The EC has just had an excellent informal meeting in conjunction with the 15 th anniversary celebrations of the HANARO reactor in Korea and a coincident IAEA consultants meeting. AONSA on the move

First of all I want to thank my colleagues on the AONSA Board and Executive for a very busy year so far. We have created structures for operating AONSA which are beginning to work well. These include “virtual” Board meetings – by email, informal Executive meetings whenever we can get a sizeable group together eg at conferences, and full Executive meetings in Singapore (May) and at the Tata Institute, Mumbai (October). We now have our Articles, formal by-laws, rules, and guidelines for running AONSA business. These are all on the website for you. AONSA’s work is now recognized by the IAEA as important for our region and our summer schools have received their financial support. We are very grateful for that. Next year we will have our first Asia-Oceania Conference on Neutron Scattering in Japan (20/11-24/11) preceded by the 4th AONSA Neutron School (13/11-19/11) with lots of experimental parts. I hope to welcome members from all Associations there. The website will give details as they become available in the next few months. The AONSA Neutron School at BARC, Mumbai, India was again very successful and there is a report here and on the website with pictures. IAEA Consultancy Meeting on Research Reactor Coalitions

and Users’ Networks: “Education, Science and Applications with neutron beams in East Asia – Pacific Region”

The consultancy meeting was held at the Korean Atomic Energy Research Institute, KAERI, between 27 and 29 October. The meeting was attended by eleven international experts, mainly from the Asian-Pacific region (Australia, Bangladesh, China, India, Indonesia, Japan, Malaysia, New Zealand, Philippines, South Korea, and Vietnam) and chaired by Professor John White as President of AONSA.

The meeting recognized the great opportunities for neutron scattering applications in the region from both the very large investments made at reactors and pulsed sources. An objective was to identify the needs of the various nations represented in the meeting and the ways in which cooperation could be facilitated between them immediately and in the longer term.

Presentations were made by each participant on their local plans, current collaborations and needs for the future. These formed the basis of the subsequent one-day discussion after a visit to the impressive facilities at the HANARO reactor which had been systematically developed since 1985. The consultants emphasised the importance of sustained programs between centres to provide education and training of young scientists, engineers and researchers through a program facilitating bilateral and multilateral access to neutron scattering facilities across the region. AONSA’s role through neutron schools and conferences was recognised and thanks expressed for IAEA support already given to this program.

AONSA Board and Informal Executive Committee Meetings Held at KAIST

The AONSA Board and informal Executive Committee (EC) meetings were held at Korea Advanced Institute of Science and Technology (KAIST) in Daejeon, Korea, on October 31, 2010. The Board meeting in the morning was attended by John White (President), Yasuhiko Fujii (Vice-President), Sung-Min Choi (Secretary), Wen-Hsien Li (Treasurer), Mahn Won Kim (former President) and Masatoshi Arai (former Secretary) and various issues identified in the draft minutes of 5th AONSA Executive Committee meeting in India were discussed. The meeting was followed by a lunch hosted by the Basic Atomic Energy Research Institute at KAIST. At the lunch, Yong Hee Lee, Dean of Natural Science at KAIST and Ki-Bong Lee, President of Korean Neutron Beam Users Association, welcomed all the Board and informal EC participants. The informal EC meeting in the afternoon was attended by 14 participants including Ki-Bong Lee (KNUBA), Kye Hong Lee (HANARO), Rob Robinson (ANSTO), Masatoshi Arai (J-PARC), Yuntao Liu (CIAE), Edy Giri Rachman Putra (BATAN), Abdul Aziz Mohamed (Malaysian Nuclear Agency), Kookheon Char (KNBUA), Chang Hee Lee (HANARO) and all Board members. In the meeting,

all participants enjoyed very active discussions on various issues to strengthen the collaborations in the Asia-Oceania region, which made the meeting very productive. Association and facility reports were made by participants, which updated current status of user communities and facilities in the region. The meeting was followed by a dinner hosted by the Korean Neutron Beam Users Association. The minutes of the meeting will be posted in the AONSA website once it is ready.

Call for Proposals for the 2nd AOCNS 2015

The host and location of the 2nd Asia-Oceania Conference on Neutron Scattering (the 2nd AOCNS) in 2015 will be decided in the Executive Committee which will be held during the 1st AOCNS (November 20-24, 2011, Japan). Both paying regular member societies and non-paying observers of AONSA can submit their proposals to the Secretary of AONSA by email ([email protected]) and the submission deadline is September 30, 2011. The basic principles and procedures to decide the host and location of AOCNS are as followings:

Procedures to decide the host and location of

AOCNS (Approved in the 5th EC, Oct. 5, 2010. A minor revision

was made in the informal EC, Oct. 31, 2010) <Basic Principles> 3. The host and location of next AOCNS will be

decided in the EC during AOCNS where candidates should present their proposals with enough information and the results should be announced at the end of the conference.

- The host and location of AOCNS will be circulated in the Asia-Oceania Region.

- Under normal circumstance, the host and location of AOCNS will be decided 4 years ahead of time and

Call for Nominations for the AONSA Prize 2011

The AONSA has established the “AONSA Prize” for the first time to recognize outstanding research career with a significant impact or contribution to the use or development of neutron science or technology in the Asia-Oceania Region.

Anyone may submit one nomination or seconding letter for the AONSA Prize in 2011 by following the rules as described below by February 28, 2011 to the Chair of Selection Committee electronically ([email protected]). The Prize Ceremony will be held and awardee(s) will deliver the Prize Lecture during the first Asia-Oceania Conference on Neutron Scattering (Nov. 20-24, 2011, Japan) .

AONSA Prize (Established on Oct. 5, 2010)

The Asia-Oceania Neutron Scattering Association (AONSA) awards the AONSA Prize every two years to a person or persons to recognize his/her or their outstanding research career with a significant impact or contribution to the use or development of neutron science and technology in the Asia-Oceania Region. 1. Rules

a. The Prize shall ordinarily be awarded to one person but may be shared by no more than three persons when all the recipients have contributions to the same accomplishment. Recipient(s) should receive the AONSA Prize only once.

b. The Prize consists of a certificate citing the contributions made by the recipient(s) and a monetary prize. The amount shall be decided by the AONSA Executive Committee (hereafter referred to as the EC). Where the award is shared, the prize money shall be equally divided amongst recipients

2. Nomination and Eligibility

a. Nomination shall be opened to anyone whose work has significantly impacted or contributed to the Asia-Oceania Region.

b. Anyone (not a member of the AONSA Prize

Selection Committee (hereafter referred to as the SC)) may submit one nomination or seconding letter for the Prize.

c. A nomination should include: A letter of not more than 5,000 characters

evaluating the nominee’s qualification for the Prize and identifying the specific work to be recognized.

A brief curriculum vitae A short list of major publications Up to five reprints/preprints At least two, but not more than four

seconding letters d. Nomination should be electronically

submitted to Chair of the SC by the deadline issued by the SC.

e. Nomination shall be active through two review cycles (4 years). Nominations may be updated while still active.

3. Selection Committee

a. The SC shall consist of five members chaired by the AONSA Vice President while other four members shall be appointed by the EC. Their term shall be two years (one selection cycle). A member can be reappointed for the next selection cycle (up to two cycles for four years).

b. The SC shall be independent of the EC. Nominations shall be treated in confidence within the SC.

c. The SC members shall represent a broad range of member societies (not observers) and fields of neutron science and technology. The Chair of the SC may co-opt a person or persons from member societies or from observer country/region when none of five members can cover research field(s) for reviewing nominations submitted. Co-opted member(s) shall be approved by the EC.

d. The SC members shall be posted on the home page of AONSA when the SC issues the call-for nominations. The co-opted member(s) shall also be posted.

e. The SC shall submit the name(s) of recipient(s) with a report of nomination process to the EC prior to five months to Prize Ceremony at the quadrennial Asia-Oceania Conference on Neutron Scattering (AOCNS) or the quadrennial International Conference on Neutron Scattering (ICNS), both held in an interval of two years.

f. The SC shall carry out AONSA Prize Ceremony at AOCNS or ICNS.

Report on 3rd AONSA Neutron School at BARC in India

BARC operate a National Facility for Neutron

Beam Research at the Dhruva reactor. The National Facility is regularly utilized in collaboration with about 200 users from various universities and other academic institutions. At present there are over 25 active projects under the universities (UGC-DAE-CSR) collaboration program. During last five years, over 300 papers have been published in peer-reviewed international journals.

BARC has been regularly organizing Schools

on neutron scattering in cooperation with UGC-DAE-CSR. So far 14 such Schools have been organized which involved training in basic principles and various applications in physics, chemistry, biology and materials science, often including hands-on experiments at Dhruva. The ‘3rd AONSA Neutron School’ was held during 4-9 October 2010. This follows the previous AONSA Neutron Schools at Korea (2008) and Australia (2009).

The present School is sponsored by Board of Research in Nuclear Sciences, Department of Atomic Energy, Government of India. It is being organized in association with Indian Neutron Scattering Society and in cooperation with IAEA. Travel expenses of some of the students from developing countries were supported by IAEA.

The distribution of the student participants was:

Australia and New Zealand (5), India (19), Japan (2), Indonesia (3), Korea (3), Taiwan (5), Malaysia (1). Theory lectures were delivered by 7 Indian and 6 foreign scientists, and hands-on experiments were conducted for 10 groups of students by the respective instrument scientists at the Dhruva reactor at BARC. In addition, 14 students made oral presentations of their research work. The following lectures were delivered: 1. Soft Matter Kinetics and Structure by Controlling Contrast in Neutron Scattering

The programme included a conducted city-tour on one afternoon, a welcome reception-cum-dinner, and the School banquette and another dinner in nearby hotels. The last one was special with some cultural activity by the students.

During the feedback session the students expressed their satisfaction and thanked all the contributors. Generally the students appreciated the broad introduction to various techniques that would be useful if they need to pursue any of them in future and the interactions during the experiments. Some did feel they should have had more time to get deeper though it was clear that the time was too short.

We warmly thank all the invitees from the EC for their visit to Mumbai and kind contribution in making the 3rd AONSA Neutron School a very satisfying event. We are also grateful to all the teachers for the very useful lectures we had. My colleagues and I would like to especially thank AONSA for the opportunity to organize the School. The Month of AONSA Big Events in Nov. 2011

< 1st Announcement >

A series of the AONSA-sponsored big events are now scheduled during the period of November 14 through 24, 2011 at the Tokai/Mito and/or Tsukuba area near the J-PARC and JRR-3 Neutron Sources in Japan as follows. general lectures on neutron scattering, parallel

courses related to methodology, and various laboratory courses (tentatively assigned), such as, powder diffraction, inelastic scattering, small-angle scattering, neutron reflectivity, neutron spin echo, residual stress measurements, and biological crystallography.

1st AOCNS

The 1st AONSA Conference on Neutron Scattering (1st AOCNS) will be held in Tokai/Mito or Tsukuba area, Japan during the period of Nov. 20 (Sun) – Nov. 24 (Thu), 2011 for 5 days following the 4th AONSA Neutron School. The conference will be co-sponsored by the AONSA and the Japanese Society for Neutron Science and supported by major Institutes, Societies and local Governments. The conference will cover all scientific areas of neutron scattering such as fundamental physics, material science, magnetism, chemistry, disordered systems, biology, softmatter, surface/interface science and instrumentation (tentative). The scientific program will consist of plenary lecture, invited lecture, poster presentation and AONSA Prize lecture.

Shibayama, Principal of the 4th AONSA Neutron School, Univ. of Tokyo] In both events, the Local Organizing Committee has been formed domestically while the well-coordinated formation of the International Advisory Board (IAB) and the International Scientific Program Committee (ISPC for AOCNS) is now in progress. More detailed information will be found in web sites now under construction to be directly linked from the AONSA home page. A financial support program for students/young scientists will be announced as soon as it is prepared.

This quadrennial AOCNS plays a complementary role in the tripolar regional conferences, the preceding ACNS(American Conference on Neutron Scattering) by NSSA and ECNS (European Conference Neutron Scattering) by ENSA.

4th AONSA Neutron School

The 4th AONSA Neutron School in a series of annual Neutron School will be held in Tokai, Ibaraki, Japan during the period of Nov. 13 (Sun.) – Nov. 18 (Fri.), 2011, preceding the 1st AOCNS. The lecture sites will be Ibaraki Quantum Beam Research Center (IQBRC), Materials and Life Science Facility (MLF)/ J-PARC, and JRR-3. The total number of students is expected to be about 40. The school will be organized by the AONSA and co-organized by Japanese Society for Neutron Science, J-PARC, JAEA, KEK, and ISSP, U. Tokyo. This school will provide opportunities of material research with pulse-neutrons as well as reactor-neutrons. The program of the school will cover

Report from KNBUA

Prof. Ki Bong Lee of POSTECH was elected as a new president of KNBUA in May. He succeeded to Prof. Mahn Won Kim of KAIST who is a former President of AONSA. Prof. Je-Geun Park of Seoul National University became a secretary and the former secretary, Prof. Sungmin Choi of KAIST, took charge of International Affairs. A organization chart of KNBUA with new officers are shown below.

Ki Bong Lee Professor of Physics POSTECH

HANARO Symposium 2010 It was held at Daejeon Convention Center Nov 1 -2, 2010 sponsored by KNS, KNUBA, and AONSA. This symposium is to celebrate the 15th anniversary of HANARO operation and the completion of the cold neutron research facility. About 300 participants gathered including Dr. Solkolov, IAEA, Mr. Jong Bae Choi, MEST of Korea, and Dr. John White, ANU. Other than Plenary session, the technical sessions include source and reactor, energy and engineering, soft matter, magnetism, activation analysis, irradiation tests, and radioisotope. Several papers of the symposium will be selected and submitted to an International Journal of the Korea Nuclear Society, Nuclear Engineering and Technology Feb. and April edition in 2011. Center for Korean J-PARC Users The Korean government has established a new research center, Center for Korean J-PARC Users (CKorJ-PARC), at Seoul National University in order to support scientific activities by Korean scientists at J-PARC. Founding director of the new center is Prof. Je-Geun Park of Seoul National University. With about 200 potential users already in Korea, this center is expected to play a pivotal role in strengthening Korea-Japan collaborations.

Inauguration of the Cold Neutron

Research Facility It was held at INTEC, KAERI on Nov. 1, 2010. The cold neutron guide hall has 7 neutron scattering instruments including the one installed by KIST. This is the outstanding outcome of 7 year project since 2003. (The lower photo on the next page)

The CKorJ-PARC has signed a research agreement with J-PARC on 1st October 2010 and opened a branch office on the 2nd floor of Ibaraki Quantum Beam Research Center. It also held the first collaboration meeting on 26 August 2010.

Report from TWNSS

Taiwan Neutron Science Society (TWNSS) held the very first Taiwan Neutron Scattering Conference (TWNSC) from June 27 to 29, 2010 at Huisum Forest Area. Huisum Forest Area locates at the recreation mountain size of Nan-Tou in central Taiwan. It is a perfect place for conference and out-doors discussion, and is managed by National Chung-Hsing University rather than by a commercial company. The first TWNSC attracted 98 attendants, among them 75% are students. There are 15 invited oral and 14 poster presentations, covering various research topics in condensed matter science as well as in soft matter science. The oral presentations are mainly the reports of current research results, whereas the posters are presented by students and focused on the proposed or to be proposed neutron scattering experiments. Workshop courses on hand-on running data analysis programs, such as GSAS for crystalline structure and GNOM for structural conformation, were also offered after dinner time and with light beers. Many students found that these hand-on experiences are very helpful in “jump into” neutron scattering community.

In 1.5 years time since it was found in 2009, the registered members of TWNSS increase from 45 in February 2009 to 193 in June 2010. This a-factor-of-4 increases is progressively made through workshop, where educational courses including not only basic neutron scattering knowledge but also hand-on data analysis skill are offered. TWNSS will continue to organize and improve such educational courses. There will be two workshops every year in spring and fall time, each focused separately on condensed and soft matter sciences. Among the registered members of TWNSS, 25% are scientists from universities or research institutes, 30% are their post-doctors, and the rest 45% are their students. The 47 professional researchers form 21 research groups. We view this 1:1:2 structure of member is quite health to include senior and young generation.

Report from J-PARC

J-PARC Budget Proposal Submitted to Finance Department

J-PARC Open House On August 28, the third J-PARC Open House was held. This year, 3,800 people visited Tokai. This number is agreeable to us, since visitors were able to go around most of the J-PARC facilities without waiting too long. Also, the capacity of cafeteria fits perfectly to this number.

The budget request from our funding agency, Ministry of Education etc. (MEXT), to the Finance Department was announced at the end of August. For JAEA an 8 cycle operation was submitted (9 cycles, which is 200 days, is our ultimate goal). Also, the 400 MeV upgrade and neutron beamline are in the budget request. Furthermore, a budget associated with a new third party operation is included. In addition, an improvement of the Linac and 3 GeV toward 1 MW operation was requested under the new frontier special budget framework. For KEK a 6 cycle operation, together with construction of the ultra slow muon channel, is included in the budget request. Final results for the JFY2011 funding will be announced at the end of December. Everything added together amounts to about 190 Oku Yen at this moment.

Center for Korean J-PARC Users Started

About 200 Korean physicists have decided to participate in J-PARC. The new organization called the "Center for Korean J-PARC Users" (CKorJ-PARC) started officially. Agreement between this Center and the J-PARC Center was signed on October 1, 2010. The Korean Office will be open at Ibaraki Quantum Beam Research Center. This is an excellent opportunity for all of us.

Status of Neutron Source

During the summer shutdown period, the equipment was inspected or overhauled thoroughly. No serious faults or defects were found and stable operation is expected for the coming beam cycles. Scientific Meetings to turning on/off of the high power proton beam. User operation has been started in middle of October as scheduled.

An international workshop, "Neutron Application on Strongly Correlated Electron System 2011 (NASCES11)" will be held on 23-25 February, 2011, in Tokai, the J-PARC home ground, under auspices of J-PARC, ISIS and SNS. NASCES11 focuses on neutron applications on strongly correlated electron systems such as superconductors, multiferroics systems, rattling materials, f-electron systems, low-dimensional systems and frustrated spin systems. Also cutting edge instrumentations and data analysis software for neutron scattering will be discussed. Detail of NASCES11 can be found on the website; http://j-parc.jp/MatLife/en/meetings/NASCES/.

Status of Neutron User Program 2010A/B

User operation for the 2010A period (from June to November 2010) is continuing and 74 accepted general proposals called by J-PARC as well as 20 general proposals called by Ibaraki prefecture (proposals from industrial users to two Ibaraki prefecture beamlines) are being carried out. For the 2010B period (from December 2010 to March 2011), 99 general proposals were submitted, reviewed by the neutron science proposal review committee, and finally, adoption or rejection of each proposal was decided by the MLF advisory board. In total, 110-days beamtime will be available: 50 days for 2010A and 60 days for 2010B. The call for the next term proposals (2011A) will be started on November 17.

Status of Neutron Instruments

The construction of six new instruments, DNA (BL02, Inverted Geometry Spectrometer), SPICA (BL09, Powder), PLANET (BL11, High Pressure Diffractometer), TAIKAN (BL15, Small Angle Neutron Scattering), VNR (BL17, Vertical Reflectometer) and SENJU (BL18, Single Crystal Diffractometer), are continuing. Beamline and instrument shielding for TAIKAN, beamline shielding for DNA, choppers, supermirror guide tubes and all the shielding for PLANET were installed already. The International Advisory Committees for SENJU and VNR were held in August and September, respectively, and valuable comments were obtained.

The International Conference on Neutron and X-ray Scattering (ICNX)

(The story behind the inspiration) The International Conference on Neutron and X-ray Scattering (ICNX) which is planned in Taiwan in 2011, known as ICNX2011 has been formally announced. This conference runs biannually and was held previously in Kuala Lumpur, Malaysia in 2009 and in Serpong and Bandung, Indonesia in 2007. The first ICNX in Indonesia was initiated with a long-historical story of the local seminar, “Seminar Nasional Hamburan Neutron dan Sinar-X” (National Seminar on Neutron and X-Ray Scattering) organized by neutron scattering laboratory (NSL) in the National Nuclear Energy Agency of Indonesia (BATAN). This seminar has been organized yearly started in 1998 and then biannually since 2001 accommodating the local staff members for sharing the neutron scattering activities in BATAN. We realized the neutron scattering members and activities in Indonesia were entirely small and limited, even though NSL BATAN which consists of 7 neutron scattering instruments and utilizes a powerful 30 MW G.A. Siwabessy research reactor (RSG-GAS) was the one of the largest neutron scattering facilities in the Asia-Oceania region. For that reasons, the seminar was designed for accommodating not only neutron scattering subjects, but also X-ray scattering/diffraction with the aim for promoting neutron scattering (neutron science) and encouraging the new users (especially X-ray users) from local university and research institute. At the end, we looked forward to them to consider and then utilize the BATAN’s neutron scattering facility in Serpong, Indonesia. Despite the seminar that has been held five times, the impact for attracting and persuading the local users was insignificant. The main problem was the local scientist didn’t have a strong basic knowledge on neutron scattering while the scientist who has been exposed with neutron scattering abroad was limited and mostly they didn’t know the availability of similar facility in their home country, like one

in Serpong, Indonesia. On the other hand, the capability of the existing neutron scattering scientist and the performance of the instruments were needed to be improved and enhanced. For that intention, we are strongly motivated for expanding the scope and the aim of the local seminar into a regional or international level. We believe that many potential users who can be attracted for utilizing the neutron facilities in Serpong, Indonesia are around and would like to update the neutron scattering communities in the region that the NSL BATAN is still in operation. Meanwhile, inviting the world-class neutron scattering scientist for instrument development and also research activities will be inspiring and tempting the young and enthusiastic neutron scattering scientist to accelerate the neutron scattering activities in Indonesia. Then, it could be understood that in 2005, the local seminar entitled the 6th National Seminar on Neutron and X-Ray Scattering dramatically changed. This one-day seminar which focused on neutron and X-ray scattering in macromolecules has attracted the participants including the speakers from around the world. A two-day workshop for practical training has been held prior to this seminar. [IUCr Newsletter 13(3) 2005 & Neutron News 17(1) 2006]. This successful seminar has strongly sparked us to make our dream is coming true in organizing a high-level seminar with the intention to promote neutron science in the region and to arise BATAN’s neutron scattering facility utilization. Informal support and encouragement were coming from colleagues from Nuclear Malaysia Agency, ANSTO Australia, BARC India, Japan, as well as from Institut Teknologi Bandung (ITB), Indonesia for sharing the host for the first ICNX meeting. Attending the International Conference on Neutron Scattering (ICNS) 2005 in Sydney, Australia as well as Small-Angle Scattering (SAS) 2006 conference in Kyoto, Japan by the NSL BATAN member has given enormous ideas for organizing an international level of

neutron and X-ray scattering meeting in Indonesia. The ICNX2007 as the first ICNX meeting consisted of five five-day workshops at BATAN nuclear site centre in Serpong and two-days symposium at Aula Barat ITB in Bandung, West Java [Neutron News 19(1) 2008]. This conference also devoted to Marsongkohadi, Professor of physics in ITB, who turned 75 in May 2007, for his pioneership in promoting, developing and establishing neutron scattering in Indonesia since 1960’s. The conference programs both the workshops and symposium have impressed the participants on applications of neutron and X-ray scattering in materials science and biology in revealing the static and dynamic structures from atomic-to micro-level sizes of materials. Then, we brought this enthusiasm by continuing the ICNX meeting in the region, to Kuala Lumpur, Malaysia in 2009. A three-days symposium of ICNX2009 focused on the sustainable materials research advancement through research reactor and synchrotron was organized remarkably. The atmosphere during the meeting has been filled with the spirit, friendship, and commitment for promoting and establishing the neutron science together with X-ray scattering in the region. It was answered at the end of ICNX2009 with the announcement of the coming ICNX2011 in Taiwan. We were proud and fulfilled that the ICNX becomes a noticeable meeting in the region and the world as well for encouraging neutron and X-ray scattering communities. It will be a good indication that neutron & X-ray scattering as a complement technique have to run together for leading the improvement of research and development in materials science and biology. By bringing the spirit from the first ICNX as well as friendships, networking in the region has been revived and further enhanced for promoting neutron and X-ray science as well as the facilities. Now, we all motivated for building up strong user groups of neutron and X-ray scattering through the ICNX meeting.
