South Mountain District 2017 Fall Camporee

In mid-September 50+ scouts and leaders gathered at Akelaland for a different kind of camporee. Most were scouts who had just crossed over into Boy Scouts in the spring. They had weathered their first summer camp with their troops, and were ready to try the next level of camping.

The staff was a group of youth that had just come back from backpacking at Philmont. They were all part of Crew C of the 2017 Minsi Trails Council Contingent, and had hiked about a hundred miles together in the New Mexico Mountains. The adult staff had also been on Philmont treks, but mostly stayed in the background during the sessions.

Some troops camped overnight in the Akelaland pool field, one stayed in the Hawkeye Cabin and several came up for the day. All were instructed on backwoods cooking, cleaning, and camp setup. They learned how to purify water and set up a bear bag. Typical backpacking gear was presented and Easton Outdoor Company provided a sample gear list with special Boy Scout pricing. And everyone buddied up and cooked a trail meal for lunch.

By 2:30 the sessions were completed. The troops then had time to work on rank requirements, or whatever they wished. One troop headed over to the Lakota wolf Preserve in New Jersey. Troops spending the night were encouraged to cook a dinner, using a $7 per person budget. I tasted four excellent main courses, any one of which I wouldn’t hesitate to cook on an outing. And of course there was an awesome inter-troop game of Capture the Flag that evening.

Scout skills competition will be back with the Klondike Derby. Troop 364 will be hosting the event at Camp Minsi, February 24, 2018.

South Mountain District Committee - Commissioner StaffA series of articles highlighting the jobs and positions of the South Mountain District

Last month we looked at the Key 3 and how they work with the district committee. We’re going to take a closer look at the district commissioner and the South Mountain commissioner staff.

We saw that the district commissioner is part of and works with the rest of the Key 3 to make the district work. But that’s only the beginning of what the district commissioner’s responsibilities are. The district commissioner has to identify and recruit volunteers to serve on the Commissioner staff as Unit, Roundtable, and Assistant District Commissioners. She also has to make sure units are visited in a regular and timely manner. Charter renewal and setting and attaining district goals are

among other responsibilities. She also has to attend at least five meetings a month and

several annual meetings.

Commissioners are the liaisons between the units (and their volunteers) and South Mountain District (and, therefore, Minsi Trails Council). Unit Commissioners

do this directly by maintaining contact with the Packs, Troops, and Crews of the district

either by attending unit meetings, committee meetings, or contacting leaders directly. Unit Commissioners are, in a sense, the primary care givers for the units. Each Unit Commissioner typically has two or three units with which they interact. If a unit leader has a question about a district or council event or a question about policy, procedure, or practice, it’s the Unit Commissioner who has the answer (or, more importantly, knows where to go to get the answer). The Unit Commissioner should be someone familiar with Scouting and its programs. Unit Commissioners are also someone not currently part of the unit they are serving. It’s a case of not being able “to see the forest for the trees” in some instances, which is why a neutral outside volunteer is preferably appointed as a Unit Commissioner.

Unit Commissioners “take the pulse” of the unit. The purpose of the commissioner staff is to help the units succeed. If a unit

is having a problem, the Commissioner will help or find help for the unit. The Unit Commissioner is not supposed to take over running any parts of the unit, but should find ways—through experience, knowledge of the program, or with the help of other district volunteers—to help the unit make its own adjustments.

The commissioner is often thought of as a first responder.

Ideally, Unit Commissioners visit or contact each unit they serve at least once a month. Oftentimes, because of staffing issues, it may be several months between contacts. Each unit’s leaders should know their Commissioner. If there is an issue or question between visits, a leader can contact their Commissioner for help. If an issue arises and you don’t know your Unit

Commissioner, don’t hesitate to contact the District Commissioner. That contact information is on the back page of the newsletter and on the website.

Many Scouters know about the Roundtables that offered monthly. The Cub Scout Roundtable and the Boy Scout Roundtable are training programs for all unit leaders

to learn and share ideas. The Roundtable Commissioners are responsible for developing and providing the programs.

They help develop the annual program plan during a District Roundtable Planning Conference. The Roundtable Commissioner sometimes presents the program, but oftentimes recruits others to help with specific topics. In South Mountain we also have a Roundtable Team, to help

with various aspects of Roundtable.

Recently, South Mountain began organizing the Unit Commissioners into teams—one for the units south of South Mountain and the other for the northern units. Each group is assigned to an Assistant District Commissioner, with the goal that every unit gets visited by the end of the year and that most units get visited more often. Unit Commissioners who are just starting will often have only one or two units and will often visit with a more experienced Commissioner, Assistant District Commissioner, or even the District Commissioner. As Commissioners gain experience, they may be assigned more units if their schedules allow. A few experience Commissioners choose to take on five or six units, though this is the exception for Commissioner service.

Each of our camps has a Venturing Crew of camp staff. Those Venturing Crews are chartered through Minsi Trails Council, which is located in South Mountain District (many people aren’t aware

of this). One of our Unit Commissioners is assigned to those camp crews, which are contacted or visited by a South Mountain Commissioner throughout the year.

Throughout the years, South Mountain has had a strong commissioner staff. Although for some commissioners it is a long term commitment, that doesn’t always have to be the case. Like other Scouting volunteers, the commissioner staff changes as people move on, move away, have health issues, or simply retire from Scouting. For this reason, we are always looking for new Commissioners. If your child will be aging out, consider joining the commissioner staff. Put the knowledge that you’ve gained over your children’s Scouting careers to good use, helping others to provide the best program possible to South Mountain youth.

THE WAY SCOUTS EARN EAGLE PALMS

CHANGES ON AUGUST 1, 2017

THE METHOD IS NOT RETROACTIVE

1. Any new Eagle Scout, Board of Review as of August 1, 2017 or later, can instantly receive, alongside his Eagle medal, ALL Eagle Palms he has earned for merit badges completed prior to his 18th Birthday and before he became an Eagle Scout. No waiting between Palms for merit badges already earned.

2. After becoming an Eagle Scout and receiving credit for the Palms already earned, at the date of his review, additional Palms may be earned by completing the revised requirements, including the three months tenure between awarding each Palm.

3. The three-month tenure requirement has been expanded to allow active participation in any BSA program – not just the troop and patrol.

A. This recognizes that as some Scouts get older, their Scouting participation shifts to Venturing, the Order of the Arrow, summer camp staff or elsewhere.

4. The leadership requirement has been broadened to include “accepting responsibility” as well as “demonstrating leadership.”

5. The Eagle Palm board of review has been eliminated. A. Eagle Palms are not ranks, so the Eagle Palm board of review was seen as

an unnecessary step. A unit leader conference is deemed to be sufficient and may be conducted at any time during the tenure requirement.

B. Unit leader conference can be conducted by the Scoutmaster or Crew Advisor, depending on program Scout is registered in.

6. Reporting on Palms earned. A. Eagle Palms must be reported by the Troop/Crew using Internet

Advancement, Scoutbook, TroopMaster or Advancement Report # 34403. B. Eagle Scout Palm Application #58-709 has been eliminated.

Please note we have just learned that Scoutbook will not allow you to sync records with ScoutNet. According to the ScoutBook website: “The Scoutbook Advancement Record Sync with ScoutNet rollout is currently in final verification with the Scoutbook User Advisory group and in limited rollout to some Pilot units. We appreciate your patience and will notify units as we roll out to more Pilot units. Until your unit is in the sync, continue to download the ScoutNet file from your PO and upload it to Internet Advancement to record your unit’s advancement with your council.”

ScoutBook can be used by Packs/Troops/Crews for record keeping but will not allow you to put the records in Internet Advancement, so those using it will have to turn in paperwork to enter as those who use the paper advancement reports and/or don’t know how to use TroopMaster or PackMaster to sync to Internet Advancement.

Hello Scouts!

I'm Michael Picarello, an Eagle Scout from Troop 71. I work for Perfect Six, a marketing company. We represent Morris Black Designs and are promoting their Grand Re-Opening event which is being held Saturday October 7th from 9am-3pm at the Morris Black showroom (right down the street from Minsi Trails Council).

For this event, we are partnering with Second Harvest Food Bank by collecting donations for them. I thought this would be a great chance to get the BSA involved by having them present at this event and helping the community.

We would be delighted to have a few scouts sitting at a table in Class A uniform during the event and welcoming guests as they enter. Anyone who has a donation can hand it to one of the scouts sitting at the table in exchange for a raffle ticket/coupon. We'll have a box for the scouts to put the donations in behind the table and then they can give out the tickets.
