OEDC hereby submits for your review and further handling three (3) copies of the actual abandonment procedure. The abandonment operations were completed on December 16,1995.

ACTUAL ABANDONMENT IN-PLACE PROCEDURE

1. Bled pipeline pressure from 1160 psi to zero.

2. Mobilized M/V Southern Cross IV and crew on December 8,1995.

3. Divers flanged up on pipeline.

4. Pumped pig from the A platform in Eugene Island Block 163 to the subsea tie-in assembly on ANR's 30-inch pipeline. Displaced pipeline with a total of 1050 bbls. RD pig launcher.

5. Jumped divers and located 42" braces. Hooked up on top section of platform and loaded same onto M/V American Endeaver. Cut spider section of 48" caisson and loaded out onto boat. WOW.

6. Moved equipment from M/V Southern Cross IV to M/V J.N. Mitchell. RU diving and jetting equipment.

7. Jumped diver. Jetted on 42" pile and disassembled underwater equipment. RU sand cutter and rotary. Divers stabbed sand cutter in 42" piles. Cut piles, underwater bell guides, grouting lines and miscellaneous equipment. RD cutter.

8. Divers jetted on 6" pipeline. Cut 10 foot section out of pipeline and installed plumbers plugs on ends of pipeline and riser. Buried ends to 5 feet BML. Recovered the 10 foot pipeline segment.

9. Jacked down at the A platform in Eugene Island Block 163 and moved to side-tap assembly on ANR's 30-inch pipeline. Jacked up.

10. Jumped divers and cut 6" pipeline at 20 feet back from 30-inch pipeline. Installed blind flange on end of pipeline and jetted end to 5 feet BML. Covered side tap assembly with sand/cement bags for 3 feet of cover.

11. Moved back to the A platform in Eugene Island Block 163. Jumped divers to cut and disassemble caisson and braces.

12. Loaded out 48" caisson and braces onto boat. Demobilized and retumed to Freshwater City on December 16,1995.

Gentlemen:

Your l e t t e r dated August 16, 1995, requests approval to abandon i n place 23,324 feet (4.42 miles) of 6 5/8-inch pipeline designated as Segment No. 9214 and to relinquish i n i t s entirety, Right-of-Way Grant OCS-G 12376, associated therewith. The subject pipeline originates at OEDC Exploration & Production, L.P.'s (OEDC) Platform A i n Block 163, crosses Blocks 148 and 147, and terminates at a subsea t i e - i n with ANR PIPELINE COMPANY'S 30-inch pipeline (OCS-G 1687) i n Block 146, a l l i n the Eugene Island Area.

Pursuant to 30 CFR 250.4(b), approval i s hereby granted to abandon the above-described pipeline, and i n accordance with 30 CFR 250.159(c)(9), the requirement that the pipeline be removed i s hereby waived. However, i n the future should i t be determined that t h i s abandoned pipeline constitutes a hazard to navigation or commercial fishing operations or unduly interferes with other uses of the Outer Continental Shelf, OEDC shall be required to remove i t .

Pursuant to 30 CFR 250.150(b), the relinquishment of the right-of-way grant associated with the pipeline that i s to be abandoned i n place i s hereby accepted effective August 18, 1995.

OEDC shall cease transporting hydrocarbons through t h i s pipeline immediately and complete the aforementioned abandonment operations by August 18, 1996. Additionally, OEDC shall within 30 days a f t e r completion of the abandonment, submit a report to t h i s o f f i c e which includes the date the abandonment was completed and v e r i f i e s that the abandonment was completed as approved.

Gentlemen:

Pursuant to regulations contained in Title 30 CFR 250.156(a)(1) and 30 CFR 250.164, OEDC Exploration and Production, L.P. (OEDC) hereby submits, in triplicate, an application to abandon in place 23,324 feet (4.42 miles) of existing 6-5/8" natural gas and condensate right-of-way pipeline designated as Segment No. 9214 and to relinquish, in its entirety, Right-of-Way Grant OCS-G 12376, associated therewith. The subject pipeline originates at OEDC's Platform A in Block 163, crosses Blocks 148 and 147, and terminates at a subsea tie-in valve on ANR Pipeline Company's 30-inch pipeline (OCS-G 1687) in Block 146, all in the Eugene Island Area.

As a result of reservoir depletion, OEDC has elected to plug and abandon existing Lease OCS-G 10730, Well No. A-l , and remove Platform A. OEDC has determined that no further service will be required of the subject 6-5/8" right-of-way pipeline.

Subject to approval of this application, pipeline abandonment operations are scheduled to commence on or about September 1, 1995 with an anticipated duration of approximately two (2) days.

PIPELINE ABANDONMENT PROCEDURE FOR IMPLEMENTING OPERATION

GENERAL

Offshore Energy Development Corporation (OEDC) is planning the abandonment of a 6-inch pipeline in Eugene Island Block 163. The pipeline commences at the OEDC platform and transverses a route of 23,324 feet (4.42 miles) to a side tap tie-in assembly on an 30-inch ANR pipeline. Drawing No. 54-6-PM-957 presented at the end of this document illustrates the pipeline route and tie-in.

This document, as prepared by MPC International, Inc. (MFC), presents the overall procedure for locating and abandoning the 6-inch pipeline.

EQUIPMENT

The equipment required to perform the abandonment operation as described herein is listed as follows:

• Supply boat • Lift boat with 25 ton crane • Jet pump with hoses • Diving spread (1 supervisor and 3 diving teams) • 3 riggers and 1 rigger/welder • Survey (2 operators with gradiometer sc positioning) • 4 disc bi-directional pig

• Containment barge with tug

PROCEDURE

The operations is divided into activities as described below.

LOCATE SIDE TAP

A supply vessel is mobilized with survey equipment for locating the pipelines and side tap. A positioning system and gradiometer (or magnetometer) will be installed on the vessel. The vessel will mobilize out of Fresh Water City, Cocodrie or Fourchon and travel to Eugene Island Block 163.

Once on location the vessel will make perpendicular runs to the 30-inch ANR pipeline at a minimum of 500 feet either side of the assumed side tap location. Several runs perpendicular to the lines will be performed moving 100 foot closer to the side tap each time. Buoys or markers will be utilized to mark the alignment. Perpendicular runs will also be made to the OEDC 6-inch pipeline to establish the alignment and mark the route with buoys.

The survey vessel will move to the platform and confirm distance and bearing to the side top with the ANR pipeline.

Once a determination is made as to the location of the side tap, the lift boat will be notified to proceed to location.

UNCOVER SIDE TAP ASSEMBLY

The lift boat with crane, jet pump and diving crew is mobilized from Fresh Water City, Cocodrie or Fourchon to the site. The lift boat is positioned on the east side of the side tap assembly. The vessel is set up and the jet pump used to commence the uncovering operation.

INSPECT THE SIDE TAP ASSEMBLY

Divers will perform a survey ofthe side tap assembly and note the in-situ condition of the assembly. The position of all valves will be confirmed. The location of the 6-inch flange connection will be established and the vessel relocated to that position if necessary. The lift boast will remain on the east side of the side tap assembly.

DISPLACE PIPELINE CONTENTS

Insure valve nos. 1 and 2 on the side tap assembly and valve nos. 4, 5, and 6 on the platform are closed. Lock open check valve, no. 3. Open the 2-inch valve no. 2 on the tie-in assembly and bleed off residual pressure through a bleed hose connected to the surface and routed through a holding tank. Release the flapper on check valve no. 3 and break the flange connection between valves nos. 3 and 1. Install a 6-inch blind flange (ANSI 600#) with a 2-inch ball valve on the side tap assembly and on the end of the 6-inch pipeline. Install a flange connection with a fitting for connecting the discharge hose to the flange on the 2-inch valve installed on the blind flange at the end of the 6-inch pipeline. The other end of the line is rigged to discharge into the containment barge moored near the llft boat The 2-Inch ball valve on the 6-inch blind is opened and the 6-inch check valve no. 3 locked open.

The ESD valve no. 4 at EI 163 platform Is removed and a temporary pig launcher installed. A 4-disc bi-directional pig is inserted and a hose attached from the volume pump to the pig launcher. The pig is run to the side tap assembly using fresh seawater and discharging the contents of the pipeline into the containment barge.

DISCONNECT AND CAP THE 6-INCH PIPELINE

Break the flange at the subsea tie-in assembly on the platform side of the 6-inch check valve, and recover the spool piece with the 6-inch check valve to the lift boat A blind flange will be installed on the end of the pipeline. A sufficient length of line will be uncovered to move the pipeline a minimum of 20 feet from the side tap assembly. The end will be jetted to a cover of 5 feet

COVER THE SIDE TAP ASSEMBLY

The side tap assembly will be covered with sand/cement bags to a minimum depth of 3 feet of cover.

RISER DISCONNECT

The lift boat moves and sets up at the platform end of the pipeline. The pipeline is cut at the base of the riser at the Eugene Island Block 163 platform. Divers jet the line free of cover for a distance of 50 feet from the base of the platform and cut the line with a underwater hydraulic saw in two places approximately 10 feet apart. The 10 foot pipeline segment is recovered to the deck of the vessel. Plumbers plugs will be inserted into both the riser end and the pipeline end. The ends are buried to 5 feet of cover. The vessel is demobed to Fresh Water City, Cocodrie or Fourchon.

WHEREAS, under date of November 2, 1990, the United States Department of the I n t e r i o r , acting through the Minerals Management Service, approved an Application f o r a Right-of-Way, submitted by Flash Gas & O i l Southwest, Inc. The right-of-way, two hundred feet (200') i n width, was for the construction, maintenance and operation of a six and five-eighths inches (6-5/8") O.D. pipeline f o r the transportation of natural gas, condensate and l i g u i d hydrocarbons. The pipeline, 4.42 miles i n length, as constructed, crosses Blocks 146, 147, 148 and 163, Eugene Island Area, South Addition;

WHEREAS, Flash Gas & O i l Southwest, Inc., a Texas corporation ("Assignor") i s the present owner of an undivided one hundred percent (100%) i n t e r e s t i n and t o the right-of-way;

WHEREAS, Assignor desires t o transfer a l l of i t s one hundred percent (100%) r i g h t , t i t l e and i n t e r e s t i n the r i g h t - o f -way t o OEDC Exploration & Production, L.P., a Texas l i m i t e d partnership ("Assignee");

NOW, THEREFORE, f o r and i n consideration of the sum of f i f t y d o l l a r s ($50.00) and other good and valuable consideration t o i t i n hand paid by Assignee, the receipt and sufficiency of which are hereby acknowledged and confessed. 1. Construct, operate, and maintain the pipeline i n aooordanoe with the Department of Transportation Regulations T i t l e 49 CFR 192.

2. Our analysis indicates that there are pipelines, anomalies and geologic features located within 150 meters of the proposed aotivlties which may pose a hazard to construction. Therefore, precautions in accordance with Notice to Lessees and Operators No. 83-3, Section IV.B, shall be taken prior to conducting operations.

3. Flash Gas 4 Oil Southwest, Inc.'s Regional Oil S p i l l Contingency Plan approved on June 28, 1990, shall cover this pipeline operation.

Based on our analysis of your application, tha maximum allowable operating pressure for this pipeline w i l l be 1,300 psig.

Flash Gas & Oil Southwest, mc. agrees that said right-of-way, if approved, will be subject to the terns and conditions of said regulations.

This 6.625" O.D. pipeline will be used to transport natural gas and oondensate frcm Flash Gas & oil southwest, mc. 's Platform "A" (ocs-G 10730) In Eugene island Block 163 to the ANR Oonpany's 30N gas pipeline in Eugene Island Block 146 (000 0 *«7). The pipeline will depart Flash Gas & Oil's Platfonn "A" in Eugene Island Block 163 in a northeasterly direction approximately 23,572.96 feet (4.46 miles) to the ANR Ocupany's 30" gas pipeline, all being in the Gulf of Mexico, Federal Maters, Offshore, Louisiana. The proposed construction ocsnmencenent date is October 20, 1990 with the time to lay the pipe being estimated at fourteen (14) days. Due to the lew soil shear strength (.1 ksf), the pipeline will be allowed to self bury, per McClelland Engineers "strength Characteristics of Near Seafloor Continental Shelf Deposits of North Central Gulf of Mexico".

The shore base location for Flash Gas & Oil's Eugene Island Block 163 project is Freshwater City, Louisiana.

This application (and any amendments made hereto) is made with our full knowledge and concurrence with the OCS Lands Act (43 U.S.C. 1331, et. seq.), as amended (P.L. 95-372), including the following: Sec. 5(e) addressing pipeline rights-of-way, requirements of the Federal Energy Regulatory Ccmmission relating to notice of hearing, transportation and purchase of oil and gas without discrimination; Sec. 5(f) (1) addressing operation of pipelines in aooordanoe with canpetitive principles, including qpen and nondiscriininatory access to both cwner and non-cwner shippers; Sec. 5(f) (2) which may allcw exemption of the requirements in Sec. 5(f)(1); Sec. 5(e) addressing the assuring of maximum environmental protection, including the safest practices for pipeline installation; and Sec. 5(f) (1) (B) which may require expansion of throughput capacity of any pipeline except for the Gulf of Mexico or the Santa Barbara Channel.

Additionally, we expressly agree that i f any site, structure, or object of historical or archaeological significance should be discovered during the conduct of any operations within the permitted right-of-way, we shall report immediately such findings to the Director, Gulf of Mexico OCS Region, and make every reasonable effort to preserve and protect the cultural resource frcm damage until said Director has given directions as to its preservation.

In accordance with applicable regulations, we have forwarded information regarding the proposed project by certified mail, retum receipt requested, to each designated cperator, right-of-way or easement holder whose lease, ri^it-of-way or easement is so affected. A l i s t of such operators, r i ^ i t -of-way or easement holders is included as Attachment "A" and copies of the retum receipts shewing date and signature as evidence of service upon such operators, right-of-way or easement holders will be forwarded to your office when received. In order to expedite the pennit process, we have requested a letter frcm the operator, right-of-way or easement holder expressing no objection to the proposed project. When obtained, these letters will be forwarded to your office. The proposed ri^rt-of-way does not adjoin or subsequently cross state submerged lands.

Applicant agrees to be bound by the foregoing regulations, and further agrees to comply with the applicable stipulations as set forth in the OCS Pipeline Procedures Guidebook dated March, 1984, revised September, 1984.

In reply t o the recent telephone conversation between yourself and our Mr. Randy Chapman concerning the magnetic anomalies along our proposed pipeline route from Eugene Island Block 163 to Eugene Island 146, we are enclosing four (4) sets of revised survey reports which contain the re­vised pipeline route drawings which you requested. The revised drawings r e f l e c t relocation of the proposed pipeline route t o the center survey shotline per your recommendation.

This relocation assures that the pipeline w i l l be located on a route where a l l magnetic anomalies have been located by magnetometer. As you require, the three magnetic anomalies of concern on the pipeline route (190, 125, and 390 gammas) w i l l be investigated. Flash w i l l conduct a bottom search and attempt t o i d e n t i f y the source of the anomalies p r i o r to laying pipe over t h a t location. Should the source of any anomaly present a hazard t o the pipeline, then the object w i l l e i t h e r be removed or avoided. We believe that the enclosed information and t h i s proposed procedure w i l l s a t i s f y your request. The Categorical Exclusion Review (CER) evaluated the proposed action(s) and determined that i t meets the categorical exclusion c r i t e r i a as defined by 516 DM 2.3A(1) which states "(a) The action or group of actions would have no significant effect on the quality of the human environment, and (b) The action or group of actions would not involve unresolved conflicts; concerning alternative uses of available resources." The exclusion of this activity from future environmental analysis i s conditioned on the imposition of the following mitigative measure(s). These measures are to ensure environmental protectifon, consistent environmental policy, and safety as required .by the NEPA.

Exclusion Determination

The proposed action was evaluated and reviewed against the CER exception c r i t e r i a defined by 516 DM 2.3.A(3). With inclusion of the above mitigation, i t does not represent an exception to the categorical exclusions. Therefore, preparation of an EA i s not required.
