NOV 17 2010 Land Reclamatian Baard, It has came to my attention that Heartland Materials has applied for a permit to operate a quarry very close to the campus of Saxony Lutheran High School. lam writing because I am most concerned about this situation and the impact a quarry would have on the livelihood of our school. I am member of Zion Lutheran Church, Longtown, MO, one of the 25 churches who together form the ownership association for Saxony. My concern is about the future livelihood of the school should a quarry be granted a permit to operate so close to our grounds. My congregation, and all congregations in the association, have a multi- million dollar investement in this school, an investment that was made for current and future students. However, I fear that the future of our school may be irreparably harmed by this proposed development. Right now we are a growing, vibrant school, but perception of a school so close to a dusty, noisy industrial site like this one will most likely keep many students from choosing to attend Saxony. Once this happens, the growth stops and the long-term livelihood looks mare bleak as each year passes and the quarry gets bigger and bigger. Our school was located here long before this permit was applied for and so I believe we should have the chance to explain our case more fully before any decisions are final. I respectfully ask that you give Saxony Lutheran High School a hearing about this permit so that all areas of its potential impact can be discussed in a public forum, openly and honestly. Sincerely,

I'm writing to voice my opposition to the Heartland Materials quarry that has appliedfor a permit to operate in the Fruitland community. We have lived here over thirty yearsand feellhat the quarry will affect us directly and we have many concerns regarding thepennit.

My wife and I have the same main concerns as everyone else in this area, in that weknow that there will be noise pollution from blasting. air pollution from lime dust andpossible disruption of the water table and contamination of the aquifer (we have alreadyhad a problem with air entrainment in the aquifer). But our primary problem is with thefurther destruction of our homes value.We have been making preparations to move and have been looking at a parcel of land in

the same general area to build. We have been hampered by the new DNR regulationsconcerning upgrades to our subdivision's sewage lagoon due to not being able to put onthe seller's disclosure statement what the cost per household is going to bc--may be510,000 or may be $20,0001 And now MoDot has allowed crews to cut rumble strips inthe new section orJnterstate 55 near our house, in the concrete and not farther out on theshoulder like it was, and truckers are using this to keep themselves awake. This is alreadyexisting noise pollution. And the local Fruitland butchering business's animal blooddischarge is, we understand, allowed by the DNR under a grandfather clause, and atmany times stinks to high heaven--airlsmell pollution. And now, as ifsomeone is tryingto insure that we canOt sell our home, two quany operators are wanting to put two hugegaping holes in the earth next to our beautiful new Saxony parochial high school!

Practically all of north Cape County and eastern Peny county is underlain withlimestone! Why do these quany companies have to destroy the infrastructure that wehave been trying to build? Unless the State of Missouri and the DNR are able lO buy upall the many well kept homes in Fruitland that will surely become unmarketable, pleasedo not al)prove these quarry permits.

My daughter and son are students at Saxony Lutheran High School in thecommunity of Fruitland, in Jackson, Missouri. The owners of the proposedHeartland Materials quarry are currently applying for a pennitto operateright next to the school's campus. This situation directly affects me as aparent and 1 am concerned for several reasons:

\. Both of my children are very affectcd by dust particles floating in theair. My daughter, especially, has had many sinus infectionsthroughout her life and has had sinus surgery in 2005, as well. She ison allergy medication. We took our daughter to a doctor in St. Louislhis year lhat suggested we use a Hcpa filter in hcr bcdroom. We didthis and she started to feci beller. Once the filter became dirt)' shestarted coughing. We changcd the filtcr and her cough stoppedovernight. This happened after the heavy frost, so we know thecoughing was not due to grass or tree pollen. We feel very stronglythat our children are allergic to dust. Our school sits on top of a hillwhere the wind blows constantly. Many activities, such as P.E.,outdoor science lab, and sports, are held outdoors. Tcan only imaginethe negative effect quarry dust would have on our students andvisitors.

2. The quarry's industrial traffic meeting head-on with inexperiencedteen-aged drivers is a worst-case sccnario, and jeopardizes the safetyof everyone involved. 1 am concerned about the safety hazard thiscreales on tlle narrow service road, which meels up with a busyintersection. This hazard warrants a study of traffic flow, I believe.Industrial trucks and studcnts pulling in and out ofthc service road,which meets up with the off and on-ramp traffic of Interstate 55, couldbe fatal.

3. My house is for sale. I was planning to move to the Fruitland area,but now feel that the neighborhood and the livelihood of the schoolmay be jeopardized. Our church and the other 24-association memberchurches have a multi-million dollar investment in the school, whichjust last year went through another $1 MM addition. Having a quarryso close to our school grounds certainly does not bode well for a newschool, which was built long before any quarry was proposed. Thisquarry may very well deter future students fTom attendingSaxony... making our considerable investment a prisoner to ourlocation.

I respectfully ask that Saxony Lutheran High School be granted a hearingto discuss these and other matters regarding this proposed quarry adjacent tothe school grounds. Currently, there are just too many wlanswered questionsand concerns to go any further wiUlOut one. Thank you for yourconsideration.

To the Missouri Land Reclamation commission:

I am writing to request a public hearing on the quarry being proposed by HeartlandMaterials, LLC in Fruitland, Missouri. I am velY concerned about the health andsafety of the students of Saxony Lutheran High School should this quarry beallowed to locate so closely to the school.

With schools today under a smoke-free environment in order to prevent ourstudents from being exposed to cigarette smoke, I fear that having quarry dust soclose to the school would be just as detrimental to their health and also pose ahealth risk to other students who come to the school to participate in sports eventsand summer activities held at the school.

I personally have friends and family who have children that attend Saxony. I amdeeply concerned not only for their health, but also their safety as many of themare new drivers and would be subjected to heavier traffic with all the added trucksthat the quarry would produce. As new drivers, they do not have the experience todeal with such heavy industrial traffic.

I realize this is only my opinion, but all voices should have a right to be heard andtherefore encourage you to allow a public hearing. Thank you for yourconsideration on this matter.
