Foreword

Uganda National Bureau of Standards (UNBS) is a parastatal under the Ministry of Trade, Industry and Cooperatives established under Cap 327, of the Laws of Uganda, as amended. UNBS is mandated to co-ordinate the elaboration of standards and is

(a) a member of International Organisation for Standardisation (ISO) and

(b) a contact point for the WHO/FAO Codex Alimentarius Commission on Food Standards, and

(c) the National Enquiry Point on TBT Agreement of the World Trade Organisation (WTO).

The work of preparing Uganda Standards is carried out through Technical Committees. A Technical Committee is established to deliberate on standards in a given field or area and consists of key stakeholders including government, academia, consumer groups, private sector and other interested parties.

Draft Uganda Standards adopted by the Technical Committee are widely circulated to stakeholders and the general public for comments. The committee reviews the comments before recommending the draft standards for approval and declaration as Uganda Standards by the National Standards Council.

Non-woven bags — Specification

1 Scope

This Draft Uganda Standard specifies requirements and test methods for non-woven bags used for packaging.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 non-woven a manufactured sheet, web or batt of directionally or randomly oriented fibres, bonded by friction, and/or cohesion, and/or adhesion

Note Non-woven excludes paper and products which are woven, knitted, tufted, stitch bonded incorporating binding yarns or filaments, or felted by wet milling

4 Requirements

4.1 General requirements for fabric

4.1.1 The fabric used to make the bag shall be polypropylene of virgin resin.

4.1.2 The fabric constituting the non-woven bags shall be free from restricted colorants listed and when tested in accordance with ISO 14362-1 and ISO 14362-3, ISO 16373-2 and ISO 16373-3. Colorants on textiles shall be identified and classified in accordance with ISO 16373-1.

4.2 Edge sealing

All raw edges and unfinished edges shall not be exposed.

4.3 Handles

When tested in accordance with Annex A the handle withdrawal force shall be 150 N min.

4.4 Freedom from defects

The non-woven bag shall be free from defects such as holes, cuts, tears, floats, crushed selvedges, spots and stains, loose and frayed ends

5 Specific requirements

5.1 Specific requirements for non-woven polypropylene bags

5.1.1 Non-woven bags shall meet the physical requirements as specified in table 1 when tested in accordance to the methods specified therein.

5.1.3 Microbiological requirements

Non-woven bags material shall comply with microbiological limits given in Table 2 when tested in accordance to the methods specified therein.

5.2 Dimension and capacity

Bags may be produced in different dimensions and capacity. The dimensions and capacity shall be declared by the manufacturer.

When tested in accordance with ISO 22198, the nominal dimensions of the bags shall be as declared subject to a tolerance of ± 2 cm. Capacity of the bag shall not be less than the declared value.

5.3 Overall migration

When tested in accordance with US 1675, the non-woven bag shall also comply with the overall migration limits. 60 mg/kg (max.) of the foodstuff.

5.4 Heavy metals

When tested in accordance with US 1659, the non-woven bag shall comply with the list and limits of the heavy metals specified therein.

5.5 Dimensional stability

The dimensional change after five washings of the fabric constituting the non-woven polypropylene bag shall not be greater than 3 % when tested in accordance with ISO 5077.

6 Drop test

6.1 Butt dropping

When tested in accordance with ISO 7965-2 at a height of 1.20 m on the bottom and the top of the bag, after each drop, there shall be no rupture or loss of contents.

6.2 Flat dropping

When tested in accordance with ISO 7965-2 at a height of 1.60 m twice on one flat face and twice on the opposite flat face, there shall be no rupture or loss of contents.

7 Packaging and labelling

7.1 Packaging

7.1.1 Non-woven bags shall be packed in suitable materials that prevents it from damage, contamination during normal handling, storage and transportation.

7.1.2 The bags shall be packaged in agreed quantities between the buyer and seller

7.2 Marking

7.2.1 The non-woven bag shall be legibly and indelibly marked with the following information on the label:

a) Manufacturer’s name, address and /or registered trade mark;

b) Description of goods – “Non-woven Bags”;

c) Capacity of the bag in grams;

d) Dimensions of the bag;

e) Batch number or code;

f) Instruction for correct use;

g) Instruction for storage and disposal; and

h) The declaration of country of manufacture and origin.

7.2.2 The bulk package shall be marked with the following information:

a) Manufacturer’s name, address and /or registered trade mark;

b) Description of goods, “Non-woven Bags”;

c) Capacity of the bag;

d) Number of pieces;

e) Batch number or code;

f) Instruction for storage and disposal of bulk packaging material; and

g) The declaration of country of manufacture and origin.

8 Sampling and criteria of conformity

8.1 Lot

In a consignment, all non-woven bags of the same variety shall be grouped together to constitute a lot. Each lot shall be separately sampled for the purpose of ascertaining the conformity of the requirements of the specification

8.2 Sampling

8.2.1 From each lot, sample bags shall be selected at random as prescribed in Table 3 below.

8.2.2 The bags selected as per Table 3 above shall be tested for requiremenst given in Tables 1 and 2

8.3 Criteria for Conformity

The lot shall be considered as conforming to this standard if all the test results satisfy the requirements of this standard.

Annex A (normative)

Determination of pull strength of handle

A.1 Determine and mark the end point of all the handles tail

A.2 As per distance between the upper clamp or jaw, reduce the length of the bag by knot or stitch to get the clear look to the handle loop

A.3 Hook the handle loop to the upper clamp or jaw

A.4 From bottom of the non-woven bag, fold 8cm and grip the fold line to the lower clam or jaw

A.5 At constant transverse rate of 20cm per minute, measure the breaking point for 5 specimens to evaluate the puling strength.

Products that conform to Uganda standards may be marked with Uganda National Bureau of Standards (UNBS) Certification Mark shown in the figure below.

The use of the UNBS Certification Mark is governed by the Standards Act, and the Regulations made thereunder. This mark can be used only by those licensed under the certification mark scheme operated by the Uganda National Bureau of Standards and in conjunction with the relevant Uganda Standard. The presence of this mark on a product or in relation to a product is an assurance that the goods comply with the requirements of that standard under a system of supervision, control and testing in accordance with the certification mark scheme of the Uganda National Bureau of Standards.
