1998 Conde-Nast Scaffold Collapse • A near-disastrous collapse of a
portion of scaffolding in July 1998 reflected the occasional difficulties of building in a dense city. While the laying of a protective meshwork over the 47-story facade was underway, scaffolding constructed around building partialy collapsed causing all the nearby blocks from Fifth to Eighth Avenue to be evacuated and cordoned off for several days.

commercial aircraft into the World Trade Center in NYC, altering the way New Yorkers and the nation will perceive disasters forever. Initially, nearly a full square mile of Manhattan is shut down; access restrictions will continue for months

• Emergencies/disasters cause business interruption.
• Business interruption affects every business differently.
• The longer the interruption the greater the damage potential.
• Re-entry is essential to mitigate damage.
• Most local authorities lack processes to effectively deal with post disaster re-entry
• Most businesses lack a re-entry plan

• Crisis management Team? Fuel Delivery
• Contractors/ Service Providers?
• Choices are important.
• Consider these qualities…Reliability, Competency and Proximity, Level of personal readiness.
• What if my Critical Employee works in another city……?
• What if I can’t predict who will be critical…..?
• Quite often the Critical Employee is not who you would expect
Who are Critical Employees?
October 29-30, 2012 • Hotel Pennsylvania
• Facilities – employees responsible for maintaining the
physical plant of your facility
• Security –Protective services to control access within the
facility and protect assets.
• Essential Service Providers – Outsourced services
might be just as essential as actual employees to recovering a critical business process.
Some Critical Functions Are Not Directly Associated With A Business Process…
October 29-30, 2012 • Hotel Pennsylvania
• Everyone has an evacuation plan… because you have to.
• Few actually have written re-entry plans as part of their BCP
• CEAS is not a re-entry plan, it’s a re-entry tool and not intended as a substitute for good BC or re-entry planning
Evacuation Plan v. Re-Entry Plan

How the Public Sector Responds
• 911 call/ observed • SOP based deployment
―Skill sets / specialty units
• Who’s closest • On scene assessment • Request additional assets,
if necessary • Re-assess
October 29-30, 2012 • Hotel Pennsylvania
Components of a Private Sector Plan • Situational Awareness/Communications– good SA/comm. tools will help
you keep in front of events, communicate with employees and is key to a quick reaction. – NC4, Corpnet, BNN, Send Word Now, etc. – Communications tools/processes
• Scenario Based SOP’s – every event is different – Risk Assessment based – who and what skill sets – The “who and what” = CEAS critical employees and essential service providers
• Logistics – Define steps to put SOP in motion, – What if there are access restrictions? – How can I get there, can I stage resources if necessary?
• On Scene Assessment – Damage Assessment – Mitigation measures needed – Skill sets/resources/service providers needed
• Ongoing Re-assessment
October 29-30, 2012 • Hotel Pennsylvania
Improving CEAS
• Add “access device” options • Eliminate multiple card types • Leverage readily available
technology • Provide greater control and
flexibility for gov’t as well as end users
• Make program more accessible for national retailers, the healthcare industry and major infrastructure servicers
• Simplify enrollment, renewal and pricing
October 29-30, 2012 • Hotel Pennsylvania

October 29-30, 2012 • Hotel Pennsylvania
Adding GIS Capability
• Jurisdiction defines restricted area by drawing a polygon around an event
• System authenticates access based on geo-location
• Cards assigned to facilities located within the polygon get “green-lighted” at the checkpoint
• Exceptions for certain participants based on access type and participation (All Area, Ins. Adjusters etc.)

• BNet exists for one reason only… create programs intended to
mitigate damage to economic lifelines that affect communities recovering from a disaster by restoring private owned “lifelines”.
• This can be accomplished by creating emergency management based partnerships between businesses and responsible government agencies.
• Take advantage of the public-private initiatives available to you.
• Both business and government must consider emergency re-entry as part of their overall emergency planning
• CEAS is not a business continuity plan…it is only a tool
• If CEAS is not available in your area…talk to your public officials.
