Official Minutes USF Board of Trustees Thursday, June 5, 2014 Chair John Ramil convened the regular meeting of the University Of South Florida Board Of Trustees at the USF Marshall Student Center Ballroom. Chair Ramil welcomed everyone to the Board meeting and recognized the former student Trustee Mark Lombardi-Nelson. Chair Ramil commended Mark on a tremendous job while serving as a Trustee and announced that he recently graduated from USF St. Peterburg College of Business. The Chair introduced new student Trustee and USF System Council President Jean Cocco. Trustee Cocco announced his excitement on serving as a Trustee and looks forward to being instrumental in moving USF forward. Chair Ramil announced that Trustee Christopher Davis’ term is also ending and commended his terrific work serving as the faculty Trustee. Trustee Davis was not in attendance. The Chair invited both Christopher Davis and Mark Lombardi-Nelson to the next Board meeting to be recognized. Chair Ramil reported that the USF System had a tremendous academic year, graduating the largest class ever in USF history of 6,000 students. Chair Ramil reported that Governor Rick Scott signed the state budget for the fiscal year 2014- 15 and made comments that this was one of the most successful legislative sessions in USF history. The USF System achieved all five of its top priorities which were: The creation of the Florida Center for Cyber Security within USF. It was established in law to receive $5 million in reoccurring funding to support its operations. Received $15 million in funding to construct the USF Health Heart Institute. Received $10 million in funding to construct the USF St. Petersburg College of Business facility. There are plans to break ground during the upcoming school year. $1.4 million in reoccurring funds was appropriated to USF Sarasota- Manatee in order to expand the STEM programs and STEM faculty hiring at USF Sarasota-Manatee. $5 million towards the construction of a new Morsani College of Medicine facility $1.25 million for the Byrd Alzheimer’s Institute $850.000 to assist veterans $1 million for the Florida Institute of Oceanography $200.000 for community outreach programs in Sarasota-Manatee

The USF System will receive approximately $80 million in new funds for next year. On behalf of the Board of Trustee members and the entire USF System Chair Ramil thanked the legislative delegation for their support. He thanked speaker Will Weatherford, Representative Seth McKeel, Senators Jeff Brandes, Bill Galvano, Jack Latvala, John Legg and the State of Florida SUS System. Special thanks went out to Governor Rick Scott for his leadership and for approving every single appropriation made by the legislature. Chair Ramil thanked President Genshaft, Mark Walsh, the entire leadership team and the USF Community as a whole, for all the hard work. On June 12, 2014 the USF Foundation Board will be hosting a “Thank You Reception” for the Tampa Bay Legislative Delegation at CAMLS to recognize and thank them all for an outstanding year. Congratulations went out to the USF Men’s and Women’s tennis teams on winning the inaugural American Athletic Conference tournaments. Congratulations also went out to the women’s softball team for making it to the NCAA regional tournaments. The Chair congratulated Roberto Cid from men and women’s tennis, who beat the number one player in the NCAA tournaments. President Judy Genshaft introduced two new members of her leadership team: Dr. Charles Lockwood, Sr. Vice President for USF Health and Dean of the Morsani College of Medicine and Mark Harlan, Director of Athletics. New Business – Action Item

FL 118 – Approve USF St. Petersburg Campus Board Reappointment President Judy Genshaft recommended that Robert Churuti be reappointed to the USF St. Petersburg Campus Board. His resume was included in the Trustees notebooks. Robert Churuti is a partner at Beach Drive Retail, the family management company for the commercial property at Parkshore Plaza and 400 Beach Drive. He serves as a member of the Board of Trustees of the Museum of Fine Arts, the Mahaffey Foundation and the Morean Arts Center. Current civic involvement also includes the Pier Advisory Task Force and helping St Peter’s Episcopal Cathedral in the development of their new multi-use project, an innovative project to combine the cathedral, office space for the Dean and Bishop along with retail and commercial rental space. A lifetime of St. Petersburg, Robert graduated from St. Petersburg Junior College. He attended Florida State University and majored in Risk Management and Real Estate. He has been married for 27 years to Susan Hamilton Churuti and currently resides in St. Petersburg. Trustee Debbie Sembler added that Mr. Bob Churuti is an exceptional and supportive campus board member and she is excited that he’s willing to stay another term. Chair Ramil asked for a motion, it was seconded and FL 118 was approved. FL 119 – Elect USF Board of Trustees Chair and Vice Chair Trustee Stephanie Goforth was honored to nominate Vice Chair Hal Mullis for the position of Chair of the USF Board of Trustees for 2014-2016. Vice Chair Hal Mullis has shown a great commitment and dedication by taking on additional duties such as Vice Chair of Finance and Audit workgroup and chair of the Health workgroup, while serving as a Board of Trustee member.

Chair Ramil asked Trustee Hal Mullis if he would accept the nomination for Chair of the USF Board of Trustees. Trustee Hal Mullis accepted the nomination. Chair Ramil asked for a motion to approve, it was seconded and approved. Trustee Stan Levy was honored to nominate Trustee Brian Lamb for the position of Vice Chair of the USF Board of Trustees for 2014-2016. Trustee Lamb has exemplified passion and dedication to USF. He has served on various workgroups and task forces while serving as a Trustee member. Chair John Ramil asked Trustee Lamb if he would accept the nomination for Vice Chair of the USF Board of Trustees. Trustee Brian Lamb accepted the nomination. Chair Ramil made a motion, it was seconded and approved. Chair Ramil passed the gavel to Chair Elect Harold Mullis. Chair Elect Harold Mullis commented that the Board has been most fortunate to have had the opportunity to serve under the leadership of Chair Ramil and President Genshaft. The university emerged under tough times and is well positioned to continue to succeed. Chair Elect Mullis stated that the USF System is making remarkable strides and he’s confident that the university will continue to do so in the future. Chair Elect Mullis thanked Chair Ramil for his continued service as a Trustee member. President Genshaft thanked Chair Elect Mullis for his leadership during his term as Vice Chair and his guidance as Chair of the Health workgroup. The President is looking forward to working with Chair Elect Mullis in his new position as Chair. On behalf of the USF community, President Genshaft thanked Chair John Ramil for his successful tenure while serving as Chair for two terms. President Genshaft commented that Chair Ramil has been the ultimate advocate for USF; one who fought hard for the resources that were needed and deserved. The President highlighted some of USF accomplishments under Chair Ramil’s tenure:

USF research funds increased to more than $413 million USF ranked 33 in total research expenditures for public institutions by the National

Science Foundation USF ranked 15th world wide for granted U.S. patents among all universities according to

the Intellectual Property Owners Association (2013) The National Academy of Inventors was founded and has become a tremendous success USF ranked among the top tier colleges listed in the USNWR Best Colleges 2014 ranking

in the top100 of the best public schools USF’s student success profile has improved which contributed to our top ranking for

BOG performance funding during year 1 and 2nd place ranking year 2 Received the largest gift in the history of USF from Frank and Carol Morsani which will

transform our medical school. Renamed Morsani College of Medicine. Completed Phase 1 for the unstoppable Campaign, raising more than $600 million and

USF’s Economic impact in the Tampa Bay region surpassed $4.4 billion USF signed a new and enhanced partnership with Tampa General Hospital to ensure our

teaching hospital relationship continues to be strong Enrollment for the USF System rose to nearly 48,000 USF St. Petersburg opened its Student Center which included a 200 student residence hall

and their SACS accreditation was reaffirmed USF Sarasota-Manatee received SACS accreditation and admitted their first freshman

class Florida Cybersecurity Center at USF was funded by the legislature and the Governor USF Athletics made history by beating Notre Dame; men’s basketball returned to the

NCAA tournament after 20 years and won its first tournament game; softball had post season play 3 of the 4 years including making it to the College World Series; men’s and women’s tennis won their respective AAC tournament championships on the same day; and most importantly Rocky won the Capital One Mascot of the Year.

The university community has been truly honored to have a highly regarded professional and USF graduate to lead the Board, during a time of tremendous growth and challenges. President Genshaft announced that Chair Ramil will be honored with the President’s Fellow Medallion on August 9, 2014 during the 9:00 a.m. ceremony. President Genshaft presented Chair Ramil with a gift, a silver bull from Italy.

Chair Ramil made comments that USF’s accomplishments were a result of hard work from a successful team. The students are coming into the university well equipped. He encouraged them to continue to raise the bar.

Chair Ramil commented that the USF faculty is dedicated to student success. He encourages them to continue moving the university forward with their research. The Chair commended President Genshaft on her vision and leadership by putting together a great team of leaders and for them to continue to build on our tremendous foundation. The Chair made comments to his fellow Trustee members past and present. He commended them on their professionalism in their roles as Trustees as well as keeping what’s in the best interest for USF first. Chair Ramil congratulated everyone for being instrumental in helping USF become a top tier research university and looks forward to his continued work on the Board as a Trustee member.

New Business Informational Items

USF System Updates

President Judy Genshaft provided an update on USF.

The President thanked the legislature, Governor Rick Scott and everyone who was involved in

helping USF receive the funding. President Genshaft also acknowledged Mark Walsh, Provost Ralph Wilcox, Paul Dosal, Bob Sullins, Valeria Garcia, Sophia Wisniewska, Helen Levine, Pam Pfeiffer, Casey Welch and Arthur Guilford. President Genshaft introduced Kim Wilmath who previously worked with the Board of Governors and is currently working as a liaison with the USF System and the BOG. The President announced that Dr. Kathleen Moore will retire on June 2014.

USF St. Petersburg Update

Regional Chancellor Sophia Wisniewska provided updates on USF St. Petersburg. Regional Chancellor Wisniewska expressed her appreciation for this year’s legislative success. She acknowledged President Genshaft, the USF Board of Trustee members and the amazing lobbying team lead by Mark Walsh.

This fall, USF St. Petersburg will break ground for the new College of Business building. Chancellor Wisniewska encouraged everyone to attend. Regional Chancellor Wisniewska presented a powerpoint presentation and announced that today more than 100 Florida educators are gathered at USF St. Petersburg for the Annual Teachers as Leaders Institute. Practicing teachers were invited to learn leadership skills to facilitate and support teaming and intellectual sharing within a school environment. This year, nationally known speakers will present on instructional approaches in to increase math achievement among K-12 students. The event will be held on campus June 5th and 6th. The College of Education was instrumental in developing this important community event. Regional Chancellor Wisniewska reported that the College of Education was also instrumental in the Black American Male Summit which was held at the USF St. Petersburg campus. More than 100 at risk African-American male students from Pinellas County Schools and Broward County Schools convened for a male summit dubbed “Born Eagles: Soaring Above Disparities. Pinellas School Superintendent Michael Grego and Deputy Mayor Konica Tomlin were among the distinguished guest. Strategic planning remains job #1. USF St. Petersburg has had three vision team meetings completed, twelve learning journeys and nine listening forums. The Vision 20/20 Plan at USF St. Petersburg will focus on priorities - 6 Bold Goals.

Regional Chancellor Wisniewska announced that USF St. Petersburg is in the process of implementing a fundraising plan with the assistance from colleagues in USF Foundation. USF St. Petersburg is in the process of developing a focused initiative to improve student retention and graduation. Scannell and Kurz, a leading strategic enrollment management firm was retained last year to conduct a retention study. They will share their full report next week with a large number of stakeholders which includes: faculty, enrollment staff and members of the strategic planning team. In the fall of 2012, USF St. Pete applicants retained at a rate of 63.3% vs. 54.8% of referred applicants. The study finds that fulltime students retain at a higher rate than those taking part time course loads. Commuter students, first time in college and transfer students, retain at a higher rate than residential students. The difference is less than 10%. Chancellor Sophia Wisniewska reported that they were interested to find that there was less than one percentage point of difference between students who scored 1000 or 1290 on the SAT. Ethnic status was not predictive. Chancellor Wisniewska reported more on USF St. Petersburg:

Student profile – The average GPA for incoming freshman is 3.78 for honor students, 4.0. Academic Program Development- 2 new programs: a BS in Accounting and

Data Analysis Research Partnerships – Internships and jobs New Leader – Han Reichgelt, Regional Vice Chancellor for Academic Affairs.

Duke Energy has awarded USF St. Petersburg with a sun sense grant. The grant will allow for solar panals to be installed on the roof in the parking garage; bringing the facility to net 0 energy. A second program funded by Duke will allow USF St. Petersburg and USF College of Engineering to collaborate on a storage research project. This aims to capture the energy from the panels. Many USF students and faculty will participate in this research. Graduate Research remains an important focus- Nearly 140 students from 3 colleges will participate in the annual Undergraduate Research Symposium. This has been the 11th consecutive year for the symposium and the largest this year. Regional Chancellor Wisniewska welcomed new Regional Chancellor for Academic Affairs, Dr. Han Reichglt and the retirement of Vivian Fueyo. She thanked Dr. Fueyo for her tremendous service to USF St. Petersburg and to the USF System. Chancellor Wisniewska congratulated the USFSP men and women sailing teams. The Women placed 17th and the Coed team placed 10th in a championship held at the Naval Academy at St. Mary’s College in Maryland. Chancellor Wisniewska announced her one year anniversary as Regional Chancellor of USF St. Petersburg. She stated that it has been an honor and a privilege to serve and look forward to more upcoming productive years ahead. Trustee Byron Shinn commented that Regional Chancellor Wisniewska is doing an awesome job as Regional Chancellor of USFSP. The President introduced Chair Ramil’s family: Wife Naida, daughter Jennifer and granddaughter Abby. Regional Vice Chancellor Terry Osborne provided an update on USF Sarasota – Manatee. Vice Chancellor Osborne reported that he has served as Regional Vice Chancellor for one month and excited on how the community has embraced USF Sarasota-Manatee. Vice Chancellor Osborne announced the retirement of Regional Chancellor Arthur Guilford. There is a search underway for a new Regional Chancellor for USF Sarasota-Manatee. The USFSM College of Business has successfully achieved accreditation through AACSB. The USFSM College of Education continues its march towards separate accreditation. A site visit is expected this fall. The Global Engagement Office has been established to serve as a liaison with USF World in order to promote global engagement on campus, beyond and within the community. The USF Sarasota-Manatee first freshman class has completed their first year. Last fall there were 86 students enrolled. By spring semester there were a total of 100 students. As of now, there are 139 applicants who have been admitted out of 400 applications received. Trustee Byron Shinn made comments about the appreciation that they have for Vice Chancellor Osborne, who is also the former Dean of the College of Education and well-connected and established in the Sarasota-Manatee community. Trustee Shinn is excited about the camaraderie and partnership between the USF institutions. Trustee Jean Cocco made comments that he has witnessed the growth of the USF Sarasota-Manatee campus and is fired up about its ongoing progress. Trustee Cocco is also excited about the collaborations between the students and the leadership in the USF System.

Roundtable Discussion

Trustee Steve Mitchell made comments that one of the benefits of becoming a Trustee is that you have an opportunity to work with smart groups of individuals. Recently Trustee Mitchell was asked to work with a public private partnership group led by Chief Operating Officer John Long, who is doing an outstanding job. Trustee Mitchell commended more members of the leadership team: Vice President Sandy Lovins, Assistant Vice President for Housing Anna Hernandez,

Provost Ralph Wilcox and Vice President for Business and Finance Nick Trivunovich along with consulting services of Bransford and Dunlevy. At this time the committee is determining where to put a residential community on the north boundary of the USF Tampa campus. This will replace the Andros residence halls. The plan is to attract the best and brightest students. A survey was done with the students. A village style community with retail, recreation and entertainment is what was requested. A site plan and map was included in the Trustee books. The first phase of the new residence community will begin fall of 2017 with approximately 1500 beds and another 556 beds by fall of 2019. A study was done for infrastructure purposes to determine the location of the new residential community on campus. An invitation will go out in the near future to further negotiate decisions. COO John Long provided an update on the appropriate steps that have been taken relating to the upcoming proposal for the new resident’s hall project. Sandy Lovins thanked Trustees Mitchell and Lamb for their hard work and support on the resident’s hall project along with Provost Wilcox, COO John Long and Vice President Tom Miller. Dean of Housing, Anna Hernandez expressed the excitement of the USF students and staff in anticipation of the upcoming campus transformation project. Vice Chair elect Brian Lamb made comments about the project starting 18 months ago as a new opportunity and strategy to create student housing. This project aligns with USF’s vision to become an AAU university. For the next briefing on the project, Trustee Lamb requested an update on market rates and demands of the transformation housing project. Chair Elect Hal Mullis made comments on the benefits of having public private partnerships.

Trustee Jean Cocco addressed the Board members announcing:

The hiring of 23 individuals to help develop a strategic plan for student government and

working with Provost Wilcox to promote student success. USF will host the gubernatorial debate between Rick Scott and a Democratic nominee

this fall. Trustee Cocco is working with the staff in University Communications and Marketing.

Trustee Cocco is working with AD Mark Harlan and athletics on increasing student attendance at games. Trustee Cocco is in the process of developing a task force.

Working with Dean Michael Freeman to develop on and off campus safety.

Working with Vice Chair Brian Lamb and Vice President Paul Dosal on recruiting strategies to get the best and brightest students to attend USF. Trustee Cocco commented that they are focusing on the minority community.

Working with the regional campus student governments to develop and host a higher education summit; in order to get the legislatures more in tuned with the students across the USF system.

Trustee Cocco was elected as External Chair of the Florida Student Association. He would like to address textbook affordability.

Sam Gibbons Leadership series was created in honor of “the father of USF” Sam Gibbons. Last year USF hosted his family in honor of Mr. Gibbon’s legacy. Trustee Cocco is looking forward to keeping up the tradition with hopes of inviting Richard Gonzmart who is also a true supporter of USF.

Student Government will be working closely with Vice President Tom Miller to create a job network and become more in tuned with the performance metrics.

Trustee Cocco congratulated Chair Ramil on his term and looks forward to serving with him as a Trustee.

Chair-elect Hal Mullis made comments about the study conducted by USF St. Petersburg on student success. Trustee Brian Lamb made comments that by looking at the outcomes one can see that the thoughts and activities of USF leadership are working. USF performs exceptionally well as it relates to the BOG benchmarks. Trustee Lamb would like to readdress the Board with the deployment of funds, now that we’re in year two of the benchmarks and funding in order to generate sustainable student success across the USF System. Trustee Cocco commended Vice President Sandy Lovins for her support on constructing the Student Memorial.

Trustee Debbie Sembler congratulated Regional Chancellor Wisniewska on her one year anniversary. Trustee Sembler commented that she is a well-respected leader in the St. Petersburg community. Trustee Sembler also congratulated Dr. Vivian Fueyo on her retirement and her excellent service to USF St. Petersburg. Trustee Scott Hopes displayed a picture of Assistant Vice President for Government Relations Mark Walsh and his colleagues. He thanked them for their extraordinary service to USF. Their families made great sacrifices during the legislative session. We were able to get the budget signed before today’s meeting. Assistant Vice President Walsh commented that it has been a privilege to serve the USF System and that he appreciates the trust that the leadership and Trustee members have placed in him and his colleagues. It’s important to him to make a change for people and to bring them out of generational poverty. USF will do great things with the tax payer’s dollars.

Trustee Cocco reported that USF Day at the Capital is booked for February 11, 2015. Trustee Hopes made a recommendation that the executive board leadership team consider establishing a regional institutional workgroup, in order to bring the regional campus board Chairs into the fold while focusing on issues such as strategic planning and funding for the USF System. Chair-elect Mullis reminded everyone about the reception thanking the legislative delegation at CAMLS in downtown Tampa. The Chair encouraged everyone to attend. Chair-elect Mullis added that the Board will be working on committee assignments over the next few weeks. Having no further business, Chair-Elect Mullis adjourned the regular meeting of the USF Board of Trustees.
