ORDER: ln the Government Order first read above, among others, orders have been issued to the effect that employees shall be allowed to move on to Selection Grade / Special Grade on completion of 10 years of service in the Ordinary Grade postand to Special Grade on completion of 10 years in the Selection Grade post or 20 years of total service in a post. The pay of such employees who have moved to Selection Grade / Special Grade on or after 01-01-20b0 shall be fixed on the date of award of Selection Grade / Special Grade by granting the benefit of one increment equal to three per cent of the basic pay including grade pay in the same pay Band and Grade Pay in the revised scale of pay. 2) Several Associations have represented before the pay Grievance Redressal Cell to revive the scheme of seperate scales of pay to Selection Grade / Special Grade holders as in the previour it"y Commission periodr ,r t'n"i";;; promotional chances for several posts and that as the employees awarded Selection Grade / special Grade between 01-01--2006 and 31-05-2009 alone have been given the concession to opt to come over to revised scale of pay on the date of award of Selection Grade / Special Grade by foregoing the "ri".r. to accrue the benefit of higher scales of pay consequent on the revision of the scale of pay of the respective Ordinary Grade post and thereby requested to rectify the anomaty in tne total emoluments between those awarded Setection Grade / Sfiecial Grade prior to and after 31-05-2009. ORDER:

ln the Government Order first read above, among others, orders have beenissued to the effect that employees shall be allowed to move on to Selection Grade /Special Grade on completion of 10 years of service in the Ordinary Grade postandto Special Grade on completion of 10 years in the Selection Grade post or 20 yearsof total service in a post. The pay of such employees who have moved to SelectionGrade / Special Grade on or after 01-01-20b0 shall be fixed on the date of awardof Selection Grade / Special Grade by granting the benefit of one increment equal tothree per cent of the basic pay including grade pay in the same pay Band and GradePay in the revised scale of pay.

employees and with the intention to recognise their seruice properly hasrecommended to grant an additional increment benefit (over and above the oneincrement already allowed) equivalent to 3% + 3o/o of basic pay (Pay + Grade pay)for award of Selection Grade / Special Grade in the revised scale of pay.

3) After careful examination, the Government has decided to implement theabove recommendation of the Pay Grievancb Redressal Cell. Accordingly,Government direct that an additional increment benefit (over and above the existingone increment benefit) equivalent to 3% + 3o/o of basic pay (Pay + Grade pay) shallbe granted to the employees on award of Selection Grade / Special Grade in therevised scales ofpay implemented w.e.f. 01-01-2006.

4) The above orders shall take notional effect,from 01-01-2006 withmonetary benefit from 01-04-2013.

ORDER:

As per Rule 8(2) of the Tamil Nadu Revised Scales of Pay Rules, 2009 asnotified in the Government Order first read above, the option shall be exercised bythe employees to come over to the revised scales of pay within three months fromthe date of publication of the Rules / Notification.

2) As per the clarification issued in the Government letter second read above,employees have been permitted to exercise re-option within a period of three monthsfrom the date of issue of clarification or orders revising the scales of pay, grant ofretrospective regularisation of services or grant of Selection Grade I Special Gradewith retrospective effect as the case may be. Based on several representationsmade by individual employees / Employees Associations that several employeesfailed to accrue the full benefit of the Pay Commission revision due to exercising ofthe option date wrongly and deprived of the benefits. The Pay Grievance RedressalCell has recommended that employees may be given final opportunity for exercisingre-option as a one time measure in cases where option could not be exercised withinthe time limit due to the delayed reach of instructions issued by Government andalso to cover the implementation of any of the recommendations of the Committee,the Government accepts and that such re-option should not be in any case lead tofixation of a lower pay than what has already been fixed.

3.) After careful examination, the Government has decided to implement theabove recommendation of the Pay Grievance Redressal Cell. Accordingly,Government direct that in exercise of the powers conferred under Rule, 12 of theTamil Nadu Revised Scales of Pay Rules, 2009, accord permission to the ennployeesas a final opportunity for exercising re-option to come over to the revised scate'ofpay between 1-1--2006 and 31-5--2009 as a one time measure in cases whereoption could not be exercised within the time limit to the advantage of the individualemployees. However, such re-option should not be in any case lead to fixation oflower pay than what has been fixed earlier.

ORDER:

The Pay Grievance Redressal Cell constituted in the Government Order thirdread above to examine the representations received from the EmployeesAssociations / Head of Departments / lndividual employees including the aggrievedpetitioners in Writ Petitions relating to anomalies in the revised pay structure of therespective posts has recommended for revision of the scale of pay for the post ofCo-operative Sub-Registrar in Co-operation Department considering the revisiongranted to the promotional posts of Superintendents in the Tamil Nadu MinisterialService. After careful examination, the Government has decided to implement therecommendations made by the Pay Grievance Redressal Cell in respect ofCo-operation Department. Accordingly, Government direct that the scale of pay ofthe following post shall be revised as shown below:--
