    NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 7

    DOMESTIC EXPLOITATION

    Pursuan':; to t he provisions of Section 102 of the NationalSecurity Act of 1947, and for the purpose enunci ated in pava-graphs (d) and (e) thereof, the .National Security Council h ere-by authorizes and directs that:1.     2. To implement this undertaking, the Central Intel-ligence Agency shall:a. Determine the foreign intelli gence potentialof sources so that the best available may be selectedexpeditiously for exploitation upon the receipt of col-lection requests from the intelligence agencies. orthis purpose, CIA will maintain a central index of non-governmental sources in the United States.h.. Establish uniform procedures and standards forsecurity clearance of all contacts in this field, and

    arrange such clearances.c. Establish uniform procedures to insure thatthe interests of organizations and individuals contactedwill not be jeopardized.d. Collect through the establishment of fieldoffices within the United States, foreign intelligenceInformation required in the interests of the nationalsecurity or by the individual intelli gence agencies.e. Arrange for direct contact between intelligenceagency representatives and non-governmental sources with-in the United States whenever conditio ns require such

    action o r upon the request of a member agency to securetechnical or other foreign intelligence information.f. Obtain the agreement of responsible policy-making officials of American organizations having aforeign intelligence potential before establishing and

    'maintaining contacis within that organization.g. Inform the intelligence agencies of the pro-

    spective departure from or return to the United Statesof selected American citizens having a high foreign.intelligence potential, so that the agencies may fur-nish requirements or provide specialists for briefingor interrogation.. h. isseminate to the appropriate agencies all foreign intelligence information obtained through thisprogram. Reports produced by the agencies shall beidentified as such, unless the originating agency stipu-lates to the contrary.

    3, Further to implement this undertaking, the intelli-gence agencies shall:'A. Assign to duty in the Central IntelligenceAgency field offices, if they so desire and within theircapabilities, representatives to serve their interestsunder the direction of the CIA managers. Member agenciesmay, at their discretion, establish active workingliaison between their Regional Offices and CIA FieldOffices.

    , Send directly t o the Central Intelligence A-gency for Collection all their requests for foreign in-telligence information to be obtained from non-govern-mental sources within the United States,I. Transmit to the Central Intelligence Agencyfor appropriate dissemination full information and re-ports resulting from approved direct contacts by agencyrepresentatives with non-governmental sources, identify-.ing such sources by'CIA code number.d. Obtain, to the m aximum extent possible, fromtheir departments .and agencies t he foreign intelligenceinformation which the departments and agencies have re-ceived as a by-product of the normal relationship withbusiness 'concerns and other non-governmental organi-zations and individuals in the United States in connect-ion with non-intelligence activities, and transmit tothe maximum extent possible, the information to the

    Central Intelligence Agency for editing for source se-urity and for appropriate dissemination.e. Obtain, in so far as is practicable and withinexisting security regulations , from their departments .and agencies information concerning business concerns

    and other non-governmental organizations and individualsin the United States having foreign intelligence poten-"tial; which the department or agency possesses or sub-sequently acquires, and make the information availableto the Central Intelligence Agency.f. ominate representatives to serve on &com-

    mittee, under the chairmanship of the Central Intelli-gence Agency, to meet periodically to consider mutualproblems and interests in connection with this program.4. Further to implement this undertaking, the NationalSecurity Resources Board and the components of the MilitaryEstablishment, other than the components represented on theIAC, shall furnish directly to the CIA, to the MAXiMUM ex-tent possible, all foreign intelligence information which isreceived as a by-product of their normal relationship with

    business concerns and other non-governmental organizationsand individuals in the United States, in connection withnon-intelligence activities.5. Nothing in this program shall be interpreted toaffect the established relationship of the Departments andAgencies with business concerns, other non-governmentalorganizations, and individuals in the United States for pur-poses other than the . procurement of foreign intelligenceInformation. Nor shall it affect the normal interchange ofdocuments between libraries of the departments and otherlibraries, or the development of research projects withindividuals or non-governmental institutions.
