Purpose of Briefing

Increase the awareness of important roles and urgency of telemetry and to seek global collaboration in meeting global telemetry needs– Current telemetry band do not meet current demand for bandwidth– If telemetry needs are not addressed NOW, lack of telemetry can result in

serious impacts until resolved – Delay, cost impact, risks of program failures, impact on public safety,

national security, national economy, national competitiveness – Telemetry needs to be harmonized at a regional or global level

Impact to Aviation Safety If telemetry bands not secured, aviation safety will be

challenged US has completed studies and found that the following

bands are usable for flight test Telemetry in the air-to-ground direction only – 5 091 – 5 150 MHz

MLS has not used 5091-5150 MHz No impact to aviation even if MLS is ever to operate in the

band– 4 400 – 4 940 MHz

Main WP8B Results

Flight test telemetry can be available in all studied bands

These bands are already occupied by other services and

have to be shared on a non-interference basis

Services to be protected are

Fixed Satellite Services

Radio Astronomy

Microwave Landing System (MLS)

Airport RLAN

Aircraft payload telemetry (including UAV) is not considered here. On short term basis the requirements can be fulfilled in already allocated bands to the Mobile Service.

Main WP 8B Issues

How to achieve this non-interference sharing with other services?

Flight test telemetry systems will have to comply with some restrictions, e.g.

power limitation per transmitter

adapted aircraft antenna pattern

frequency coordination between ranges

Limitations are under study and will be decided by WR´C07 after final band állocation in November ´07
