15 political parties agreed that all the Constituent Assembly members will not be selected from the Members of the Parliament and that they have to represent all the citizens.

This proposal will be discussed with Field Marshal Tanatwi in the meeting that was supposed to be held today but was delayed until Thursday at the request of these political parties.

Presidential Hopefuls Determine Position from Army

Presidential candidates have started to open the thorny issue of the Armed Forces role and powers and their position from SCAF if they succeeded in the upcoming elections.

Dr. Mohamed Morsi, MB’s presidential candidate, said that if he came to power, he will

negotiate with SCAF the selection of the Minister of Defense; however, “The military junta will not have the upper hand on this issue.” Morsi said that the MB will not dominate the country if he was elected but he will seek to represent all Egyptians and will perform his role according to the constitution not the MB’s set of regulations.

Dr. Mohamed Selim Al-Awa, presidential candidate, said that SCAF generals succeeded

in protecting the January 25 revolution but they had their mistakes. “SCAF generals have to be held responsible for the mistakes they committed and no one will be above the law,” said Al-Awa. He also expressed his complete rejection of any reasons that might postpone presidential elections.

Amr Moussa, presidential candidate, accused some political powers of using Tahrir

Square to tarnish his reputation. He described the chants against presidential candidates in protests as a “negative phenomenon that will lead to chaos in Tahrir Square.”

More Tents for Abu Ismail’s Supporters in Tahrir Square

Hundreds of supporters of Sheikh Hazem Salah Abu Ismail, disqualified presidential

candidate, resumed their sit-in in Tahrir Square for the second day, following the Friday protests titled “Self-Determination.” The number of tents reached 200 located in the middle of the square and in front of Tahrir Administrative Complex.

They protested against the exclusion of their candidate from the presidential race and

accused the Presidential Elections Commission of fraud. Their demands include dismissing judges of the Presidential Elections Commission and

eliminate Article 28 of the Constitutional Declaration. Security forces intensified their presence in the area surrounding the square to protect

the building in case protesters tried to break into them.

El-Baradei: Our Goal is to Create a Moderate Democratic Party

More than 100 founders of the “Revolution Party” headed by Dr. Mohamed El-Baradei

attended a meeting yesterday at the Sawi Culture Wheel to discuss the final structure and background of the new party.

Various prominent thinkers attended the meeting including; Alaa Al-Aswani, George

Ishak, Galal Amin, Sameh Ebeid, Mostafa Al-Gendi, in addition to a group of young revolutionaries.

Wael Qandil, Editor-in-Chief of Al-Shorouk newspaper and one of the founders of the

party, said there is a tendency among the founders to change the name of the party to be “The People’s Revolution Party.” However, according to him, final decisions will be taken within the coming three days on the details concerning the establishment of the new party.

Dr. El-Baradei confirmed that this party is an attempt to unite Egyptians from different

backgrounds, religions and ideologies in one political entity that can achieve the aspirations of the average Egyptian citizen. “We have to build cadres from the youth who can acquire political experience from all over the world,” said El-Baradei.

Tantawi: SCAF Does Not Support Any Presidential Candidate

Following the rather divided million-man march in Tahrir Square last Friday, Head of the ruling Supreme Council of Armed Forces Field Marshal Mohamed Hussein Tantawi ignored referring or commenting on the escalating crisis of drafting the constitution before holding the presidential elections.

Field Marshal Tantawi came out with strong statement confirming that Egypt will not

submit to the will of one political group. He reiterated SCAF’s commitment to hand over power to a civilian elected authority. He also stressed that all the segments of the Egyptian society should be represented in the constitution-drafting assembly.

As the presidential race heats up, Tantawi said that he is confident that the Egyptian

people who revolted on January 25 to demand freedom, democracy and justice are able to elect their new president. He also confirmed that the Armed Forces will remain neutral towards all presidential candidates and political parties and will not support any candidate in the upcoming presidential elections.

Tantawi gave these statements on the sidelines of the maneuver “Badr 2” by one of the

formations of the Third Field Army on Saturday.

Mahmoud Mursi the Islamist Candidate

The Muslim Brotherhood announced yesterday that its candidate Mahmoud Mursi was the only Islamist presidential candidate.

Meanwhile leaked news from the Islamists’ talks uncovered a probability of a collective Islamist support of Abd al-Munim Abu al-Futouh.

Talks have been taking place between the different Islamist groups and parties to try to get united to support one candidate in the Presidential elections. The news leaked from the talks suggest a probable alleged agreement on presidential candidate Abd al-Munim Abu al-Futouh, the independent candidate and former member o the Muslim Brotherhood.

The Danger of Delay

Judge Id al-Bayyoumi warned of the bad consequences of any delay in the presidential elections. The delay is expected because of the so called “political isolation” draft law that was referred to the Supreme Constitutional Council that in its turn rule that it was not of its authority to examine the draft consistency with the constitution.

The Parliament had approved the draft law. Id said that if the parliament insisted on passing the current defective draft, it will give the chance to any presidential candidate to

contest against the law.

Tahrir Square a Battle Ring

A number of politicians bemoaned the clashes that took place in Tahrir Square in the Self-determination mass demonstration last Friday.

The clashes that took place on Friday pointed out serious disagreements that are difficult to be overcome easily, according to experts.

Mustafa Kamil al-Sayyid, lecturer of Political Science considered the clashes on Friday to be a strong message to SCAF that asserted the necessity to respect the timetable to hand over the power.

The disagreement between Islamists and liberals seemed to be too deep and serious.

Updates on Presidential Elections in Shurouk

Al-Shurouk singled out two pages to highlight the high cost of presidential campaigns.

TV advertisement came first in influence and cost (24 thousand Egyptian Pounds per minute), while posters were more spread and less cost. Street advertisement banners try to impress people. One hundred thousand pounds is the cost of a full page advertisement in newspapers and 50 thousands for outdoor banners per month.

Al-Shurouk also highlighted the important role of the Internet social networks as an effective and cheap way of advertisement.

On page 8, al-Shurouk provided a comparison between Khairat al-Shater, excluded candidate of the Muslim brotherhood and Mahmoud Mursi who replaced him in the presidential race.

Al-Shurouk presents al-Shater as a strategic person who plans rather than executes. It also referred to his cardiac problems and diabetes. Al-Shter spent many years in prison and his ideas are very close to Salafism. He rejects women’s travel without a “Mahrim” [a man of direct relation with the woman; father, brother, son or husband]

On the other hand, Mursi is presented as an executive person who plans and executes. He is newly bearded. He had a tumor surgery in the brain. He was imprisoned for short periods. Al-Shurouk is easier with women’s issues. He is a teacher.

In another context, presidential candidate Amr Mussa indirectly criticized the self-determination demonstrations of Friday where his photo was raised on a banner reading “no for the former regime.”

Mussa accused some political players of using the revolution to serve their own interests in the presidential race.

Egypt’s Ministry of Foreign Affairs denied being involved in excluding Hazim Salah Abu Ismail and supporting Umar Suleiman [who was also excluded].

A Temporary Constitution

Leaked news from the ongoing talks about the Constituent Assembly Crisis suggests an alleged tendency to draft a temporal constitution for 10 years to get out of the crisis.

Informed sources told al-Yom al-Sabei that the suggested constitution would be an amended copy of the 1971 Constitution. Article five about the president will be amended and an extra article about the transitional period will be added.

In a related context, Field Marshal Tantwi’s meeting with the political parties and payers was postponed to Thursday.

Supreme Constitutional Court Says Political Isolation Bill Does Not Fall Within its Purview

The Supreme Constitutional Court said that issuing a ruling on the political isolation bill does not fall within its jurisdiction.

The court is not specialized in reviewing laws before their enactment, it said.

Under the bill, which introduces amendments to the law governing the exercise of political rights, no person who worked as a president, vice president, prime minister or led the once-ruling National Democratic Party (NDP) can exercise their political rights, which include voting or running in the parliamentary or presidential elections for the coming 10 years. The amendments also covered members of the NDP's general secretariat and political bureau. Head of the Supreme Council of the Armed Forces (SCAF) Field Marshal Hussein Tantawi had referred the bill after it was passed by parliament on April 12 to the court for examination.

The State Commissioner’s Authority, which gives recommendations, has looked into the amendments and finished a report on them. The authority had said the bill was non-constitutional because it violates the Constitutional Declaration.
