June 2007 NUCLEAR & PLASMA SCIENCES SOCIETY 1 T he 2007 IEEE Nuclear and Space Radiation Effects Conference will be held July 23-27, 2007 in Honolulu, Hawaii, at the Hilton Hawaiian Village. The conference features a Technical Program consisting of ten sessions of con- tributed papers, both poster and oral, which describe the latest observations and research results in radia- tion effects, an up-to-date Short Course offered on July 23, a Radiation Effects Data Workshop, and an Industrial Exhibit. Lloyd Massengill, Vanderbilt University, is General Chair. This year’s conference will be held July 23-27, 2007, at the Hilton Hawaiian Village Resort on beautiful Waikiki Beach in Honolulu, Hawaii. A complete technical and social program is being planned to maximize opportunities for information exchange and networking in the area of radiation effects on microelectronic and photonic devices, cir- cuits, and systems. Supporters of the conference include the Defense Threat Reduction Agency, Sandia National Laboratories, Air Force Research Laboratory, the NASA Electronic Parts and Packaging Program, NASA Living With a Star Program, and the Jet Propulsion Laboratory. NSREC also has new corporate supporters: BAE Systems, Boeing, Micro-RDC, Honeywell, ST Microelectronics, and Aeroflex Colorado Springs. 22nd IEEE/NPSS SYMPOSIUM ON FUSION ENGINEERING 2007 (SOFE07)

The 22nd IEEE/NPSS Symposium onFusion Engineering (SOFE07) will takeplace June 17-21, 2007 at the

Albuquerque Convention Center inAlbuquerque, New Mexico. The Symposium isdedicated to the scientific, technological andengineering issues of fusion energy researchand presents a mixture of oral presentationsand poster sessions allowing for extensiveinteractions among the participants. The con-ference is open to the public, and all individu-als with an interest in fusion energy are invitedto register and attend. This year the SOFEmeeting is collocated with the InternationalPulsed Power and Plasma Science 2007 con-ference (the combined 2007 ICOPS and the2007 International Pulsed Power Conference)that runs through June 22. Attendees regis-tered with SOFE can attend any sessions ofPPPS2007 and will receive a pocket programfor both SOFE and PPPS as well as a fullabstract book for SOFE. A grand plenaryincluding both is planned for the first day.

The meeting is being organized by SandiaNational Laboratories. The SOFE07 GeneralChair is Dennis Youchison. The TechnicalProgram Chair is Michael Ulrickson. The organi-zation of the technical program is similar to pre-vious conferences in this series, with plenary ses-sions in the first part of each morning followed bya late morning session with oral invited and con-tributed presentations in selected technical areas.A poster session starts in the early afternoon, fol-lowed by an oral session to close the day.

Abstract submission for SOFE is nowclosed. Approximately 140 abstracts were sub-mitted through the website. About 65 ofthese were from outside the United States.

Ten student papers were identified for evalua-tion in the best student paper search.Attendance at SOFE is projected to be 160people. Authors were notified of paper accep-tance and format requirements on April 30,2007. Pre-registration closes on May 18,2007. On-site registration begins Sundayevening, June 17, 2007 and is open throughJune 21. Several SOFE related exhibitors havejoined the PPPS2007 exhibition bringing thecurrent number of exhibitors to 18. A cybercafé will be available at the convention centerfor the attendees. The combined opening ple-nary on Monday morning will include presen-tations on the Sandia ZR upgrade and USengineering activities on ITER. Breaks andother events were programmed to coincidewith PPPS2007 activities. These include theSunday evening reception, the companionprogram, and a Tuesday night out at the zoo,complete with food and entertainment. SOFEwill host a unique southwestern banquet onWednesday evening. The IEEE/NPSS FusionTechnology Award and a student award forbest paper will be presented at that time.

Large Experimental Physics facilities can-not operate without their control sys-tems. As the size and complexity of

these facilities grow, so too do the size andcomplexity of control systems and thedemands and expectations on those systems.Using the newest computer and communica-tions technologies, and always pushing the“state-of-the-art,” these systems are designed,built and commissioned by an internationalcommunity of control system experts. Aftertheir meetings in Villars, Vancouver, Tsukuba,Berlin, Chicago, Beijing, Trieste, San Jose,Gyeongju and Geneva, those experts arepoised to meet once again at the eleventh inthe series of International Conferences onAccelerator and Large Experimental PhysicsControl Systems – ICALEPCS 2007 – inKnoxville, Tennessee, October 15 – 19, 2007.Between 250 and 300 are expected to partici-pate. The Conference Chair is Dave Gurd,Controls group leader at the SpallationNeutron Source in Oak Ridge and theProgram Chair is Karen White, project manag-er for instrumentation and controls for theJefferson Lab 12 GeV upgrade project.

Following the tradition of previous confer-ences, ICALEPCS 2007 will focus on tech-nologies and issues in the development of con-trol systems for large experimental physics pro-jects, including accelerators, telescopes, high-energy physics detectors, fusion devices (iner-tial and magnetic, but not cold) and spaceprobes. The demanding requirements andgrowing complexity of many new projects cur-rently planned or under construction aroundthe world present new challenges in the con-trols field. These projects include theInternational Linear Collider (ILC), third andfourth generation light sources, huge newdetectors for the Large Hadron Collider(LHC) at CERN, high intensity and heavy ionaccelerators, fusion devices such as theNational Ignition Facility (NIF) in the US and

Megajoule and ITER in France, as well asincreasingly sophisticated telescopes and spaceprobes. At the same time, the extremely rapiddevelopment of hardware, software and com-munications technology offers to the commu-nity an ever-changing variety of tools toaddress these challenges. All this is the subjectmatter of ICALEPCS.

Control system software toolkits, commu-nication protocols, fieldbuses, feedback, tim-ing and synchronization, data and databasemanagement, configuration management,high-level applications, the use of industrialcontrols, outsourcing, upgrading of operatingfacilities, computer and network security,model-based control and much more havebeen topics for presentation and discussion atmeetings past. Many of the largest new pro-jects will be built as national or internationalcollaborations which presents particularlyinteresting challenges to the systems designedfor integration – the control systems – and totheir managers.

The meeting will be held at the CrownePlaza Hotel in downtown Knoxville,Tennessee. Whereas ICALEPCS 2005 washeld in Geneva near the Alps – one of theyoungest mountain ranges in the world,Knoxville is nestled at the foot of the GreatSmoky Mountains – the oldest range of moun-tains in the world. In October these ancienthills show their spectacular fall colors, attract-ing tourists from around the world. The GreatSmoky Mountain National Park is the mostvisited park in the US, and nearby Gatlinburgand Pigeon Forge feature famous tourist andshopping areas. The region is well-known forits Bluegrass Music and for hometown favoriteDolly Parton.

As in the past, the Conference will fea-ture a vendor exhibit. Because of the nar-row focus of ICALEPCS on control systemsand related technologies, vendors withhardware or software products related to

PRESIDENT’S REPORT

NPSS GENERAL BUSINESSS

The NPSS sponsors or co-sponsorsapproximately 14 conferences andsome members of the AdCom view the

NPSS business as our main interest in hostingtechnical conferences. For many, it is how weinitially became involved in IEEE activities andwhy we maintain our NPSS membership.Moreover, a particular NPSS conference is anevent we do not want to miss.

Many IEEE Societies host single conferenceand it is highly unusual for an IEEE Society tohost many diverse conferences - as NPSS does.The diversity in our conferences reflects thetechnical diversity of our membership. NPSShas seven Technical Committees, each of whichsponsors at least one conference which is runlargely autonomously by the sponsoring com-mittee. As NPSS President, I have observed thevalue of our diversity: it enables the quick spreadof ideas yet allows each Technical Committeehas its own culture, traditions and needs. I wasfortunate that I inherited a well functioningsociety and as such, can concentrate on ways tomake NPSS even more valuable to its members.I would like to illustrate some of the trendsamong our various conferences.

Several of our Technical Committees relatedto various aspects of the Plasma Sciences havemembers in common and are combining orcollocating their conferences. This year, Junein Albuquerque, New Mexico will be a hotbedof NPSS activity. The Pulsed Power Sciencesand Technology and the Plasma Science andApplications Technical Committees are holdinga joint conference, known as PPPS2007. Thiscombining of these two conferences was firstdone in 2001 with great success. Further syn-ergy is gained by collocating the Symposium ofFusion Engineering with PPPS2007 and evenhaving joint social events and sessions. The fol-lowing week, the Particle AcceleratorConference will be held in the same venue. Inthe weekend between the conferences, aPlasma Science Weekend is planned as an edu-cational outreach to the community. This is awonderful example of one variation of the syn-

ergy between our technical committees.NPSS has been keen on getting the interna-

tional perspective at AdCom for nearly a decadeand has a very active Transnational Committee.This year, our Transnational Committee Chair,Uwe Bratzler, has been named a liaison to IEEERegion 8 from TAB. Another TransnationalCommittee Member, Patrick LeDû has takenon the role of Transnational ConferencesLiaison to facilitate conferences held outsideNorth America. The Real Time Conference,sponsored by the Computer Applications inNuclear and Plasma Sciences TechnicalCommittee, is routinely held outside theUnited States. In recent years, other confer-ences are focusing on serving a wider commu-nity by attracting more international partici-pants to their conferences. The RadiationInstrumentation and the Nuclear Medical andImaging Technical Committees have, in recentyears, held several conferences in Europe tofacilitate interaction with their European col-leagues. With several large and successful con-ferences held in Europe, and with more in theplanning stages including a Plasma ScienceICOPS conference, NPSS is taking the firststeps toward encouraging more participation bytheir Asian colleagues by holding two confer-ences in Hawaii this year: the Nuclear ScienceRadiation Effects Conference and the NuclearSciences Symposium and Medical ImagingConference. Both technical communities haveextensive ties with Asia and would like deeperinteraction with their Asian colleagues.

At NPSS, our conferences are the mostpublic activity we have and we are exceptional-ly proud of them. Judging from the manyconferences I have been to, they are highly val-ued by the participants. At NPSS, we contin-ually look for ways to improve, and the diver-sity found within NPSS is truly an asset.

The last AdCom meeting was held in SanAntonio, TX at the Menger Hotel. Wewelcomed new AdCom members

Sandra Biedron (PAST) returning for a fullterm, Eric Frey (NMIS), Jim Schwank (RE)and Rick Van Berg (RI), and RonGilgenbach, the new chair of the PlasmaScience and Applications TC to their firstmeeting of their terms.

Ed Lampo noted that we are behind in clos-ing out conferences, and that the situation is notimproving. Not only does this mean penalties, italso means that the IEEE auditors are unhappy.Conferences are being asked for more frequentreporting prior to conferences and during thecloseout period. Turning accounts over to IEEEConference Services for final closeouts helps alot. You don’t have to wait to pay that last latebill. It can be paid directly from Piscataway, sav-ing both our treasurer and your conference trea-surers’ considerable grief. However, we did endup in a financially healthy position in 2006 withan increase in reserves due in part toTransactions on Plasma Sciences staying within itspage budget, and thereby gaining us a bonus.

Jane Lehr reported on the TAB meeting.The Engineering Management Society willbecome a council. NPSS will not be involved.Hal Flescher’s algorithm for infrastructuresupport was approved. This will impact usfinancially, but not to a harmful extent. A per-centage of earned packaged product incomewill be used to support indirect infrastructureactivities. This will avoid the need for a hugedues increase that the present paradigm wouldrequire, and which certainly would be unac-ceptable to membership.

IEEE membership has increased and thetraditional early year slump was not seen thisyear. The IEEE Foundation has money to sup-port technology literacy programs, so get intouch with them if you have ideas and wouldlike to submit a proposal. IEEE has also devel-oped a new Best Practices for Conferences. Itis on line at http://www.ieee.org/web/con-ferences/mom/index.html.

Jane has joined the TAB PeriodicalsCommittee.

Plans for all 2007 conferences are well inhand. The weeks from June 17 through June29 in Albuquerque will be an IEEE NPSSextravaganza, as Jane has discussed in thePresident’s Report. Plans for 2008 and 2009conferences are also well in hand and you can

learn much about them from the NPS website, http://www.ieee-npss.org. If you havecomments or suggestions for improving theweb site, send them to me, to Peter Clout([email protected]) or to RichardKouzes, our web master ([email protected]).We’d like to make our web site as useful as pos-sible for our members.

Our Transnational Committee continues toexpand and now has 18 members, with expan-sion ongoing. The goal is not just to representour members outside North America, but toalso represent the full breadth of our technicalcommunity. There is also discussion of a newchapter in Taiwan. Remember that you can getyour international colleagues involved in yourconferences as session chairs, reviewers, com-mittee members and so on, thereby broadeningthe international aspects of NPSS. TheMembership Committee is also looking atsome small benefits at conferences in the USAfor international participants. Additionally, ourTransnational Conferences Liaison, PatrickLeDû, is available to consult with chairs ofthese conferences, help provide a liaison toTony Lavietes, the Associate Treasurer for con-ferences, and to give guidance from his ownmany experiences in organizing internationalIEEE NPSS conferences ([email protected]).Patrick will work with the Conference PlanningCommittee to add a chapter on planning inter-national conferences to the NPSS-specific con-ference planning guide that complements theIEEE guidelines referenced above.

Our Distinguished Lecturers program isstarting to gain traction and we have quite afine roster of speakers available for chapter andother meetings. There is even some help avail-able. Check out our web site and contactCharles Neumeyer ([email protected]) withquestions.

The Fellow Candidate EvaluationCommittee has some concerns about recom-mending people as IEEE fellows who,although exemplary in their field, have no vis-ible IEEE involvement beyond having rank ofSenior Member – that is, they haven’t pub-lished in IEEE journals, haven’t participated inIEEE conferences as presenters or committeemembers or reviewers, and so on. This is anongoing discussion and is relevant to othersocieties as well.

Serving on AdComis both a privilege and a wonderful educa-tion about the depth and breadth of oursociety’s work, as well as an opportunity togain better connectivity with what is hap-pening at the TAB and Board of Directorslevels of IEEE.

Our publications are doing well, and areranked highly on the basis of “hits” and citations.

The Standards Committee has withdrawnthe germanium detector standard to upgrade

COMPUTER APPLICATIONS IN NUCLEAR AND PLASMA SCIENCE

As these lines are being written, there areclose to 200 participants registered forthe 15th meeting of the IEEE NPSS

Real Time Conference at Fermilab (April 29thto May 4th 2007). One of the highlights ofthis conference is the attribution of theCANPS award. This award is meant to recog-nize individuals who have made an outstand-ing achievement in the application of comput-ers in nuclear and plasma sciences. The recipi-ent this year is Dr. Peter Clout, founder ofVista Control Systems.

Dr. Peter Clout has been an innovativeleader in the area of real-time computerizeddata acquisition and control systems for over35 years. During much of this time, Peter hasbeen an active leader of the IEEE NPSS and

of CANPS. He worked on the developmentand implementation of the CAMAC hardwarestandard, was project leader at Los AlamosNational Laboratory in the 1980s, and servedas president of NPSS. At the head of VistaControl Systems, he developed a diverse cus-tomer base in the military, research and indus-trial sectors for his control and data acquisi-tion system products. Peter was also awardedthe NPSS Shea Award for service to theSociety in 2002.

We are coming up on another roundof elections. I will have contactedpotential candidates in May with the

goal of circulating the ballot in late June. Thisyear we elect 5 members at large and a newvice-chair. Charles Watson will assume dutiesas chair after the 2007 NMISC meeting at theIEEE NSS/MIC conference in Hawaii.

MIC 2007This meeting will be held at the Hilton HawaiiVillage, Honolulu, Oct. 26-Nov 3, 2007. The

general chair, Ben Tsui (Johns Hopkins) andhis team are in the midst of the ordered chaosthat occurs as we draw close to the meetingdate. Our expectations are for abstract sub-missions on par with the last two years and thatmay well requires some creative decisions bythe program committee given space con-straints at the conference site. We again thankEric Frey (the MIC chair), and MagnusDahlbom (deputy MIC chair) for their effortsfor this years meeting. By the time thisnewsletter is published, the abstract deadline

will have passed. But I do urge all who wish toattend to make those reservations early and getready for another outstanding meeting.

MIC 2008The 2008 committee and general chair UweBratzler has also had their share of work get-ting ready for the 2008 meeting to be held atthe conference center in Dresden. The com-mittee is planning on a large meeting based onthe European response to the meetings inLyon and Rome. We look forward to the firstIEEE NSS/MIC to be held in Germany.

MIC 2009The contract for 2009 has been signed andRichard Lanza (NSS chair for 2005) hasagreed to be the General Chair. I am happy toinform you that Ramsey Badawi (deputy MICchair in 2005) has signed on as the MIC chairand (for better or for worse), your currentNMISC chair will take on the duties of localarrangement chair. The site will be the Hiltonat Walt Disney World. We will take over theentire conference area at the hotel and expectto have enough room for all of our functions(and avoid some of the problems we have facedin recent years). The room rate will be $175(in 2009 dollars), but we also have commit-ments for a percentage of our room block tobe at federal per diem rates as well as a numberof student rate rooms (at $119/night). Keepan eye out on the NSS/MIC web site(www.nss-mic.org) for more information.

MIC 2010The runner up site for the 2009 selection wasKnoxville. There were several concerns thatdropped Knoxville to the second place on thesite list for 2009. Continued discussions withthe Knoxville convention center and bureauhave resolved the major issues and, pendingsuccessful negotiation of a formal contract, willbe recommended to the NMISC as the 2010site. We are breaking tradition with two eastcoast sites in consecutive years, but thegroundwork is almost complete as a result ofthe 2009 site search and we have strong sup-port from ORNL, Ortec, and SiemensKnoxville to hold the meeting there. RonKeyser has volunteered to be the general chairand has the unanimous support of the siteselection committee. Part of the motivationwas to balance the meeting sites between highvisibility tourist areas (e.g., Hawaii, Orlando,

Puerto Rico) and so-called second tier cities.For those who have been to Knoxville, youknow it is a most pleasant city with a beautifulcountryside. The facilities are first rate and wewill be able to offer hotel rooms at ~$120/night in 2010.

MIC 2011 AND 2012The site committee is now looking at optionsfor 2011 and 2012. There has been an ongo-ing discussion of how often the meeting shouldbe held in Europe with the current two optionsbeing every four or every three years. This issuemust be resolved before we can finalize optionsfor 2011 and 2012. The committee is alsoreviewing proposals from an organizing groupin Spain to hold the meeting in Madrid. So far,this looks like a very strong option, but we havenot yet finalized whether it would be in 2011 or2012. Whichever of those two years we are inEurope, the other year will be a West Coastregion city. Several sites are now being investi-gated and more details will be available by theNMISC meeting in October 2007.

OTHER ISSUESBesides the on-going discussion of where theNSS/MIC meeting should be held, how tobalance the need for a considerable space forthe exhibits and posters, and the always toughissue of room cost versus site options, we alsoneed to review once again the constitution.We are a bit out of sync with the RISC consti-tution on our definition of the executive com-mittee that shares tasks between RISC andNMISC. I will organize a small group to con-sider one more round of changes during thesummer, but if you have suggestions pleasesend them to me before the 2007 NSS/MICmeeting ([email protected]).

Investigators, particularly in the UnitedStates, are facing difficult financial times withthe low percentiles needed to obtain NIHfunding, the cuts in the DOE funding forNuclear Medicine, and the restrictions inlocal institutions finances. In spite of theseproblems, we do anticipate a strong turn outfor the MIC meeting. It is still a uniquevenue for frank discussion of technologiesand goals for the use of imaging in biomed-ical research and clinical applications. Ourmembership and attendees are leaders intheir fields and the papers are always of thehighest quality. But the success of the meet-ing really depends on those who volunteer to

Iwould like to begin this article by thankingour outgoing NPSS Awards Chairman,Igor Alexeff. Igor did a superb job over

the last 4 years. Under Igor’s leadership, therehas been an awardee for every NPSS award.That may sound easy, but it’s a fair amount ofwork to prepare a nomination and get the nec-essary references to the Awards Committee bythe 15th of May.

As part of the transfer of duties, Igor pre-pared an outline of the IEEE NPSS AwardProcess. This is the process for Society-levelawards like the Merit, Shea, EarlyAchievement, etc. For these awards, the IEEEprepares plaques, certificates, and checks thatare mailed directly to the awardee. That infor-mation and more is included in the NPSSAwards Process that follows:1. Awards applications received by May 15.2. Packages duplicated and mailed to mem-

bers of awards committee.3. Rankings received back from the commit-

tee. A spread sheet is prepared.4. Awardees decided by the Awards

Committee following extensive discussions. 5. For award winners, both nominators and

nominees are notified of the decision of thecommittee. If a candidate is unsuccessful,only the nominator is notified of the decision.

6. Proposed citations on plaques and certifi-cates checked for accuracy.

7. Awardees names submitted to IEEE. LizParascondola ([email protected])prepares certificates and plaques andRosanne Loyal ([email protected]) prepareschecks for Society-level awards.

9. Rosanne Loyal sends out Income TaxForms to awardees. Check cannot be sentout until signed Income Tax Form isreturned by awardee.

10. The plaques, certificates, and checks are

mailed directly to the awardee to avoidpossible loss. If a presentation is desired ata given meeting, the nominator or theawardee is responsible for bringing theplaque for photo opportunities. Since theAwards Committee doesn’t decide awardrecipients until the fall, awards are general-ly presented at meetings during the subse-quent year. For example, most 2007awardees will receive their plaques at con-ferences of their choice held during 2008.However, there is an option to have boththe year awarded and the year presentedprinted on the plaques and the certificates.

11. Names, biographies, citations and photosof the awardees are submitted to the NPSSnewsletter by the awardees. Send the mate-rial to [email protected].

The process for choosing winners ofTechnical Committee Awards, e.g., RadiationEffects Award, Plasma Science andApplications Award, Edward J. HoffmanMedical Imaging Scientist Award, etc., is theresponsibility of the respective TechnicalCommittee. IEEE is available to prepareplaques, certificates, and checks for theseaward winners too. Once again, the contactsare Liz Parascondola for plaques and certifi-cates and Rosanne Loyal for checks.

NPSS Awards are very competitive. Therehave been several excellent candidates for eachaward. So, please keep the nominations com-ing. Our NPSS awardees are of the highest cal-iber. As reported in the last Newsletter, this inthe year when we re-print the NPSSBrochure and the leaflets. Since the last

report this job has consumed almost all myspare time with the seeking of suitable pic-tures, quotes from members and changes andupdates to the text. Often, including of editsfrom the committee and the proofing thebrochure and leaflets was done against a tightdeadline to meet schedule for the first confer-ence delivery. My grateful thanks go to themembers of my committee and others whocontributed to the process. I think that theteam did a great job and certainly a very muchbetter one than I could do on my own!

This time I wanted to have a different lookto the brochure and leaflets and I have reliedon an outside design and production companyto do this. This company also is working onthe IEEE Annual Report this year. At the timeof writing, the material is through the finalprinter’s proof and is being printed so that bythe time you read this the first conferenceattendees and the Chicago Chapter will haveseen the result.

In addition, the topics were changed toconcentrate more on member activities andthen just have one section on administration ofour very considerable business. This reducedsome repetition between conferences and theold technical committee section, the latternow omitted.

Next will be new banners for the membershipbooth and the conferences. The current bannershave done excellent service and will be kept for

use at meetings in addition to the new ones. We also ship copies of older issues of the

journals to the conferences so that attendeescan see them and take one if interested – bet-ter given out this way than have excess copiespulped.

This year we have four of our conferencesheld in one place spaced over two weeks andthis greatly simplifies the work of shipping andreceiving! This is even more simplified becausethese meetings are a short drive from my officewhere the materials are stored.

Please give me feedback on the new mate-rials – while we can not make changes afteralmost 2,000 lb. of printing, we can carrycomments forward to the next productionin 2009.

Please go to our web pages and reviewthem with the question in your mind that ifyou were a member of the public, what infor-mation would be useful there? Of course, I amextremely interested in receiving proposednew pages to add - especially the content forthem! In addition, what other promotionalmaterials would be helpful and what else couldwe do to promote the activities of the NPSS?

Last year, there were only 9 nominationsfrom NPSS for the grade of IEEEFellow. The average is 13, so by any

standard last year’s total was below par. For therecord, in calendar years 1999 through 2006,the NPSS Fellows Evaluation Committee

(FEC) evaluated 12, 11, 18, 13, 11, 12, 19,and 9 nominations, respectively. NPSS isn’tguaranteed that a certain percentage of ournominations will be elected to the grade ofFellow, but a rule of thumb is about 40%. I’mpleased to report that 6 of the 9 NPSS nomi-

nees were elected to the grade of IEEE Fellowin 2006. That’s 2/3, which is really unheard of.I attribute our extraordinary success to superbcandidates and a very dedicated NPSS FellowEvaluation Committee (FEC). I want to thankthe members of the FEC for all their efforts.They are Victor Granatstein, Ron Huesman,Osamu Ishihara, Stan Schriber, Jim Schwank,and Peter Turchi. It’s always challenging toreview these nominations. I hope you can makeour job ever more difficult by increasing thenumber of nominations in 2007.

“An IEEE Fellow has been judged to havemade extraordinary contributions in any of theIEEE fields of interest that are of significantvalue to the profession and society.” That’s prettyheady stuff, but the entire evaluation process ispredicated on identifying a candidate’s primarycontribution and its significance and impact. In2007, the following NPSS members were elect-ed to the grade of IEEE Fellow: RichardKouzes, Wim Leemans, Warren Mori,Xiaochuan Pan, Ronald Pease, and NedSauthoff. Congratulations to our new fellows!

Each year, the NPSS FEC is asked to evalu-ate nominations from our eight diverse techni-cal areas, e.g., pulsed power, nuclear medicalimaging, radiation effects, etc. The NPSS FEChas experts from its technical areas, but eachmember of the committee is asked to evaluateall NPSS nominations as a generalist. This mayseem daunting, but the committee quicklycomes to a consensus about the top candidatesfor that year. These evaluations are forwardedto the national IEEE FEC where the final deci-sions are made. I served on the national IEEEFEC for three years and know that the societyevaluations often carry the day. After all, whoknows how to evaluate and rank candidatesbetter than the societies?

Who is eligible to be nominated? The fol-lowing requirements are from the IEEEFellow Program Web Site: “To be nominated,the candidate must meet the following threebasic qualifications: hold Senior Membergrade at the time the nomination is submitted;be an ‘active’ member (that is, dues must becurrent); and must have completed five yearsof service in any grade of IEEE membership.Note: IEEE affiliate membership within anIEEE society does not apply.”

Almost anyone can serve as a nominator ofa candidate for IEEE Fellow grade; you do noteven have to be an IEEE member. But, forperhaps obvious reasons, the following cannot

be nominators: members of the IEEE Board ofDirectors, members of the IEEE FellowCommittee, chairs and members of IEEETechnical Society/Council Fellow EvaluatingCommittees, or IEEE Staff.

A nomination must be supported by at leastfive, but no more than eight references fromactive IEEE Fellows. A list of IEEE Fellows canbe found at the IEEE Fellow Program Web Siteor in the current IEEE Membership Directory.The biggest stumbling point for nominations isgetting five references. If possible, nominatorsshould list eight references. That way, if one ortwo references can’t meet the deadline, thenomination still has the required five references.It’s also important for nominators to communi-cate with the references and verify that theyactually sent in the reference. This is the thirdyear for the IEEE Electronic FellowNomination Process, which no doubt makes iteven easier to submit references.

The IEEE Board of Directors recentlyapproved changes to the process for nominat-ing and electing IEEE members to FellowGrade. The goal of these changes is to increase thenumber of nominations received for membersfrom industry and to make the process morereceptive to nominations received for applicationengineers or engineering practitioners who havemade contributions of unusual distinction to theprofession. Specifically the changes established anew nomination category for individual contri-butions, “Application Engineer/Practitioner.”This category recognizes significant contribu-tions in “product development, advancementin system, application or operation, projectmanagement or construction activity, processdevelopment, manufacturing innovation, codesor standards development, or other applicationof technology.” Also, the existing designation;“Engineer/Scientist” was changed to,“Research Engineer/Scientist.” The other exist-ing categories, “Educator” and “TechnicalLeader” remain the same. So, the IEEE now rec-ognizes contributions in four distinct categories.

The deadline for receipt of the FellowNomination Forms and Reference letters is the1st of March. Nominating forms, detailedinstructions, and frequently asked questionscan be found at the IEEE Fellow ProgramWeb Site at www.ieeee.org/fellows. Don’twait to get started. Each year, several nomina-tions miss the deadline by only a few days.

Karp, his mentor at the University ofPennsylvania. Dr Surti received a BA in physicsfrom Ohio Wesleyan University in 1994, fol-lowed by a PhD in Physics from the Universityof Pennsylvania in 2000. From then until hisfaculty appointment in 2003 he was a post-doc-toral fellow in the Department of Radiology.

hensive simulation package for PET scannerdesign, starting from basic detection con-cepts and incorporating both physicaleffects and scanner effects. In this way hehas been able to guide the development ofthe system and help optimize its operation.He has used the comparison of simulatedand measured data to assess imaging perfor-mance and to correlate intrinsic scannerperformance with clinically relevant mea-sures of image quality.

Suleman’s work has had a large impact onthe development of lanthanum bromide detec-tors and a time-of-flight PET scanner. Thescanner design takes advantage of his modeling

of pixelated detectors, with additional emphasison both energy and timing resolution, and hismodeling of PET systems. The development ofclinically relevant and task-oriented measures ofperformance helped guide the overall design ofthe scanner and helped validate the data pro-cessing (scatter correction) and image recon-struction (fully 3D list-mode reconstruction).The relevance of this work for clinical imagingis very high given the recent introduction ofcommercial TOF PET systems.

PAC2007 renews this tradition with a meetingin Albuquerque, New Mexico from June 25-29.

Since 1989, the Particle Science andTechnology Awards have been presented at theParticle Accelerator Conference to honor out-standing contributions to particle accelerator sci-ence and technology. The 2007 winners are Drs.Satoshi Ozaki and Michael Harrison, SeniorScientists at the Brookhaven NationalLaboratory, Upton NY USA and Dr. VictorMalka, Research Director at CNRS, Laboratoired’optique appliquée, Palaiseau, France.

Born and raised in Japan, Satoshi Ozakimoved to the USA in 1955 under theFulbright Scholarship Program, soon after fin-ishing his MS degree working on the recon-struction of the Osaka University Cyclotron.Immediately after obtaining his PhD in Physicsfrom MIT in 1959 he moved to BNL, wherehe pursued experimental research studying thedynamics in particle interactions and spec-troscopy of hadrons using the Cosmotron andAGS, from conception to the development ofresearch facilities such as a major particle spec-trometer and the use of a computer on-line fora real-time data analysis.

In 1981, Ozaki was asked to come to KEKto direct the construction of TRISTAN, a 60GeV e+e-collider, the first major high energyphysics research facility in Japan. The TRIS-

TAN Project was completed on schedule with-in the budget (>$ 500M) in 1987. Hereturned to BNL in 1989 as the Head of theRHIC Project, which was successfully com-pleted in 1999, leading to an outstandingphysics program in the study of relativisticheavy ion collisions including the observationof new hot and dense matter that behaves likeperfect liquid. He was also instrumental inbringing the polarized proton capability toRHIC with the funding support from RIKENInstitute of Japan.

Presently, as the Director of AcceleratorSystems for NSLS II, he is engaged in thedesign of an ultra bright third generation lightsource.

Dr. Harrison was an Associate ProjectDirector on the Relativistic Heavy IonCollider ((RHIC) at Brookhaven NationLaboratory. In this role he was responsible foroverseeing the design and construction of theRelativistic Heavy Ion Collider (RHIC). He iscurrently Project Director of the Center forFunctional Nanomaterials and the ProgramDirector for the Americas Regional Team forthe International Linear Collider Project. Hereceived a Ph.D. from Liverpool University inEngland in High Energy Physics and came toBNL from Fermilab where he participated inthe experimental high energy physics programas well as construction of the Tevatron.

Dr. Harrison has been a Fellow of theAmerican Physical Society since 1994 and is a

He is, orwas, a member of accelerator oversight commit-tees at Fermilab, the European Laboratory forParticle Physics (CERN), and the DeutschesElektronen-Synchrotron (DESY). He has partic-ipated in numerous DOE Project and LaboratoryProgram Reviews in High Energy, NuclearPhysics, and Basic Energy Science programs.

Drs. Ozaki and Harrison are cited “For lead-ership in the successful design and construction ofthe Relativistic Heavy Ion Collider.”

Dr. Victor Malka is one of the most prolificscientific researchers in laser plasma accelera-tors. After graduating from his engineeringschool in chemistry, he started to study physicsat University when he was 24 years old. He gothis PhD in atomic physics in 1988 and got apermanent position at CNRS in 1989. Heworked on inertial fusion, on parametric insta-bilities and on particle acceleration.

From October 2001, Victor creates hisgroup of laser driven particle sources at theLaboratory of Applied Optics (LOA). He ismaking strong efforts in promoting the laser-particle acceleration in various fields. Victor likes

to explore new scheme and new applications ofthe laser plasma accelerators concept. He foundvarious potential applications (in chemistry,radiobiology, medicine, material science) ofimportance for the whole scientific community.With expertise in plasma physics, he developsnew bridges between different fields of science.His teaching activity at Ecole polytechnique isbased on a “research approach” in domains suchas lasers physics, optics and plasmas, stimulatescreativity and is appreciated by his students.

Dr. Malka is cited “For groundbreakingwork on laser-plasma accelerators.”

YITZHAK MARON2007 Plasma Science and Applications Award Recipient

Professor Yitzhak Maron of theWeizmann Institute of Science(Rehovot, Israel) has been selected as

the recipient of the 2007 Plasma Science andApplications Award for “pioneering the appli-cation of spectroscopic techniques to thedetailed space and time characterization ofelectric and magnetic fields, charged-particlebeams, and plasmas under extreme conditionsof high-current, high-voltage, high-fields, andshort-duration.” The award presentation willtake place at the IEEE International PulsedPower and Plasma Science Conference (PPPS2007) in Albuquerque, New Mexico, 17-22June 2007.

Yitzhak Maron was born on April 12, 1948in Iraq. With his family, he emigrated to Israelin 1951. In 1968, he graduated with a B.Sc.in Physics and Mathematics from the HebrewUniversity in Jerusalem and went on to com-plete his M.Sc. studies there in 1970. From1971-1977, he conducted his Ph.D. researchat the Weizmann Institute of Science, where hespent an additional three years as a postdoctor-

al fellow. In 1980, he joined the Laboratory ofPlasma Studies at Cornell University (Ithaca,New York) where he worked as a ResearchAssociate. He returned to the WeizmannInstitute in 1985 to become a Professor ofPhysics and is currently the Head of thePlasma Laboratory in the Faculty of Physics.

Professor Maron is a world leader in thedevelopment of spectroscopic methods todetermine the charge and current density dis-tributions as well as electric and magnetic fieldsin non-equilibrium short-duration plasmas.His pioneering experimental techniques havemade it possible to measure, understand, andcontrol the extreme plasma environments ofhigh-power ion diodes, plasma openingswitches (POS), and Z-pinches. His many“firsts” include the use of Stark shift measure-ments to determine the dynamic electric fielddistribution in the high-voltage gaps in iondiodes, making it possible to measure the elec-tron density distribution in magnetically insu-lated diode gaps; the use of Doppler lineshapes to determine the ion beam divergence

Engineers need to be influential. At alllevels of an organization, engineersshould play a significant role in driving

innovations that will benefit customers andincrease profits.

From the earliest stages of their careers,engineers are expected to lead projects andteams, and to bring new ideas to fruition.Senior-level engineers are expected to leadlarge, complex projects; to drive innovation;and to provide guidance for less-experiencedpeers. Excellent leadership skills are necessaryto effectively execute such responsibilities.

Engineers are trained to innovate, but, unfor-tunately, many have not learned the skills neces-sary to influence others and to develop ideas thatincrease profits. Many managers are trained todo this, but they cant get into the minds of everyengineer to harvest all of their ideas.

Engineers, then, need to know how to artic-ulate their thoughts so that others will beinspired to build on them. They need to learnhow to drive projects and ideas to create inno-vations that customers will value. While notevery engineer will be the next Thomas Edison,every engineer can aspire to accomplish great

things that customers will value. Engineers whodont have these goals need to ask themselvesWhy not? Every manager who isnt encouragingtheir engineers to have high aspirations shouldask themselves the same question.

Following are seven reasons why technicalprofessionals need leadership skills:• Technical acumen alone is not influential.

Technical gurus without leadership skillshave limited influence. Not many canachieve guru status, but wouldn't yourather be a guru with technical master andthe combination of business skills and inter-personal skills that make a great leader?

• Leadership is not just for managers.Leading and managing require differentskill sets. Some leadership experts mightargue this point, but most agree that lead-ership has little to do with “management.”Generally speaking, managers should alsobe good leaders. However, strong leadersoften aren't suited to be managers, andforcing a strong leader into a managementrole can be counterproductive.

• Engineers lead projects.Even engineers who aren’t “project leads”

provide a certain amount of direction, andthey need to influence others to help gettheir work done.

• Engineers can guide less-experiencedpeers.Guidance is providing direction one of thethree basic definitions of leadership (theother two are influence and authority).

• Engineers need to help their managers'business succeed.You may not be inspired to help your man-ager be more successful as an individual, butyou must be dedicated to helping your busi-

ness achieve success. If not, find anotherjob.

• Engineers can influence decision-makersin their organizations.Engineers understand technology betterthan non-technical managers, and theyunderstand the details better than mosttechnical managers.

• Everyone should be interested in build-ing character.Leadership is mostly character and a littlebit of skill. People listen to people who haveintegrity and who apply it well on the job.

Anniversaries are wonderful opportunitiesto take stock and reflect on where we havebeen, where we are, and where we are

going, as well as to celebrate our heritage. Theyear 2009 will be the IEEE's 125th anniversary.This reckoning is dated from the 1884 foundingof the American Institute of Electrical Engineers(AIEE), the earliest of the IEEEs predecessororganizations, and in two years we can look for-ward to a number of recognitions and celebra-tions. However, an organization as complex as theIEEE can have many milestones in its history, andthis month marks an interesting IEEE centennial.

The Society of Wireless Telegraph Engineers(SWTE) was founded in Boston on 25 February1907 by an individual named John Stone Stone.Members of the growing radio field did not feel athome in the established, but power-oriented,AIEE. In January 1909, a similar radio organiza-tion, The Wireless Institute (TWI), was formed inNew York, largely through the efforts of RobertH. Marriott, with some assistance from Alfred N.Goldsmith. In 1912, TWI absorbed the SWTEwhich had been struggling as the center of theradio industry moved from Boston to New Yorkto form the Institute of Radio Engineers (IRE),with Marriott as its first president. In 1963, IREmerged with the American Institute of ElectricalEngineers (AIEE) to form the Institute ofElectrical and Electronics Engineers (IEEE). Therest, pardon the expression, is history.

However, it is worth pausing to consider JohnStone Stone. If nothing else, he bears one of themost interesting names in electrical engineeringhistory. For example, word-processor spell-check-ers insist that the double name must be an error.Stone, son of Charles Pomeroy Stone and Jeannie(nee Stone) Stone, was born in Dover, Virginia,

on 24 September 1869. His parents were perhapsdistant cousins, and the custom among their classof having the son take the mothers maiden nameas a middle name led to his interesting appellation.After attending the Columbia University Schoolof Mines and Johns Hopkins University, he beganhis engineering career in 1890 as an experimen-talist in the American Bell Telephone Companylaboratory in Boston. Over time, he held a num-ber of positions, eventually founding his owncompany and ending up as a consultant with theAmerican Telephone and Telegraph Company.

Stone made many contributions to the fieldsof wired telephony and wireless telegraphy(which he called “space telegraphy”). Whileworking at Bell, he invented the Stone commonbattery system for telephones, characterized bythe use of impedance coils between the batteryand the line wires; and assisted in developingtelephone transmission systems. He held severalpatents, including one for an important systemof loosely coupled, tuned circuits for radiotransmission and reception. Additionally, heauthored several important technical papers.

Perhaps Stone's greatest contribution, though,was his belief that radio engineers needed their ownprofessional society. After his SWTE was absorbedinto the IRE, he served the Institute as a memberof the board of directors from 1912 to 1917, asvice-president from 1913 to 1914, and as presidentin 1915. He was made a Fellow of the IRE in 1915and received the Medal of Honor in 1923. JohnStone Stone died on 20 May 1943 in San Diego,California.
