. 3' The Ministry of Home Affairs/BPR&D in partnership with Centre for SociaResearch and IGNOU had organized. a National Lwel Workshop of NodaOfficers, Anti Human Trafficking of all State Governments/UTs from l}-l4tlMuy, 20ll at Indira Gandhi National open University (IGNOU). The worksholhad deliberated on laws related to human trafficking, investigation techniquerand dimensions, magnitude and vulnerabilities relating to h-uman trafficiingalong with issues relating to rescue, care and rehabilitation.

4' NHRC and IGNOU had entered into a MoU for undertaking online TraininpProgramme for Police personnel on Human Rights issues. tnitris connection, aTOT Programme drganized jointly by NHRC and IGNOU for the policePersonnel was held in IGNOU in two batches betweenl3-15 June, 20II and L6-18 June, 2011.

5' School of Law, IGNOU has started a series called "Kanooni Salah in GyanVani Radio channel on 2nd and 4th Wednesday of every month between 5-6p'm primarily with a view to create awareness among masses on laws andissues pertaining to Women, Children, Physically Handicapped persons, SeniorCitizens and SC/ST etc.

Prof' K Elumalai also informed the members that faculty members of SOL activelyparticipated in Confe_rences/Workshop etc. He also informed that The Department ofJustice, Ministry of Law and Justice, Government of India with the help of UnitedNations Developmenl Programme ([INDP) is implementing a project on'..Access toJustice for Marginalized people in collaboration with Ministry of Home Affairs,Govemment of India.- In this connection, a one day Meeting/ Consultation to discussr:suT surrounding human trafficking with a view to develop a sound training modulefor the prosecutors.und jl$q:s on laws and issues relating to human trafficking isscheduled to be held on 12th November, 2Ollin collaboration with SoL. sol, hasalso been requested to conduct this workshop at IGNOU.

Prof' Elumalai concluded his initial remarks by saying that SoL has made its presencefelt in the Government forum in connection wiitr eonc! normulation.

Hence, he had written several notes in this connection for creation of posts i.e.One Professor, Two Readers and Four Lecturers and supportive staffs as perUniversity norm for the discipline of Criminal Justice in School of law. Hebriefed the members that the Academic Coordination Division informed that as

per the new/ present policy such proposal should come through School Boardfor creation ofposts.

Dr. Babu Ramesh and Prof. C.R.K. Murthy said that there are as such no newguidelines and once the Academic Council has approved the proposal forcreation of new discipline of Criminal Justice in School of law, the new postsare created automatictlly. Hence, SOL may take this matter once again toAcademic Council which is the appropriate body.

Dr. Shashikala Gurpur observed that SOL should consolidate all programmesand justifiy for the creation of posts with the appropriate authority as thediscipline has already been approved. As this is a specialized discipline, thisdiscipline should include economic crimes, money laundering etc. New coursesshould be offered i.e. Interdisciplinary like MA in criminology etc.

Prof. Menon has supported and elaborated the above view.

School Board Members observed that Director, School of Law as a follow upmeasure should take up the matter with Academic Coordination Divisionsuitably.

Item No. 11.6 Ph.D. supervisor for rnternal Faculty (Lecturers/ARDs)

11'6'1 Two faculty members of School of Law Dr. Gurmeet Kaur and Dr. SuneetKashyap have applied for becoming Ph. D guide. Dr. Suneet Kashyapcompleted her Ph.D. in the year 2009 and Dr. Gurmeet Kaur completed heiPh.D. in the year 20rr. Both of them joined SoL in the year 200s.

The University guidelines for recognition of Ph. D guides for internal facultiesare as under:

(i) All the Professors and Readers of IGNOU are eligible to guide ph. Dcandidates.

(ii) All IGNOU teachers/ academics including lectures/ ARDs, with a ph. Ddegree with five years of teaching experience shall be eligible to berecognized as resedrch supervisor.

For the internal faculty falling under (ii) It is not clear whether 5 years ofteaching experience will be counted after obtaining the Ph.D. Degree or irom thedate ofjoining as Lecturers.

In order to ensure quality and standard in the Ph. D, it is considered necessary tohave clear cut guidelines in this regard for clause (ii) category of teachers,particularly keeping in view the fact that the entry quaiification for candidatesunder category A is also the same as that of the supervisor i.e. with LLM, M.Phil or 5 years teaching experience.

There was lengthy discussion on the subject whether the said internal facultyshould be Ph.D. made as supervisors. prof. Murty and Dr. Babu Ramesh wereof the opinion that since the internal faculty fulfiils the eligibility criteria laiddown by the univeristy, their name should be approved as ph.D. supervisors.

Prof. Madhava Menon, however, felt that as a Head of the School, Diretor,School of Law views has to be respected. Diretor has expressed his doubts.Hence the matter should be referred to the appropriate higher authorities of theUniversity. The Director, SOL should get i clear decision/clarifictions on theTatter whether they are eligible or not. Hence, School Board will not decide butthe Diretor, SOL will write to the Director, Research Council for clarifying hisdoubts.

[o. 11.13 To consider and approve Phase 1 form of Diploma in Legal Remedies

t3.1 Dr. Gurmeet Kaur explained to Board Members that the 9th School board of

School of Law in the meeting held on 3'd May, 2010 has suggested that School

should develop Diploma course in legal remedies. The basic aim of the diploma

course on Legal remedies is to acquaint the citizens about the remedies available

under various laws viz matrimonial remedies, women's right to Alimony and

maintenance , right to inheritance of property, remedies available under Civil,

Criminal, Contract, Labor Law and Law of Tort, Protection of Consumers

, uflder different statutes, environment protection and remedies.

13.2 Prof. Madhava Menon suggested that the proposed diploma should include the

following remedies:

5. Administrative Law RemedY

6. Consumer Law RemedY

13.3 Ms. Gurmeet Kaur, the Programme Coordinator was requested to take note ofthe above suggestion for due incorporation while developing the programme.

,13.4 With the above observations and deliberations, the School Bqard approved the

Phase I form of Diploma in Legal Remedies.

originally offered by School of Sciences and later transferred to School of Law.

SAARC students will be 3 times the Indian fees (Rs. 30,000). Fee forIntemational students will be 7 times the Indian fees (Rs. 70,000). As theprogramme fees will be revised for Indian learners in future by the Universitythe Intemational fees will also change accordingly.

Post Graduate Diploma in Environmental Law on line ( PGDENLWOL) waslaunched in July, 2010. The Programme fee for Indian learners is Rs. 10,000.Fee for SAARC students will be 3 times the Indian fees ( Rs. 30,000). Fee forInternational students will be 7 times the Indian fees ( Rs. 70,000). The fee structure (including Registration fee) as approvedby the vice- chancellor IGNOU are as under: Fee for Indian StudentsRs. 5100/-. Fee for SAARC students Rs. 10,000/-. Fee for Internationalstudents us$1000/-. current charges: PGCCL-OL Indian Residents- Rs.61001-, SAARC Residents - Rs. 12,0001-,International Residents- Rsus$1200/-.

online programme launched from January 2009. The fee structure(including Registration Fee) as approved by the Vice- ChancellorIGNOU are as under: Fee for Indian Students Rs. 15,000/-. Fee forSAARC students Rs. 25,0001-. Fee for the International StudentsUS$1500/0. Current fee charge: Including Registration Fee. Fee forIndian students Rs. 18,000/-. Fee for SARC students Rs. 30,000/-, Fee

for International students US $ 1800.

Master of Intellectual Property (MIPL) is an online programme launchedby School of Law from July, 2009. The fee structure (includingRegistration fed) as approved by the Vice-Chancellor are as under:

. Fee for Indian Students Rs. 36,000

. Fee for SAARC Students Rs. 72,000

. Fee for International Students US $ 5000

The International fees for above programmes have been made applicable fromJuly, 2011

ltem No.11.18 Certificate in Consumer Protection (CCP) and Application Oriented inConsumer Studies (ACS): Changes in Assignment Submission.

Director explained to School Board Members that earlier tutor markedassignment and computer marked assignment was compulsory for CCP and forACS tutor marked assignment l&2 and computer marked assignment werecompulsory. Since in most of the certificate programmes the University hasremoved the CMA assignment, CMA assignment has been removed for the CCPand ACS from January 2011 session.

School Board approved the same.
