It manages a range of housing programs and services that aim to support social and economic development throughout the State. To maximise the benefit of these works for Government and the local community, including regional development outcomes, the Housing Authority is seeking to establish a panel of builders with the capacity to deliver the required construction, vocational training and local Aboriginal employment objectives. The Housing Authority may use the panel to deliver capital works across its urban development initiatives in the Kimberley and Pilbara. A significant investment in the immediate future will be through the North-West Aboriginal Housing Fund (NWAHF). The NWAHF In July 2016, the State Government approved the establishment of a $200 million NWAHF using $175 million State and $25 million Commonwealth funding as part of its broader reform of regional services delivery to Aboriginal communities. The NWAHF is part of the Regional Services Reform Unit’s Resilient Families-Strong Communities road map and links in with the Housing Authority’s transitional housing program in the North-West. This fund will increase housing choices and include support services for Aboriginal families in the Kimberley and Pilbara. It also focuses on improving local education, training and employment outcomes through a targeted construction program. The NWAHF aims to assist in increasing aspiration and independence of people in the Kimberley and Pilbara to facilitate local wealth creation through business development, employment and home ownership opportunities. Only a portion of the $200 million NWAHF will be allocated to construction works. All projects under the NWAHF that involve housing works will be required to achieve significant Aboriginal employment and training outcomes. The first project under the NWAHF is to establish up to 50 new transitional housing dwellings utilising the Commonwealth Government’s $25 million commitment for the construction of these dwellings. The Transitional Housing program requires households to send their children to school and requires at least one adult to work, fulfil their tenancy obligations and engage with support services in exchange for access to affordable housing as part of a transition to private rental accommodation or home ownership. Procurement Process

Stage 1: Expression of InterestThe Housing Authority will conduct an EOI process for suitably qualified companies to submit EOI Responses. Proponents will be evaluated against mandatory and compliance criteria stated, as well as qualitative criteria in the EOI, as follows:

• Demonstrated organisational capability to deliver housing

• Capacity to deliver local Aboriginal employment project outcomes

• Experience in employing and training Aboriginal apprentices or engaging with Group Training Organisations to employ and train Aboriginal apprentices.

These responses will be evaluated and suitable candidates invited to engage in Stage 2.

Stage 2: Request for Proposal and Contract AwardThe Housing Authority will issue the selected respondents a Request for Proposal (RFP). The information sought in the tender response will be more expansive and detailed than that sought in the EOI Process. The RFP will consider aspects of the following criteria:

• Organisational capacity

• Methodology for achieving minimum Aboriginal employment targets

• Previous experience and capability to train and employ local Aboriginal apprentices

• Buy Local policy considerations

• Value for money considerations, including community development and regional services reform outcomes

Following evaluation of tenders, The Housing Authority will appoint select tenderers to the Panel Contract. After commencement of the Panel Contract, the Housing Authority will issue Works to Contractors in accordance with the NWAHF.

The mechanism for pricing of the Works will be sought at this stage.

Contract AwardPanel members will be assigned work packages to achieve broader government policy objectives.

It is anticipated that work packages will generally consist of a smaller number of dwellings over a longer period. The Works Contract will be governed by an amended AS2124 general conditions of contract.

The Opportunity The Housing Authority is seeking Expressions of Interest (EOIs) from Registered Building Contractors who are headquartered, established or have a proven track record in the regions where housing construction is proposed and who can demonstrate success in employing and training Aboriginal people in contractual and sub contractual relationships with specific consideration to Aboriginal businesses.

The ability of Respondents to achieve the Aboriginal employment, training and business engagement targets will be taken into consideration along with their experience and capability to address the challenges for specific clients in difficult conditions. Respondents ability to demonstrate this criteria will be a material consideration in establishing the proposed builder’s panel along with Buy Local, local content and overall value for money criteria.

The initial tranche of capital works is for $25 million to establish 50 new transitional housing dwellings.

Packages of work will be awarded over a period of four years to facilitate and support completion of local apprenticeships and traineeships.

All contracts awarded under the NW Urban Construction and Development Builders Panel will be required to achieve Aboriginal employment targets and facilitate local Aboriginal apprenticeships and traineeships
