Greetings,

Summer heat! I love it. It’s great to see all the construction around town. This September the State IBA will hold its quarterly board meeting. One topic to be discussed and voted on during that meeting will be a restructuring of Builder member dues. In this issue of Impact I have included a copy of the proposed By Law concerning this change along with a memo from the Task Force that has presented this change. I ask the Builder Members of our local association to review these changes and give me your feedback on the issue so that I may present it to the Board at the September meeting. Enjoy the heat and have a wonderful day. Respectfully, Charlie Giese, President Indiana Builders Association—Proposed By-Law Amendment (Below) Memo—Proposed By-Law Amendment (Pages 4 & 5)

I just got back from my annual trek to Mid-Ohio Sports Car Facility for Vintage Motorcycle Days. Other than camping in 90 degree weather with rain 3 of the 4 days, it was a great weekend of racing, swap meet wandering and lusting after the vintage bikes I can’t afford. I did sell one and buy two bikes. My wife says my math doesn’t work for her, but

she can still get her car in the garage. And I made more on the sales than I spent, so all is well. Because of the weather, I ended up eating out a lot of meals instead of cooking at the campsite, and I found myself (subconsciously) looking more critically at the buildings I was visiting. I have always done this and it has gotten to the point that, when we travel, my wife even notices buildings that aren’t handicap accessible, or friend’s homes that have bedrooms without proper egress. I guess I have gotten use to things around here being built properly by local contractors, so it still surprises me when I see buildings with obvious safety issues. I ate breakfast Saturday morning in an old two story house that was converted to a restaurant. The inside had been pretty much gutted and turned into a dining room in one part and bar in the other. The front door had a handicap ramp leading to a door that wasn’t accessible. The bathrooms had 30 inch doors, and there was only one means of egress, with the space easily seating enough people to require two exits. And there were no smoke alarms, emergency lighting or sprinklers. HOWEVER, their food was really good and the dining room was air conditioned, so I didn’t consider Red Tagging the building!!! I always appreciate the quality and safety of our local construction after I visit other locations. On another note, the building department is currently one residential inspector short and we are in the process of soliciting applications for review. We hope with some overtime for the other three residential inspectors. They will be able to keep up with the workload through this process. But if you find an inspection request that slips through the cracks, don’t hesitate to contact our office to follow up. As always, thanks for the great job you do for Allen County. Respectfully, Dave Fuller

July 9, 2013 HBA Office – 7:30am Present: Mike Christoffersen, Greg Roberts, Jay Shipley, Orrin Sessions, Justin Berger, Jeff Bushey, Jamie Lancia, Brad Lombard, Mike Smith, Tamra Stier, Sam Schenkel, Charlie Giese, Rob Wacker, Maurine Holle, and David Watercutter-Guest Absent: Duane Kees, Barclay Allen, Matt Momper, Greg Gerbers and Josh Barkley Call to order - President Giese called the meeting to order at 7:30am Concurrence Items:

Treasurer's Report – There was a motion and second to accept the Treasurer's report as submitted. The same was approved. Dave Watercutter shared with the board the current market outlook and how it relates to the investment portfolio. He is very optimistic on the US Economy moving forward. He based his optimism on the current American Manufacturing renaissance. This is occurring because Natural Gas is becoming the most efficient way to power our factories. New drilling methods such as fracking has made natural gas very abundant and inexpensive. The reduction in energy costs is forcing US Companies to bring back jobs from overseas to remain competitive, He stated that we will be selling the Alliance Bernstein International fund and adding to the Dodge and Cox international fund in the near future. He also stated that we will be looking to reposition a portion of the fixed income portfolio into a floating rate fund within several months, because of future fed rate increases. He reviewed the investment policy guidelines for the portfolio and answered several questions from Board members. Secretary's report – Mr. Berger presented the June minutes. There was a motion and a second to accept the minutes as submitted. The same was approved. The Executive Meeting minutes were approved as well as submitted by Maurine. New Member Report – Mr. Berger presented the new members The Fortus Group and Ruoff Home Mortgage to the board. There was a motion and a second. The new members were approved pending BBB review. Members to Renew – President Giese ran through the list of members to renew. Several board members volunteered to make contact and discuss renewing their memberships. State Licensing – There are some changes being recommended by the state on licensing. President Giese is going to provide updates on what is being suggested as they become available. IBA Dues – There was a motion and a 2nd after much discussion around the proposed increases in IBA dues. The board approved action to send a letter that was presented at the meeting by Maurine and President Giese to the IBA state board prior to their next meeting. Other Business: Upcoming Events — July 18th TinCaps game Meeting was adjourned at 8:34 am. Next meeting: August 13th at 7:30 a.m.

Respectfully submitted, Justin Berger, Secretary
