards for the Evening Rosary of Common Petition begun in Florida. He enlisted the help of another member for a Spanish translation. We have provided approximately 500 prayer cards to the Rosary project, an arm of Chaplaincy services for the Texas Department of Corrections.

Approximately 20 women (members and non-members) attended a dinner where an employee of the Harris County Jail described the programs in place to provide an early action in helping those in the Harris County Jail succeed in re-entry. There are several programs in place that deal with particular situations of the inmates. There is a program for veterans, another for pregnant women, and another for those with substance abuse problems. We believe that there is a possibility members will tie into the existing programs. It was helpful to have a gender-specific program since the institutions are organized that way. There are service opportunities for those who are drawn to the particular situations. The dinner was an effective educational event to raise awareness of prison ministry issues and generate interest and conversation.

Jacksonville, Florida

Members of the Federal and American Associations have participated in prison ministry activities for a number of years. One current focus is on men in solitary confinement, including death row at two Florida level-seven prisons. Also, work is being done at the Baker Re-Entry Center that specializes in preparing men for release back into the real world.

The need is very great, and the number of volunteers is sparse. Our Saint Augustine Diocese has a full-time Director of the Prison Ministry and his charge from the Bishop is huge. There are some twenty prisons under his direction and thousands of inmates needing attention. Malta Bibles were delivered to the Chaplain of the Volusia County jail.

We are gearing up the Commercial Drivers’ License training program for recently released individuals. The Federal Association invested $24,000 and we raised $24,000 to begin our truck driving education and certification program. At least 6 former inmates have completed this training. We expect those persons successfully employed to repay their grants so these funds can be invested in training others.

Our program to train and employ recently released individuals focused on construction activities was again successful this year.

Our local Bishops and Archbishops have served people and families impacted by incarceration for decades. Archbishop James P. Keleher, STD visits prisons most weekends and is active with our Malta community.

The Milwaukee Region is new to prison ministry. There are a total of seventeen Members of the Order in the Milwaukee area. Bill Drew, KMOb became a member of the Prison Ministry Committee in late 2017. Two members are involved in the pen pal program. I met with Anne Haines, Respect Life Director for Urban Ministry of the Archdiocese of Milwaukee. She arranged meetings in early 2018 with Chaplains and Deacons who serve the incarcerated in Southeast Wisconsin. The purpose of those meetings is to combine the Order’s prison ministry efforts with those of the Archdiocese of Milwaukee. Beginning in early 2019 the Archdiocese will reach out to every Parish seeking participants in our Pen Pal Program.

Through the efforts of Bill Drew KMOb, and Judge (ret.) Janine Geske DM, contact was made with the head of the State of Wisconsin Department of Corrections to begin in 2019, a robust Order of Malta presence in the two largest State Women’s prisons. Former Governor of Wisconsin and former Cabinet member (Health and Human Services) under President George W. Bush, Tommy Thompson KM, recently joined the Order and will be involved in prison ministry.

North Carolina-Triad Region

James Lentz, KM

In the Triad Region of North Carolina we are working with about 30 Hispanic prisoners from the Winston-Salem Central prison, who were baptized Catholic to the south of all of us. We take them on a journey of faith for a 9 month period to May of 2019. This faith journey consists of weekly viewing movies from the Bishop Barron series (in Spanish and funded by the Order) and other movies. Weekly Mass, singing (all in Spanish) and confession are conducted. This part of the journey concludes with confirmation in May of 2019 with Bishop Peter Jugis, Bishop of Charlotte presiding. They are then registered as Catholics and their new home Parish is St. Leo’s Catholic Church in Winston-Salem.

Thanks to the funding of the Federal Association, we have been able to purchase a guitar for Mass, various Confirmation books and Spanish Malta Bibles.

Northern Virginia

Bruce Gnatowski, KM; William Williams, KM

Currently, Bruce and David Carradini are part of the Catholic Charities of Arlington, Virginia prison ministry team for Loudoun County. Once a month they lead Sunday Scripture Service and distribute Holy Communion in Loudon County’s Adult Detention Center (ADC). They are assigned for Scripture Services to the pod housing the inmates enrolled in the ADC’s new drug rehabilitation program.

We are continuing to work with the ADC Mental Health staff on greater Calix Society participation in alcoholism and addiction recovery. Calix, founded in 1947, adheres to a deeply Eucharistic approach to alcohol abuse and drug addiction recovery. The Society is an enhancement to, and an offshoot of, Alcoholics Anonymous.

Bruce also coordinates the Alateen program at Loudon County’s Juvenile Detention Center (JDC), meeting with the teens every other week. We made progress this year in getting Catholic Charities more involved in the JDC. Our Scripture Services team is now allocated one Saturday a month to lead Bible Study. Other Christian denominations lead on the other Saturdays.

Aside from visits, members and volunteers are involved in the Order’s Pen Pal program. Other activities include participation in the Welcome Home Re-entry Program where volunteers mentor “returning citizens” for 60-90 days and the Transition Assistance Program (TAP) where in Loudon County, inmates may request TAP assistance for the first 72 hours after release. Catholic Charities volunteers fill backpacks for those exiting prison, and they also typically pick up the inmate as they are released and take them to a few appointments (Probation Office visit, DMV, Walmart, etc.).

William D. Williams, III reports that at least seven members of the Order are active in visiting prisons/jails. A number of members are pen pal writers. Malta Bibles, Prayer Books and Prayer Cards are given to inmates in the facilities that are visited. Also, The Serving Brother is of major interest to the inmates. Catholic Charities runs an Exit Program and uses our Bibles as part of their program.

Richmond, Virginia

Washington D.C./Montgomery County Maryland

We distribute Bibles and Prayer Books, as well as other religious materials to the DC Jail, the Montgomery County Jail, and the Montgomery Juvenile Detention Center. Members visit the incarcerated, some pushing Bible carts, others attending Sunday Mass and others reaching out one-on-one. One member participates in the Kairos program, annually spending 3 ½ days in prison with a group of 25 inmates and attending follow-up Prayer and Share meetings with these and other inmates.

We have a healthy number of members and volunteers participating in our pen pal program, as well as sending Christmas cards to inmates. Some members and volunteers carol at the jail every year, as well as wrap Christmas gifts for inmates’ families.

Several members are involved in working with Catholic Charities and other religious organizations in exploring the development of permanent housing for returning citizens of the District of Columbia.

We have assisted in the establishment of the Rosary Petition program in the Montgomery County Jail as part of the weekly Bible Study program.

Several members serve as mentors to the incarcerated and to recently released citizens. This has included providing spiritual advice to the incarcerated as well as life planning upon release; for those out of jail, clothing, housing, food and other necessities are provided, as well as one-on-one life guidance. This is a very intensive interaction, many times resulting in failure, but enough success to keep us at it.We are working with Catholic University of America to produce Resource Guide of services available to those released as well as those in need.

We spoke to every Malta parish group (5) as well as the Sub-priory members in this area about our work. Howard Marc, Georgetown University Professor of Government and Law Director of The Prisons and Justice Initiative spoke to our Mercy Malta group.

Several members and a volunteer have worked closely with Bill Gaertner, a devout Catholic, who spent 8 ½ years in the Hagerstown Maryland prison. Upon release five years ago, Bill founded Gatekeepers (www.gatekeepersmd.org), which works with recently released men and women in rehabilitating their lives. Working with other faith-based groups, Gatekeepers has found employment for over 100 ex-inmates. Malta has provided funds for this program, particularly in assisting with obtaining housing, food and bus passes.

WESTERN ASSOCIATION

The Western Association’s prison ministry efforts are led by the Restorative Justice Ministry Committee (RJM), chaired by Rich Grimes and consisting of members from Phoenix, Arizona and Oakland, San Francisco, San Jose, Monterey and Los Angeles. Plans are being developed to include Seattle, Washinton, Denver, Colorado and Orange County, California.

The Restorative Justice Ministry (RJM) in 2018 involved the Order’s ministry participation mainly, but exclusively, in working in two prison detention facilities that include San Quentin and the Barry J. Nidorf Juvenile Hall (“Nidorf”) in Sylmar, CA. The programs at each are varied depending upon the security level issues and facility where RJM involves attendance and participation at (1) the general population Mass or Eucharist Service; (2) for those detained in isolated areas of the prison or detention center; or (3) group and or individual ministry where security access is safe and approved by the facility. One of the keys to the RJM is to provide consistency in our program, purpose and participation, with those imprisoned depending upon the facility type (adult or juvenile) and the RJM location association/partner (Chaplain, JSJI, Warriors of Light etc.).

While verifiable assessment of current and on-going membership participation hours at each location is being gathered, San Quentin consistently has between 10-12 Members participating in the general population Mass once a month. Many individuals participate on a weekly basis with the 2018 number of hours being gathered. Nidorf has had 10-12 members participating in both the general population Mass, and then at the secured “Z Block: detention area for Eucharist, reflections, and one-on-one or group engagement. Both San Quentin and Nidorf have each an excess of 400 hours of membership RJM service hours.

In 2018 RJM established Goals to be developed in 2019 and beyond. The initial RJM Goals to be developed in close coordination with Ken Hurley, KM, the Western Association Board of Directors and President Michael Grace are:

1. Develop and Implement an RJM Strategic Vision and Operating Plan and Policy to:

a. Promote unity and expansion of membership participation amongst the Western Association and the American, Canadian and Federal Associations.

b. To establish reporting protocols and process

c. To develop a per capita assessment amongst the members of the Western Association, and to

d. Coordinate and collaborate on the RJM service objectives and achievements with the American, Canadian and Federal Associations.

2. To expand the Western Association participation at San Quentin, Nidorf, Oakland and Phoenix.

To initiate the RJM programs in Seattle, Denver, Orange County, by identifying adult prison or juvenile detention facilities where the Western Association can leverage its existing RJM relationships or associations if possible: i.e. JRJI, Warriors of Light, or in conjunction with identified prison chaplains such as Fr., George Williams, S.J. at San Quentin.5. Further promote and develop the RJM relationships with JRJI, Fr. George Williams and other prison Chaplains, and Warriors of Light, and to identify other RJM aligned associations.

6. To develop and implement an online accessible RJM Guidelines that contain: a. RJM Service Purpose and Policies, inclusive of Order RJM participation uniform or attire guidelines, and as required by the facility.

b. Each RJM location lead contact information

c. Location calendar, times, meeting location, carpool coordination options, and program

d. Security access list or badging requirements, protocols and process for each location, state and facility type as needed

e. VIRTUS training and certification process and requirements, and

f. RJM Partner associations at each ministry location (JRJI, Prison Chaplains, Warriors of Light, etc.).

7. Capture and distribute an RJM location story or profile each quarter along with a shared RJM story or profile of our fellow American, Canadian or Federal Associations

8. Identify and measure the value of our RJM location partners for evaluation for possible Western Association grants.

The San Francisco Location continues to volunteer at Catherine’s Center, which is a program run by the Society of St. Vincent de Paul. Catherine Center is a residential program for women who have been incarcerated in the past. We provide spiritual support and socializing with them at monthly dinners.Programs starting this past year include the Pen Pal program and working with the victims of crime including families of the incarcerated. We are also investigating the prison hospice program and creating a safe place for ex-offenders to worship upon release.

In Denver, Tim Jeffries, KM continues to work with victims of crime. Also, a ministry program is in formation at the Maricopa County Jail in Phoenix.

In addition to visitations to San Quentin and the Nidorf Juvenile Detention Center, the Western Association has programs underway at the Salinas State Prison and the Orange County Jail.

Reflection“What is in it for You?”

First of all, thanks to all of you who prayed for the men who attended the Kairos retreat at the C.T. Terrell Unit in Rosharon, Texas last weekend. Forty-one men accepted the cross of Jesus and their lives will never be the same. The same might be said for those who volunteered to serve at the retreat. In prison, men learn to ascertain the agenda of those they encounter. Hidden agendas give important meaning and context to virtually all human interaction in prison. There were several participants at the retreat who openly asked, “What are you seeking? What is in this for you?” During the group introductions, the men are invited to tell about their jobs in the unit. A funny inmate named Terry described his job as a “spoon shaker,” which also drew laughter from everyone. The “freeworlders,” did not know what a “spoon shaker,” was. Terry works in the kitchen and operates the ice cream scooper used to spoon out their food. The spoon shaker’s job is to shake the scooper to make sure no man receives more than his allotted share. As fate would have it, Terry was assigned to my table and we sat next to each other. He is very proud of his son, a 25-year-old medical school student. His son lives in a distant state with his ex-wife. He loves them both deeply, although neither has visited him, or written to him in the many years that Terry has been in prison. The last time Terry received a piece of mail was four years ago. He received a Christmas card from a stranger. He still has the card. Terry wanted me to know he was not a bad person, but had trouble with alcohol. Terry shared his prayer request, “Someday, I want my son to be proud of me.” I have asked myself the questions, “What are you seeking? What is in this for you?” The company line is that we do this because we are called by Christ to love one another. When I search my heart, the answer is much more selfish.
