It is an honor to highlight the investment that our members and supporters make in the impact that ULI has on the quality of life in our communities. Hundreds of ULI members engage in work to advance ULI’s mission to provide leadership in the responsible use of land, and in creating and sustaining thriving communities worldwide. This Fiscal Year, the District Council held 47 programs, including two groundbreaking events, TOD MarketPlace and Urban MarketPlace. We conducted six Technical Assistance Panels and held the 4th Annual Young Leaders Group Mentorship program. To create a focused outlet for members’ passions, we created six Initiative Councils: Sustainable Communities, Capital Markets, Infrastructure, Housing, Place, and Edge Development. Please take a moment to learn more about the effectiveness of ULI because of the commitment from professionals in the land use planning and real estate development industry in a region that represents 7 million people in over 29,000 square miles. Faced with a daunting economic climate, the District Council immediately moved to cut expenses significantly and made a plan to augment the budget with new revenue sources. Coupled with the downsizing of staff and increasing annual sponsorship revenue by 2% over FY09, the District Council focused on a financially sound course. The District Council was able to successfully generate new revenue opportunities in FY10 through Technical Assistance Panels (TAP’s) and grants. ULI Orange County/Inland Empire members remarkably completed four TAP’s this year, a record for the District Council, in the cities of Corona, Ontario, Riverside and Temecula. By accomplishing this feat the District Council was able to exceed its budget target and end the year with net revenue of just over $18,500. ULI Orange County/Inland Empire’s

mEmbErship In FY10, ULI Orange County/Inland Empire strived to show professionals the value of membership and being involved in the Institute. The District Council focused on engaging professionals in projects and programs. For members who were in the unfortunate position of losing a job, the District Council offered complimentary memberships and program registrations. This benefit was tied to particular involvement on the part of the members, which turned out to be a win-win-win for the member, the District Council and the ULI. For the past two years, membership has been slowly declining. At fiscal year-end (June 30, 2010), ULI Orange County/Inland Empire membership fell to nearly 2004-2005 levels, with 927 total members. While Full Member retention remained high at almost 81%, it was the Young Leaders Group that felt the downturn in the market most significantly. ULI Orange County/Inland Empire remains one of the 10 largest district councils in the ULI worldwide.

Programs are an essential part of fulfilling our mission. They serve to both educate and enrich the ULI membership experience. In FY10, we held 47 different programs and attracted nearly the same number of attendees at our events as we did the prior fiscal year. Considering the changes we saw take place in our industry during this time, this achievement speaks to the value that is provided to everyone who takes time to attend ULI programs.

EDgE DEvElopmEnt The Edge development Workshop, held at the Outdoor Education Center in Orange, was the first of its kind for a District Council. This workshop was held in June, 2009. Four teams that participated in the workshop spent the summer refining and polishing presentations on their plans for an ideal “edge community” to over 90 members and non-members at the Edge Development Forum in September, 2009. Each team, along with the attendees, was then able to hear the feedback presented by a response panel with Adrian Foley, Brookfield Homes Southland; Rich Flierl, Cooper Carry Architects; and Peggy Tabas, The Wynnewood Company.

toD marKEtplacE In the Inland Empire the focus for FY10 was on transit-oriented development (TOD). In preparation for our first-ever TOd marketPlace held in January at the Ontario Convention Center, we held four TOD tours in the cities of Corona, Ontario, Placentia and Riverside. These tours proved to be excellent ways to bring the public and private sectors together on land use planning and real estate development issues. The TOD MarketPlace event was a huge success attracting 180 people with strong representation from the public sector, including elected officials and staff from the Cities of Corona, Fontana, Hemet, Huntington Beach, Irvine, Murrieta, Ontario, Placentia, Riverside, Santa Ana and Upland, Redevelopment Agencies of Corona

and Rialto, and Metrolink, Omnitrans, San Bernardino Public Health Agency, Southern California Associations of Government (SCAG) and Western Riverside Council of Governments (WRCOG).

The Young Leaders Group (YLG) continued to hold “Coffee Talks” with leaders in the land use planning and real estate development industry throughout the year. The 3rd and 4th annual Mentorship Programs were planned and organized during FY10. Jason Check, Raintree Partners, and Amanda Tropiano, The Planning Center, conducted a survey of 13 mentors and 51 protégés to ascertain ways to continue improving an already very strong program. On June 30,

the last day of the fiscal year, the YLG organized a successful mid-year reception for those involved in the mentorship program at The Boathouse Collective in Costa Mesa. Three programs this fiscal year were organized by our newly formed Initiative Councils. Setting the bar high, the Capital Markets/Finance Council organized a sold-out program on “The Money Chase” with over 200 attendees at The Pacific Club. The Sustainable Communities and Infrastructure Initiative Councils also organized programs this year at the UCI Student Center reaching another 160 ULI members and non-members and educating them on the issues of SB 375 and regional infrastructure planning, respectively.

In FY10, members organized and participated in four District Council Technical Assistance Panels (TAPs) and two Young Leaders Group (YLG) Pro Bono TAPs. TAPs help further the ULI mission by sharing best practices and providing education services in local land use planning and real estate development.

For the cities of Corona, Ontario, Placentia and Riverside, the District Council conducted TAPs on transit-oriented development. For United Cerebral Palsy and the Greenworks Urban Academy, YLG members provided recommendations on complex land use issues for these charitable organizations. Copies of the respective TAP reports are posted on the ULI Orange County/Inland Empire website under Community Building/Technical Assistance Panels (www.orangecounty.uli.org).

urban marKEtplacE The District Council’s marquis event in FY10 was the Urban marketPlace held in June 2010, at the Anaheim Convention Center. We had 185 attendees and 13 cities represented. The committee, chaired by Alex Wong, Red Oak Investments, inspired sponsors to bring something specific and marketable to the event such as an exclusive opportunity to underwrite and make an offer to finance a deal.

Traditional non-profit committees in the District Council, like Membership, Sponsorship, and Programs had been struggling to sustain attendance and participation. Members contact the ULI Orange County/Inland Empire office seeking ways to get involved in the ULI at the local level, unfortunately, their interests don’t seem to lie in making phone calls to professionals about lapsed membership or they have the time right now to get involved, but not the expertise in the subject of the next program on the calendar that the Programs Committee was working on. When FY10 commenced, under Jeff Mayer’s leadership as Chairman of ULI Orange County/Inland Empire, the District Council moved to

an exciting new structure designed to engage members based on their professional expertise and their passion in the industry. The traditional non-profit committees were dissolved and seven new Initiative Councils were formed. The Initiative Councils represent ULI’s seven priority initiatives: Capital Markets, Edge Development, Housing, Infrastructure, Placemaking, Places of Commerce and Sustainability. They are modeled

after the National ULI Product Councils, only these Initiative Councils are open to Associate Members and Young Leaders Group Members (not just Full Members). The objective is to create Initiative Councils of industry professionals, who get to know each other over the course of the year, by meeting regularly and sharing best practices and lessons learned. The Initiative Councils are responsible for educating and effecting change in our membership and among industry professionals by organizing quarterly meetings and a general program in the fiscal year related to respective topics.

Focuses on how entitlements and the approval process can expedite developments that are sustainable over the long term, how transportation networks can be better planned to encourage desired land uses, and how mixed-use and mixed-income developments can be incorporated into local and regional planning and implementation. Analyzes issues and policies affecting housing, studies the effects of incentives, works to advance the production of the full spectrum of housing, and showcases best practices in both the public and private sectors. ULI’s role as a change agent is effective because members and professionals in the industry are involved in the District Council’s programs and projects.
