June 2006 NUCLEAR & PLASMA SCIENCES SOCIETY 1 T he 2006 IEEE Nuclear and Space Radiation Effects Conference will be held July 17-21, 2006 in Ponte Vedra Beach, Florida, at the Sawgrass Marriott Resort and Spa. The conference features a Technical Program consisting of nine sessions of contributed papers that describe the latest observations and research results in radiation effects, an up-to-date Short Course offered on July 17, a Radiation Effects Data Workshop, and an Industrial Exhibit. The Technical Program includes both oral and poster sessions. Janet Barth, NASA Goddard, is General Chair. The conference hotel is located at Ponte Vedra Beach, Florida, which is on the Atlantic coast between Jacksonville and St. Augustine. A complete technical and social program is being planned to maximize opportunities for information exchange and networking in the area of radiation effects on microelectronic and photonic devices, circuits, and systems. Supporters of the conference include the Defense Threat Reduction Agency, Sandia National Laboratories, Air Force Research Laboratory, the NASA Electronic Parts and Packaging Program, NASA Living With a Star Program, and the Jet Propulsion Laboratory. ticipate in a one-day Short Course on Monday,July 17 entitled Modeling the Space RadiationEnvironment and Effects on MicroelectronicDevices and Circuits. Chaired by RobertReed, Vanderbilt University, this one-dayShort Course will provide a detailed discussionof the methods used by radiation effects engi-neers to model the space radiation environ-ment and some of its effects on moderndevices and circuits. The remarkable advancesin modern device technology offer specificchallenges for high-fidelity radiation effectsmodeling. These include the need forimproved modeling of the variability of thespace radiation environment, the transport ofthe environment through spacecraft structuresand chip packaging, and detailed single eventeffects modeling at the device and circuit level.

Short Course attendees will also receive aspecial CD-ROM containing the completenotes from all previous NSREC Short Courses(1980-2006). The notes will be electronicallysearchable and will include all figures and text.

Guided tours on buses and tramsand scenic boat tours are a great way to see thecity. For over three decades, the MegagaussConferences, focusing on the produc-tion and applications of ultra-high mag-

netic fields, and the technologies (pulsedpower and especially magnetic flux compres-sion) that produce ultra high fields have beensponsored jointly by The Megagauss InstituteInc., and laboratories in the U.S.A. and Russia.In November 2006, the IEEE Nuclear andPlasma Sciences Society will join with TheMegagauss Institute in co-sponsoring the2006 International Conference on MegagaussMagnetic Field Generation and Related topicsat the Bishop’s Lodge in Santa Fe, NewMexico. The Megagauss Conferences have becomea major international forum for discussion of:techniques to produce multimegagauss mag-netic fields in both the laboratory and in the

field; for applications of ultrahigh fields inbasic and applied research in solid-statephysics, chemistry, and atomic physics; techno-logical application of ultra-high fields; and forhigh energy density physics. The 2006 IEEE conferencewill incorporate the NuclearScience Symposium (NSS),

Medical Imaging Conference(MIC) and Room TemperatureSemiconductor Detector (RTSD)workshop, and will be held Oct 29- Nov 4 at the Town and CountryResort & Convention Center inSan Diego. The RTSD workshop,which is held every other year, used to be a total-ly independent meeting but recently has beenheld in conjunction with NSS and MIC, the lasttime in 2004. It is the 15th staging of the RTSDworkshop. While its regular attendee numbers arenot as high as those for the NSS or MIC, there isa synergism that benefits all attendees by holdingthese three major conferences together.

The focus, as always, is geared toward gener-ating a first-class scientific program, with anatmosphere where original and outstandingwork can be presented in an informative andcomfortable manner. The Town and Countryprovides a suitable venue for this. It has amplelecture space, accommodation and restaurantson an attractive site that is also compact enoughto permit attendees to walk leisurely from onesession to another. Much of the meeting space,and many of the hotel rooms, have recently beenredecorated. The delightful San Diego climateprovides more than enough encouragement fordiscussion with colleagues over a cup of coffeebeside one of the hotel's outdoor pools.

TECHNICAL PROGRAMSThe main part of the conference will begin onMonday, October 30, with opening ceremoniesand the start of the NSS and RTSD workshopprograms. The NSS, with several parallel ses-sions, will run through Thursday, November 2,while the RTSD workshop, with only singleconsecutive sessions, will run through Friday,

November 3. The MIC, also withsingle consecutive sessions, willbegin Wednesday, November 1and run through Saturday,November 4. As an aid and incen-tive to young scientists, a numberof trainee awards will be avail-able to assist with hotel/regis-tration costs, and the NSS andMIC will each make two $500

awards for best student papers. The scientif-ic chairs are:

The 15th IEEE NPSS InternationalPulsed Power Conference was held inMonterey, CA, June 13 to 17, 2005.

This biennial conference serves as the principalforum for the exchange of information onpulsed power science and technology.PPC2005 immediately preceded the 32ndIEEE NPSS International Conference onPlasma Science, repeating the successful team-ing of the two conferences that first took placein Monterey in 1999. An ICOPS minicourse“The Physics of Z Pinches” united the twoconferences.

PPC2005 was attended by 590 peoplefrom 22 countries, including 75 students.Four hundred oral and poster presentationsspanned the areas of Components (PulsedPower Switches, Insulation and DielectricBreakdown, Diagnostics, ComputationalTechniques, and Electro-Mechanical Design),Systems (High-Current Accelerators,Compact Pulsed Power, Repetitive PulsedPower, Explosively-Driven Pulsed Power,

Pulsed Power Laser Drivers, and Generatorsand Networks), and Applications (ParticleBeams, Z- and X-Pinch Sources, High PowerMicrowaves, Biological, Medical, Industrial,Electromagnetic Launchers, HydrodynamicExperiments, Inertial Fusion Energy, andSpace Environments).

Contributions to the field of Pulsed Powerwere honored with four award presentations.The Erwin Marx Award recognized LelandSchlitt’s outstanding individual contributionsto pulsed power technology over an extendedperiod of time. The Peter Haas Award recog-nized Robert Reinovsky’s outstanding contri-butions to pulsed power technology resultingfrom his continued effort to develop programsof research, education, and informationexchange. The Pulsed Power Student Awardsrecognized outstanding students in pulsedpower engineering: Joshua Leckbee from theUniversity of Missouri, Columbia and MichaelButcher from Texas Tech University.

Continuing my theme with President’sReports, I’m going to discuss a singletopic, which is the structure of IEEE.

In case you’ve already decided that this is aboring topic and are about to stop reading, I’lljump to the conclusion, which is that I think itis important for you to vote in the upcomingIEEE-wide elections. There is an outstandingcandidate (Hal Flescher) who is running for avery important office (TAB Vice-President),and your vote can help. In addition, I thinkthat many of us are only aware of our one lit-tle part of IEEE, and it would be useful to seea bit of its breadth and how it is organized.

So now to the IEEE organization chart:Every IEEE member has two attributes thatthey could be “organized” (or perhaps “sort-ed”) by—their technical interests and the geo-graphical area where they live. IEEE thereforehas two main subunits known as the TechnicalActivities Board (TAB) and the RegionalActivities Board (RAB). TAB’s main activitiesare, well, technical. TAB is responsible for 388conferences and 99 journals, which comprisealmost all of IEEE’s activities in these areas.TAB is made up of 39 Societies (the NPSS isone of them), each with a different area oftechnical interest, as well as 5 Councils, whichare groups of Societies that work together intechnical areas that are of common interest.Each Society usually has multiple Technical

Committees (TCs), and each TC usually orga-nizes a conference. Within the NPSS we haveeight Technical Committees, and the tablebelow names them and the conference thatthey organize.

RAB activities tend to be more local andtechnically diverse. RAB divides the world upinto ten geographical Regions, which are thensubdivided into Sections. Rather than concen-trating on conferences and journals, RABtends to promote cross-disciplinary engineer-ing activities and “networking” between engi-neers. For example, a Section meeting may fea-ture a speaker giving a general interest talk fol-lowed by a chance for the audience to interactwith each other and the speaker. RAB alsoorganizes some large trade shows, such asWESCON.

Naturally, an individual member may beinterested in both Regional and Technicalactivities, and is certainly encouraged to doboth. To this end, many Societies haveChapters, which are groups of people with acommon technical interest that also live in thesame area. There are also other Boards withinIEEE, such as Educational Activities andStandards, but TAB and RAB are the two mainpillars of the IEEE organization.

So what does this have to do with voting inthe IEEE elections? There is an outstandingcandidate named Harold (Hal) Flescher, who

is running for the Vice-President of TAB.This position is the head of TAB—like largecorporations, the Vice-President of TechnicalActivities and the Vice-President of RegionalActivities come directly under the Presidentof IEEE on the organization chart. Hal hasbeen extremely active for two decades both inTAB and in the NPSS (he is a member of theRadiation Effects community), and is veryhighly thought of at the upper organizationallevels of both the Society and TAB. My feel-ing is that if the voting members of TAB(who are mainly the Presidents of the 44Societies and Councils) were to elect the TABVice-President, Hal would win in a landslide.

However, the TAB VP is elected by all theIEEE members, and quite frankly, only asmall fraction of IEEE members know whatTAB is or what the TAB VP does. Thus, Ithink that it is important for you to vote, andI give my strong personal endorsement toHal Flescher.

This year AdCom held both a retreat andbusiness meeting in Piscataway andNew Brunswick, New Jersey. The first

half of our retreat was held at IEEEHeadquarters in Piscataway. This is a very use-ful experience because not only do we get toconnect the faces with the names we hear ofand work with, often closely, but it also givesus a chance to hear from IEEE staff and learnof the breadth and range of IEEE activitiesfrom those best able to tell us about them. Wewere also able to take a tour of the facility andsee the new state-of-the art computer facilities.

New members attending their firstAdCom meeting (some in a new capacity)include Sandra Biedron, Class of 2006, andDan Fleetwood, Tony Peratt, BobReinovsky and Craig Woody, Class of 2009.We also welcomed Dick Lanza (RadiationInstrumentation), Tom Lewellen (NuclearMedical and Imaging Sciences), and MarkTillack (Fusion) as new TC chairs. Their par-ticipation is appreciated by all.

Ed Lampo, our Society Treasurer, reiteratesthat conference treasurers can close out theiraccounts and turn their books over to IEEEHQ and outstanding bills will be paid by IEEEdirectly, thereby avoiding late closing penaltieswhich accrue rapidly after 12 months. If youare a conference treasurer, discuss this optionwith Ed ([email protected]) or Tony Lavietes([email protected]) who is the associate trea-surer with responsibility for conferences. Theywill be glad to help you. Ed also reports thatwe are overall financially healthy.

Bill Moses, the NPSS president, discussedthe project begun last year of scanning all the

old issues, prior to 1988, of TNS and TPS andhaving them available through Xplore. Thiswork was to have been completed in 2005, butcompletion is now projected to be the autumnof 2006. Bill also discussed some TechnicalActivities Board (TAB) finance issues includinga change in the indirect infrastructure costallocation. Earlier, societies with high reservessuch as ours were hit quite hard. The new allo-cation is based on the income from the AllSociety Periodical Package (ASPP) income,with 25% of the infrastructure costs sharedequally by all societies – those are the indirectcosts that have proven difficult to allocate.TAB has also increased the amount allowablefor new initiatives not projected in the annualsociety budget to $100,000, effectively dou-bling the amount. Budgeted initiatives may beas much as 3% of the society’s reserves. Toachieve better, earlier income forecasting,conferences will be asked to submit data onaccruals on a regular basis. ConferenceServices will send conference chairs a lettertwice yearly asking for updates.

Publications are also getting more scrutiny.The goal is to publish outstanding papers morequickly. While reviewers have deadlines, authorsdo not. In future, if the authors can’t completerevisions in a timely way, they will probably beasked to resubmit the paper. Some journals do“sit” on papers to maintain their page budgetswithin +/- 5% of projected to gain a bonus, butthe algorithm for income distribution is chang-ing to one based on use or “hits.”

There is also, in formation, a Panel ofConference Organizers that will help to trainconference chairs and society committee

chairs, and will work bidirectionally withIEEE staff to ensure that conference organiz-ers are also getting the things they need.Other conference-related issues include prop-er handling of credit cards and good contractswith management companies to ensure thatIEEE is not hit with charges based on thecompany’s errors. NPSS has had experiencehere and these contracts are to be entered intowith due diligence and the utmost caution.

The Computer Society, with 100,000members and its own staff and offices inWashington, DC, feels it is going broke andhas asked to pull out of TAB where it has threevotes, including their president and twoDivision Directors. FinCom is analyzing thesituation.

TECHNICAL COMMITTEESComputer Applications in Nuclear and PlasmaSciences are the sponsors of the Real Timeconference. The last conference, in June 2005at AlbaNova University in Stockholm was agreat success. The number of papers in areasother than high energy physics is increasing,reflecting better the many areas of interest ofour society. In particular, the number ofpapers related to medical imaging hasincreased. Ed Barsotti of Fermilab was recipi-ent of the 2005 Real Time award, which waspresented at Fermilab this past February at asmall ceremony. Fermilab, with MargaretVotava as general chair, will host the 2007Real Time conference.

Mark Tillack of University of California atSan Diego is the new chair of the FusionTechnology technical committee, replacingPhil Heitzenroeder of Princeton PlasmaPhysics Laboratory, who had completed histerm. The 2005 SFE has closed, and the 2007conference, the 22nd in the series, will be heldin Albuquerque, NM, collocated with ICOPSand PPS which have a joint conference in2007. Craig Olson is the general chair. Therewill be a single registration for these confer-ences. In 2009, SFE will collocate withICOPS in San Diego.

Plans are going ahead vigorously for theNuclear Science Symposium, MedicalImaging Conference and Room TemperatureSemiconductor Detector Workshop, to beheld in San Diego. Graham Smith, ofBrookhaven National Lab, is the general chairand was able to attend this AdCom meetingand tell us in some detail about the ongoingplanning. See the article earlier in this

Newsletter under CONFERENCES. The2005 NSS/MIC had bumper attendance andwas a great success. It is closing its books. The2007 conference will be held at the HiltonHawaiian Village, and the 2008 conferencewill be held in Dresden, Germany. Plans forboth these conferences are going forwardwith committees pretty well in place.

The Particle Accelerator Science andTechnology committee, Plasma Science andApplications and Pulsed Power TechnicalCommittees are also planning for 2007 andwill meet in Albuquerque, with PAC07 theweek following the SFE and PPPST confer-ence. They are hoping to use the interveningweekend for science programs and demonstra-tions for local K-12 students and teachers.This should be a blockbuster two weeks withfour of our communities meeting over thistime period.

The Pulsed Power TC is also cosponsoringthis year’s Megagauss Conference to be heldat Bishop’s Lodge, New Mexico in earlyNovember. Selected papers will appear inTransactions on Plasma Science.

Radiation Effects is planning for its 2006conference at Ponte Vedra Beach, Florida. Seethe cover story. In 2007 they will meet at theHilton Hawaiian Village. Other meetings arescheduled through 2009. The 2005 confer-ence experienced problems with the produc-tion of the December issue of TNS includingits very late publication and lack of inclusion ofgalley proof changes so there was considerabledisappointment. They also had a problem withthe mailing of their election ballots so in futureall NPSS election mail will be sent first classwith the hopes that it is delivered more effi-ciently and doesn’t get dumped in a mailroomtrash bin, which has happened at least once.

FUNCTIONAL COMMITTEESThe Transnational Committee continues toexpand its membership and is working towardtrue world-wide membership as well as com-plete representation of all NPSS fields of inter-est. They use teleconferencing to keep in goodcontact.

The Distinguished Lecturer program hasbeen revived and there is now a list ofDistinguished Lecturers and summaries oftheir proposed talks posted on our web site, aswell as a summary of procedures to enlist aDistinguished Lecturer to be the speaker atChapter and other meetings.

Once again, NPSS did very well in the eleva-tion of senior members to Fellow status, with42% of the candidates proposed through NPSSchosen, as well as an additional three nominat-ed from other societies. It is not at all too earlyto think of preparing nominations for 2007since the deadline is March 1, and getting all thedetail and ensuring high quality applications isnot a trivial process. Contact Peter Winokur([email protected]), chair of the FellowNominations Evaluation Committee and lookat the Fellows page on the IEEE web site formore information. We also have members whoare Fellows who are willing to review nomina-tion packages before they are submitted. Agood application will focus on the individual’ssingle most important achievement in the field.

In 2006 we have to elect four new AdCommembers. They will come from the Plasma Science,Particle Accelerator, Radiation Instrumentation,and the Nuclear Medical and Imaging communi-ties. AdCom will also elect a new vicepresident/president-elect for the society fromamong present elected AdCom members.

A significant event for our Publications peo-ple – the editors of our journals - is that wehave hired an assistant to handle some of theadministrative details that eat into the editors’time. Read about Alison Larkin below. A majorgoal is to get publications out on time, whichmeans getting manuscripts in, reviewed,revised and as needed reviewed and revisedagain. This can be a very lengthy process andsome changes are coming soon to expedite the

whole review and revision process. The chair ofthe publications committee and the editors inchief of our journals are also considering elec-tronic publication of papers as they are clearedfor publication. Because our papers arereviewed more rigorously than those publishedin some other journals, time to publication canbe long. Electronic publishing would makepaper availability more rapid in many cases.

The Communications Committee has litera-ture, as well as the NPSS booth (one in the USand one in Europe) available for conferences.Contact Peter Clout (clout@vista_control.com)well in advance of when you need these.Contact me ([email protected]) ifyou would like Newsletters to distribute at yourconferences. I need about 6 weeks before thepublication date of an issue (March 1, June 1,and September 1) to ensure that they areordered with the whole run.

A large number of our standards, over adozen, have gone out for review. One of thesewill have to be voted again. The germaniumstandard is still in preparation.

LIAISONSOur Energy Policy liaisons, Charles Neumeyerand Dick Lanza, have been keeping in touchwith the IEEE-USA group that providesexpert advice to the US government on ener-gy issues. The have been very active in revisingthe white paper on fusion energy.

The TAB Awards and RecognitionCommittee, to which Igor Alexeff is liaison,may be undergoing a new birth. We’re waitingto hear more.

Hal Flescher has been joined by RonSchrimpf as liaisons to RADECS, theEuropean Radiation Effects Conference thathas worked closely with NPSS for many years.Their papers are published in TNS, and NPSSRadiation Effects people are involved heavilywith the RADECS conference. The 2006meeting is in Greece, and the 2007 workshopwill be in Deauville, France. RADECS alter-nates between a large conference in even yearsand a smaller workshop in odd years. In 2008the conference will be held in Finland.

OTHER BUSINESSEvery five years our society Constitution andBylaws are reviewed by a committee appointedby the president. The committee presented therevised Constitution and Bylaws to AdCom forapproval, but there are certain issues that

The CANPS award was granted toEdward Barsotti, formerly of Fermilab,during the RT2005 conference in

Stockholm. Ed was not present at theStockholm conference but an informal cere-mony was organized at Fermilab on Feb. 22,2006 and the award plaque and $2000 prizewas presented to Ed at that occasion. Thisaward is to recognize outstanding technicalcontributions to the fields of Nuclear andPlasma Sciences. Ed has been committed dur-ing his career to data acquisition issues. He hascontributed to the definition of the FASTBUS

and VME standards, and has been innovativein the design of the modern event buildingarchitecture now seen in most large experi-ments (scalable parallel open architecture dataacquisition systems, switch networks, etc). Edwas also the first chair of the CANPS commit-tee, when the Real Time conferences firstbecame fully sponsored by IEEE. This was in1984. Before that date, the Real TimeConferences were organized by ad hoc com-mittees (RT79, RT81 and RT83),

For2007, in addition to the standard Particle andNuclear Physics real time aspects, we want topromote new fields. For example, Biomedicalimaging real time data acquisition and process-ing is becoming a real challenge for the future.There were already a few presentations in thisfield at the RT2003 and more at RT2005 con-ferences, and the synergy with our traditionalactivities was greatly appreciated. Also, thedecision to build ITER, the next generation ofexperimental fusion reactors, will generate new

challenges in real time control systems. Thesetwo examples show how rich and exciting theReal Time field will be in the near future. Inaddition, we have a small workgroup under theguidance of Satish Dawhan, from Yale, andRaymond Larsen, from SLAC, studying theapplications of new industrial standards likeATCA. The RT conference is the perfectforum for studying the impact of new industri-al standards in our field, as it has been in thepast for NIM, CAMAC, FASTBUS and VME.

As always, it has been a busy year and,after recovering from running theNSS/MIC for 2005, I am working on

the NMISTC agenda items. Even though it islikely to be redundant with other reports inthis news letter, I have included some briefcomments about the 2005 meeting and theupcoming meetings through 2008. We hadour Fall elections last year and the new officersand board members are: vice-chair, CharlesWatson: Board members: Anna M. Cellar,Magnus Dahlbom, James W. Hugg, Yuan-Chuan Tai, and Demitris Visvikis. We are nowdue to propose a new AdCom at-large mem-ber, and I will be contacting individuals in thenext few weeks as possible candidates. We willalso be setting up a slate for new board mem-bers in June, so anyone interested should con-tact me ([email protected]).

Also included is the full text of the revisedconstitution and bylaws. The change is pri-marily in the bylaws (section 3.5). This bringsour NMISTC into line with the changes in theRISC bylaws that established an executivecommittee to improve the coordination of thetwo technical committees in sponsoring theNSS/MIC annual meeting. This committee ismeeting by telephone on a regular basis tokeep track of matters of interest to both tech-nical committees and to establish the oversightcommittee (formerly the site selection com-mittee). I strongly believe that this new struc-ture will improve our ability to deal with con-

ference issues and continue to improve allfunctions of both technical committees. Thechanges were approved by the NMISTC at theOctober 2005 meeting and have beenapproved by AdCom at the meeting inFebruary. While these changes solve the imme-diate formal issue of the executive committee,we are going to further review the currentdocument to identify any other improvementsthat should be made.

MIC 2005The successful 2005 NSS/MIC conferencewas held from October 23-29, 2005 at theWyndham El Conquistador resort in LasCroabas, Puerto Rico. The venue was notlarge enough for the number of papers sub-mitted and many good papers had to be reject-ed due to the space limitations. However, thesite also offered a relaxed and informal atmos-phere that added greatly to the success of theconference. To take full advantage of the site,we organized sessions from 8 am to noon andthen from 3:30 pm to 6:30 pm on social func-tion nights and 8 pm on other evenings. Theregistration was 1126. There were 372 oralpapers (300 NSS, 50 MIC, and 22 jointNSS/MIC). There was sufficient space toallow all of the 651 posters to be displayed forthe entire conference. NSS had 284 posters,MIC 290, and there were 77 joint NSS/MICposters. There were 6 short courses thatattracted 255 attendees. The social functions

were also well attended with 325 at the NSSlunch, 390 at the MIC dinner, and over 1000at the conference reception. The companionprogram was equally well attended with 580participating. There were major logistical chal-lenges including having to install our ownwireless network for all conference functionsand deal with the problem of accommodatingthe lack of sufficient hotel room capacity at theconference site. We originally contracted for2600 room nights. After the Rome meeting, weincreased the contract to over 3600 room nights.In late summer of 2005 we contracted addition-al rooms at two other hotels to a total of 5491room nights. In the end, the conference wascredited with 6333 room nights – and that doesnot include those who made their own arrange-ments for lodging. These challenges impactedour budget as we had to arrange for extra trans-portation and cover the larger food and beveragedemands. Yet, we still expect to return between$130,000 and $141,000 (~ 20%) to NPSS.

MIC 2006The 2006 IEEE conference will incorporatethe Nuclear Science Symposium (NSS),Medical Imaging Conference (MIC) andRoom Temperature Semiconductor Detector(RTSD) workshop, and will be held Oct 29 -Nov 4 at the Town & Country Resort &Convention Center in San Diego. The Call for

Papers, and Posters, advertising the 2006IEEE meeting, were distributed to eachattendee at Puerto Rico meeting. The 2006Exhibitors brochure was distributed to thevendor booths at this meeting also. We havepreviously established May 19, 2006, as thesubmission deadline. The NSS, MIC andRTSD respective program chairs are all active-ly planning their agendas beyond submittedpapers. There are three satellite workshopsplanned: “Micro-pattern Gas Detectors,”“Nuclear Radiology of Breast Imaging,” and“Compressed Xenon Detectors.” The shortcourses will continue under Steve Derenzo’sdirection.

MIC 2007This meeting will be held at the Hilton HawaiiVillage, Honolulu, Oct. 26-Nov 3, 2007. Thegeneral chair for the meeting is Ben Tsui(Johns Hopkins), who is forming the organiz-ing committee. Eric Frey (Johns Hopkins) hasagreed to be the MIC chair, and MagnusDahlbom will be the deputy MIC chair. Thefirst planning meeting for this conference washeld on October 26th in Puerto Rico.

ARTICLE- III - MEMBERSHIPSection 1. Members of the Committee are members of theIEEE NPSS having an interest in Nuclear Medical Imaging.Section 2. Affiliates may participate in the activities of theSociety as provided by the IEEE Bylaws and subject to theapplicable IEEE rules and regulations and to any additionallimitations imposed by the Society Bylaws.

ARTICLE- IV - ADMINISTRATIONSection 1. The Committee shall be managed by a NuclearMedical and Imaging Sciences Council (NMISC) consistingof elected members-at-large, plus certain ex-officio membersas specified herein and in the Bylaws. The number of electedmembers-at-large shall be 15 members.Section 2. The terms of office of the elected members-at-large shall be three years. Members-at-large elected to a fullterm may not succeed themselves, and at least one year mustelapse before an individual may be reelected to the NMISC.Election of members-at-large shall be held annually to fillvacancies for the coming year. The terms of office of the ex-officio members shall be specified in the Bylaws.Section 3. (a)The affairs of the Committee shall be managed by a

Chairperson, as directed by the NMISC and in accordancewith the powers and duties as defined thereunder and inthe Bylaws. In the event of the Chairperson's absence orincapacity, his/her duties shall be performed by a Vice-Chairperson.

(b)The Chairperson shall appoint a Secretary for the NMISC.The Secretary need not be chosen from among the electedmembers at large.

Section 4 (a)On alternate years a Vice-Chairperson (who shall be the

Chairperson elect) is elected by the voting members of theNMISC from the eligible members-at-large of theNMISC. The term of office for the Vice-Chairperson shallbe two years as Vice-Chairperson, followed by two years asChairperson, and two years as the Most Recent PastChairperson.

(b)Only those members-at-large having one year or more oftheir term as elected member-at-large remaining shall beeligible for election as Vice-Chairperson. In the event thata Vice-Chairperson is elected to take office at the begin-ning of the second or third year of their term as member-at-large, said term shall automatically extend until hevacates the office of Most Recent Past Chairperson. Duringthis extension, that individual shall be considered an exofficio member with voting rights. No individual may servetwo successive terms as Vice-Chairperson or two successive

1. NMISC: Article IV of the Constitution provides that theNMISC shall consist of a number of elected members-at-large plus certain ex-officio members. The ex-officio mem-bers of the NMISC shall be (unless they are already electedmembers-at-large), the Chairpersons of the Functional Sub-

Committees, the Chairperson of the RadiationInstrumentation Technical Committee, the Secretary, theEditors and Associate Editors of the IEEE TNS and otherpublications as deemed appropriate by the NMISC and suchother ex-officio members as are provided for in the

terms as Chairperson.(c)In the event that neither the Chairperson or the Vice-

Chairperson is able to take office as prescribed in theBylaws, or if both are incapacitated or if both officesbecome vacant, the NMISC shall promptly elect an ActingChairperson from among the members-at-large to assumethe duties of Chairperson until either a Chairperson orVice-Chairperson takes office or resumes their duties.

(d)The Vice-Chairperson will, except under circumstancesdeemed unusual by a majority of the voting members ofNMISC, become the sole nominee for the succeedingChairperson election.

Section 5 The Chairperson shall be an ex-officio member ofall subcommittees of the NMISC.Section 6 The Chairperson, as soon as expedient after theirelection, shall appoint the Chairpersons of the subcommitteesprovided for in the Bylaws.

ARTICLE V - NOMINATIONS AND ELECTION OFNMISC MEMBERS-AT-LARGESection 1. Nominating procedures shall be as prescribed inthe Bylaws and shall include provision for nomination byNMISTC members.Section 2. Election of the members-at-large of the NMISCshall be as prescribed in the Bylaws.Section 3. If a member of the NMISC does not completetheir term, the NMISC Chairperson shall appoint a replace-ment to fill the unexpired portion of the term. When anNMISC member is appointed for a partial term, that personis eligible to run for the next full-term election to the sameposition.

ARTICLE VI - MEETINGSSection 1. The Committee may hold meetings, conferences,symposia or conventions either alone or in cooperation withother organizations subject to applicable IEEE and NPSSrules and regulations.Section 2. Eight voting members of the NMISC shall consti-tute a quorum. No member shall have more than one vote byreason of multiple offices or Committee responsibilities.Section 3. A majority of the legal votes cast by those mem-bers of the NMISC attending a meeting shall be necessary forthe conduct of its business except as otherwise provided inthis constitution.Section 4. Business of the NMISC may be handled by anywritten means which includes (but is not limited to) corre-spondence, fax or e-mail if, in the opinion of the Chairperson,matters requiring prompt action can be adequately handled inthat manner. A majority of the voting members of NMISC is

required to take action in such a case. Such actions are to bepromptly confirmed in writing by the Chairperson toNMISC.Section 5. The NMISC shall meet as required to conductbusiness and in accordance with the Bylaws.

ARTICLE VII - AMENDMENTSSection 1. Amendments to this Constitution may be initiat-ed by petition submitted by a two-thirds vote of the NMISC,such petition being submitted to the Ad Com of the NPSS forapproval. After such approval, the proposed amendment shallbe publicized in the IEEE TNS or Medical Imaging (TMI),and/or the NPSS Newsletter, with notice that it goes intoeffect unless 20 Committee members object within 90 days ofthe date of mailing of the notice. If such objections arereceived, a copy of the proposed amendment shall be mailedwith a ballot to all members of the Committee at least 30 daysbefore the date set for the return of the ballots; the ballotsshall carry a statement of the deadline for their return to theIEEE office. When a mail vote of the entire Committee mem-bership is made necessary, approval of the amendment by atleast two-thirds of the ballots returned shall be necessary forits enactment. Section 2. As an alternative to the procedure outlined inSection 1 above, 10 members of the Committee may submita petition to the Ad Com of the NPSS. If approved by theNPSS Ad Com and after notification of the NMISC, the pro-posed amendment shall be submitted to the membership bymail ballot as described above.Section 3. Committee Bylaws, and amendments thereto, maybe adopted by two-thirds vote of the NMISC, provided thatnotice of the proposed Bylaw or amendment has been sent toeach member of the NMISC at least a week prior to suchmeeting. Alternatively, a Committee Bylaw or amendmentmay be adopted by a two-thirds mail vote of the members ofthe NMISC, provided a 30-day period is provided for suchresponses. In either event, the proposed Bylaw or amendmentshall be publicized in the NPSS TNS or TMI, and/or theNPSS Newsletter. No Bylaw or amendment shall take effectuntil it has been approved by the Ad Com of the NPSS.

ARTICLE VIII - REVISIONSection 1. The Chairperson of the NMISC shall appoint afive-person subcommittee no later than January 1, 2007, andevery five years hence to evaluate the effectiveness of thisConstitution and Bylaws, to study the rules of governancerequired by the activities of the Committee at that time, andto consider writing a new Constitution and Bylaws appropri-ate to the existing and anticipated needs of the NMISC.

Constitution and Bylaws of the NPSS.1.1 The voting members of the NMISC shall be the elect-ed members-at-large, the Chairperson, Vice-Chairperson,and Most Recent Past Chairperson.1.2 The NMISC shall meet at least once per year, upondates determined by the Chairperson at least three weeksin advance of the meeting. Additional meetings may becalled at the discretion of the Chairperson or upon requestof at least eight voting members of the NMISC with atleast three weeks notice.1.3 The last regularly scheduled meeting in the calendaryear shall be considered the Annual Meeting of theNMISC.1.4 The Annual Meeting of the NMISC will be open to allCommittee members.

2. Nomination and Election of NMISC Members: ArticlesIV and V of the Constitution specify the number ofNMISC members-at-large, as well as the term length andrestrictions. One third of the NMISC members-at-largeposts are to be filled each year by election of the generalmembership of the Committee.2.1 The Chairperson of the NMISC is responsible forensuring that at least one nomination is made for eachvacant post. Nominations may be made by any member ofthe NMISC or any member in good standing of theCommittee. Self nominations are allowed.2.2 The Individual making a nomination must determinein advance that the nominee is willing to serve if elected.2.3 If there are more nominations than posts to be filled,those nominees receiving the highest number of votes willbe elected to the vacant posts.2.4 The Chairperson of the NMISC shall assure, beforeApril 1, that a call for nominations is conveyed to thewhole membership. Additional nominations may be sub-mitted to the nominating committee by July 1 by membersof the Committee or by members of the NMISC. Suchnominations must include an expression by the nominee ofwillingness to serve if elected.2.5 All nominees must be either members in any grade ofIEEE and of the Nuclear Medical and Imaging ScienceTechnical Committee or must have submitted applicationsfor membership at the time the nominations are forward-ed to IEEE Headquarters.2.6 The Secretary shall annually arrange for the distribu-tion to the members of the Committee on or about July31, a ballot to elect the candidates to fill vacancies on theNMISC. The ballot shall be accompanied by a short bio-graphical sketch of each nominee with an indication oftheir Nuclear Medical and Imaging Science activities andformer or present IEEE activities.2.7 Sixty days after distribution of the ballots, the IEEEHeadquarters shall count and tabulate the votes receivedand report the results to the NMISC.2.8 The NMISC shall submit to the Secretary of the NPSSAd Com the names of the candidates with the largest num-ber of votes to fill the designated vacancies.

3. Functional Committees: The Chairperson of theCommittee, in concurrence with the NMISC, shall appoint

the Chairpersons of the following FunctionalSubcommittees:• The Medical Imaging Conference Program Committee.• Award committee for the MIC award.• Other Subcommittees as shall be required for the opera-tion of the Committee.3.1 The term of office of a Chairperson of a FunctionalSubcommittee shall be one year, but a FunctionalSubcommittee Chairperson may be re-appointed to thesame position.3.2 The Chairpersons of Functional Subcommittees mustbe members of the NMISC.3.3 The membership of the Functional Subcommitteesshall be appointed by the Chairperson of that FunctionalSubcommittee. The membership and activities of theFunctional Subcommittees should be publicized to themembership of the Committee via the NPSS Newsletter,and suggestions for Subcommittee membership should beinvited from Committee members.3.4 Each of the Functional Subcommittees shall submit awritten report of its activities to the NMISC prior to or atthe Annual Meeting. The Nuclear Science Symposium andMedical Imaging Conference Oversight Subcommitteeshall be a Joint Subcommittee of the RISC and NMISC.Its Chairperson shall be appointed by a Joint ExecutiveSubcommittee of the RISC and NMISC consisting of thecurrent Chairpersons, the Most Recent Past Chairpersons,and Vice Chairpersons of the RISC and NMISC. TheChairperson of the Oversight Subcommittee must be amember of either the RITC or the NMISTC. TheChairperson of the Oversight Subcommittee shall appointthe committee’s membership, subject to the approval ofthe Joint Executive Subcommittee. The charge of theOversight Subcommittee shall be to provide for the con-tinuation and long term planning of the NSS/MIC con-ference, including the selection of the sites and GeneralChairpersons of future conferences. The General Chair ofa given year’s conference shall, in consultation with theOversight Subcommittee, the RISC and the NMISC, alsoselect the NSS Program Chair and MIC Program Chair forthat year’s conference. The term of office of theChairperson of the Oversight Subcommittee shall be oneyear, but the Chairperson may be reappointed to the sameposition for no more than one additional term.

4. Ballots: All ballots, whether for purposes of election orchanges in the Constitution, shall be issued to the votingmembers by the Secretary pursuant to action by the NMISC.No ballot shall be counted unless unambiguously marked bya qualified voter to indicate their choice, and sent in a sealedenvelope bearing the voter’s name on or before the specifieddeadline date. This specified deadline date shall be at leastthirty days subsequent to the date of the mailing of the bal-lots. The distribution and counting of the ballots shall beentrusted to IEEE Headquarters. The IEEE Headquarterswill report the results of the election to the Secretary ofNMISC, in turn, shall report the results to the NMISC.5. Beginning of Terms of Office: All terms of office of elect-ed Members-at-Large of the NMISC shall begin January 1 of

the year immediately following their election.6. Election of the Vice-Chairperson of NMISC: The Vice-Chairperson of NMISC shall be nominated and elected fromamong the eligible members-at-large of the NMISC. A min-imum of one month before the annual meeting of theNMISC, the NMISC Secretary will notify all currentNMISC members of the upcoming election and solicit nom-inations (self-nominations are allowed). The nominationswill be closed two weeks before the annual meeting of theNMISC, and the Chairperson of the NMISC is responsiblefor ensuring that at least one nomination for Vice-Chairperson is received by this time. The Secretary ofNMISC shall announce to all voting NMISC members-at-large the identities of the candidates at least one week beforethe annual meeting, and also inform them of the procedurefor casting a ballot if they are unable to attend the NMISCannual meeting. The vote will occur during the annual meet-ing of the NMISC. If there is only one candidate, then thatcandidate will be elected at the Annual Meeting by thoseNMISC members in attendance. If there is more than onecandidate, a secret ballot will be taken during the annualmeeting and the Chairperson shall designate tellers to imme-diately count the ballots. Voting NMISC members-at-largewho are not attending the annual meeting of the NMISCmay submit a ballot by notifying the NMISC Secretary oftheir choice. The results of the vote shall be announced andthe nominee receiving a majority of votes cast shall be

declared elected. In the event that no candidate receives amajority of votes cast, runoff elections shall be conducted bysecret ballot at the Annual Meeting of NMISC among thecandidates receiving the two highest number of votes untilone candidate receives a majority of the votes cast. For theserunoff elections, only those NMISC members in attendancemay cast a vote.7. Records: The secretary shall maintain a permanent recordof all nonroutine motions passed by the NMISC, written min-utes of the Annual Meeting of the NMISC, a roster of allNMISC members, and a membership roster of all NMISCsubcommittees. The secretary must provide a tabulation ofthe most recent five years of motions and a copy of theNMISTC constitution and bylaws to each newly electedmember-at-large to the NMISC.8. Alternates:

8.1 Members-at-Large: An elected Member-at-Large maydesignate any member in good standing of the NMISTCto represent the Member-at-Large at the NMISC meeting.The representative shall have the privilege of the floor, butmay not vote on any matters coming before the NMISC.8.2 AdCom Representation: If the NMISC Chairperson isunable to represent the NMISC at the NPSS AdCom, theChairperson may designate the Vice-Chairperson or theMost Recent Past Chairperson as his/her alternate. Thisalternate has the privilege of the floor and may vote on allmatters coming before AdCom.

An IEEE Fellow has been judged tohave made extraordinary contributionsin any of the IEEE fields of interest

that are of significant value to the professionand society. That’s pretty heady stuff, but theentire evaluation process is predicated on iden-tifying a candidate’s primary contribution andits significance and impact. In 2006, the fol-lowing NPSS members met these lofty stan-dards and were elected to the grade of IEEEFellow: Paul Bernhardt, Christopher Deeney,Ronald Gilgenbach, Ian McNab, WilliamMoses, Marek Moszynski, Edward Petersen,and David Townsend. Congratulations to ournew fellows!

Each year, the NPSS FEC is asked to evalu-ate nominations from our eight diverse techni-cal areas, e.g., pulsed power, nuclear medicalimaging, radiation effects, etc. Individualmembers of the NPSS FEC are expert in thesetechnical areas, but each member of the com-mittee is asked to evaluate all NPSS nomina-tions as a generalist. This may seem daunting,but the committee quickly comes to a consen-

sus about the top candidates for that year.These evaluations are forwarded to the nation-al IEEE FEC where the final decisions aremade. I served on the national IEEE FEC forthree years and know that the society evalua-tions often carry the day. After all, who knowshow to evaluate and rank candidates betterthan the societies?

There are many deserving nominationsthatdon’t make the cut each year becauseIEEE limits the number of newly-elected fel-lows to one-tenth percent of the total votingInstitute membership; this number is typicallyabout 250. In general, about 40% of the nom-inations the NPSS FEC evaluates are elevatedto fellow grade. Last year, it was 42%, which isconsiderably higher than other societies thattypically average 30-35%. I’d like to believe it’sbecause of the high-quality nominations wereceive and the careful work done by the NPSSFEC to present our candidates in the strongestpossible light. With respect to the latter, theNPSS FEC provides a summary form for eachnomination that includes a ranking, but also a

Almost anyone can serve as a nominator ofa candidate for IEEE Fellow grade; you do noteven have to be an IEEE member. But, for per-haps obvious reasons, the following cannot benominators: members of the IEEE Board ofDirectors, members of the IEEE FellowCommittee, chairs and members of IEEETechnical Society/Council Fellow EvaluatingCommittees, or IEEE Staff.

A nomination must be supported by at leastfive, but no more than eight references fromactive IEEE Fellows. A list of IEEE Fellowscan be found at the IEEE Fellow ProgramWeb Site or in the current IEEE MembershipDirectory. In addition, a Fellow NominationResource Center (FNRC) was established. Thepurpose of the Center is to assist nominators inlocating the required number of references tosupport a nomination to IEEE Fellow Grade.The Center will operate on an experimentalbasis for a three-year period. It is a volunteersupport group comprised of a Chair and CaseManagers, all of whom must be IEEE Fellowgrade members. Nominators desiring assis-tance from the FNRC must initiate a requestby sending an e-mail to [email protected].

The biggest stumbling point for nomina-tions is getting five references. If possible,nominators should list eight references. Thatway, if one or two references can’t meet thedeadline, the nomination still has the requiredfive references. It is also important for nomi-nators to communicate with the references andverify that they actually sent in the reference.This is the third year for the IEEE ElectronicFellow Nomination Process, which no doubtmakes it easier to submit references.

The IEEE Board of Directors recentlyapproved changes to the process for nominat-ing and electing IEEE members to FellowGrade. The goal of these changes is to increasethe number of nominations received for mem-bers from industry and to make the processmore receptive to nominations received forapplication engineers or engineering practi-

tioners who have made contributions ofunusual distinction to the profession.Specifically, the changes established a newnomination category for individual contribu-tions, “Application Engineer/Practitioner.”This category recognizes significant contribu-tions in “product development, advancementin system, application or operation, projectmanagement or construction activity, processdevelopment, manufacturing innovation,codes or standards development, or otherapplication of technology.”

Also, the existing designation; “Engineer/Scientist” was changed to, “Research Engineer/Scientist.” The other existing categories,“Educator” and “Technical Leader” remain thesame. So, the IEEE now recognizes contribu-tions in four distinct categories.

The deadline for receipt of the FellowNomination Forms and Reference letters is the1st of March, 2007. Nominating forms,detailed instructions, and frequently askedquestions can be found at the IEEE FellowProgram Web Site at www.ieee.org/fellows.Don’t wait to get started. Each year, severalnominations just make the deadline.

During the past ten years, the ARIESTeam has studied a variety of tokamakpower plants with different degrees of

extrapolation in plasma physics and technolo-gy from present database. Continuation ofresearch has allowed us to apply lessonslearned from each ARIES design to the next.The results of ARIES tokamak power plantstudies provide a large body of data that high-light the tradeoffs and relative leverage ofadvanced plasma physics and fusion technolo-gy directions. Our results indicate that for thesame plasma physics (e.g., first-stability) andtechnology extrapolation, steady-state opera-tion is more attractive than pulsed-plasmaoperation. Dramatic improvement over first-stability operation can be obtained eitherthrough utilization of high-field magnets(e.g., high-temperature superconductors) oroperation in advanced-tokamak modes (e.g.,reversed-shear). In particular, if full benefitsof reversed-shear operation are realized, as isassumed in ARIES-AT, tokamak power plantswill have a cost of electricity competitive withother sources of electricity. In the technologyarea, emerging technologies such as advancedBrayton cycle, high-temperature supercon-ductor, and advanced manufacturing tech-

niques can improve the cost and attractivenessof fusion plants. For blankets, liquid breed-er/coolants are the most attractive becausemost of neutron power is directly deposited inthe coolant. This property can be exploited toarrive at a blanket design with a coolant outlet tem-perature higher than the structure temperature inthe radiation zone. The high coolant temperatureleads to high thermal conversion efficiency (as inARIES-ST and ARIES-AT blankets). The dual-cooled (He and LiPb) ARIES-ST blanket usingferritic steel structural material represents a near-term option for fusion systems and achieves a ther-mal efficiency of 45%. Development of high-per-formance SiC composites leads to the high-perfor-mance ARIES-AT blanket (SiC composite/LiPbcoolant) that achieves 59% thermal conversion effi-ciency as well as the full potential safety and envi-ronmental features of fusion power.

Vacuum electronics technology is bothold and new. Its legacy of useful devicesis outstanding, and it is still evolving

with inventions that take advantage of newmaterials, new electromagnetic structures, andnew approaches to achieve record levels of per-formance and reliability. Advanced Accelerator Research at SLAC

An overview of the advanced acceleratorresearch at the Stanford LinearAccelerator Center (SLAC): Experiments

are being conducted with the goal of exploringhigh gradient acceleration mechanisms. One lineof research is devoted to plasma wake-field accel-eration where a plasma wave is excited by a beam.Accelerating gradients of over 30 GeV/m havebeen generated, and particles have gained morethan 10 GeV of energy. The other line of researchis devoted to laser-driven dielectric accelerators.These linacs, shrunk down to the micron scale,

Megagauss magnetic fields interact withplasma both in the generation of highenergy-density states of matter and in

the use of magnetized plasma in multi-megam-pere pulsed power devices. The presentationprovides a brief theoretical framework, in thelimits of high magnetic Reynolds number andhigh magnetic pressure compared to plasmapressure, for subsequent discussions of several

applications. These applications include implod-ing plasma liners, the Plasma Flow Switch andRadiator, and controlled thermonuclear fusion.We consider issues of energy transport, surfaceinteractions, stability, and technology choices.

Peter Turchi Radiation Effects in Silicon-BasedHeterostructure Device Technologies

Band-gap engineering is a power tool forelectronic and photonic device optimiza-tion, but until recently it has been the

exclusive domain of III-V technologies such as

GaAs or InP. The advent of robust epitaxialgrowth techniques in the silicon material sys-tem, however, is generating worldwide interest,because it enables band-gap engineering on far-

more-manufacturable silicon wafers. The mostmature of the Si-based heterostructure elec-tronic device platforms is the Silicon-Germanium Heterojunction Bipolar Transistor(SiGe HBT). At the present state-of-the-art,SiGe HBTs with frequency response above 300GHz have been demonstrated, on CMOSfoundry-compatible 200 mm wafers, and isbeing practiced commercially around the world.The combination of ultra-high-speed SiGeHBTs with scaled silicon CMOS, to form SiGeHBT BiCMOS technology, represents a uniqueopportunity for highly-integrated, low-cost, sil-icon-based system-on-a-chip or system-in-a-package solutions for emerging high-frequencywireless and wireline applications ranging fromRF as high as mm-wave frequencies (e.g., to100 GHz).

Interestingly, SiGe HBTs have been shownto have a built-in tolerance to total-ionizingdose radiation, and are also well-suited foroperation down to very low-temperatures (to4.2 K), and up to very high temperatures (to300 C), making them very appealing for awide-variety of emerging extreme environ-ment electronics applications, which might be

needed, for instance, in space exploration.This presentation will focus primarily on

radiation effects in SiGe HBT devices and cir-cuits. After an introduction to band gap engi-neering, SiGe strained layer epitaxy and its usein SiGe HBT design and fabrication, a detailedassessment of the impact of radiation on SiGematerials, devices, and circuits is presented,including: radiation tolerance; basic damagemechanisms; the effects of different radiationtypes; technology scaling issues; single eventupset mitigation approaches; cryogenic opera-tion; and the future directions of SiGe tech-nology. Jeff Fessler received the BSEE degree fromPurdue University in 1985, the MSEEdegree from Stanford University in 1986,

and the M.S. degree in Statistics from Stanford

University in 1989. From 1985 to 1988 hewas a National Science Foundation GraduateFellow at Stanford, where he earned a Ph.D. inElectrical Engineering in 1990.

In the March Newsletter we included those nominated and elevated through NPSSexcept for Edward Petersen. His biography is included here, as well as those of two other NPSSmembers nominated through other societies. Dr. Harrison Barrett was also elevated to Fellow forcontributions to medical imaging, image processing and optics. We are very proud of our Fellowsand again congratulate the entire class of 2005.

Edward Petersen received his B.S. andM.S. degrees in physics from OregonState in 1954 and 1956, and his Ph.D.

in nuclear physics from UCLA in 1966. From1963 through 1969, he taught at SanFernando Valley State College and OberlinCollege. In 1969, he joined the NavalResearch Laboratory (NRL) cyclotron branchas a research physicist. He has 25 publicationsin nuclear physics. In 1980, he transferred tothe NRL Radiation Effects branch as aresearch physicist. He was a section head ofthe Satellite Survivability Section from 1983until he retired in 1993. Since that time, hehas continued to be active as a consultant.

As Defense Nuclear Agency (DNA) (nowthe Defense Threat Reduction Agency(DTRA)) program area reviewer for SingleEvent Effects (SEU) Research from 1983 to1993, he gained a broad overview of radiationeffects research. Dr. Petersen led efforts underDNA sponsorship to impart importance of sin-gle event phenomena to the space communityand to the VHSIC manufacturers in 1982 to1985. During the peak of the SDI efforts(1985-1992), he was program manager forresearch in Neutral Particle Beam RadiationEffects in Electronics for the Survivability andLethality Programs. He was also an advisor tothe VLSI Radiation Hardening Program. Hewas program chairperson for the semiannualSEU Symposium from 1982 to 1994. Dr.Petersen was guest editor of a Single EventUpset Special Issue, and for two issues of theHEART Conference proceedings, for theJournal of Radiation Effects R&E.

Dr. Petersen has primarily attacked theengineering problem of estimation of upsetrates in proposed satellite systems. Thisenables system designers to determine theseverity of the error problem, and the necessi-ty and choice of error toleration or eliminationtechniques. He has performed several criticalreviews of the problems of both proton andheavy ion upset rate predictions and originat-ed or studied various calculational approaches.His work has shown that measurements ofspace-upset rates are consistent with predic-tions based on laboratory experiments. Hehas presented general recommendations fordata requirements in ground and space exper-iments. He has over 30 papers on radiationeffects, the majority dealing with variousaspects of the single event problem.

Dr. Petersen has been active in the IEEENuclear and Space Radiation Conference(NSREC). He has often served as a reviewerand has served as session chairperson and on theawards committee. He was an elected memberat large on the NSREC Steering Committeefrom 1990 to 1993. He presented Single EventEffect Tutorials at the NSREC Short course in1983 and 1997. Dr. Petersen was awarded theIEEE Nuclear and Plasma Sciences SocietyRadiation Effects Award in 1998.

Douglass E. Post has been developing andapplying large-scale multi-physics simula-tions for almost 35 years. He is currently

the Chief Scientist of the DoD High PerformanceComputing Modernization Program and a mem-ber of the senior technical staff of the CarnegieMellon University Software EngineeringInstitute. He also leads the multi-institutionalDARPA High Productivity Computing SystemsExisting Code Analysis team. Doug received aPh.D. in Physics from Stanford University in1975 in experimental molecular physics where heheld Fellowships from the NSF, the WoodrowWilson Foundation and the Fannie and JohnHertz Foundation. He was a principal researchphysicist at the Princeton University PlasmaPhysics Laboratory and led the tokamak model-ing group there from 1975 to 1993. He was theUS physics and impurity control delegate to theInternational Tokamak Reactor (INTOR) Projectfrom 1980 through 1987. He served as head ofInternational Thermonuclear ExperimentalReactor (ITER) Joint Central Team PhysicsProject Unit (1988-1990), and head of ITERJoint Central Team In-vessel Physics Group(1993-1998). More recently, he was the A-XAssociate Division Leader for Simulation at theLawrence Livermore National Laboratory (1998-2000) and the Deputy X Division Leader forSimulation at the Los Alamos NationalLaboratory (2001-2002), positions that involvedleadership of major portions of the US nuclearweapons simulation program. He has publishedover 230 refereed papers, conference papers andbooks in computational, experimental and theo-retical physics and software engineering that havereceived over 5000 citations. He is a Fellow ofboth the American Physical Society and theAmerican Nuclear Society. He was elected a fellow

of the Institute of Electrical and ElectronicEngineers this year “for contributions to fusion sci-ence and modeling, and related software engineer-ing.” These included the development of compu-tational tools for predicting the behavior of toka-mak plasmas and the radiation losses from plas-mas, leadership of fusion projects (especially theInternational Thermonuclear ExperimentalReactor physics project unit from 1988 through1990), leadership in the simulation of nuclearexplosives, and the development of software engi-neering and software project management prac-tices for large-scale computational science andengineering projects. He serves as an AssociateEditor-in-Chief of the joint AIP/IEEE publicationComputing in Science and Engineering. His cur-rent research interests focus on software engineer-ing for large-scale computational scientific andengineering projects.

In his State of the Union Address, PresidentBush called for a sharpening of America’scompetitiveness and highlighted the need

to pick up the pace of innovation in order tothrive on the playing field of global commerce.

The President touched on it, but recentbooks (e.g., The World is Flat) and nationalreports (e.g., Rising above the GatheringStorm) have been more explicit on the chal-lenge: The world is catching up with the U.S.in engineering, science, and information tech-nology – areas that directly impact economiccompetitiveness. In the past decades, we havewatched as our nation’s manufacturing basehas eroded and many operations, along withthousands of jobs, have migrated to foreigncountries with cheaper labor. We have tolerat-ed this, encouraging workers to retrain for thenew information economy and to obtain moreeducation to keep up with the changes.

As the dean of engineering at VanderbiltUniversity, I am a great believer in education –particularly education in science, technology,engineering and mathematics (STEM). Butnow we are seeing significant internationalcompetition at some of the highest levels, withinternational firms hiring engineers from othercountries at lower salaries than they must payU.S. engineers. Is getting a strong educationand specialized technical training enough forthe next generation to secure their future?

Indeed, that would be a significant start! Adisturbing fact is that the number of U.S. stu-dents capable of and interested in pursuingcareers in engineering, science and technology isflat or dropping. These are the students that willinvent the new products, create future innova-tions, and make us competitive in the globaleconomy. Meanwhile, in many other nations,the STEM numbers are growing. There is noquestion that bringing our K-12 students up tospeed in math and science is a vitally importantcomponent of any strategy to enhance our eco-nomic competitiveness in the world.

But I believe we have to do more. The bestway to keep jobs here in the U.S. is to show thatwe can get the job done better – we must do asLarry the Cable Guy says – “Git-R-Done.”

Sen. Lamar Alexander (R–TN) and Sen. JeffBingaman (D–NM) as initiators of theNAS/NAE study Rising above the GatheringStorm have stressed our need as a nation tomake significant investments in science andengineering. These investments must be inmoney, in people, and in national willpower.

To successfully tackle these issues, we mustleverage both our technical expertise and ourcharacteristically American ability to sweepaside conventional thinking and traditional,limited mindsets. As a nation we are all aboutfrontiers. This new phase of world develop-ment is a new frontier. We must approach thismission of keeping our economy healthy andthriving as the challenge of a new frontier andas an adventure rather than some dire emer-gency. We will need a spirit of adventure todeal not only with foreign competition but theincreasingly unwieldy complexity in our world.

We all face the problem of managing theknowledge explosion in all of the science andengineering disciplines. In order to solvemany of the technological challenges that con-front us – whether they be in energy, the envi-ronment, medicine, national security, or indus-trial production - we must build cross-discipli-nary teams. In many of our universities, wehave truly come a long way in learning how tobreak down traditional barriers between acad-emic disciplines so that we can attack theseproblems and create better solutions. It isvitally important that our government under-stand that innovative breakthroughs comelargely from science and engineering research,U.S. research universities are major performersof this research, and that this research is wellworth the investment of federal dollars.

Also at the universities, we need to teachstudents to effectively and creatively tackle bigproblems. Many of us are using researchabout how people learn to develop a very dif-ferent approach in teaching our students. And,we are working to make these teaching strate-gies available to K-12 teachers, so that stu-dents’ natural curiosity and interest abouttechnology and science will be encouraged.

innovation from a new generation of scientistsand engineers that includes the strength thatcomes from diversity. We want to ensure thata STEM education is both attractive to andwithin reach of many more of our students.

Americans are an inventive, resourcefulpeople. We roll up our sleeves when it’s clearthere is a need. But we can also be complacentand not respond to danger until it is very near-ly too late. My hope is that the President’scomments will encourage the Congress andthe American people to address this multi-faceted challenge and to embrace the adven-ture of innovation and the new frontier ofglobal competitiveness.

John F. Osborn (Jack) 91, a Sacramentoresident since 1991, and previously of SanJose, died March 4, 2006. Eleanor, his

wife of 63 years preceded him in death in 2003.Jack was born in Montmartre, Saskatchewan,Canada, and graduated from the University ofManitoba with a degree in electrical engineer-ing. He married Eleanor Stacey ofPeterborough, Ontario, Canada in 1940 andthe couple remained in Peterborough, whileJack worked for Canadian General Electric. In1948, Jack accepted a job in San Francisco withthe USA branch of GE and moved toPiedmont, California. He moved to WillowGlen in San Jose in 1963, after transferring toGE's nuclear energy division in SJ. In 1991,Jack and Eleanor moved to Sacramento to benear their grandchildren. He was a lovingfather of Dr. John M. Osborn of Sacramento(wife, Dr. Katie Osborn) and Dr. Jane Osbornof Los Altos (husband, Jonathan Shores). Hewas a devoted grandfather to John's children,Staci and Mike Osborn. He is survived by hissister and brother-in-law, Marjory and WardEnglish of London, Ontario. Jack worked for

GE for 45 years, as an electrical and nuclearengineer, before retiring in 1983. DuringWW2, Jack designed the electrical systems forthe minesweepers used by the Canadian Navy.He was Editor in Chief of the Institute ofElectrical and Electronic Engineers (IEEE)Nuclear and Plasma Sciences SocietyNewsletter for 26 years until 1994. He was therecipient of the IEEE divisional professionalleadership award for outstanding service andleadership in 1992, and the IEEE-NPSS R.F.Shea distinguished member award in 1994. Hewas a member of IEEE, the California WritersClub, and the First Congregational Church ofOakland and San Jose. Jack will be remem-bered as an intelligent, kind, talented andhandy person, who could design, build andrepair just about anything.
