This ranking is due to the quality program and fantastic volunteers, and staff that serve the Scouts in the Northeast Iowa Council. We all should be proud of this ranking as this is a top benchmark used to gauge the quality of program in each Scouting Council in the Boy Scouts of America. Dear NEIC Scouters, We want to take the time to thank you for all of your hard work to provide such a fantastic program for over 3,900 Scouts in the Northeast Iowa Council this past year. Without your support and dedication we could not do the things that we accomplished in 2011. You are all a HUGE part of our success and our GOLD Council ranking. We hope that you will all join us on March 10, 2012 at our annual Scouter Appreciation Dinner to celebrate our successes of 2011. 2011 was a fantastic year in Scouting, but we are so excited for all of our Scouting opportunities in 2012! We have so much going on this year, and we hope you are as excited as us for the new year! Family Friends of Scouting

Kicks Off

A Scouter is considered trained for his or her Scouting position and eligible to wear the “Trained” emblem when

they have completed the currently prescribed courses for that position. At this time this includes Youth Protection Training, This is Scouting, and the Specifics training for their role. For Scoutmasters, Coaches, and Advisors of outdoor program crews, Introduction to Outdoor Leader Skills is also necessary. These courses are also included in the unit Journey to Excellence. The BSA desires that leaders take the current training because as BSA program, policies, and practices evolve it is important that leaders stay current to provide the best, safest, and most consistent Scouting program for youth. However, the BSA has long believed that a tenured lead-er does not need to retake “basic” training every time there is a new course - because through supplemental training, roundtables, Scouting magazine, and participa-tion in activities, they can stay up to date with the current methods and practices of the program. With the approval of the district training committee, Scouters who were fully trained under a previous “basic” training for their current role (and of course have complet-ed Youth Protection Training within the past two years) may be given credit as “trained” if, in the opinion of the training committee, the Scouter has continued to stay up to date with the current methods and practices of the pro-gram. These Scouters would be eligible to wear the Trained emblem, be considered “trained” in the unit Journey to Excellence, and would meet the training criteria of the various training awards for their position. Entering the qualifying training courses and proper dates taken into the Scouter’s record in ScoutNET will also mark them as trained. It is the desire of the National Training Committee that leaders take the current training to be sure that they have the up-to-date information related to their role. While there may be a challenge getting tenured leaders to take the time to take a new course, in most cases these lead-ers can be excellent resources for the training committee to help put on Specifics or an outdoor skills course. As an instructor they should be given credit for completion of the course. We can never be “fully trained.” There is always some-thing to be learned, so we urge you to take advantage of training opportunities whenever they are available.

A Trained Leader

2012 National Youth Leadership Training National Youth Leadership Training is a six day training course that provides youth leaders with the opportunity to enhance their leadership skill, in an exciting outdoor environment. Scouts who earn the NYLT

shield are prepared to meet the challenges ahead and are better prepared to work with adult leaders. To be eligible to attend, a Scout must meet the following requirements:

Be the minimum age of 13 years old before the first day of the course.

Have attended long-term Boy Scout camp, attending a minimum of ten days of camp.

Be a member of a troop whose Scoutmaster has completed the adult Boy Scout Leader Basic Training or Scoutmaster Fundamentals course.

Be a current or prospective youth leader recommended by his Scoutmaster.

Be able to attend the entire course and orientation meeting.

Lodge Notes

In order to keep your membership in the Timmeu Lodge current, and to continue to receive the newsletter, The Talking Leaf,

you must keep your dues paid. You may pay your dues at any Lodge event or send a check to the Council Service Center marked with your name and OA dues. Current membership is one indicator for a Quality Lodge, and with this standing, we are able to qualify for grants to provide service and camping opportunities to the Council. Please consider renewing your membership to exemplify your obligation to the Arrow, to our high tradition, and to pledge yourself another year of cheerful service.

OA Winter Banquet

This year’s Winter Banquet is going to be held on Saturday, January 21, 2012 at the Petersburg Community Center in Petersburg, IA. Doors will open at 5:30 and the banquet will begin at 6:00pm. All tickets will be $12 before January 5, and $15 after. Payment can be made at the Council Service Center.

More information will be provided in the next addition of The Talking Leaf.

During your Christmas shopping this year, did you perhaps notice that retailer J.C. Penny had a new logo. The (red and white) logo was the first change to their logo in over four decades. The company thought enough of the logo that it was unveiled last February during the national broadcast of the Academy Awards ceremony. This was of special pride to long-time Scout leader Jim Langhus from Troop 38 in Monona. His son Luke designed the logo. The retailer’s CEO proclaimed that the new logo reflects the modern retailer that they have become while continuing to honor their rich legacy. Luke, an Eagle Scout from Troop 38, is a design student at the University of Cincinnati. His entry beat out more than 200 entries in a nationwide contest conducted by J.C. Penney. The Northeast Iowa Council is proud of the contributions made by many who have experienced Scouting in our council, and would like to acknowledge and congratulate “one of our own” for this noteworthy accomplishment.

2011 Eagle Scout Brunch

Soon invitations will be going out for the 2011 Eagle Scouts to attend the Eagle Scout Brunch on February 26, 2012 at noon held at the Grand River Center in Dubuque. This is the councils hallmark event to honor the 2011 Class of Eagles. Dr. Joe Jenkins and Tri-State Vein Clinic are the corporate sponsor for the event. Each Eagle that attends will receive a one of a kind special me-mento for his achievement. We would like you or your business to

help sponsor an Eagle Scout. The sponsorship covers the Eagle Scout, parents, Scoutmaster, and sponsor to attend the brunch. What a great way to commemo-rate the class of 2011 Eagle Scouts on a once in a life time achievement. Annual Meeting Notice

On Saturday March 10, 2012 the Northeast Iowa Council will hold its Annual Meeting in conjunction with the Scouter Appreciation Dinner at Thunder Hills Country Club located in Peosta, IA. The meeting is open to all Scouters. Those eligible to vote are all currently registered Chartered Organization Representatives, representing chartered organizations within the Council geographic boundaries, and registered duly elected Council Members-at-Large. Invitations with more information will follow.

Message from the Director If you listen carefully,

you can hear it: the

crackle of a late night

campfire, the steady

snare of hiking boots on

gravel, and the distant

voices of hundreds of

Scouts shouting excitedly amongst the towering

walnut trees of Camp C.S. Klaus. That must

mean that summer camp is near! With 2012

nearly upon us, the wheels have already begun

turning to bring Scouts and Scouters the best

program we can offer out at Camp C.S. Klaus.

We are working hard in the off-season to make

sure every area runs at its peak like it never has

before. And although it’s still early, and many

decisions are still being made, we’re excited to

bring new programs, including a few new merit

badges, such as Fly Fishing and Space Explora-

tion. Also, there is a strong possibility of an Inter-

national Scout joining us on staff, so as you can

see (and hopefully hear) Camp C.S. Klaus in 2012

is the year to be here!

Our 2012 Friends of Scouting Campaign will soon be kicking off, so now is the time to start planning how your unit will participate. Friends of Scouting supports the Northeast Iowa Council and its program we all enjoy in so many ways! Before the kick off, units are asked to appoint a Unit Coordinator for Friends of Scouting. The coordinator will need to attend a meeting, held before Roundtable in February. More information will be proved at January Roundtable.

Dubuque Auto-Plaza BMW-Nissan-Hyundai invites you to participate in their Auto Technician Exploring program. Through this program students will learn about the daily life in this

career, the training and education necessary to enter this field, and be given hands on experience working with the tools and equipment used in auto repair. Exploring programs are open to young men and women ages 14-20 that have completed the eighth grade. Meets 1st Monday of the month from 6:00—7:00 p.m. at Dubuque Auto Plaza. District Year In-Review 2011 was yet another growing year for Exploring, Scoutreach, and Learning for Life. Membership saw an increase in all three programs. Scoutreach saw a new addition with the partnership of the Multi-Family Cultural Center and Prescott Elementary. Programs continued to run with Leisure Services and the Boys & Girls Club. Special thanks to members of the committee and Loras College interns who help maintain a quality program. Learning for Life grew with schools participating at Camp C.S. Klaus COPE program. The program allows schools to benefit from the great high and low COPE course offered at Camp Klaus. Exploring continued its growth with new programs at the Grand River Center—culinary arts, John Deere–engineering, NICC—skilled trades, and Kennedy Mall– fashion and marketing. The Exploring committee would like to thank all post leaders, and adult advisors who instill their passion and career excellence in growing future leaders.

Training and Program Updates

If you missed Roundtable, the District has developed a training brochure and a program brochure for 2012. The training brochure details all of the necessary trainings for adult leaders and provides information as to when and where those trainings will take place. It is important for ALL of our direct contact leaders to become “fully trained”. It is not only important for the safety of the young men involved in our programs, but also the adult leaders. The program brochure details all of our District programs from January through August of next year. Each Unit has a copy of these brochures in their Roundtable box, but if you were not able to make it to Roundtable they are available at www.scoutsiowa.org on the Dellaykee District page. Please make sure your families and adult leaders know about this important information and how to find it!!!

Lions, Tigers, and FOS oh my…….

FOS season is almost upon us once again. So what does that mean?? It means that each unit should be thinking about when they will conduct their Blue and Gold banquets or Court of Honors. It also means that it is time once again for each unit to send a representative to the annual FOS training prior to February Roundtable at Johnson’s Supper Club in Elkader. Each unit should send a representative that they believe speaks well in front of people. This training is absolutely essential for the success of the family FOS campaign. More information regarding this meeting will be passed along during January Roundtable!!!

2011 District Wrap-Up

2011 has been a year of change for the Dellaykee District. New programs like the Journey to Excellence were put into effect, many programs changed, and many new volunteers stepped up to the plate to serve the youth in our area. The District Staff would like to thank all of our volunteers who helped improve our District over the past year. Dellaykee, for the first time in a number of years, has both reached a financial benchmark and more importantly, has over 600 youth registered for the year. This is a testament to all of the hard work both the District Staff and Unit Leaders have put in setting up programs, giving FOS presentations, holding Pack meetings, training leaders, etc. Thank you everyone for a great year of Scouting and keep up the good work!!!

To help Cubmasters and roundtable commissioners develop rewarding, theme-based Cub Scout pack meet-ings each month, the National Council has created a series of meeting plans centered around the program’s 12 core values that use various themes to enhance the meeting environment.

The plans—which contain several pages of program suggestions, sto-ries, puzzles, and more, compiled into a downloadable PDF file—are being rolled out between now and

next May. The first three, centered around the values of cooperation, responsibility, and citizen-ship, are already online at the Pack Meeting Plans site on scouting.org/cubscouts.

Inclement Weather

When the Dubuque School District cancels because of unsafe driving conditions due to snow or ice, the Council Service Center and Trading Post will also be closed. This is due to our driveway and rural conditions that we are exposed too. If you were one of the unfortunate ones that we had to push up our driveway, you will understand our concern for everyone’s safety. If the weather turns bad during the day, please call to make sure we have not closed early.
