G. REGULAR AGENDA

G.1. Election of Officers - Vice ChairCommissioner Ellis expressed support for Commissioner’s Springer and Sanford to be vice chair but also noted that there were only four members present. Commissioner Ellis made a motion to table the election of vice chair until the next HPC meeting. Commissioner Springer seconded, motion carried and passed 4-0.

H. WORKSHOP

H.1. Workshop - Historic Preservation Commission The workshop was called into session at 7:13pm. Ray opened the workshop by explaining the differences between reservation, rehabilitation, and reconstruction and noted that the city mostly does rehabilitation. He also noted that House Bill 2496 gives homeowners the right to opt-out of historic preservation processes. Ray acknowledged that the guidelines for HPC have not been amended in some time and could use an update. Council members can access the HPC guidelines as well as the UDC online but will be receiving links to the documents from Nikki. Commissioner Springer would like clarity on what guidelines HPC should follow (UDC or HPC guidelines) and would like to provide citizens with guidelines or flow charts about the process as there can be confusion about what the committee is approving. Melissa lets the committee know that projects will be thoroughly vetted internally before they are brought before HPC as the committee should not have to focus on codes or UDC requirements but rather aesthetics of historic preservation. Nikki suggested amending the UDC with some HPC guidelines to make them more uniform.

Commissioner Sanford suggested having separate commercial and residential fencing requirements. Committee members expressed the need to have clarity regarding signage and fences for themselves as well as citizens. Nikki and Ray acknowledged that there are guidelines in the UDC for signs and fences, but they conflict with the HPC guidelines. Commissioner Sanford suggested changing certificate of appropriateness as the meaning of it seemed to be vague and beyond the scope for the HPC. Nikki informed the committee that in previous UDCs the was a “certificate of design compliance”. Committee members expressed the need to have citizens understand what they are being approved for when presenting to HPC.

Commissioner Ellis expressed concern about murals and their definitions. At which point, it was noted that guidelines for murals are vague or lacking in the UDC as well as HPC guidelines. Murals brought up concerns from committee members of defining art, content control and standards for a possible art district within the historic district. Commissioner Ellis suggested a case by case bases for these situations, but some general guidelines are still needed. The topic of permanent vs temporary art was also brought up. There was discussion about what temporary would be defined as and if it was something the committee would want to take a hard stance on. These topics need to be further discussed by the committee.

Commissioner Springer expressed concerns for citizens getting HPC approval but being denied further down the line. Nikki informed the committee that she is in the process of creating a development process manual for developers and citizens to guide them through the process of their projects to combat the possibility of that scenario happening.

Melissa noted that the HPC is not CLG certified and inquired on individual structure hierarchy. The committee mentioned a survey from 1994 but there is nothing designated by City of Buda as historic. It was noted that there are buildings, like the Buda Mill & Grain, within the city limits that have historic significance but are not in the historic district. Commissioner Sanford inquired about the possibility of adding it to the district. Nikki mentioned that it may be in HPCs interest to expand their boundaries and Melissa mentioned that HPC may want to invite property owners to be a part of historically significant buildings. Commissioner Springer mentioned that property owners may want to participate but would not want to go through the process of in the future should they decided to change anything on their property. Ray suggested utilizing subcommittees 6

to identify historic structures and acknowledge it to the homeowners in order to increase their want to maintain the historic significance of their property.

The workshop was adjourned at 8:17 pm.

I. STAFF REPORTS

I.1. Staff Report on Buda Elementary, Hays CISD - HCISD proposed work. Ray presented HCISD 2017 Bond Program. It is a 4.3-million-dollar reconstruction/demolition project with plans to remove the lower campus and possibly keep the gym. Upper campus would be demolished except for the old high school building. The school district needs to approve the bond package. Commissioner Sanford expressed concern about demolishment of the school.

I.2. Staff Report regarding future Workshop time and agenda.January 23, 2020 will be the next workshop. Agenda items will be steps for CTG and resumes.

I.3. Staff Report regarding new appointee / resumes.New appointee will be chosen at the January 7, 2020 city council meeting.

I.4. Staff Report regarding next month's Historic Preservation Meeting (HPC) - January 16, 2020.The next meeting will start at 6:30pm and the new time for meetings in the future on January 16, 2020.

J. COMMISSION REQUESTS FOR FUTURE AGENDA ITEMS Update on Buda Mercantile (1898 Building)Commissioners request that reminders be sent out for meetings and workshops.

Commissioner Ellis made a motion to adjourn the meeting and it was seconded by Commissioner Sanford passing with 4-0 vote. Having no further business to consider, Commissioner Ellis adjourned the meeting at 8:33pm.

1. Executive SummaryProvide recommended changes to the current HPC Ordinance, the current UDC and the HistoricDistrict Design Guidelines and Standards (HDDGS) for amendment per the review comments from THCfor the CLG status.

2. Background/HistoryApplication for a CLG was sent to the Texas Historical Commission for review and consideration forthe CLG status for the City of Buda Historic District in 2019 in May 2019. In June, 2019, THCresponded back to the City with recommended changes to the current HPC Ordinance, the UDCregarding Sections 2.10.10. The proposed changes by THC would also affect the current HDDGS andreview to update and amend it would be a necessity.

3. Staff's review and analysisStaff has reviewed the THC comments and will provide the HPC the first go through regardingrecommended changes for the HPC consideration.

4. Financial ImpactCLG classification for the COB Historic District would allow the City to apply for State matchingfunds regarding projects within the Historic District.
