While the number of people who came to the Parade of Homes was less than what we’d like, the show was a success to the builders who participated. There
was good feedback with regards to the quality of traffic and several leads were generated. Thank you to everyone who had a part in making the show as successful as it was.
We have a Silent Auction coming up at our November Networking Night and are still in need of participants to sign up to donate a basket to be auctioned. Don’t miss your chance to help support Habitat for Humanity and have a fun evening.
As we draw near the Thanksgiving Holiday please take a moment to reflect for what you have to be thankful. We are blessed to be in the home building industry in such a great place to build new homes. We have an abundance of ground to develop and build upon, relatively low costs of the ground, local government that is supportive to our industry, and a good labor force. Put all this together and it works very well. Not all markets are as fortunate.

MINIMUM INTERFERENCE
In his recent State of the Union address, President Obama suggested raising the federal minimum wage from $7.25/hour to $9.00/hour, an almost 25% increase. His argument: the minimum wage peaked in 1979 at about 48% of the median wage and has steadily declined to about 38% today, and working should be encouraged. Yet working full time for minimum wage one earns barely $14,500/year, just below the poverty threshold used by the Census Bureau for households of more than one. Unfortunately, stylized facts do not make good policy. Raising the minimum wage hurts those in most need of a job, and policy should be based on facts not feelings. Proponents of raising the minimum wage suggest that a higher minimum wage makes work more attractive, which increases the supply of labor and reduces costs for absenteeism, shirking and monitoring. Were this truly the case, and if net labor costs actually fell as wages rise, we would see lots of employers voluntarily offering higher wages. But, that is not the case, putting the lie to this line of reasoning. The primary problem with raising the minimum wage is, outside of one questionable study there is no evidence to support the claim that higher wages raise household incomes. It turns out that the reduced employment and thus the loss of income suffered by some households more than offsets the higher incomes enjoyed by households that hold onto their now suddenly higher-paying jobs. Worse, as both these effects are primarily to be found in low-income households, increases in the minimum wage simply end up redistributing income between poor households. The other big problem with this entire approach assumes that poverty is a result of low wages. It’s not. Low wages are the result of limited skills, which results in low productivity and thus low wages. The solution is to increase the skills of low wage workers, not raise their wages and keep them dependent on legislation for more money. For many workers, minimum wage jobs are the first jobs they hold and are therefore critical in helping them gain valuable work experience (and in the process increase their skillset) which will get them a higher future wage. Moreover, in many of the poorest households, no one works. To raise low household incomes, a far better approach is the Earned Income Tax Credit (EITC). This is because the EITC does not raise the wage rate paid to workers by employers. Rather, it is a federal income tax credit for low to moderate income working individuals and families. In 2012, the income thresholds were $14,340 for a single person and $19,680 for a childless couple. Above that level no tax credit is available. Unlike raising the minimum wage, with the EITC employers are not encouraged to replacing low wage workers with technology, offshore jobs, or reduce non-monetary employee compensation such as free uniforms, holidays, time off, or break time. The easiest way to help more low-income families would be to raise EITC income thresholds. Lastly, at present, teen unemployment is 22.7%. Worse, for blacks 16 to 19 it is 38.2% while for men 16 to 19 it is 25%. These are numbers that are roughly 30% to 40% higher than their historical averages. To now suggest that the solution is to make these workers even less appealing to employers boggles the mind.

Treasurer's Report — Mr. Gerbers presented the Treasurer’s Report and AIG update. There was a motion and second to
accept the Treasurer's report as submitted. The same was approved. Secretary's Report — No Secretary's report was read, but emailed document was reviewed prior. There was a motion and a second to accept the minutes as submitted. The same was approved. New Member Report — Maurine noted there were no new members to report in October. Members to Renew — President Giese ran through the list of members to renew. Several board members volunteered to make contact and discuss renewing their memberships. 2013 Parade of Homes — Maurine shared initial feedback which tallied approximately 6,500 attendees, which was slightly less than budgeted. Builder feedback was positive, with feeling that there were fewer numbers but better quality visitors with more favorable leads. IBA Statewide Licensing — Guest speaker Cindy Bussell of IBA presented the material relating to the proposed IBA statewide licensing, and asked for feedback on the licensing issue. There was much good discussion between Cindy and the board members relating to assumed benefits for members who build statewide, or for jurisdictions which have no building departments. Members would have a choice to select the statewide license or remain licensed locally. Matt Momper raised a concern regarding a single statewide license overriding the local licensure, and diminishing the quality of localities that may have more stringent requirements. Matt also questioned where the fees wind up at the state level, and the likelihood of such diminishing the funding at the local level. Aqua Indiana Clean-Outs — Rob Wacker mentioned that Aqua Indiana had begun to install new types of sewer taps and plates which added some additional costs. This would enable the utility to shut off a home's sanitary sewer in the event of non-payment of sewer bill. This new program was a result of the recent separation of water and sewer between Aqua Indiana and the City Utilities. AC Plan Zoning Ordinance Update — Guest speakers Kim Bowman and Pat Fahey from the Department of Planning Services presented a summary of the recent update and alignment of the zoning ordinance. This process began in March 2011, and included a comprehensive review and updating of the zoning ordinance in order to better streamline the process and bring more alignment between the City and County codes. Pat Fahey reviewed the 13 items of feedback given by the HBA Board members and the implementation of such into the new ordinance. New ordinance goes before City and County councils in November for legislative approval, and implementation is planned in February of 2014.
