RATIONALE At its June 24, 2010 meeting, the Board received a status report on the preparation of Scope of Work (SOW) and cost estimates for the 1-605 Hot Spots Feasibility Study and PSRs. Staff released a Request for Proposals (RFP) for the preparation of a Feasibility Study and three optional PSRs on July 30,2010. On the August 30,2010 submittal deadline, staff received five proposals. The proposals were evaluated and teams were interviewed by LACMTA, Caltrans and Gateway Cities Council of Governments representatives. The evaluation team recommended RBF Consulting as the contractor who presented consistently strong credentials across all the disciplines requested in the RFP. With successful negotiation and execution of the Contract, the notice to proceed will be given to the selected team for the Feasibility Study.

BACKGROUND

The Gateway Cities Council of Governments (GCCOG) completed an Initial CorridorsStudy in 2008 that identified several chronic traffic congestion areas, "Hot Spots", alongthe 1-605 corridor; however the feasibility of proposed improvements has not beenexamined in detail. Pursuant to the findings of the Initial Corridors Study, Measure Rdesignated $590 million (unescalated) for 1-605 mainline, ramp and interchangeimprovements within the Gateway Cities/Southeast portion of the County.

The purpose of this Feasibility Study is to further analyze congestion improvementalternatives for the various "Hot Spots" already identified in previous studies, in additionto others that may be identified through the analysis. The initial alternatives forcongestion "Hot Spots" will include improvements to freeway to freeway interchanges,additional general purpose lanes, and arterial improvements. Conceptual geometricplans, costs estimates, and a preliminary environmental review will be prepared foreach of the "Hot Spots" projects. The Feasibility Study is expected to be completed inone year. Based on the results of previous studies, it is expected that upon completionof the Feasibility Study up to three of the "Hot Spots" projects will be ready to advanceto the next phase of project development. PSRs will be prepared for up to three high­priority projects selected from the identified "Hot Spot" locations. These PSRs will beexecuted as contract options, to be completed within a year of the completion of theFeasibility Study.

FINANCIAL IMPACT

Funding of $10.5 million is included in the FY11 budget in Cost Center 4710 (HighwayCapital), Account 50316 (Services ProfessionallTechnical). Since this is a multi-yearproject, the cost center manager and the Executive Director of Highway Programs willbe responsible for project budgeting in future years.

Impact to Bus and Rail Operating and Capital Budget

The source of funds for this project will be from Measure R 20% Highway Funds. Noother sources of funds were considered as these have been identified for this project.These funds are not eligible for bus and rail operating and capital expenditures.

ALTERNATIVES CONSIDERED

Two alternatives were considered: (1) Utilizing LACMTA staff to conduct the study­This alternative is not recommended because LACMTA does not have the freeway androadway design expertise to conduct a study of this magnitude. (2) Not authorizing theCEO to negotiate, award and execute the consultant contract - Staff is notrecommending this alternative because the Project is included in the 2009 Long RangeTransportation Plan and reflects a broad-based consensus of local jurisdictions.Approval to proceed with the Feasibility Study and PSRs is consistent with the goals ofMeasure R.

A. Background on Contractor

RBF Consulting (RBF) is a full service planning, engineering, survey and constructionmanagement firm that has worked on behalf of local and regional agencies and directly forCaltrans for over 25 years. RBF has played a significant role in the development oftheexpansive transportation network in Southern California on projects such as the RiversideCounty-Orange County Major Investment Study; SR-91 Corridor Improvement project;design-build of the SR-241 toll road and the 1-5/1-405 Interchange at the El Toro "Y". RBFoffers a comprehensive range of professional planning, engineering, urban design,environmental and public outreach services for highways and transit networks. RBF has beenservicing the transit industry since 1944. Currently based in Irvine, California, RBF will beopening a Los Angeles office in October 2010.

This is the first time RBF has submitted a proposal in response to a Metro Request forProposals. However, RBF, coupled with the expertise of its core team ofURS Corporation,Iteris, Inc. and InfraConsult LLC, is qualified for this proj ect. The entire team ismultidisciplinary with expertise in many fields of transportation planning, modeling anddesign. RBF has also successfully served the Orange County Transportation Authority(OCTA) for the past 20 years through the entire duration of OCTA's original Measure MHighway Capital Improvement Program on 20 separate projects and the launch of theRenewed Measure M2 Program. RBF is well-versed in the needs of a transportation authorityclient in getting a massive highway program initiated effectively and efficiently.

B. Procurement Background

The Request for Proposal (RFP) is a standard Architect & Engineering (A&E), qualificationsbased, negotiated competitive procurement; pursuant to the Brooks Act, where cost is not afactor. In the event we cannot reach an agreement with the recommended Proposer, we willproceed to the next highest evaluated Proposer and continue the process until an agreement isreached.

Metro Board ofDirectors received a status report on the preparation of the scope of work andcost estimates for the project at its June 24,2010 meeting. The contract type will be FirmFixed Price.

The Diversity & Economic Opportunity Department (DEOD) has recommended a twenty-sixpercent (26%) Small Business Goal for this procurement, which is compulsory.

C. Evaluation of Proposals

The proposal evaluation was conducted in accordance with Metro Procurement Policy andProcedures. The source selection committee conducted a comprehensive technical evaluation,including oral discussions. Each proposal is considered responsive to the project andsubmittal requirements. Based on the evaluation criteria stipulated within the RFP solicitationrequirements, RBF Consulting received the highest ranking of the five responsive proposalsreceived.

D. Cost/Price Analysis Explanation ofVariances

The recommended Not-To-Exceed price of$7,162,058.00 for the feasibility analysis will bedetermined fair and reasonable based upon the Management Audit Services pre-award audit,cost analysis, independent cost estimates, a fact find, negotiations and an extensive technicalreVIew.
